Many countries have adopted culture policies such as the European Capital of Culture program to revitalize cities. Culture brings economic benefit to a city through creative industries as well as vitalizes cities by allowing excellent workforce to stay in the city. In order to achieve urban growth through culture, appropriate urban policies or services should be implemented. In addition, citizens should recognize the positive brand value of cities as a result of such policies. In this study, we considered the cultural city as one of city branding and studied how the cultural cities’ characteristics, urban services, and the city’s brand value had the effect on regional activation. Online survey was conducted from 18 September to 18 October 2019 with residents residing in Xi’an, China. In total, 345 valid questionnaires were received and analyzed. As a result of this study, the characteristics of the cultural city had positive effects on urban brand value and regional activation. Urban services had positive effects on cultural city characteristics, city brand value, and regional activation. City brand value had a positive effect on regional activation. This study contributes to the study of the cultural city and the field of public service, city brand, culture, and arts. City planners and leaders will be able to use the results of this study to establish city branding and urban revitalization policies through culture.

This study investigated information systems security (ISS) as one of the important issues of e-government for sustainable development. ISS is becoming increasingly important in the discourse on information technology-related organizational transformation, and governments need to undergo organizational transformation to establish an effective ISS system for advancing e-government capacity which plays a vital role in achieving sustainability. Furthermore, ISS breaches are becoming the norm rather than the exception, but ISS can only be achieved when employees fully and firmly embrace the concept by changing their behavior to comply with advanced ISS technologies. A research model is theoretically developed in this context based on institution theory, which proposes a dual path model consisting of legitimacy-leading organizational citizenship behaviors (OCB) and organizational cynicism-causing counterproductive work behaviors (CWB) in the process of innovating ISS for e-government. This dual-path model is empirically tested against 388 data collected from information security managers in 30 departments and councils within Korea’s central government. A structural model evaluation of the collected data principally validates the research model. The results indicate that the path through legitimacy, influenced by normative and coercive isomorphism, is stronger than that through organizational cynicism. The data largely supports the proposed research model, confirming the applicability of institutional theory in explaining the institutionalization processes in effective ISS compliance at the organizational and individual levels. The implications of these findings are then discussed in detail.

Artists have chosen a career between employment and self-employment. We studied the factors that influence career choices. We examined the effects of work conditions and employability on job satisfaction, and examined the effect of job satisfaction, outcome expectations and self-efficacy on entrepreneurial intentions. In addition, this study examined whether heuristic factors influence entrepreneurial intentions. Our findings suggest that perceived employability positively affected job satisfaction, while expectation gaps in working conditions negatively affected job satisfaction. Secondly, job satisfaction had a negative effect on entrepreneurial intention. In addition, self-efficacy and outcome expectations mediated between job satisfaction and entrepreneurial intention. Finally, overconfidence was positively influenced by job satisfaction and positively affected self-efficacy. This study contributed the study of the entrepreneurial intent to the field of culture and arts. It confirmed the effect of career choice and heuristic factors on entrepreneurial intention.

Information security has been predicted as a barrier for future sustainable computing. Regarding information security of secure sustainable computing, the role of information security managers has received attention. In particular, transformational leadership by information security managers should be stressed for persuading, directing, and controlling management and employees. This study shows that the transformational leadership (in forms such as idealized influence, individualized consideration, and inspirational motivation) of information security managers can improve the effectiveness of information security. The enforcement and relevance of information security policies could be mediating effects on the effectiveness of information security. This study collects data from governmental and public institutions in Korea. This study suggests the need for leadership education programs, and indicates that job training for information security managers should be conducted regularly.

Cloud computing has made it possible for private companies to make rapid changes in their computing environments. However, in the public sector, security issues hinder institutions from adopting cloud computing. To solve these security challenges, in this paper, we propose a methodology for information security management, which quantitatively classifies the importance of information in cloud systems in the public sector. In this study, we adopt a Delphi approach to establish the classification criteria of the proposed methodology in an objective and systematic manner. Further, through a case study of a public corporation, we try to validate the usefulness of the proposed methodology. The results of this study will help public institutions to consider introducing cloud computing and to manage cloud systems effectively and securely.
