Short Biography

Dr. Laura Alcaide Muñoz is Associate Professor in Accounting and Finance Department at University of Granada (Spain). She is interested in the analysis of the implementation of Open Government (OG) projects, the determination of management models that favor citizen participation (Smart Governance), as well as investigate the Smart City phenomenon and its current strategic planning practices on smart projects. She has published articles in JCR journals (American Review of Public Administration, Government Information Quarterly, International Journal of Information Management, among others), co-edited books in international editorials such as Springer or Palgrave McMillan, and has been Guest Editor in Special Issue published in Information Technology and People (IF 2.495; Q2 29/87). Current, She is co-leading a Spanish Ministry Research Proyect about Transparency, Participation and Public Innovation in Smart Local Governments. Cities are developing strategies to deal with the complex challenges of global change and sustainability. These initiatives have involved the implementation of Information and Communication Technologies (ICTs) as a good driver for achieving sustainability because digital transformation can boost sustainable development strategies, providing opportunities to accelerate transformation. Smart City (SC) models built on empowering people in making public decisions favor access to sustainable development solutions based on knowledge and innovation. Nonetheless, SC experiences around the world denote divergent conceptions of SCs which could lead to different SCs construction. It deserves a more thorough understanding of the nature of collaboration in different settings. Therefore, this paper contributes to the debate on the different uses of ICTs in SCs construction in developing vs. developed countries, by examining the use of ICTs for creating collaborative environments in a sample of SCs in different countries, depending on their economic level, and seeking to identify differences in the objectives pursued by city governments with the use of these technologies. To achieve this aim, e-participation platforms, apps or social media platforms (European and Central Asia SCs) are examined for identifying SCs construction differences between developed vs. developing countries. The findings of this paper put an emphasis on the need for taking into account the differences among SCs in developed vs. developing countries when raking or when performance measurement is designed, because the assessment should be tailored to the cities’ particular visions and priorities for achieving their objectives.

The analysis of e-Government is of particular importance in developing countries because it constitutes a central element in the process of modernizing public administrations and strengthening governance within democratic societies. This chapter seeks to analyze the research efforts and directions in the field of e-Government performed in developing countries as well as past experiences in the implementation of e-Government in developing countries to learn some lessons for improving future implementation of e-Government, which could help to achieve more transparent, participative and democratic societies. Analysis indicates that e-Government implementations need to be analyzed from a systemic thinking approach, which suggests the use of strategic planning for e-Government success. International bodies should fund activities that allow developing countries to achieve political and social changes needed to make e-Government implementations successful and should monitor e-Government efficiency in developing countries with the aim at improving economic, democratic and social development of these countries.

This paper identifies some of the important factors that influence the financial sustainability of regional governments. Data from all of Spain’s regional governments show that unemployment, immigrant population, dependent population, structure of revenues and expenditures, and the source of debt had impacts on financial sustainability. This paper will help policy-makers and managers in regional and local governments to improve the management of risk and opportunities, as well as to prevent or resolve sustainability problems. The paper provides lessons, based on the Spanish experience, for politicians and practitioners to improve the management of regional governments’ financial sustainability. The authors stress the need to estimate the longer term financial effects of a migrant population and the unemployed; to analyse the long-term financial impact of subsidies from other levels of government; to monitor proportionality between awarding grants and making capital investments; and to look at ways of increasing a regional government’s contribution to its own revenue (for example through fees, taxes and rates).

In recent years, financial sustainability (FS) of public policies has become a key concept in all governmental levels due to the need for ensuring public services delivery for future generations. Prior research has been focused on the financial sustainability in local governments (LGs) although its findings suggested the need to analyze this magnitude in other levels of government because political decisions could be different in each type of public entity. So, FS has also become very relevant in the Regional Government (RGs) context because their public policies affect not only at the regional level but also the local one. Therefore, from a comparative approach, this paper seeks to identify socio-demographic factors which could influence on the financial sustainability, in the Spanish context for both LGs vs. RGS in order to establish public policies to make sustainable public goods and services. Findings demonstrate that differences in influential factors between these two levels of public administration exist: factors such as population size and foreign population could have an effect on the financial sustainability of both governmental levels while the unemployment rate, dependent population, and population density affect differently on LGs and RGs.

Smart cities are fostering the interaction, collaboration and involvement of citizens in the city management models. To achieve this aim, technological tools like city mobile apps are being used for redefining the way citizens interact with smart cities. This paper seeks to analyse the demographic profile of citizens regarding the use of local government Apps for participation in public affairs and the digital divide through the evaluation, opinions and interest of citizens in these Apps in European smart cities. To achieve this aim, this paper focuses on an empirical research on Apps created by European smart cities included in the IESE Business School project. Findings indicate that the education level, gender and ages of the citizens can be factors to download, evaluate and opine about local government Apps, although its influence depend on the smart dimension in which the Apps are running.

