Short Biography

PhD in Industrial Engineering from the Universitat Politècnica de València (UPV). Senior Lecturer in the Department of Engineering Projects of the UPV and researcher at the Research Center for Project Management, Innovation and Sustainability (PRINS). He developed his initial professional activity in the private sector. In 1994 he joined the UPV as Professor in the Area of Engineering Projects, teaching, mainly in the ETS of Industrial Engineering, where he was Deputy Head of Studies from 2000 to 2008. His line of research focuses on the analysis of decision-making processes in Project Management. Application of Multicriteria Decision Analysis (MCDA) techniques: Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP), PROMETHEE, TOPSIS and PRES. Decision-making assistance in project portfolio selection, asset valuation, stakeholder analysis, location of industrial plants and facilities, contractor selection, personnel selection and others related to Project Management.

The Analytic Network Process (ANP) is a well-known multi-criteria decision method that allows the relationships between its elements to be incorporated into the model. The large number of questions to be answered is one of the main drawbacks of the method, since it is time consuming for decision makers and experts who participate in the decision process. A recent DEMATEL-based ANP proposal can significantly reduce the number and the complexity of questions. This proposal was simply exposed and lacked an experimental test with real cases. The fundamental objective of this work is to answer the question: Does it work? In this work, this new proposal is applied to 45 ANP cases published in the literature. Variants to the verified proposal have also been identified. The results obtained show that the values of the priorities and the ranks obtained with this new proposal are very similar to the results obtained with the ANP, reducing the number of questions required by 42% on average. Additionally, in this work you can find the compilation of the 45 ANP weighted supermatrices to use in your investigations.

Diversas corrientes internacionales promulgan la importancia del factor social en la puesta en valor de los centros históricos. Esta puesta en valor no se consigue incorporando sólo actuaciones urbanísticas sino también actuaciones de carácter social y económico. El análisis de las influencias entre continente (centro histórico) y contenido (sus residentes) debe ser un punto prioritario para evitar que nuestros centros históricos sufran procesos de gentrificación que bloqueen la diversidad social. La metodología se basa en parámetros que identifican el perfil social existente y la rentabilidad de la tierra. Los resultados obtenidos corroboran las premisas desarrolladas en el marco teórico: las políticas de intervención urbanas en los centros históricos influyen en el perfil sociodemográfico de las poblaciones de estos entornos.

The RURENER Project, network of rural communities for energetic neutrality, has as main objective to involve rural communities in the design of energy policies in order to achieve energetic neutrality and promotion of an innovative development that encourage public and private investment in renewable energy sources and rational use of energy in rural areas. This paper shows the results of the application of AHP (Analytic Hierarchy Process) method as a tool with a double objective: to assess the impacts caused by the Local Action Plans of the communities participating in the RURENER project and to extrapolate their results to other rural communities.

This paper presents two methodologies to evaluate and select Best Available Techniques (BAT): a methodology based on equal weighting of criteria and the Analytic Hierarchy Process (AHP). The aim of this work is the identification of the most sustainable BAT for the ceramic industry. To target these, 9 BAT options used in 13 alternative configurations of the ceramic tile manufacturing process have been considered and assessed on sustainability using relevant environmental, economic, technical and social indicators. After that, two multicriteria methodologies are applied. The first one combines screening techniques, according to economic feasibility, with graphical comparisons. The second one is the AHP method, which is based on the preferences of a decision maker to prioritize criteria and technological alternatives. This method is widely used in multicriteria decision problems because it is a structured tool that simplifies complex decisions. Applying both methodologies, the most sustainable scenario for the ceramic tiles industry combines heat recovery from flue gas with techniques to reduce noise or diffuse dust emissions and/or the flue gas depuration with CaCO3 and/or Ca(OH)2.

This paper presents a new methodology for evaluating the economic sustainability of countries' energy systems. The aim of the work is to improve the support tools for policy makers as the scale and complexity of the global energy industry demands a country-by-country approach to managing change. The proposed participatory analytic network process model was applied to the five largest energy consumers in the European Union, namely France, Germany, Italy, Spain and the UK plus Turkey - a candidate for the European Union. The criteria used for the evaluations were selected from the economic dimension of the energy indicators for sustainable development. Results show that the best performer country is the UK followed by France, Turkey, Germany, Spain and Italy. Finally, we want to highlight that the methodology is able to grant participated decisions through a multi-expert traceable and transparent assessment process.

