Eulalia Skawińska, Full Professor Dr. Hab. in economics at University of Zielona Góra, Head of the Department of Macroeconomics and Finance During my career, I have been an organizer of faculties, of more than a dozen conferences, seminars, competitions and scientific fellowships). Formerly the Head of 6 university chairs: Mikołaj Kopernik University (Toruń), Silesian University (Katowice), University of Technology (Poznań), Higher School of Business (Toruń and Poznań) and at present the University of Zielona Góra. Researcher, author and editor of a dozen monographs (PWE, PWN, CeDeWu), 300 papers, initiator of scientific projects for young scholars, and lead contractor of several national grant projects; facilitator of cooperation with the scientific community (universities, research institutes, scientific societies and public institutions) at national and international level. I am an educationalist and a lecturer in economic subjects, and an initiator of teaching programs and majors in new areas of science, as well as a supervisor and reviewer of scientific theses. Member of several scientific societies, e.g., the Polish Economic Society, Congress of Politic Economists (COPE–USA), the Cluster Institution (TCI), and International Institute of Informatics and Systemics (USA).
This paper deals with a very important topic concerning the adaptive actions of food retail entities, operating in a network model, during threats caused by a pandemic. The aim of the study was to identify and characterize the actions taken by food retail chain entities during the COVID-19 pandemic, in the context of the food security of consumers in Poland (using the example of Wielkopolska). A basic research hypothesis (H0) was generated, stating that the adaptation activities of food retail chain actors varied during the COVID-19 pandemic in Poland with regard to ensuring consumer food security. It was detailed in five sub-hypotheses. In their verification and in the realization of the aim of the study, the methods of literature study and other secondary sources, and induction, survey, comparative, visualization, modeling and descriptive statistics, were used. The research results include (a) the authors’ diagnosis of threats to the food security of companies in the food system resulting from the COVID-19 pandemic, and applied ways of adaptation to the new requirements of the environment, based on secondary sources; (b) analysis of data from the empirical survey conducted by the authors in November 2020 on the adaptive actions of companies, among managers/owners of food retail stores of a selected network of a particular franchise type in Greater Poland; (c) the construction of an empirical model of the typical behaviors of food retail units in the chain under study, distinguishing three of their types in the model; and (d) suggestions concerning the directions of future scientific research areas. The article was prepared following the stream of sustainable development theory.

The article contributes to the theory of sustainability. It aims to analyse the impact of COVID-19 on global food security and its role in changing food supply chains, with a particular focus on international chains. The research is presented in several sections. The analytical portion discusses the impact of the SARS-CoV-2 epidemiological crisis on the global food market. The state of food safety is then presented, taking into account the quantitative and qualitative aspects. Next, the aspect of the economic availability of food is examined, as well as the important role that international food chains play in shaping food safety. All sections include the results of an analysis of international secondary data on food security under the influence of an ongoing pandemic. The stated objective of the work was achieved and the questions that formulate the research problem were answered. Finally, the need for further normative studies was identified.

The paper focuses on key success factors of startups in the European Union. Startup companies have a massive potential to boost the level of innovation and competitiveness of national economies. They are also uniquely equipped to provide extremely effective and flexible ways of meeting both existing and emerging market needs. However, the development of these microventures differs from country to country. Hence, we put forth a hypothesis that strategic success factors in the development of startups vary in highly developed and catching-up countries. Our main goal was to determine the key success factors of startups in the EU, and to classify the gap between developed and lagging Member States. For this purpose, we applied the method of component analysis on startup data available for selected the EU states. We managed to isolate 5 components explaining 72% of data variability, all of which can be linked to human capital as well as to formal and informal economic institutions. The results confirmed the validity of our hypothesis. We established that more developed countries offer an institutional competitive advantage to startups, while the gap in success factors between highly developed and catching-up countries can be attributed to human capital and to institutions. Based on our findings, we offer suggestions how to reduce this gap by improving formal and informal institutions via innovative public policy and by supporting education.

The following paper is innovative and based on the premise that consumers play a vital role in the development of the economy in Poland. Its structure, in addition to introduction and summary, consists of two parts: cognitive and practical. The research question is: Can consumer influence the implementation of the principles of circular economy in Poland towards their faster and more efficient application? The aim of the paper is to offer a theoretical model for research and stimulation of changes in consumer behaviour towards an innovative and socially responsible consumer action (CnSR). We used experimental, descriptive model and visual research methods. The paper is normative.

Summary The following paper explores circular economy as a model of management within the framework of sustainable development. Its structure comprises 4 parts. The first part illustrates the role of sustainable development as an emerging paradigm in the theory of modern economics and in the recent policy of the European Union. In the second part, the authors demonstrate the applicability of sustainable development based on the relevant management models on the micro, meso and macro levels of economy. The third part discusses the concept of circular economy, in particular the various definitions of the phenomenon, its advantages over the linear economy, the role of innovations in its development and how to overcome barriers to its application. The fourth part outlines the current state of implementation of the circular economy in the EU in regard to its normative implications for the member countries. The conclusions close the exploration. The paper is theoretical, based on the review of the international literature on the subject. The unique contribution of the authors consists of the systematic analysis of the term circular economy as a holistic model of sustainable development and of illustrating the benefits of its promotion in the management practice.

