Short Biography

Mila Gasco-Hernandez holds a MBA and a Ph. D. in public policy evaluation. Currently, she is the Associate Research Director of the Center for Technology in Government as well as a Research Associate Professor at the Rockefeller College of Public Affairs and Policy, both at the University at Albany – SUNY. Before joining SUNY, Dr. Gasco-Hernandez served as a senior researcher at the Institute of Governance and Public Management (currently known as ESADEgov - Center for Public Governance) and the Institute of Innovation and Knowledge Management, both at ESADE Business & Law School in Spain. Mila Gasco-Hernandez has considerable consulting experience on the information and knowledge society as well. In this respect, she has worked for a wide variety of organizations such as the United Nations Development Program, the Spanish Agency for International Development Cooperation, the City Council and the Provincial Council of Barcelona, the International Institute for Democracy and Electoral Assistance, the Latin American Centre on Management for Development, the World E-Governments Organization of Cities and Local Governments (she was the leading judge for the WeGo Awards), the Inter-American Development Bank, or Google. Her areas of research are mainly related to information and technology in government and, among other, they include electronic and open government, e-governance, public sector innovation, smart cities, telework, and artificial intelligence in government.

Despite the efforts devoted to open government, transparency is mainly considered an issue for public organizations. However, various tasks such as public services delivery and management are being increasingly privatized or outsourced to public-private partnerships (PPPs). Our study aims to contribute towards bridging this gap by answering two research questions: (1) What determines internal and external transparency in PPPs? and (2) To what extent does internal transparency contribute to external transparency? We answer these questions through a qualitative case study, consisting of 38 in-depth interviews, on the transparency in water provision and management in the city of Barcelona. We conclude that in the case of PPPs, even when the service provided is excellent, transparency goes beyond making data available; thus, politicians and managers must build a narrative around the data they provide that guides citizens and partners in their interpretation of the information. Furthermore, our results show that internal transparency influences external transparency.

There is a scarcity of empirical evidence surrounding the challenges and approaches to artificial intelligence deployment. Using data analytics, our study moves from speculation to gathering evidence. Our findings show that most challenges arise during implementation and relate to skills, culture, and resistance to share information driven by data challenges.

This article examines the outcomes of open innovation (OI) and their contribution to public value by analysing 19 subnational civic hackathons across the US. Our analysis identifies three outcomes (digital prototypes, public engagement and relationship building, and government awareness of open data and OI) and lends support to the predominance of public engagement and relationship building over digital prototypes. Further, our study shows that OI initiatives may contribute to public value by enhancing substantive outcomes, democratic accountability, and procedural legitimacy. However, such contribution is constrained by the early stage of adoption of these initiatives and by the limited participation of external actors.

Despite the claimed benefits of e-voting initiatives, wider adoption of e-voting mechanisms and implementation processes is slower than expected. Several technical, social, and cultural challenges hinder generability and applicability of e-voting. Amongst them, the evaluation and harmonization of e-voting systems, given different legal and statutory frameworks, is still an important challenge to overcome. Yet, only a few works have addressed this topic in the field. This article aims to contribute to further understanding this unexplored topic by applying a practical evaluation framework to Helios Voting, one of the most widely used e-voting tools to date. Our framework, strongly based on the technical and security requirements issued by the Council of Europe in 2017, is a valuable source of information for election officials, researchers and voters to understand the strengths and weaknesses of Helios Voting and, as a result, to improve decision-making processes regarding the type and size of elections that can be securely handled by Helios Voting. The ultimate goal of our paper is to conceptually and practically support the gradual, secure and protocolized expansion of e-voting.

Previous studies have infrequently addressed the dynamic interactions among social, technical, and organizational variables in open government data initiatives. In addition, organization level models have neglected to explain the role of management in decision-making processes about technology and data. This article contributes to addressing this gap in the literature by analyzing the complex relationships between open government data characteristics and the organizations and institutions in which they are embedded. We systematically compare the open data inception and implementation processes, as well as their main results, in three Spanish local governments (Gava and Rubi in Catalonia and Gijon in Asturias) by using a model that combines the technology enactment framework with some specific constructs and relationships from the process model of computing change. Our resulting model is able to identify and explain the significant role of management in shaping and mediating different interactions, but also acknowledges the importance of organizational level variables and the context in which the open data initiative is taking place.

