Rui M. Lima is an Associate Professor of the Department of Production and Systems and a Member of ALGORITMI center of the University of Minho - Industrial Engineering and Management Research Line - Lean Production Research Group; School of Engineering of University of Minho, Portugal. His current professional activity is centered on teaching and/or research in Industrial Engineering and Management, mainly in the following areas: Production Management; Lean and Agile Project Management; Lean Healthcare; Lean Production Systems; Engineering Education; Project-Based Learning (PBL); University-Business Cooperation (UBC). He is currently involved in international projects with universities of eight different countries from Europe, Asia, and South America. He has published more than 175 publications in journals, conferences, and book chapters. Additionally, Rui has been cooperating with editorial work in the following scientific journals: European Journal of Engineering Education, International Journal of Engineering Education, Sustainability (MDPI), and Production journal.
An increasing demand for the public emergency systems has been noticed in the recent past. Since public hospitals capacity, in terms of resources, doesn’t followed such increase proportionally, operational problems started to emerge. To pursue better hospital operations management, lean philosophy has been adopted since the its successful cases in the industry. For this purpose, a statistical analysis was made in the hospital database in order to obtain key performance indicators (KPI), such as Takt Time as well as the arrival patterns per priority. Such statistical data and KPIs were posteriorly used to validate a discrete simulation model that represents the emergency system of a public hospital in Portugal. Therefore, multiple processes were modeled, like the admission, triage and the arrival of patients to the treatment rooms. Finally, it is presented the validation procedure for the simulation model. After testing it was possible to prove that the simulation model is valid, which means that is capable of representing the real system, achieving realistic results.

The implementation of active learning strategies in engineering education still encounters barriers when facing conventional teaching-learning practices. This work aims to contribute to the discussion on teachers’ pedagogical competences required for active learning. This contribution is developed from the perceptions of 205 engineering teachers of Brazilian higher education institutions, centered on significant teaching competences necessary for teachers of engineering courses and how to develop them in the active learning context. The results show that essential competences identified by the participants are (I) teamwork (teachers’ cooperation); (II) teacher–student relationships (empathy); (III) feedback about students’ performance throughout the learning process; (IV) information and communication technology (ICT) competences; (V) selecting and adapting the teaching-learning methodologies to the class context; and (VI) creativity. A complementary logistic regression model suggested that female Ph.D. full-time teachers are more likely to employ active learning. Differences in active learning adoption among Brazilian regions were also captured by the model. The identified competences are essential for the sustainability of the innovation of teaching practices in the context of active learning, which may be used to inform more effective professional training of engineering teachers in the current globalized scenario.

Purpose The purpose of this paper is to implement and evaluate active learning strategies to support engineering students in the development of research competences, contributing to the growing need for a closer relationship between research and teaching. Design/methodology/approach This study was developed using an action research approach. The data were collected through observations, questionnaire and focus group in order to evaluate the active learning strategies used in the context of the study, based on students' perceptions. Findings The results show that the implementation of active learning strategies, such as research-based learning and think-pair-share enhance the development of research competences, namely critical thinking and written communication. Additionally, this approach enables students to develop further their capstone projects, using the standards demanded in research process. Research limitations/implications The study was based mainly on teacher's observation and the participants are undergraduate engineering students enrolled in the course “Scientific Methodology” during 1 academic year. Practical implications Two levels of implications can be identified in this study: (1) for teachers' practice, who can adapt the step-by-step descriptions of the implemented approaches and (2) for research, contributing to the discussion about how to explore the teaching-research relationship in undergraduate courses. Originality/value The course of “Scientific Methodology” is part of the curricular structure of most undergraduate engineering programs offered by Brazilian Higher Education Institutions, and this study is a contribution for the improvement of knowledge on how this course may be conducted in an effective and engaging way.

This research intends to estimate the optimal monthly Magnetic Resonance Imaging (MRI) production in a Portuguese public hospital. A time horizon of three years, containing detailed information about the ideal amount of daily production, is included in the evaluation. The objective is to minimize yearly MRI exams cost and maximize the internal production to gradually reduce the response time, which will consequently decrease the waiting list for MRI exams. The current waiting list in the hospital under-study is around 11,4 months, a long response time compared to the 90 days maximum waiting time pre-established by the Portuguese National Health Service (NHS). The results obtained through the developed linear programing model revealed that the under-study hospital must keep the internal and external production on its maximum level for 17 months to reach the expected waiting list length of 90 days. Given that the demand is higher than production capacity, the model exposed that external production will not be totally extinct for a period longer than three months during the analyzed period.