In recent years, the financial sustainability of local authorities has been recognised as a concept of crucial importance in ensuring that public services may continue to be delivered to future generations. Although many European countries have implemented programmes to enhance their financial sustainability, local authorities are characterised by differing administrative traditions and achieve diverse outcomes in response to the reforms made. Taking a comparative approach, the present study identifies institutional, macroeconomic and microeconomic factors that might influence local authorities’ financial sustainability in England and Spain in order to determine and explain similarities and differences in the drivers and risk factors for financial sustainability in local authorities’ provision of public services. Points for practitioners This article is based on three major theories (agency theory, neo-institutional theory and stakeholder theory) related to the institutional, macroeconomic and microeconomic factors determining financial sustainability and aims to identify these factors comparing different contexts (English and Spanish contexts). This identification of factors that influence municipal financial sustainability could clarify what policymakers might have done to prevent the crisis, what they should do to prevent similar failures in the future and how the long-term provision of public services may be ensured.

The implementation of OG initiatives is favoring reforms moving public administrations to more collaborative and participative spaces with stakeholders. In Spain, fostered by the issuance of legislation, governments have formulated numerous action plans with the intention of achieving the objectives included in European Digital Agenda. This paper seeks to analyze the efforts made by the Spanish municipalities regarding the implementation of the OG initiatives with the aim at getting an overview of how these initiatives have been put into practice to increase the level of openness in these governments. Findings indicate that Spanish municipalities seem to be at the beginning of the process of OG implementation into their management processes, which is not being homogeneous in all municipalities. Also, these OG initiatives have not been addressed to promote more democratic governance models in sample municipalities.

One of the objectives of supreme audit institutions (SAIs) is to promote transparency and accountability of the public sector entities. But, at the same time, SAIs must improve their own transparency and accountability. The use of information and communication technologies plays an essential role in making this disclosure. The International Organization of the Supreme Audit Institution (INTOSAI) recognizes that communication is a strategic factor of SAIs. Studies have analyzed information dissemination practices carried out in developed countries. However, SAIs elsewhere, such as the Latin American and Caribbean, have not been the object of research. This chapter analyzes whether these SAIs are using the internet as a means to enhance transparency and interaction with stakeholders. The results indicate that, although in general the institutions analyzed publish the information required by INTOSAI, there is still ample room for improvement, especially regarding interaction with their stakeholders.

This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book fills that gap by combining empirical and theoretical research to analyze actual practices of citizen involvement in smart cities and build a solid framework for successful e-participation in smart cities. The book is divided into three parts. Part I discusses smart technologies and their role in improving e-participation in smart cities. Part II deals with models of e-participation in smart cities and the organization issues affecting the implementation of e-participation; these chapters analyze the efficiency of governance models in relation to the establishment of smart cities. Part III proposes incentives to motivate increased participation by governments and cititzenry within the smart cities context. Written by an international panel of experts and practitioners, this book will be a convenient source of information on e-participation in smart cities and will be valuable to academics, researchers, policy-makers, public managers, citizens, international organizations and anyone who has a stake in enhancing citizen engagement in smart cities.

Purpose The purpose of this paper is to obtain new knowledge about the accounting measurement of financial sustainability in local governments, by studying the influence of political factors on the evolution of income statements. Design/methodology/approach This paper analyses income statements of Spanish municipalities from 2006 to 2014, together with mayor profiles and political-institutional factors, using the generalised method of moments system. Findings The income statement represents a useful measure to assess financial sustainability, showing the effect of political factors on three dimensions proposed by IFAC (i.e. service, revenue and debt), such as ideological coincidence, political competition, political ideology, and absolute majority or political fragmentation. Practical implications The findings can be useful for policymakers and accountants responsible for accountability, supervisory bodies, fiscal authorities, voters, users of public services and other stakeholders interested in governmental income statements. Social implications In the Eurozone, the crisis of government finance has made the citizens and the policymakers question the size and volume of public services. Likewise, in countries such as Spain, politicians remain one of the main problems for citizens. These circumstances make it very interesting and timely to study the accounting measurement of financial sustainability and its political explanations. Originality/value The findings provide new empirical evidence about the accounting measurement of financial sustainability in local governments, and they identify political factors that influence the evolution of income statements.

The context of SCs favors the technological and innovative spaces to increase the citizen participation. In this book, we have tried to analyze what are the models and the circumstances under which public managers and politicians work to implement SCs. The contributions in this book have highlighted that governments have tried to offer different tools to improve citizen participation in the process of taking public decisions. However, their attitude is no active and is not in favor of citizen participation with the aim at sharing their ideas, comments, suggestions, compliances and experiences. Maybe, it will be necessary to implement systems, projects and initiatives that try to involve the citizenry in the design of public services. Also, it may be necessary cooperation initiatives such as crowdsourcing and Living Labs that contribute to the creation of innovative ideas and solutions, tending towards the common good.

