Institutions for future generations (IFGs) have lately become the subject of intense academic and political debate. That some had a short life prompted discussion about IFGs’ durability; indeed, to deliver any result at all, an institution first has to exist. One hurdle to the creation and survival of IFGs underlined in numerous studies is the lack of democratic legitimacy of an institution having power to limit the options of living generations in order to protect the presumed interests of future generations. Accordingly, there is some agreement that IFGs should be resumed, but with a foresight rather than decision making role. However, even in this benign form, IFGs are not safe from the vagaries of politics, unless they are constitutionally entrenched. We argue that referenda for amending the constitution to make room for the IFGs may succeed, through shaping citizens horizons of expectation, mobilisation of ‘good’ patriotism (or ‘civic/liberal nationalism’) among the citizenry, and a communications strategy of bonding past decisions, present challenges, and future prospects.

Since January 2020, the COVID-19 pandemic has dominated the media and exercises pressure on governments worldwide. Apart from its effects on economies, education systems and societies, the pandemic has also influenced climate change research. This paper examines the extent to which COVID-19 has influenced climate change research worldwide during the first wave at the beginning of 2020 and how it is perceived to exploit it in the future. This study utilised an international survey involving those dedicated to climate change science and management research from Academia, Government, NGOs, and international agencies in 83 countries. Results show that: (1) COVID-19 modified the way the surveyed researchers work, (2) there are indicators that COVID-19 has already influenced the direction of climate change and adaptation policy implementation, and (3) respondents perceived (explicitly concerning the COVID-19 lockdowns of March-April 2020), that the pandemic has drawn attention away from climate policy. COVID-19 has influenced the agenda of climate change research for more than half of the respondents and is likely to continue in the future, suggesting that the impacts on their research will still be felt for many years. The paper concludes by outlining critical implications for policy-making.

COVID-19, as a pandemic, is impacting institutions around the world. Its scope and economic dimensions also mean that it poses a major threat towards achieving the UN Sustainable Development Goals (SDGs). This article discusses how the coronavirus pandemic may influence the SDGs and could affect their implementation. The methods used entail an analysis of the literature, observations and an assessment of current world trends. The results obtained point out that, while COVID-19 has become a priority to many health systems in developing nations, they still need to attend to many other existing diseases such as malaria, yellow fever and others. Further, the study shows that strong concerns in dealing with COVID-19 are disrupting other disease prevention programs. As a result, problems such as mental health are also likely to be overlooked, since the isolation of social distancing may mask or lead to an increase in the percentage of suffers. The paper suggests that, due to its wide scope and areas of influence, COVID-19 may also jeopardize the process of the implementation of the SDGs. It sends a cautious warning about the need to continue to put an emphasis on the implementation of the SDGs, so that the progress achieved to date is not endangered.

This paper examines the potential for cultural policy to shape sustainable development in the context of expectations arising from research and policy work on development. We use, as the basis of a critique, the categorisation of the relationship between culture and sustainable development proposed by a major study funded by the European Union, being emblematical of how researchers and policymakers understand this relationship. The critique highlights a need for multiscalar social change, towards revaluing relations with the natural world, and reforming social relations between producers and consumers. This paper locates cultural policy as an arm of governance, with the capacity to lead social change across several interdependent pathways (revaluing technological change; fostering an aesthetic appreciation and environmental ethical consciousness; and pro-social behaviour) alongside the development of more sophisticated governance frameworks. The paper further proposes that through (re)education, cultural policy can and should play a more active role in shaping social change.

A review of the literature reveals the scant research on sustainable procurement in the public sector, and in particular higher education institutions (HEIs). In this context, this paper aims to contribute to an emerging stream of research on drivers and challenges which higher education institutions and the extent to which they are endorsing sustainable procurement practices. The study is based on a survey of HEIs around the world, drawn from a network of sustainability practitioners and researchers at these institutions. Design of the survey drew on existing studies of barriers and enablers, the use of vignettes to provoke ideas among the research team, and a pilot study. Crucially, the study seeks to shed light on both drivers and critical barriers affecting the implementation of sustainable procurement at universities. The results and discussion identify previously unidentified barriers and enablers, and further suggest that smaller HEI have some catching up to do. Policy recommendations are presented and approaches on how to overcome barriers to sustainable procurement are set forth. These centre on the proposal that HEIs should consider developing a reflexive strategy to procurement purchasing policy, and to ensure there are suitable means for its implementation.

The demands placed on Higher Education Institutions (HEIs) to deliver sustainability initiatives alongside their long-standing social responsibility commitments has been recognised in literature. However, how these interrelate in practice continues to be relatively unexplored. The extant literature suggests that the integration of the two connected agendas can be problematic due to a range of factors, including a general lack of awareness or even misconceptions of the respective agendas. This paper explores the attitudes and practices related to the integration of social responsibility and sustainability initiatives at HEIs. Theoretically, this study highlights the ongoing relative positioning and importance of economic factors – as it relates to differentiation rather than integration – over others such as social responsibility and sustainability. The main implication of this study is that provide useful insights into how HEIs can closer integrate two contemporary but potentially competing agendas.

