Short Biography

Dr. Łukasz Drozda is an Associate Professor at the University of Warsaw. He holds a PhD in policy sciences (defended at Warsaw School of Economics in 2018) as well as a bachelor of engineering in spatial planning (Warsaw University of Life Sciences in 2017). His research is focused on the quality of life in the urban environment, gentrification, and tensions between urban policymaking, politics, and social inequalities. He is a member of The Polish Sociological Association and a scholarship holder of, inter alia, the Minister of Science and Higher Education of the Republic of Poland, and the Polish-American Freedom Foundation.

The COVID-19 pandemic generated a number of changes in the functioning of urban areas all over the world and had a visible impact on the use of green infrastructure, including city parks. The study discusses and compares operation and use of two such parks located in Wellington, New Zealand and Warsaw, Poland by adopting "pandemic urban ethnography", an approach that includes autoethnography, interviews with users, non-participant observation, and analysis of social media content. As indicated by the findings of the study, the importance of less rigidly designed, multifunctional spaces that give their users freedom of "tactical" adjustments, significantly grows during times of lockdown and "social distancing". During such a crisis, the management and everyday use of urban parks are highly related to urban policies. The article provides insight into how those policies impact the functional values of green infrastructure confronting it with user-generated adaptations and the landscape design itself. The global health emergency showed how access to green areas becomes a crucial determinant on environmental justice while proving the significance of "tactical pandemic urbanism" as both a design and management method.

The objective of the article is to present the assumptions of the gentrification approach, which allows one to assess the impact of public spatial actions undertaken by various actors in the process of social production of space. The study proposes a research methodology that distinguishes the social, economic and spatial dimensions of gentrification. The author makes use of source literature on the subject of gentrification and public policy theories as well as the results of the author’s gentrification research conducted in Warsaw, New York and Istanbul on examples of places that were planned using various types of participatory techniques. The study performs the operationalisation of the measurement of gentrification as a useful analytical tool in policy science.

The article describes the impact, the meaning and the characteristics of the housing estates developed by the real estate companies in Poland after 1989 and presents possible solutions to eliminate the dysfunctions of the inhabited space, which can improve the functionality of inhabited environment. That model of housing is one of the most typical elements of the settlement network in Poland. Unknown under the real socialism when the housing development was based on public and industrial investment and the so-called socialized housing, in the later period supplemented to a greater extent by individual projects. Real estate housing has negative impact on the quality of the urbanized space and the national economy, which results in the creation of a low quality living environment. On the other hand, to some extent they solve the problem of the housing shortage caused by the ine'cient public policy in that field. The study is based on source literature and o'cial statistics on the level of housing production in the analysed period.
