Boosting the externalities across the water, energy, food, and waste (WEFW) sectors is challenging, especially considering tightening constraints such as population growth, climate change, resource-intensive lifestyles, increased waste production, sanitary crises and many others. The nexus approach supports the transition to a more sustainable future because intersectoral trade-offs can be reduced and externalities exploited, making imperative for decision makers, entrepreneurs, and civil society to simultaneously engage, with respect to all the components of the nexus. This research addressed intersectoral synergies and trade-offs in the case of the WEFW nexus in Romania, judging from the perspectives of entrepreneurial activity and economic results. The objective of this research was to explore the nexus in-depth by statistically analyzing the financial and economic indicators reported by active enterprises at county-level, based on the Romanian Ministry of Public Finance data. Research results describe the effects of the policies implemented in the fields of WEFW sectors. At the same time, attention was paid to the quality of the entrepreneurial activity, analyzed from the perspective of economic performance. This paper fills a research gap regarding the WEFW nexus by resorting to an economic and entrepreneurial performance assessment in order to find sectoral pathways toward policy cohesion in Romania. Findings suggested the existence of major trade-offs among sectors, owing to the fact that each county has a different development degree.

Sustainable socio-economic development can be looked upon from multiple perspectives, but no longer without considering the roles of urban planning, smart cities and eco-innovative entrepreneurial initiatives. In the context of the COVID-19 crisis, ensuring sustainable socio-economic development is definitely challenging, but not impossible if adopting appropriate measures. This research aimed at analyzing the multidimensional facets of entrepreneurial resilience during times of crisis caused by the COVID-19 pandemic in Romania, while focusing on the effects experienced in the wealthiest areas, specific to urban agglomerations. The research method consisted of constructing a composite indicator comprising appropriate components for assessing the level of wealth and “happiness” of all the Romanian counties. Through the lens of this composite indicator, entrepreneurial resilience was approached in multiple manners according to its diverse forms. Research findings highlight that entrepreneurial resilience tends to be stronger qualitatively and quantitatively in less developed areas than in those that are well developed, mainly due to the lack of entrepreneurial initiatives. Despite being less entrepreneurially resilient, qualitatively, the wealthiest Romanian counties can economically reinvent themselves quicker.

The growth in population and economic activities has direct implications on the deterioration of the natural capital, especially when referring to the increase in greenhouse gas emissions. However, improvement is possible by empowering sustainable consumption and production patterns. Through the 2030 Agenda for Sustainable Development, the United Nations call for a mix of economic development, environmental sustainability, and social inclusion. The agenda also provides the instruments needed to track progress, as each Sustainable Development Goal has a set of indicators meant to assess various dimensions of sustainability. Energy productivity is only one of many, but still special because it reflects sustainable consumption behaviors and production patterns. The 2030 Climate Target Plan elaborated by the European Commission consolidates and brings its contribution to the aims of the 2030 Agenda for Sustainable Development by adding weight to the importance of the greenhouse gas emissions target. The objective of this research was to study the relationship between energy productivity, greenhouse gas emissions, biowaste recycling and nominal GDP in the EU in order to highlight the key of a smooth transition towards sustainable consumption behaviors and production patterns. The results show that recycling, greening the economy and energy productivity are the vectors of this transition.

Heavy work investment represents a research area which has been intensively debated in the specialised literature, especially since 2013. On the one hand, heavy work investment can be made in the means of production, in order to increase work productivity. On the other hand, it is correlated with numerous other factors related to the quality of life and the quality of work conditions, among which: the relationship between work - living standard personal life; workaholism and technology; the decision to retire and so on. The objectives of this research are to identify the correlations between the quality of life and heavy work investment, as well as to assess the social and economic progress from the view point of the need for heavy work investment. The research methods used in the study were mainly of a quantitative nature: bibliometric and econometric analysis (linear regression with cross-section data). The data used in the econometric models constructed were taken over from two sources: Eurostat and the World Bank. The research findings highlight the fact that in the analysed European states, making work investments by increasing the work volume is not a justified measure, because its effects do not reflect directly on the social and economic progress, quantified as the nominal gross domestic product.