This paper address the question, whether states’ level of participation and share in patents granted and patent activity development trend in different world’s regions is consistent with the sustainable development paradigm? Presently, this problem is very important and topical, not only due to the states’ and regions’ struggle for their economic position in the world, but also in the social and cultural dimension. The paper analyzes patent activity in the agrarian sector globally, in the context of the level and its trends by state group characterized by different level of development. This two-part analysis was performed at the macro level. The first part highlights the diminishing level of europe and north america in generating patents with a high rate of growth in asia. The second part of the paper documents low patent activity in the agrarian sector. Consequently, an attempt has been made to interpret the causes and effects of this phenomenon in the context of the drive to improve food security in the world, as an important element of sustainable development. To achieve the objective we used scientific literature and data collected by the world intellectual property organization (WIPO) and the world trade organization (WTO). The paper covers the years 2005 to 2016.

The research problem addresses the question, whether activities of global organizations towards quality have been significantly shaping international economic relations (IER), in line with the paradigm of sustainable development. The paper’s aim is to characterize and evaluate to-date activities of the top three global organizations in the shaping of products’ quality aspects in international trade and to determine the organizations’ ex ante role. Apart from the introduction and summary, the paper is divided into four parts. The first three parts characterize these global organizations whose activity has direct and indirect influence on both the quality and safety of products in international trade, namely: ISO, FAO, and WHO. The fourth part is a presentation of these organizations’ expected role in the shaping of international economy in the future. Final part gives a summary and conclusions.

Celem artykułu jest wskazanie roli innowacji społecznych i możliwości ich wpływu na kształtowanie wizerunku regionu jako źródła przewagi konkurencyjnej. Ich ilość, rodzaj, unikatowość i specyfika pozwala na odróżnienie określonego regionu od innych poprzez wrażenia, które on wywiera na podmioty otoczenia. Praca ma charakter teoretyczny i powstała w oparciu o źródła wtórne. Realizując cel pracy autorzy najpierw wyjaśniają pojęcie wizerunku podmiotu i innowacji społecznych w świetle literatury światowej i podają własną definicję. Następnie prezentują funkcje innowacji społecznych, które współcześnie mogą odegrać ważną rolę w kształtowaniu wizerunku jako źródła przewagi konkurencyjnej regionu. Podają przykłady wdrożonych innowacji społecznych, które dokumentują wykonanie założonego celu pracy.

Summary The article contains the results of a survey conducted among 259 companies in Greater Poland from 1000 of those entities which had received the questionnaire using a random-proportional selection. This paper’s structure consists of three parts theoretical one and two which characterize empirical work. The first part interprets the future market assessment regarding the growth of innovations in companies. The second part includes an analysis of innovative actions in the near future (as indicated by enterprise representatives) in the development of competitive advantages and their perceived importance. Both cognitive and applicative conclusions are present in the summary.

Summary The problem of innovativeness and competitiveness of the Polish economy is rising to strategic importance in the new EU financial perspective for 2014-2020. It is strongly related to social capital. This paper contains the results of the research on the relationship between social capital and innovative companies and the existing barriers to the implementation of innovative functions by this capital in Greater Poland. The data used have come from independent studies carried out on two collectivities of managers. Each one was composed of about 150 participants. Surveyed managers have indicated medium and low ratings regarding the attributes of social capital of their own employees. These shortcomings of individual social capital have not been reduced in the expected network process of value-added relationships reflected in a higher group capital. Opinions of entrepreneurs on different forms of innovative potential of employees expressed in a five point rating scale have ranged from 3.82 to 2.47, and the average value stands at 2.97. Nevertheless, most companies have not undertaken any action to prepare and shape the pro-innovation attitude of its employees. Only a few companies have initiated or strengthened the knowledge and information management system, methods to motivate employees to submit innovative ideas or shaping the competences supporting innovative processes. In reflection on this problem we find the need to identify the causative factors that increase the potential for innovation and its efficiency by improving the level and structure of social capital in the future.

Summary This paper presents actual, unsatisfactory innovative activity of processing industry in Poland and one of its regions named Wielkopolska (Greater Poland). The analysis uses data from international and internal sources, as well as results of special research programmes. Various barriers were identified and particularly very low level of cooperation between enterprises and R&D sector represented by universities, institutes of Polish Academy of Science and others. The aim of this paper is to present newly established Internet platform INNOPENA®, which was built relying on the ‘open innovation’ concept. There is a hope, that this new instrument will improve cooperation for better innovation activity, especially in favour of small and medium enterprises.