The adaptation of business models to the Industry 4.0 is an urgent demand and a clear concern that emerges from economic relations. However, the concepts of the Fourth Industrial Revolution and the ways of implementation are not yet assimilated at all by the agents of the productive sector and the scientific researches carried out, in many cases, present solutions that are too generic, so that the companies, in turn, find it difficult to recognize them as applicable in their particular reality. The aim of this article is to identify and describe, through research in literature and analysis of economic reports, the specificities of Portugal in the context of the European Union regarding the barriers and the conditions of adhesion to the Industry 4.0. The perspective is that the challenges presented points to priority aspects and serves as a parameter for future research work aimed at the design and development of implementation strategies that have greater adherence to the challenges faced by Portuguese industry and, therefore, have greater potential for success. The topic of Industry 4.0 is quite broad and the article may help researchers and companies to locate themselves in the universe of discussions and proposals of solutions, as well as to be oriented in the decision making about, above all, the adoption or construction of tools for the evaluation of results and performance indicators of projects, in order to increase the chances of success in the context of Portugal in the European Union environment.

The outpatient service of public hospitals has had many difficulties in responding to the high demand that are being subjected to. The waiting times for a medical appointment are well above the clinically recommended waiting time, compromising the patients' health status. To combat this trend, health authorities have set the maximum response time for consultations, financially penalizing hospitals for not meeting these times. However, these penalties only act as an additional problem for hospitals. Given the relevance of improving the care performance provided to patients, in terms of quality and celerity, this article presents the study carried out at the outpatient service of a Portuguese hospital. This study presents a set of actions implemented as the result of a simple Continuous Improvement (CI) approach. That CI approach was inspired on Toyota Kata and the results obtained are translate into a reduction of the waiting time for triage by 90% and the waiting time for the first orthopaedic consultation by 27%, for average values in days. The implemented actions were also planned to promote in the long term an increase in the availability of the service, allowing an additional reduction in the waiting time for consultation.

Although accreditation bodies emphasise communication competencies development in engineering curricula due to its importance for future engineers, the focus is often mainly on oral presentation and written reports. A communication activity was created to practice and reflect on students’ communication competencies including describing information in a short time, listening skills, and ask and respond to questions. This activity was implemented at five different European engineering universities involving 393 students. This study explores the effectiveness of this activity as a case-study of game-based learning to practise and reflect on engineering students’ communication competencies. A mixed-method approach measuring students’ communication performance, their perceived communication competencies, and the benefits of this activity to students was used to explore the game characteristics that make the activity effective. The findings of the scoring rubric and the questionnaire used showed that this activity is effective. Because it is engaging and set by rules, students actively participated during the activity, reflected on their effective and ineffective communication competencies, the existing communication barriers and styles, gained awareness, experienced communication in teams, and cooperated with different people. This study highlights the effectiveness of a small intervention using a proven communication activity, which is freely available as OpenCourseWare through TU Delft for anyone to use.

Emergency departments in hospitals are having many difficulties in achieving the performance levels required by health regulators and society. The waiting times as well as the total throughput time are examples of performance indicators that emergency departments need to improve in order to provide a better service to the community. To achieve improvement of performance, the present paper shows a methodology to assist the design process of an emergency department using simulation techniques. In this study, the emergency department of a hospital located in the northern region of Portugal was considered to test the proposed simulation technique. The emergency department initial state was assessed, in terms of patient flow, as well as the human resources needed at every stage of the service. In order to understand in depth the process that a patient goes through during an emergency episode, a comprehensive study was performed on the hospital database. This allowed the analytical description of an emergency episode, which was further used as an input to the simulation model. After developing the simulation model with the information obtained by the hospital’s database, a validation stage was performed. Finally, in order to achieve an optimized design for the emergency department several variant scenarios were considered and evaluated. This methodology proved to be very useful in determining an optimized operation for complex, and non-linear systems.