This paper presents the findings of a study on decision making models for the analysis of capital-risk investors' preferences on biomass power plants projects. The aim of the work is to improve the support tools for policy makers in the field of renewable energy development.Analytic Network Process (ANP) helps to better understand capital-risk investors preferences towards different kinds of biomass fueled power plants. The results of the research allow public administration to better foresee the investors' reaction to the incentive system, or to modify the incentive system to better drive investors' decisions.Changing the incentive system is seen as major risk by investors. Therefore, public administration must design better and longer-term incentive systems, forecasting market reactions. For that, two scenarios have been designed, one showing a typical decision making process and another proposing an improved decision making scenario.A case study conducted in Italy has revealed that ANP allows understanding how capital-risk investors interpret the situation and make decisions when investing on biomass power plants; the differences between the interests of public administrations's and promoters', how decision making could be influenced by adding new decision criteria, and which case would be ranked best according to the decision models. © 2013 Elsevier Ltd.Peer Reviewe

In this paper the AHP (Analytic Hierarchy Process) and the ANP (Analytic Network Process) are applied to help the managing board of an important Spanish solar power investment company to decide whether to invest in a particular solar-thermal power plant project and, if so, to determine the order of priority of the projects in the company's portfolio.Project management goes through a long process, from obtaining the required construction permits and authorizations, negotiating with different stakeholders, complying with complex legal regulations, to solving the technical problems associated with plant construction and distribution of the energy generated. The whole process involves high engineering costs.The decision approach proposed in this paper consists of three phases. In the first two phases, the managing board must decide whether to accept or reject a project according to a set of criteria previously identified by the technical team. The third phase consists of establishing a priority order among the projects that have proven to be economically profitable based on project risk levels and execution time delays.This work analyzes the criteria that should be taken into account to accept or reject proposals for investment, as well as the risks used to prioritize some projects over others. © 2013 Elsevier Ltd.The translation of this paper has been funded by the Universitat Politècnica de València.Peer Reviewe

The European Integrated Pollution Prevention and Control Bureau produces reference documents on Best Available Techniques, called BREFs. These documents give technical and descriptive information about the installations that represent a significant pollution potential in Europe. However, they do not provide an assessment of the Best Available Techniques, which is a decision to be made by the competent environmental authority. The present work proposes a decision-making process for assessing Best Available Techniques based on the Analytic Network Process. Seven evaluation criteria, grouped into three clusters, have been proposed. The process is applied to a case study and the results are described and analyzed. As a main conclusion, this paper describes a robust and scientific method for a better implementation of the Integrated Pollution Prevention and Control approach. © 2011 Elsevier Ltd. When the bidding conditions for a new public works contract are officially published, the contracting authority should count with objective criteria and weights to evaluate tenders. The evaluation criteria and weights are obtained from official contract documents. In this paper a new approach for the selection and measurement of the bidding criteria based on Analytic Hierarchy Processes (AHP) and Analytic Network Processes (ANP) is proposed. A hierarchy model and a 21-criterion network model have been developed and applied to two real cases: the first one is devoted to study the public bidding for the construction of an educational centre at the Polytechnic University of Valencia, whereas the second one analyses the public bidding for the remodelling and improvement of one section of a national road.

In this paper the Analytic Network Process (ANP) is applied to select the best location for the construction of a municipal solid waste (MSW) plant in the Metropolitan area of Valencia (Spain). Selection of the appropriate MSW facility location can be viewed as a complex multicriteria decision-making problem that requires an extensive evaluation process of the potential MSW plant locations and other factors as diverse as economic, technical, legal, social or environmental issues. The decision-making process includes the identification of six candidate MSW plant sites and 21 criteria grouped into clusters for the construction of a network. Two technicians of the Metropolitan Waste Disposal Agency acted as decision makers (DMs). The influences between the elements of the network were identified and analyzed using the ANP multicriteria decision method. Two different ANP models were used: one hierarchy model (that considers AHP as a particular case of ANP) and another network-based model. The results obtained in each model were compared and analyzed. The strengths and weaknesses of ANP as a multicriteria decision analysis tool are also described in the paper. The main findings of this research have proved that ANP is a useful tool to help technicians to make their decision process traceable and reliable. Moreover, this approach helps DMs undertake a sound reflection of the siting problem.

Today, most institutions use their website as one of the major means of consolidating communications channels within their organization and among their customers and users. Nevertheless, many of these organizations either have not clearly formulated the goals they want to achieve through their website or do not know to what extent their website contributes to satisfying these goals. This paper presents a model based on Analytic Network Process (ANP) aimed at helping organization managers to verify if their website contents are appropriate for satisfying the goals they have established. This analysis is achieved by studying the relationships among the goals established for the website, website contents, and potential users grouped into segments. The model was applied to a study case, analyzing the website of a foundation pertaining to a major banking institution in Spain.