The dynamics of the labor market have been significantly influenced and impacted in recent decades by the scale of globalization, not only from a socio-economic standpoint, but also from the perspective of generating the premises of destroying boundaries. Taking this into consideration, our research is aimed at highlighting the socio-economic impact of migration on the labor market in the Romanian Danube Region in order to create a framework which can be used when elaborating a solid action plan meant to increase the socio-economic attractivity in the analyzed region. This research was carried out by resorting to the multicriterial analysis, aimed at quantifying the state of development of the analyzed counties from the perspective of clearly defined socio-economic indicators. Additionally, the linear regression research method was applied in order to ensure a more in-depth analysis of the relationship between local employment and the departure from domicile. The main finding was that Mehedinţi County has greater potential for socio-economic development than the neighboring county, even though the population is not encouraged to remain in the rural areas, one of the reasons being the lack of attractiveness of the local labor market. The designed econometric model confirms (66.17%) this result in the case of the localities part of Mehedinţi County.

This paper aims at identifying the extent to which Romania has accessed European funds for agriculture and rural development in the 2014-2020 period. During this financing period, Romania has received more than 8.12 billion euros from the European Union budget, more precisely from the Agricultural Fund for Rural Development (EAFDR), through the National Rural Development Programme (NRDP). Five percent of the available amount was allocated to the Leader approach at local level and at least 30% was allotted for environmental protection measures. This paper will analyze the number of projects which were submitted, selected and contracted and the payments made until 2019. Subsequently, an analysis will be carried out of the NRDP sub-measures in order to prove the usefulness and necessity of this type of structural programme. The rate of absorbtion of European funds will be closely correlated with indicators such as the evolution of the GDP / inhabitant, the population and the number of enterprises in rural areas, the employed population and the number of enterprises in agriculture, forestry and fisheries, the development of villages through the construction or modernization of roads, sewage infrastructure, water and gas. To conclude, the positive and negative aspects regarding the implementation of European funds will be listed, especially in the fields of agriculture and rural development in Romania.

Educational institutions, especially universities, have been major pillars in societal transformation throughout society’s history. They have been leading change through their discoveries, research results, and foremost, their example. Nowadays, universities have once again taken the role of leading change in a world that is profoundly determined to have a sustainable approach to life, paying attention to the long-term effects of their actions. In this sense, under the impact of deep digitalization, this paper advocates for the sustainable development of universities regarding campuses’ expansion to rural areas. Moreover, it was demonstrated that sustainable development can be achieved by embracing the potential of digitalization. Based on a multicriteria analysis of the Romanian development regions, the research results showed that the rural area might be a welcoming environment for campuses of sustainable universities, based on digitalization at the level of the rural area in all activity fields, which is an initiative that would generate positive outcomes on many levels for different types of stakeholders, such as universities, students, staff, rural area population, and the nearby business environment. Future research aims to approach and explain the compounded effects of such an approach in depth and establish an even clearer picture of how beneficial such an expansion could prove to all factors considered under a knowledge-based society with digitized information as a vital pillar.

The tourism and restaurant sectors contribute to the local economy in many ways and can ensure achieving the sustainable development goals. Since Bihor County presents great potential for the development of the HORECA industry, both locally and nationally, the main objective of this research was aimed towards studying the dynamics of the indicators specific to this field. More precisely, the main objective was to quantify the influence of indicators specific to the HORECA industry on the average monthly nominal net earnings in the industry in Bihor County. The multiple linear regression methodology (least squares method) was applied in this study, in order to validate or reject hypothesis that the average monthly nominal net earnings in the HORECA industry in Bihor County is strongly influenced by a series of specific indicators. Findings validate this hypothesis because the coefficient of determination indicates that the multiple linear equation successfully (78.89%) predicts the directions of influence between the previously mentioned indicators. Out of all the indicators included in the regression model, the increase with one unit of the relative change of the number of active enterprises in Bihor in the HORECA industry determines the biggest increase of the relative change in the average monthly nominal net earnings in the HORECA industry in Bihor, an increase with 1.058%, should the other exogenous variables remain constant.