This overview paper describes the relevance of sustainability governance to traditional crafts communities in developing economies. It highlights the importance of this work, both as a livelihood and as way of life, for millions of people. Some theoretical lenses for thinking about traditional craft communities are presented, as well as the practical challenges such communities face, especially in terms of potentially meeting sustainable development ambitions. The paper also describes a research design, comprising research aims, and the use of case studies, outlining how to address the research needed in this central field.

Within the UN Framework Convention on Climate Change, The European Union’s commitment to reducing carbon emissions, and the British Government’s introduction of appropriate legislation, universities across the UK have been tasked with developing and implementing strategies for reducing their own emissions. Universities and colleges generate large carbon footprints, due to many factors (especially large and aging infrastructure) so that, as one sector of the economy, higher education provides an obvious target for carbon reduction policy initiatives. However the British Government’s carbon reduction targets for the higher education sector are looking increasingly unattainable. The aim of this chapter is to examine the University of Westminster’s journey toward sustainability through the lens of ‘strategy as everyday practice’ set in the context of new (environmental) regulation and the wider development of a sustainability agenda and corporate responsibility projects. The approach of using strategy practice helps shine light on implementation by looking at change at the micro-social level of organisational life. The paper examines how the implementation of carbon management strategy was organised, while at the same time trying to introduce sustainability thinking within the organisation. The study reveals challenges around plural interpretations of sustainability, a flowering of both informal and formal sustainability initiatives, and an evolving perspective on the university’s appropriate response, from compliance to ethical. Lessons learnt from this study are put forward, including the need to build shared understanding, and encouraging shared responsibility for success.

In this paper, a novel transmit beampattern matching design method is proposed for a multiple-input multiple-output (MIMO) radar system. Whereas previous approaches first solve the correlation matrix R and then use R to design the transmit signal S, the proposed one-step method obtains the transmit signal S directly through solving the waveform matrix P. Since MIMO radar transmit beampattern matching design is an inverse problem of the transmit beampattern, in this paper, we first discuss some important properties of the transmit beampattern and standardize the beampattern matching design problem. We then theoretically explain the value of the signal waveform matrix P, followed by an unconstrained optimization problem to solve P. Numerical examples demonstrate the advantages of the proposed one-step method for the MIMO radar transmit beampattern matching design problem, including uniform and non-uniform linear arrays.

Small and medium enterprises (SMEs) are recognised as critical to local social and economic development. We explore the attitudes and practice of SMEs towards corporate responsibility/sustainability in a major ceramic tile manufacturing cluster, in Southwest China. The industry cluster offers a unique site for observing SME behaviour since clusters are credited with promoting regional economic development, and they attract small businesses. In drawing on theories of attitude and practice, we shed light on the nexus of individual predisposition, the generation and use of capital (economic, cultural and social) as important resources enabling the development of the cluster, and the dynamics of the cluster as a social arena. The main contributions are: 1) a Bourdieusian approach provides new insight to why there is inconsistency between SME leaders' knowledge and practice regarding corporate responsibility/sustainability; 2) that the cluster is a unique site for exploring SME practice in this way.

This study proposes a probability routing strategy for improving traffic capability on scale-free networks. Compared with the shortest path routing strategy depending on central nodes largely and the efficient routing strategy avoiding hub routers as much as possible, the probability routing strategy makes use of hub routers more efficiently, transferring approximate average amount of packs of the whole network. Simulation results indicate that the probability routing strategy has the highest network capacity among the three routing strategies. This strategy provides network capacity that can be more than 30 times higher than that of the shortest path routing strategy and over 50% higher than that of the efficient routing strategy. In addition, the average routing path length of our proposed strategy is over 10% shorter than that of the efficient routing strategy and only about 10% longer than that of the shortest path routing strategy.

Purpose – Firms in the same industry often display a striking propensity to agglomerate. These geographic concentrations significantly affect innovative behavior of individual firms and therefore have important strategic implications. The purpose of this paper is to report on how networks within the cluster influence firms' commitment to innovation. Design/methodology/approach – Employing a longitudinal case study approach data were collected for 2004 and 2007 about the Shaxi garment cluster in Zhongshan, China. A novel method of measuring innovative behavior was developed and tested at the level of individual small and medium sized enterprises, where R&D expenditure is not recorded, by measuring managerial perception of developments in three areas: product, process, and market development. Findings – The extent to which related firms, various associations, and government policies affected the individual firm's propensity to innovate was examined. The main findings of this paper show firm-level commitment to innovation is significantly stimulated by three groups of factors: competitor action and cooperation in the supply chain, membership of various government and industry associations and government stimulus policies in the cluster. The relative significance and nature of these influences do change over time. Originality/value – Disincentives to firm innovation were also found, such as knowledge spillover between competitors, leading to free rider problem, weak intellectual property right protection leading to imitation, and underground economy in the cluster resulting from weak implementation of regulation compounded by the difficulties of effectively policing regulation. These factors appear to be particularly strong in a developing economy.