The main objective of this study is to meet management aspirations by promoting waste reduction and consequently improving patients` experience in a Portuguese public hospital. These aspirations include increasing hospital service quality in a continuous and efficient way. This management mindset uncovered divergences between medical appointment and magnetic resonance imaging (MRI) exam scheduling that were generating waste for both the hospital and patients. The main aspects considered in this study were the patients’ medical expectations, the quality, and cost of service provided. One-year retroactive encrypted data from medical appointments and MRI requisitions were provided for the algorithm development. Outcomes obtained from the algorithm revealed a high percentage of medical appointments occurring without the respective MRI exam results. These outcomes exposed waste existence that was hitherto unknown by the administration. Thus, the main algorithm function is to analyze future data to previously alert ineffective medical appointments. This progress contributes to reducing wasted medical and patient time. In summary, the main contribution of this article is to allow hospital managers to cross-check data from different sectors to identify divergences in future medical consultations that require exams or results of clinical analysis.

In a globalized world and constantly updating economic and technological activities, engineers should develop competences related to their professional practice. Initial training in higher education institutions is the key to achieve that purpose. Project Management is one of the many necessary areas for engineering students, and Scrum is one of the most used project management frameworks. Lego4Scrum is a simulation with small blocks to build collaboratively and deliver products that use teamwork efforts. This work is an exploratory study with preliminary results focused the level of training participants’ involvement. This paper is described a training with engineering students using Lego4Scrum framework, the psychological states of Flow and the first two levels of New Model Kirkpatrick Model. The results were the training experience chart and the training evaluation using Kirkpatrick levels’ evaluations. Some results found were the level of participants’ involvement to build the products permits the maximum capacity of people motivation with high attention and fully invested in the task, and the participants felt confident in apply the knowledge obtained in the workplace.

Demand management is essential for any organization and seeks to balance demand and productive capacity with a focus on customer orders. Thus, raising and studying in detail the demands is necessary in order to plan the daily operations, independently of being manufacturing or services, private or public sectors. Lean Thinking is a philosophy that emerged in the manufacturing field to improve production systems performance, simultaneously reducing operational wastes. This article aims to apply Lean principles to demand management in a Brazilian government department responsible for managing strategic health projects. Through interviews with managers 1027 monthly demands were raised in the department, of which 308 are demands requested and executed internally and 719 are transversal between various sectors. In addition, 42–45% of such demands are related to advisory and administrative support, taking the department’s focus on processes that add value, such as Policies and Norms, Regional Monitoring, Qualification and Accreditation, and Projects and Studies. Regarding Lean waste, after the survey of demands, the operations related to the main demands showed waste according to the Ohno classification: 32% were classified as overprocessing, waiting 28%, and overproduction and defects/quality 14% each. This panorama demonstrates the need for better demand management so that the processes focus on delivering value, overcoming the resistance of employees as an obstacle.

The article presents how the Lean Office approach can contribute to improving the process of monitoring public works. The monitoring process conducted by the National Education Development Fund—FNDE—for the works of the Proinfância program is adopted as a case study. Based on design science research as a methodology, the article presents a literature review, survey and analysis of the data on restrictions and nonconformities collected with the current monitoring process and, finally, the proposal for a new procedure for data collection. As a result of the work, a new system is obtained for the collection of data on restrictions and nonconformities during inspections conducted to monitor the works. The proposed procedure is applied to 15 works, and the results are analyzed. The results show a potential for reduction in the processing and overproduction of information by 36%, contributing to the effectiveness of the analyses by the technical team.

The events sector is continuously growing, driven by economic development and increased spending on leisure. As events may generate a large amount of waste, an environmental impact assessment is increasingly important for any event. The importance and necessity of this has recently become more significant not only from an environmental preservation perspective, but also from a social responsibility perspective, and from a marketing and public relations perspective. This paper presents a study carried out with the objective of creating a model adapted from the ServQual to evaluate the quality of the service provided with events, complementing the model with an environmental sustainability add on. Based on an action-research approach, a model was built that was developed and applied to small events in a Brazilian municipality. As the main result of this work, this approach allowed to create a way to measure the event quality, considering the gaps between expectations and perceptions of the client, adapting the ServQual Model to an event-type service. Moreover, it allowed the inclusion of an environmental sustainability dimension to ServQual. This adaptation of the model introduced new managerial analysis and was considered relevant by event managers. This study extends the application of service management tools to the specific domain of events, building on the perspective that event management shares a great deal of characteristics of services.

