The complexities of Public Administration have gained the growing attention of scholars around the world, mainly due to the impacts of the reforms implemented under the doctrine of New Public Management (which aims to apply concepts and practices of private management in public management) on civil servants. The aim of this study is to find out how Portuguese citizens evaluate the Portuguese Public Administration under the aspects of bureaucracy, organisation of human resources, innovation, skills and attitudes of civil servants, its motivation and recognition; and to verify if there are differences of opinion between respondents working in public sector and respondents from other sectors. This study follows a quali-quantitative approach, and data were collected through an online survey in the period from June to December 2020. The survey was answered by 1119 citizens from all districts of Portugal. The main findings reveal a still high level of bureaucracy in the Portuguese Public Administration; weaknesses in the management of human resources, namely regarding the motivation and recognition of civil servants; and difficulties in the establishment of a meritocratic system of recruitment and performance evaluation of civil servants. Statistically significant evaluation differences (chi-square test and non-parametric Mann–Whitney U tests, involving five hypotheses) were found between the public sector and other sectors, except for the motivation variable.

Firms aim at achieving their economic interests without neglecting the needs of local and regional communities and the environment itself. The process involves defining and implementing Social Responsibility strategies that leverage organizational competitiveness and sustainability. In this context, the current study purposes to demonstrate how Corporate Social Responsibility (CSR) and a sustainable orientation influence the satisfaction and loyalty of academic tourists to the Metro of Porto (in Portugal). More specifically, our study aims to assess the satisfaction of academic tourists with the Metro of Porto and, additionally, to analyze the variables that determine the satisfaction and loyalty of these tourists to this specific transport company, which has never been achieved before. Our proposed research model seeks to determine how CSR and a sustainable orientation influence academic tourists’ loyalty to the Metro of Porto transport services as well as their link to Service Quality, Perceived Value, Corporate Image and Tourist Satisfaction. From a sample of 256 academic tourists, customers of the Metro of Porto, a quantitative analysis was carried out using the structural equation model (SEM-PLS). The results obtained allow us to conclude that CSR and Service Quality have an impact on academic tourists’ satisfaction and loyalty to the Metro of Porto. The development of a region is intrinsically linked to transport networks that promote the integration and growth of productive systems. Our results demonstrate the relationship between regional development and business sustainability strategies that integrate Social Responsibility practices. We show the importance that Social Responsibility policies have for companies as a precursor to customer satisfaction and loyalty to a company. Hence, as a guarantee of obtaining economic results, firms must simultaneously contribute to the sustainable development of territories.

Purpose This study applies an Employee Satisfaction Index (ESI) model to quantify the level of job satisfaction and explores the factors that influence employee satisfaction, performance and loyalty to an information technology recruitment and outsourcing organization in Portugal. Design/methodology/approach As an instrument of data collection, questionnaire was applied to the company's employees, which was divided into two parts: the first part consisted of a previous questionnaire, with questions related to sociodemographic characterization; the second part consisted of the ESI. The company operates only in the information technology (IT) market, and there are currently 300 consultants with different skills. Findings The results confirm that the company's employees are globally satisfied, and this satisfaction contributes positively and significantly to the reinforcement of contextual performance and to their loyalty to this organization. Originality/value Job satisfaction takes on a growing interest in understanding quality of life, strategic management and organizational performance. Job satisfaction contributes to the professional finding, that is, in employees’ activity and in adopting positive attitudes toward customer satisfaction, thus promoting organizational performance.

The main objective of the present research is to identify the knowledge flows responsible for promoting the innovation capacity of Portuguese companies. Specifically, we intend to identify which variables influence Portuguese innovation capacity from a macro and micro perspective, so that we can establish possible ways to promote open innovation (OI) in Portugal since Portuguese companies have little maturity in terms of open innovation when compared to companies in other countries of the European Union. To achieve this goal, the methodological design used consisted of two phases. In the first phase, a literature review was conducted to identify the main variables associated with innovation performance. After identifying the most influential variables in the literature, in a second phase, data were collected through three distinct databases, namely Pordata, the Portuguese Tax and Customs Authority, and SABI. To identify the most influential variables in the Portuguese innovation capacity, the multivariate multiple regression technique based on the ordinary least square (OLS) method was applied. The results of the present research bring empirical evidence that researchers dedicated to R&D from non-profit institutions (i.e., inbound OI) and researchers from firms (i.e., outbound OI) exert a significant influence on innovation capacity so the development of an optimal strategy for the strengthening of open innovation by Portuguese firms should take into account the use and combination of these two specific knowledge flows. In this sense, the originality of this research lies in the fact that it is the first attempt to understand the possible implications of the determinants of innovation capacity on open innovation, from an exploratory study concerning the flows of knowledge.

