This work aims to propose an interdisciplinary research for establishing a national onshore pipeline incident database. The creation of a failure database has the potential to allow effective demonstration of safety improvements implemented by operators over time to control authorities and the society, support the development of dynamic risk assessment and management models and comparison with international benchmarks metrics, among other benefits. Therefore, in this part 1 a robust approach is proposed in order to previously define an appropriate data collection architecture that reflects the current context of this activity in Brazil. Defining architecture properly is a key issue to ensure that future data collection would be able to generate relevant information (and them knowledge) to support and strengthen operational risk management. Through a systematic literature review, the state of art regarding several international benchmarks was established for mapping the parameters that typically compose pipeline incident databases taxonomies. Categories regarding events of failure, pipeline network and database management were identified. In sequence, an anonymous survey was carried out considering this information, involving 180 pipeline specialists of different profiles/backgrounds. Statistical tests were proposed for assessing consistency of its results and selecting the parameters that would finally compose Brazilian pipeline database architecture according to expert elicitation. Based on it, in part 2 a bowtie diagram was elaborated, depicting causes, consequences, prevention and mitigation controls associated with pipeline failure events. In addition, the calculation of failure statistics from historical data obtained from a Brazilian pipeline operator demonstrates that the architecture proposed in part 1 has practical applicability and can be used for the purposes of this work.

Este artigo tem como objetivo levantar um conjunto de KPIs de Saúde e Segurança Ocupacional para auxiliar no processo de tomada de decisões na área. A metodologia utilizada foi composta pela realização de uma revisão sistemática da literatura, de forma a listar os indicadores de desempenho mais frequentemente citados pela literatura e categorizá-los em proativos e reativos. Em seguida, se realizou uma pesquisa de campo com profissionais da área quando, através de um questionário, estes especialistas classificaram a relevância dos KPIs listados pela literatura, conforme sua percepção, através de uma escala Likert. Os resultados obtidos na revisão da literatura concluíram a existência de 120 indicadores de desempenho. Após análise da frequência de citações destes KPIs pela literatura, sua união com demais indicadores considerados mandatórios e a percepção dos profissionais da área de SSO quanto a relevância dos mesmos, identificou-se um conjunto de 24 KPIs habilitados à comporem o conjunto proposto.

Supply chain risk management (SCRM) is imperative to achieve business sustainability in the long-term perspective and also to increase companies’ competitiveness. ISO 31000—Risk Management explains in its latest versions the need for companies to integrate a risk management process into their business models. Complementary to this standard, ISO 31010 presents 31 risk tools to guide companies in this task. However, a question of practical application arises as to which tools should be used for each stage of the SCRM process. In view of the raised question, the main objective of this research is to select ISO 31010 tools that can be used in each of the stages (identify, analyze, and evaluate) of the risk management of the import and export process of an automotive industry located in Brazil. For this, the analytic hierarchy process (AHP method) was used in a case study to prioritize the tools to compose the SCRM. As practical implications, this study resulted in the suggestion of a structured risk management process, considering the assessment of key professionals of the department studied in the company.

Developing countries adopt policies to reduce the negative impacts of large amount of waste generated by accelerated industrialization and rapid urbanization, but these actions are far from establishing procedures that meet society's needs, especially regarding the management of municipal solid waste (MSW), which requires the cooperation of numerous stakeholders, and a broad plan of action, in terms of sustainability cities' targets and policies. In this sense, sustainable and integrated solid waste management (S-ISWM) emerges as a solution to address the growing challenges of disposing of MSW in developing countries municipalities. However, to guide S-ISWM implementation there still a need of a framework with a multi-stakeholder and holistic perspective of the MSW management, considering the barriers and critical success factors (CSFs) to achieve it. To this end, a systematic literature review using the PRISMA diagram on the Scopus and Web of Science databases, and then, a content analysis of 75 articles, which met the eligibility criteria, were carried out. As a result, were identified eight barriers, 11 CSFs, which were grouped according to five pillars - public policies, disposal techniques, legal aspects, public-private partnership (PPP) and energy recovery – that affect the municipal S-ISWM and were pointed out ways of implementing these factors in practice. Finally, it was proposed a management artifact – a framework towards S-ISWM - based on state-of-the-art CSFs and barriers, mainly oriented to waste to energy, to the developing countries municipalities. This study offers theoretical, practical, and political implications, serving as a stimulus for the development of public policies with a multidisciplinary approach, providing environmental, economic, and societal contributions, and, thus, encouraging the achievement of the eleventh and the twelfth sustainable development goals.