The adequacy of business models to Industry 4.0 (I4.0) is an urgent requirement and a clear concern. Ways to recognize the relative position of a company and ways to evolve towards this new paradigm are an important step both for researchers and professionals. In general, most small and medium enterprises (SME) do not have their own resources or do not have the means to be fully supported by consultancies, to develop a specific model, and they do not recognize themselves as ready to initiate any action to adapt to this new paradigm. Based on the idea of identification of directions and opportunities of research about the conditions for the adoption of approaches involving readiness assessment, implementation framework, roadmap and maturity model, the main objective of this article is the identification of factors for the development of specific maturity models, oriented towards unique conditions, located in specific contexts, and that can cover both the need for self-diagnosis of the level of preparation, as well as the actions that aim to achieve a progressive reconfiguration and guided by continuous improvement towards Industry 4.0. A Systematic Literature Review (SLR) of 67 articles was conducted and resulted in the identification of two approaches to address maturity models, which are the application of existing generic models and the process of building specific ones focused on the peculiarities of certain contexts. Moreover, this work points out five factors for development of a specific maturity model: context characterization, conceptual characterization, interaction with practitioners and experts, development of surveys, and qualitative research. Additionally, this work identified the need for development of methodologies that can be applied in a more autonomous way for the development of specific maturity models.

Purpose Even though the implementation of lean in health care environments is relatively recent, it has been receiving a lot of attention in recent years. Partly because of the fact that it is a recent field of practise and research and partly because the number of works developed in this field has grown rapidly, it is important to frequently update the perspectives on this field of investigation. Thus, this study aims to review the implementation of lean tools and techniques applied to hospital organizational areas in a five-year period, between 2014 and 2018, complementing some of the most relevant reviews already published. The most important criteria such as tools, methods and principles, hospital areas intervened, improvements and difficulties were assessed and quantified. Design/methodology/approach As starting point for this systematic literature review (SLR), a set of selected pre-existing review publications was used to support the current study and as the ground base for the expansion of the studies about lean health care. The current study contemplated 114 articles from a five-year period between 2014 and 2018. A subset of 58 of these articles was critically assessed to understand the application of lean tools and methods in different hospital areas. Findings The thorough analysis of selected articles show a lack of works in continuous improvement approaches when compared to the application of production organization methods, visual management and diagnosing and problem-solving tools. The reported improvement results demonstrate alignment with the principles and foundations of lean philosophy, but such results are presented in isolated initiatives and without robust evidence of long-term maintenance. Moreover, this study shows an evolution in the number of articles referring to lean implementation in hospital areas, but in its great majority, such articles report isolated implementations in different areas, not spreading those for the global organization. Thus, some of the main recommendations are the need to implement studies on complete flows of patients, drugs and materials, instead of isolated initiatives and strive to promote the cultural change of hospitals through structural changes, following new visions and strategic objectives, supported by real models of continuous structural and sustained improvement. Originality/value The current study develops a new perspective of the articles published under the thematic of lean health care, published in a recent period of five years, which are not completely covered by other works. Additionally, it explicitly applied, in an innovative way, an approach that used a set of previous reviews as the starting point for this SLR. In this way, it integrates approaches and categories from different SLRs, creating a framework of analysis that can be used by future researchers. Finally, it shows the most recent implementations of lean health care, exposing the current trends, improvements and also the main gaps.

The importance of teacher professional development for improving the pedagogical competences of engineering teachers is being stressed in higher education institutions. In the context of the ongoing EXTEND project for the development of centers for teacher professional development in the Russian Federation and Tajikistan, was developed an analysis of current organizational approaches for improving engineering education and teacher professional development in the European Union. A set of 19 organizational approaches for teacher competence enhancement were identified and analyzed. The analysis resulted in two main recommendations to be developed in schools of engineering and that are being developed in the EXTEND project.

This study aims to analyze the main dimensions related to Hospital Operations Management (HOM) through workshops held in four hospitals in Brazil and Portugal with the participation of 60 hospital management professionals. The dimensions of the HOM were adapted from the literature and the most important area according to the professionals was described as “Planning, Scheduling and Control of Hospital Operations”, with 91% importance. Other areas were also relevant as Patient Flow Management, Quality and Supply Chain Management. After discussion of the main topics, the researchers involved present a management scheme about Hospital Operations Management in order to guide other researchers and hospital managers on the subject.