The European Structural and Investment Funds (ESIF) are the main instrument of the European Union (EU) Cohesion Policy to promote convergence, economic growth and reduce imbalances between EU members. The objectives of the 2014–2020 programming period follow the agenda of the Europe 2020 Strategy to promote smart, sustainable and inclusive growth of EU members. Since before joining the EU, in 1986, until the end of the Portugal 2020 Partnership Agreement (PT2020), Portugal will have received more than EUR 130 billion. Have the subsidies that Portugal has received been well applied? Our study fills a gap in the literature by portraying citizens’ perceptions about the effectiveness of EU funds for the development of the country and its regions. The study is quantitative in nature, and a non-probabilistic sample of 1119 participants answered our survey. A high proportion (76%) of the respondents considered that EU funds contributed to the development of the region where they live, although a significant percentage of the respondents (more than half) considered that there may be corruption in Portugal. The Portuguese also mentioned the existence of practices such as favouritism and lobbying regarding the approval of projects. Our findings are supported by the literature, which refers to “lost opportunities” in the inefficient application of ESIF, while recognising that EU funds have played a significant role in Portugal’s development over the last three decades.

The music industry has faced a tremendous change ever since the emergence of streaming. People now had access to unlimited music to listen to and share with others, which is a great concept. As companies started to invest in the future of streaming, many platforms were created, one of them being Spotify. Standing amidst a crowd of competitors, Spotify managed to climb to the top and comfortably remain there over the years (listed on the NYSE and having 120 employees; IPO share price (3rd April 2018) = 169.9 US Dollars and share price of 319.77 US dollars on 4th December 2020). However, it was not easy. Being one of the top streaming platforms in the industry requires effort, investment, adaptation and innovation, and exceptional management. This study analyses in-depth the aforementioned aspects, as well as the company’s business models and its revenue, which combined, led Spotify to where it is today. A survey with 498 answers was performed regarding Spotify, and the results were analyzed by using descriptive and inferential (Chi-Square test) statistics. We thus conclude very confidently that there does seem to be an association (statistically significant at the 0.1% level) between age and the use of Spotify. Younger respondents (18–35 years) are more likely to use Spotify than older respondents (> 35 years). Overall, Spotify’s business model is one of the best in its field and is constantly evolving, which is what is to be expected of a company that seeks the top spot on the podium.

This exploratory study aims to shed light on the e-commerce phenomenon and the impact of the pandemic COVID-19, namely in a period of social distancing and isolation. We study two prominent examples, via secondary data: Japan and the USA. We then analyze digital consumption behaviors and patterns in Portugal. For this, a questionnaire was created - using Google Forms - where both quantitative and qualitative perspectives were gathered. The research sample was a convenience sample, popular in business research, and it included 185 responses from Portuguese citizens. Through a cautious analysis of the primary data obtained, it was possible to compare the consumption levels in an ante- and post-COVID-19 context; what type of products are the most pursued; by whom they are most sought after; what are the most used platforms; and, additionally, the satisfaction levels regarding the use of these platforms. No statistically significant association (chi-square statistic) was found between gender or age and the preference for physical versus online stores. The data also uncovers that there is still a general preference for a more secure, traditional way of life in Portugal due to the fact that people still reveal some insecurities and fears regarding shopping through the Internet and a preference to buy in physical stores, which clearly leads people, in general, to buy online not so regularly as in other countries.