In the last decades, there has been an increase in impacts on the environment, driven by the industrialization process. As a result, society's social and environmental awareness increased, and business organizations began to promote corporate social responsibility initiatives to positively contribute to better working and environmental conditions, and other sustainability issues. This article aims to verify the performance of 217 Brazilian municipalities from 31 indicators segmented in the three dimensions of sustainability (economic, environmental, and social), selected from the literature review, to contribute to the sustainable investment strategy of organizations. To this end, we used the multi-criteria decision making method, Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), and proposed an analytical sustainability dashboard. The main results of this paper were the sustainable performance rankings of the municipalities and the dashboard with three analytical panels that contributed to identifying the points of improvement of each municipality, consequently contributing to the investment strategy in these locations. This research consists, therefore, of an important methodology, combining the multi-criteria method and the sustainability dashboard, to assess the sustainable development of the municipalities in the triple bottom line dimensions.

Social projects are an important mean to reduce social problems and they have an increased relevance in contexts of high social inequalities, as it is the case of Brazil. However, the existence of these projects may not be enough, they need to be properly managed, including projects risks. In this context, this paper aims to evaluate the application of risk management in social projects in Brazil. A survey was performed with social project managers and data was analyzed through TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution), to rank the items application levels, according to the ISO 31,000’s guidelines. Results provide an overview of Brazilian situation. According to the findings presented, the items related to projects context analysis, and responsibility assignments in the projects were the items better applied, while the items related to the understanding of team members regarding risks in social projects and to the amplitude of risk management in the projects were the items with the worst rank positions. The findings presented here contribute to expand the debates on the subject.

The blowout preventer is an important system for safety assurance in well drilling operations. Therefore, the efficient management of its reliability is an essential issue for risk prevention. In the present paper one considers a dynamic Bayesian network for reliability modeling, approaching corrective maintenance and an imperfect coverage factor, combining with a hierarchical Bayesian inference. Traditionally, the coverage factor in this kind of analysis for well safety is based on belief values. Considering that, we will approach it through a Bayesian analysis for the experts’ opinion. Thus, the present paper presents a fully Bayesian approach for blowout preventer reliability analysis, combining experts’ opinions in a dynamic Bayesian net modeling. In the end, is possible to compare results with and without imperfect coverage factor, and with belief values. The obtained results for a hypothetical case show the importance of considering the estimates’ uncertainties in the context of reliability management of drilling operations.

The rapid urban growth followed by disordered occupation has been generating significant impacts on cities, bringing losses of an economic and social nature that directly interfere with the well-being of the population. In this work, a proposal for local urban infrastructure problems associated with watercourse management is presented, comparing Sustainable Drainage System (SuDS) techniques and Low-Impact Development (LID) concepts with alternative traditional interventions. The study addresses sustainable alternatives to cope with the urbanization of the Cehab’s open channel, which is an important urban watercourse tributary of the Muriaé River, at the municipality of Itaperuna, Rio de Janeiro—Brazil. The multi-criteria decision-making method called Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was applied here. The results highlighted the better performance of sustainable techniques when compared to the traditional ones, with an overall advantage of the geogrids and geocells for this case study. The obtained TOPSIS coefficients-C for these techniques were higher (0.59488, for Reach 1; and 0.68656, for Reach 2) than those for the others. This research, therefore, presented an important urban watercourse management methodology that can be further applied to guide sustainable investments and help the decision-making associated with the development of territories.

Os fármacos são micro poluentes orgânicos emergentes no ambiente aquático e os hospitais são fontes pontuais de emissão dessas substâncias. As avaliações de risco ambiental constituem uma ferramenta importante para hierarquizar e priorizar o monitoramento dos fármacos no ambiente, ao integrar sua emissão, comportamento químico e ecotoxicidade. O estudo analisou o disposto nas normas internacionais de avaliação do risco ambiental de fármacos e concluiu que são necessárias adequações a estas normas para que possam ser aplicadas no país. Foi proposta uma abordagem adequada ao caso brasileiro para unidades hospitalares individuais. A metodologia foi testada na avaliação do risco ambiental do uso de 20 fármacos antineoplásicos por um hospital público de alta complexidade num município com cerca de 500.000 habitantes com elevados índices de saneamento. O estudo foi conduzido durante 84 meses e estimou consumo, emissão e concentrações dos fármacos nas águas de superfície. Estas informações, associadas às propriedades físicas e químicas dos fármacos e estudos ecotoxicológicos, permitiram avaliar o seu risco ambiental potencial. Os resultados mostraram que as concentrações previstas dos fármacos na rede de esgoto municipal são baixas e, dos vinte fármacos avaliados, somente dois não apresentam possibilidade de degradação, podendo-se projetar dificuldades de detecção no monitoramento na água pós - ETE. Além disso, nenhum dos fármacos para os quais existem estudos ecotoxicológicos, apresentou risco potencial aos organismos aquáticos. O método do estudo adquire relevância no contexto brasileiro, baseando-se apenas em informações de consumo e outras disponíveis na literatura, sem a necessidade de execução de ensaios experimentais, podendo ser aplicado em outros municípios e países em desenvolvimento.