The environment and context of SCs has favoured the technological and innovative spaces to increase the citizen participation which enables the participation and cooperation among governments, citizens and organizations. Nonetheless, despite the relevance of this topic, scholars have highlighted that little research has focused on actual practices of citizen involvement in smart cities so far. This way, this chapter seeks to look at the use of new technologies by city governments in SCs with the aim at improving e-participation of citizenry in the process of making decisions in the public arena. In particular, this study seeks to put focus on the governmental SCs initiatives, platforms, applications, and so on, that favour the e-Participation of citizenry in European SCs.

This study presents a science mapping approach to analysing the thematic evolution of e-Participation research. We combine different bibliometric tools to analyse the evolution of the cognitive structure of this research topic, allowing us to discover the most prominent, productive and highest-impact subfields. In addition, we are able to identify thematic areas and show their evolutionary behaviour, supported by different visualization tools to show a graphical and dynamic vision of the e-Participation field. Findings indicate an increase in e-Participation research in the last five years, and the evolution of this field of knowledge to a more techno-social system in order to engage the citizenry in public sector management.

The growing participation in social networking sites is altering the nature of social relations and changing the nature of political and public dialogue. This paper aims to contribute to the current debate on Web 2.0 technologies and their implications for local governance, through the identification of the perceptions of policy makers in local governments on the use of Web 2.0 in providing public services (reasons, advantages and risks) and on the change of the roles that these technologies could provoke in interactions between local governments and their stakeholders (governance models). This paper also analyzes whether the municipal size is a main factor that could influence on the policy makers' perceptions regarding these main topics. Findings suggest that policy makers are willing to implement Web 2.0 technologies in providing public services, but preferably under the Bureaucratic model framework, thus retaining a leading role in this implementation. The municipal size is a factor that could influence on policy makers' perceptions.

The implementation of e-Government could reduce administrative costs and the time devoted to repetitive tasks by civil servants, offering greater transparency to public administration, improving the current performance of public sector services, and expanding access to services. However, previous research indicates that there are significant barriers for citizens, assuming major obstacles. In this sense, the EU and, in particular, the Spanish government has formulated policies and legal frameworks to introduce in the field of the provision of public sector services in order to customize and to access these services. Therefore, the purpose of this chapter is to obtain a vision of government strategies adopted by Spanish regional governments to reduce the digital divide.

E-government has enhanced the availability of government information, and expanding access to services, offering greater transparency and accountability for public administrations. However, previous research indicates that there are significant barriers for citizens, assuming major obstacles. In this sense, the EU and, in particular, the Spanish government has formulated policies and legal frameworks to introduce in the field of the provision of public sector services, in order to customize and to access these services. These initiatives seek to promote the development of networks and services, to improve the e-administration and the adoption of digital solutions for efficient delivery of public services, and to promote the inclusion and digital literacy. Therefore, the purpose of this chapter is to obtain a vision of government strategies adopted by Spanish regional governments to reduce the digital divide.

Citizens increasingly demand an active role in public affairs and decision-making processes. From a critical standpoint, this chapter consolidates existing knowledge and, in turn, provides a better understanding on how social media tools promote the citizens' engagement and participation. The main aim is to assist researchers in the development of their future analyses, identifying trends of research and the methodology used. In so doing, a systematic literature review has been used to examine social media and e-participation research in journals listed in ISI in the field of public administration and information science and library science during the period 2000-2016. The findings reveal that although research on social media and e-participation has increased in the last year, it remains immature. Therefore, further research is needed in order to understand the true impacts of social media tools and their involvement in e-participation.

This book chapter analyses past experiences in the implementation of e-government in developing countries to learn lessons for improving its implementation in the future, which could help to achieve more transparent, participative and democratic societies. To achieve this aim, a systematic review on e-government research has been performed to examine the main limiting factors in e-government implementations. In this sense, we think that a systemic thinking approach is needed to be applied in developing countries to undertake successful e-government implementation. This means acting in three different scopes at the same time: (a) organizational structure and processes; (b) investment in IT infrastructure; and (c) investment in education to make citizens ready to use IT. These findings would help politicians and public managers in developing countries to make efficient decisions when implementing e-government initiatives.

This chapter provides a roadmap of the book, and seeks to offer a vision of the problem in implementing e-government initiatives in developing countries. To achieve this aim, this chapter makes brief overview of the conclusions obtained in the analysis of the policies implemented by international organizations, the actions taken by specific countries, and good practices and lessons learned on e-government processes. Conclusions reached indicate that the e-government process does not lead to an improvement in developing countries if it is not planned and is not well executed.