The authors propose to study an innovative approach to talent management based on the need for change that organizations are facing due to a disruptive environment brought on by the fourth industrial revolution: the digital revolution. Its nature and impact on society, on management systems, and on business organizations are described as the stage where a significant change movement is happening to an extent and intensity never seen before. To deal with this, the authors elaborate on the need for increased agility and flexibility as determinant factors for the competitiveness of organizations and businesses. In that sense, a new approach to talent management is proposed based on an innovative concept of talent – which is democratic. By describing the key elements of this innovative concept, a new approach to human resource management is also described, arguing for the need of moving towards disruption in traditional policies, processes, and practices. Five interviewees approached during the Covid-19 pandemic, in late 2020, share their views herein on their talents and of digital disruption and opportunity.

It is indisputable that technology is present in everyday life. In this digital era, brands need to adapt to the changing pace of the needs and desires of society to distinguish themselves from their adversaries, especially in the electronic environment. Hence, they must have well-defined and successful marketing and advertising strategies to achieve a place on the podium of preference of consumers. This work intends to understand how the communication strategies of Apple and Samsung affect the decisions of consumers in Portugal to buy electronic devices. To this end, a survey was conducted, and the responses of 700 individuals who reside in Portugal were analysed through descriptive and inferential (chi-square test of independence) statistics. The survey results show that cost-benefit, price, technical specifications, and performance are the characteristics that weigh the most when purchasing electronic devices, as well as the perceived prestige of the brand. Additionally, an association was found between having only one device and having more products of the brand, with Apple users having more frequently more than one of the brand’s products than Samsung users. We thus concluded that Apple consumers are more loyal. It was also found that the store where the devices are brought is not independent, in Portugal, of the brand of the devices. Apple users buy more brand products from the brand store, both physical and online, than Samsung users. Finally, advertisements and word-of-mouth were found to be fundamental for consumers to acknowledge brand devices, and the degree in which this happens is also not independent of the brand, in Portugal, as a chi-square independence test showed.

Due to added mobility and the increase in international students worldwide, as well as the current problem regarding the counterfeiting of diplomas and the selling of fraudulent certificates, we propose a technological solution. Namely, to ally blockchain technology to higher education certificates and diplomas, to make the process of checking for academic qualifications more facilitated and transparent. Employers of graduates, as well as higher education institutions which evaluate course applicants, would benefit. Perhaps equally as important, students applying for international degree programs would have their lives simplified. There is an increased pressure to ensure the legitimacy and authenticity of certifications and diplomas—and preferably without the current “hassle” of getting diplomas recognized by official entities. New technological advances, with the development of blockchain and smart contracts, with their characteristics of immutability, decentralization, security, traceability, and consensus, may be considered an excellent match to implement a robust and reliable anti-fraud solution to issue digital diplomas. Radical innovations, such as linking blockchain and higher education diplomas, involve significant change and novelty. Linking blockchain and higher education diplomas could potentially positively impact and benefit millions of people worldwide, especially the younger generations. This study involved a literature review and the searching of the Scopus database (refereed publications) for the following concepts: blockchain and diploma. Existing literature is recent, with most articles (25) published between 2019 and 2020, with 4 in 2018 and only 1 in 2017. This was aligned with our expectations since the development of blockchain utilization outside financial and crypto-assets industries is recent, and it is known as “Blockchain 3.0”. We can additionally affirm that the topic is attracting attention and efforts from researchers worldwide and that some higher education institutions have already implemented ad hoc solutions. As it is, the sector lacks a unified response to the problem of automatic and reliable higher education diploma certification.

This study seeks to answer the following research question: “What factors can explain the number of patent filing requests made by residents in Brazil at patent offices in Brazil, the United States, Europe, and triadic patent families?”. The methods used in this research are quantitative, using big data from private and public investments in Science and Technology, and about patent deposit numbers in Brazil from 2000 to 2017. A model of linear regression was performed and explains how these investments in Science and Technology influence patent deposit numbers. The results of this research study point towards the importance of universities, up and beyond the traditional training and education aspect of university activity. The importance of public and private innovation investments is also shown to be important. This study shows that the patent registrations in the different regions under analysis are affected by different factors. There is thus no single formula towards the creation of innovation output and governments would do well to continue to invest in higher education while also investing in public research and development activities. Additionally, and not least important, private entities should be continually encouraged to make innovation investments and favourable government policies need to thus exist for this to happen. Finally, the low numbers regarding patent filings in Brazil may be linked to institutional deficiencies in the country. Patent breaches may be difficult to punish, and the judicial system may be slow and untrustworthy, compared to the United States and to Europe—leading to diminished patent registrations in Brazil. A set of implications and recommendations for policy derived from this study and will be strategic for policymakers.