The recruitment of athletes with limited resources is a global problem in professional sports. In US Major League Baseball, the experience of the Oakland Athletics’ general manager in the last decade turned his “Moneyball” model into a synonym of quantitative analysis in the transfer market of baseball players. His strategy focused on hiring players with outstanding technical skills but relatively low market value. This study adapted this model to the framework of a multiple criteria decision aid (MCDA), by selecting undervalued players who have complementary abilities. The novelty here refers to the joint use of four algorithms explored by the composition of probabilistic preferences (CPP) (i.e., ranking, classification, dynamic evaluation and regularity analysis) and their application to soccer player performance evaluation. The new model analysed the recent transfer of a left-back soccer player to Europe. The results indicated 12 opportunities for better investment, among 32 left and right-back players considered. Two years later, the value of the same player was considerably lower. He played only five matches in the 2018–2019 season, without scoring or providing any assists. On the other hand, the players better classified by the CPP-MB model presented higher performances and market values.

Airlift operations are vital to support contingency plans during the major humanitarian and disaster relief (HDR) events. The access to disaster zones is often limited by unsafe conditions, poor road infrastructure, and lack of commercial air services. To overcome these limitations, the development of larger planes has allowed bulkier equipment and larger quantities of supplies to be transported by fewer flights. Embraer developed the KC-390 airplane to carry out logistics support and HDR missions. Multinational HDR events usually call for a wide variety of aircraft. The comparison between the KC-390 and the C-130 gains relevance under these circumstances, where the two will be competing for use in emergency support. This article aims to provide support for the allocation of the appropriate aircraft to each mission, by quantifying the advantages (and possible disadvantages) of the KC-390 compared with the C-130 based on the relative difference of their technical performance. Consolidated scores are established through the probabilistic composition of preferences by combining preference probabilities using weighted sums. The weights are calculated based on the experience of pilots applying the analytical hierarchical process. Among the types of missions analyzed, search and rescue present the highest difference in technical performance, in favor of the KC-390.

Considering the importance of ISO 50001 in sustainable development, the objective of this research is to identify the challenges found by organizations during the implementation of ISO 50001:2011, according to the literature. To address this objective, a systematic search was conducted. Scientific papers from the following international databases were used: Science Direct, Emerald Insight, Scopus, Springer, Wiley, and Taylor and Francis. Permutations of the terms “ISO 50001” and “Challenges”, “Barriers”, “Lacks”, “Gaps”, “Obstacles”, “Problems”, and “Limitations” were searched. Following this strategy, 206 documents were found. After removing book chapters, articles from proceedings, duplicate articles, and articles that did not mention any challenge related to ISO 50001, 17 articles were left. Eleven challenges were found in these articles. The most cited challenges were: “Lack of Resources-Limitations (HR, Technologies, Infrastructure, Financial, Time)”, “Difficulty to determine the energy baseline and energy performance indicators”, “Human Resources deficiencies (competences, knowledges, and abilities)”, and “Lack of management support and/or commitment”. The challenges most cited shows the need for better planning before implementation as well as a comprehensive analysis of the organization’s requirements and features. The findings of this research show that this theme is still underexplored. The results presented can contribute to future industrial policies to potentialize countries’ economies.

A nova revisão da norma ISO 9001 foi lançada em 2015 e incorporou ao seu acervo de requisitos para a implantação de um sistema de gestão da qualidade novos conceitos, tais como o relacionamento com partes interessadas, a gestão do conhecimento e a gestão de riscos no âmbito organizacional, ampliando o seu foco de abrangência. Neste sentido, e prevendo-se que mudanças ocorrerão nas organizações a partir dessa nova perspectiva, o presente artigo tem por objetivo apresentar a utilização da mentalidade de risco nos sistemas de gestão da qualidade, por meio de uma análise comparativa entre as normas ABNT NBR ISO 9001:2015 e ABNT NBR ISO 31000:2009. A pesquisa se caracteriza como qualitativa, e foi realizada com base em pesquisa documental e revisão sistemática da literatura. Os achados sugerem que o conceito de pensamento baseado em risco sempre esteve implícito na ISO 9001, manifestado sob a forma de ações preventivas e que a pretensão de incorporar a mentalidade de risco como requisito na versão de 2015 é estimular as organizações a adotarem o risco como critério em suas decisões. Evidencia-se que a literatura de prevenção e riscos está alinhada com os métodos dos sistemas de gestão da qualidade mais avançados, os quais são baseados mais nos princípios de prevenção do que em ações corretivas.