This study explored how citizens and governments used microblogging for communication during the water contamination incident in Shanghai, China. Based on analysis of both citizen and government microblogging posts, this study showed citizens can use microblogging to engage in the emergency response in four different ways, while governments mainly applied a push strategy for communication. Although public organizations showed a weak sign of using a pull strategy, the overall misalignment in the use of microblogging limited its benefits as an interactive platform where additional network collaboration can be developed. This study contributes to understanding how citizens actually use microblogging during an emergency and how governments adapt to the observed users’ behavior over time. Further research is needed to explore how governments can use pull or networked strategy to maximize the benefits of microblogging.

Microblogging has been increasingly used by governments and citizens in emergency response. This paper aims to explore how citizens use microblogging to participate in emergency situations. By analyzing microblog data during the 2013 Water Contamination Emergency in Shanghai, this paper shows that citizens used microblogging platforms as a bottom-up channel to communicate with government agencies. Four different ways to use microblogging have been identified. Findings reveal that citizens turned it into a social sensor for governments to monitor and adjust their response actions. Citizens' subjective opinions and judgment reflected their focuses and concerns during the emergency, although they were sometimes inaccurate. Citizens used microblogging platforms to participate while they were still lack of capability and motivation to develop a collaborative network with government agencies. Government agencies still face great challenges to monitor online public participation and to effectively separate key information from noise more.

Innovation, and technological innovation in particular, can help city governments meet the challenges of urban governance, improve urban environments, become more competitive, and address sustainability concerns. To prevent and manage these challenges, cities need to operate in an innovative way. In this context, the smart city approach is emerging as a way of solving tangled and difficult problems. However, there is not a unique and right strategy to develop a smart city. By drawing on a comparison between the experiences of Barcelona (Spain) and Milan (Italy), this chapter aims to explore similarities and differences in the way these two Southern European cities, both being the second largest in their respective countries, are building their smart city agenda. The ultimate aim is to identify the main features of two still developing approaches, which appear to be influenced by the increasing integration of smart dimensions and initiatives in the cities’ strategic agendas and the related opportunities and challenges.

Research has provided important insights into the role of stakeholders in negotiating and shaping organizational identities. However, it has not comprehensively considered how professionals interpret and attribute feedback from external stakeholders and incorporate this information in their professional self-concepts. Based on 148 interviews with police officers from across Europe, we explore the mechanisms through which external stakeholder feedback shapes police officers’ professional identities. Specifically, we outline the attributional processes commonly exhibited by officers when interpreting negative feedback from citizens and the media. We find that attributional processes act as a buffer against negative stakeholder feedback, allowing officers to maintain positive perceptions of their profession and avoid disidentification. We discuss the multi-level implications of these findings for stakeholder relations and professional outcomes at individual, relational and collective levels.

Public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. Researchers and academicians have recently also focused on studying what governments are implementing. Still, there are gaps and difficulties that both practitioners and academicians need to tackle. This special issue aims at contributing to the open government field in this respect.

Purpose – The purpose of this paper is to clarify the diversity of professional perspectives on police culture in an international context. Design/methodology/approach – In a first step the authors developed a standardized instrument of 45 occupational features for comparative analysis of police professional views. This set was inductively created from 3,441 descriptors of the police profession from a highly diverse sample of 166 police officers across eight European countries. Using this standardized instrument, Q-methodological interviews with another 100 police officers in six European countries were conducted. Findings – The authors identified five perspectives on the police profession suggesting disparities in officers’ outlooks and understanding of their occupation. Yet, the findings also outline considerable overlaps in specific features considered important or unimportant across perspectives. Research limitations/implications – The study emphasizes that police culture needs to be described beyond the logic of distinct dimensions in well-established typologies. Considering specific features of the police profession determines which aspects police officers agree on across organizational and national contexts and which aspects are unique. Practical implications – The feature-based approach provides concrete pointers for the planning and implementation of (inter)national and inter-organizational collaborations as well as organizational change. Originality/value – This study suggests an alternative approach to investigate police culture. It further offers a new perspective on police culture that transcends context-specific boundaries.