Burnout is increasingly present in organizations and in the most diverse professions, namely, in university students. Burnout can have negative repercussions on their well-being and can even lead them to abandon their studies. The objective of the study focuses on academic burnout and taking medication as a consequence of the requirements of the academic path of students at a Portuguese public university. To achieve this goal, a quantitative methodology was used, consisting of the distribution of a questionnaire to a sample of students from the analyzed university. The first study questionnaire obtained 207 responses, all valid. To perform the analysis of the quantitative data, the program IBM SPSS Statistics, version 25 was used. Inferential statistics were used, namely, Student t-test and one-way ANOVA (parametric tests), Spearman’s correlation coefficient, and the Chi-square test, to test the previously defined research hypotheses. Among the variables for which statistically significant relationships with burnout were found, the following stand out: the arithmetic mean (course average); the professional situation; participation in extracurricular activities; the practice and frequency of physical exercise; the choice and expectations regarding the course; the uncertainty felt about the professional future; the evaluation of the relationship with colleagues.

Tourism plays a very important role in society. However, it has many negative impacts, such as the increasing problem of food wasting in hotel restaurants, especially when providing all-inclusive/all-you-can-eat breakfasts and dinners. This study aims to propose some activities which could lead to food wasting reduction. Through a questionnaire (with 132 respondents, from various countries), the authors wanted to find out respondents' attitudes towards suggested solutions and this problem in general. As part of the questionnaire, four possible activities were proposed in order to help to reduce food wasting and contribute to better food security in today's world. The questionnaire results proved that respondents would appreciate such opportunities, therefore answering the research question. Fridges (in which people could put their untouched leftovers), samples (before people take the whole portion of food), special cards (containing the ingredients used for the preparation of the meal), and daily announcements (of food wasting in kilograms) are four possible ways to reduce food wasting in hotel restaurants.

Most business enterprises are small and medium-sized enterprises (SMEs), and many of them are without a human resource and recruitment department. Thus, one of the challenges that organizations currently face is to find a strategy to retain and attract talent. To overcome this difficulty, enterprises must invest in employer branding policies and be aware of the factors that differentiate them from others when attracting employees. This study aims to develop an employer branding model applicable to SMEs, to increase and enhance the attraction and retention of talents. An exploratory approach based on a quantitative perspective was adopted to develop an employer branding model applied to SMEs, with two major reference employer branding models and frameworks used as the main support. The model of employer branding was applied to SMEs regarding four dimensions, whereby essential questions are asked, namely (1) organizational culture (e.g., do employees have a job description aligned with the corporate culture?), (2) company strategy (e.g., what is the strategy if business volume decreases?), (3) company reputation (e.g., how do you perceive and treat negative feedback?), and (4) reward systems (e.g., do you feel that your employees are motivated intrinsically or extrinsically or both?), ordered by layers based on a logical sequence. The new proposed model is expected to serve as a useful strategic tool and as a basis for attracting, retaining and managing talent, specifically in the SMEs context. This new model provides a set of strategic and competitiveness benefits for SMEs, while contributing to making enterprises more profitable. The model also contributes to SMEs having a better image and reputation, enabling them to stand out from others in the war for talent.

In a globalization context, underlined by the speed of technological transformation and increasingly competitive markets, the perspective of human capital, as an asset of strategic importance, stands out in differentiating human resource practices. Under this reality, the employer branding (EB) concept gains more and more importance as a strategic tool to attract, retain, and involve human capital, given that this has become a source of competitive advantage to companies. Within this context, this study aimed to evaluate the relationship between employer branding strategies implemented by organizations, as well as their impact on the employee’s affective commitment, evident in certain organizational cultures, which are sustained over time. The methodological framework applied to this study is quantitative, and the data collection was carried out with the application of an employer branding and an affective commitment questionnaire. To achieve a good representation of the active population, the sample of the quantitative study was composed of 172 individuals, working in the public and private sectors in Portugal, exercising different positions in the different sectors of activity. Results obtained with these techniques indicate a high level of affective organizational commitment (AOC) of employees in the organizations surveyed, suggesting that affective commitment develops when the individual becomes involved and identifies with the organization.

With the increasing use of smartphones in people’s daily lives, mobile accessibility has become a key factor for them. Tourism is one of the sectors that has benefited the most from this growth but has not yet reached its full potential as accessibility has not yet been fully exploited. The main goal of this study is to assess accessibility in mobile applications for the tourism sector. Thus, 14 mobile applications were analyzed, using a manual and automatic methodology through the proposal of an evaluation model divided by quantitative and qualitative requirements, as well as the use of features such as VoiceOver and TalkBack. The results show a high overall number of errors in most quantitative requirements as well as non-compliance with most qualitative requirements. On iPhone 4, “Viseu – Guia da Cidade” was the application with the highest rating, while on Wiko GOA, it was the “JiTT.Travel Funchal” application. In turn, on iPhone 6 Plus, iPhone XR, Nokia 5.1 and OnePlus 6 devices, the best results were achieved by the “Viseu – Guia da Cidade,” “JiTT.Travel Funchal” and “TUR4all” applications. Regarding the accessibility of mobile applications on different versions of the same mobile operating system, it was concluded that there are no differences in their accessibility on both operating systems (iOS and Android). Finally, regarding the accessibility of applications on smartphones with different screen sizes, there are also no differences in their accessibility.

The Brazilian National Institutes are strategic elements for the growth and development of Brazilian society since they have the purpose of meeting social and economic demands. However, for this purpose to be materialized, it is essential to develop strategies and mechanisms that consider the current educational context, marked in large part by the transformation of education into a product and the increased awareness of students who expect to have their own needs met in terms of achievement and satisfaction. Based on this premise, this research aims to present an indicator for measuring student satisfaction of students from the Federal Institute of Education, Science and Technology of Piauí-Campus Oeiras (FIEPI-Campus Oeiras), in order to provide evidence of how satisfaction has presented itself in relation to the different educational profiles present in the institution. The study was conducted with a sample of 290 students from FIEPI-Campus Oeiras. The instrument used for data collection was a questionnaire structured in two sections, in which the first was intended to obtain information to characterize the sample and the second section, composed of 14 items, aimed at measuring students’ satisfaction with the institution. Descriptive, exploratory, and inferential statistical techniques were used for the data treatment and for the validation of the results. The results indicate that the students are slightly satisfied with the institution and that the average satisfaction is different in relation to the courses and technological axes.

Portugal is a country with a large coastal extension and a fishing and sea tradition which place it on the top of fresh, salty and deep-frozen fish consumption in the European Union. The incapacity by consumers to evaluate the degree of freshness and quality of fish for consumption may cause health problems, such as food poisoning, hence the preference of consumers for deep-frozen products instead of healthier fish that is sold fresh. In this project we intend to contribute to an improvement in the evaluation by the final consumer of the quality of fresh fish sold to them through creating a reference table of fish degradation (at this experimental stage for mackerel and sardine) and the development of a mobile application allowing, in a near future, for users to determine the rate of freshness of fish they wish to acquire. The reference table creation is based on the degradation/dehydration of the fish’s eye as well as a respective coloration (opaqueness), which changes according to the time since the fish was caught.

At an estimated annual growth rate of 13.74%, the global health informatics market can reach $123 billion, by 2025, figures that exemplify the development trends of an ever-growing industry. The authors decided to collect data from the general public through an anonymous survey on the subject of health informatics. This survey was developed on Google Forms and later sent to multiple recipients by email and shared on social networks. A total of 165 people, aged 16 to 81 years old, participated in this survey. 98.8% of the respondents consider response time in health a determining factor. 97.6% of the survey participants consider that it is possible to make more accurate and viable clinical diagnoses using health informatics. Furthermore, according to our survey, people do not mind mortgaging their personal data (which is known from the outset for its incalculable value) because they know that, in return, they will benefit from better living conditions. Three experts were also interviewed and according to one of them, one of the biggest challenges in health informatics is “understanding and detecting diseases long before they happen”. This interviewee also stressed the importance of artificial intelligence “in helping people to improve their health through indicators that alert and recommend certain habits and influence the improvement of people’s quality of life”. Finally, the emphasis needs to be on eliminating health costs and facilitating life for people with chronic diseases.
