The paper puts forward a mixed integer linear programming model to support the long-term planning and budgeting for renewal and capital improvements of residential buildings, i.e., to select the optimal sequence of repair and improvement actions over a predefined planning horizon. The input is provided by the evaluation of the building performance according to a set of criteria. Then a set of possible repairs, replacements and improvements needs to be proposed together with the estimates of their cost and benefits; the latter are expressed by increments of building performance ratings according to predefined criteria. The renewal and modernization measures are not mutually independent: at least some of them are complementary and should be carried out in a specific order. The optimization problem was to define the order of renewal/improvement measures resulting with the highest benefits available within the budget, or to achieve the required levels of building performance at the lowest cost. A unique feature of the model is the approach to the constraints on sequential relationships between the measures and to their selection. The model can be used to construct long-term renewal and capital improvement plans.

Utility building value depends, among other things, on the renovation and modernization activities undertaken at the maintenance stage. They result from a correct assessment of the building condition. Lack of appropriate methods, which in a comprehensive way, taking into account the utility requirements for these buildings, would allow to assess the condition of buildings is one of the main reasons for negligence in the proper maintenance of public buildings. With this in mind, the author carried out a study aimed at an in-depth analysis and assessment of the possibility of applying renovation and modernization measures in relation to the improvement of the utility value of the building and the cost of their implementation. As part of the research, a mathematical model was first developed, which was used to carry out the research. As part of the development of the model, a set of criteria relating to technical-utility, economic and environmental requirements was selected and a method for their evaluation was developed. Next, proposals of renovation and modernization activities were presented, the aim of which is to improve the utility value ratio of the building. For its evaluation the method based on the theory of fuzzy sets was used, which at the stage of inference uses expert knowledge included in the fuzzy rules database. The calculated utility value of the proposed renovation and modernization activities is the basis for further research analyses. Optimization tasks consisting in the selection of an appropriate repair variant are carried out by means of appropriate optimization methods. The adopted optimization objectives concerned both the possibility of improving the assumed increase in utility value and limitations in their financing. The assessment of utility value of public utility buildings, which has not been carried out yet, taking into account the current legal and utility requirements, will allow to determine the impact of renovation and modernization decisions taken on this basis on the adopted determinants determining the quality of the maintenance process, i.e. the increase in utility value and maintenance cost. The results of these studies may be important in expanding existing knowledge and the knowledge gained may contribute to changes in the way decisions are made and the improvement of the quality of building maintenance.

Despite strict safety regulations and general awareness of risks related with work at height, scaffoldings are associated with many accidents. The scale of the problem of unsafe scaffolding can be indirectly analysed on the basis of individual accident reports and statistics. However, the total number, types, purposes, sizes, and condition of scaffoldings used in the practice of Polish construction sites have not been assessed do far. The authors intend to fill this gap by conducting regular observation of scaffoldings erected in selected Polish urban areas. This paper presents the methodology of data collection and compares scaffoldings observed in two big cities, Warsaw and Poznań. Although the method misses scaffoldings out of sight of the assessor and, due to urban locations, focuses on building and not industrial or infrastructure projects, it gives a good idea of the qualities of scaffoldings in use, and enables estimating changes in the number of scaffoldings over the year. As comes from the analysis, frame scaffoldings are the most popular type used in Polish construction. Users commonly choose the narrowest option (less than 70 cm of usable width of the platform) and apply them to a variety of works, be it placing concrete, cladding walls with ETICS or even heavy stone elements, or providing access to roofs. Modular scaffoldings are second most popular, whereas the tube and fitting type is used in extremely rare cases. Small projects (individual housing, small-scale repairs) frequently rely on combination of elements of systems scaffoldings and are often incomplete. Interestingly, "bad scaffoldings" do not appear only in remote suburbs. As for the changes of the number of scaffoldings over the year, the pattern is not as clear as could be expected in the case of a cold climate country. The findings indicate that occupational safety culture is still low.

The problem of multi-family building maintenance is complex and comprises numerous issues, one of which is the process of planning expenditures for residential building renovation. This task is important from the manager’s point of view as their responsibility is to maintain a building in a non-deteriorated condition. To fulfil this task, the authors of this paper suggest utilising a decision-making model aimed at defining renovation activities making it possible to retain the maintenance standard (as regards newly commissioned residential buildings) or improve it (as regards existing buildings). The suggested model is based on a multi-criteria building assessment including seven requirements. The calculations conducted using the suggested model enable us to define the costs and scope of renovation taken to ensure the assumed building condition or, by assuming various rates paid to the renovation reserve, to define the period in which the above-mentioned goals may be achieved.

Paper identifies obstacles limiting functioning and development of small and medium construction enterprises. It also includes a description of cluster supply chain (CSC) idea as a suggested solution to some of the problems resulting from the small scale of company activities. One of more important issues of every distribution centre, i.e. portions of deliveries smaller than truck capacity for particular consumers, is also discussed. This problem was formulated for the first time in dairy industry, therefore, it was called milk runs. Moreover, the authors of this paper presented the outcome analysis of survey carried out among construction engineers and managers. This study aimed at determining organizational principles for logistic centre working with CSC framework. The mathematical model depicting milk runs deliveries with overtime consideration, done for many construction sites within a distribution centre is presented hereunder. This model may be potentially used to optimize distribution centres working within cluster supply chain framework.

Preparation of a residential project in accordance with the expectations of a buyer requires from a developer a lot of experience and a good knowledge of housing market. Preferences of people looking for flats are very diverse, therefore, it is essential to know the factors which are taken into consideration when buying a flat. The level of flats sale and income gained from it depend on how much the offered flats meet the requirements of buyers. Understanding the flats buyers’ preferences requires a detailed study among potential buyers that aims at identifying the factors taken into consideration while choosing a flat and determining their influence on the made decision. In the article, the method is presented which supports a developer in making decisions regarding the development of a building concept in relation to design and material solutions, its location and making the offers of flats for sale more attractive.

The article addresses the problem of selecting renovation solution which is a difficult task. It requires the administrator to consider and compare benefits that result from the execution of particular repairs. The priority is to define both the urgency of repair and the financial constraints. Thus, the choice of renovation solution fulfilling these conditions requires a systematic approach. The proposed method allows the decision-maker to assess the state of building, on which basis it is possible to indicate a needed range of renovation – including the information about the level of urgent repairs. During the next stage of calculations, the significance of the selection criteria is defined by means of the fuzzy AHP method. The assessment of these criteria provides the basis for prioritizing and choosing the renovation solutions and is proposed to be conducted by means of TOPSIS method. To illustrate the method, the authors present a numerical example of the proposed approach to selecting renovation solution method applied to a residential building.

A tender procedure should facilitate selection of a reliable contractor with consideration to many criteria. Polish public procurement law, harmonized with EU guidelines on the subject, describes selection procedures in detail. Similar procedures are adopted by private sector clients as there exist no private sector specific procurement codes of practice. In the case of public procurement, the bid selection criteria have to refer to the object of procurement and not to the proprieties of a bidder. The client, in order to assure adequate quality of works (i.e. selection of a reliable and capable contractor) can, within the limits enforced by law, set conditions the bidders have to fulfill if they are to participate in a tender or negotiation procedure. The assessment based on criteria related with a bidder's technical and economic capability can be made also at the prequalification stage in restricted tendering procedures. The authors suggest the application of an extended fuzzy AHP method to the process of group decision making. This approach facilitates defining criteria weights by aggregation of decision makers' judgments. The paper presents an example that illustrates this approach to determining criteria weights for bidder assessment. The results show that the proposed fuzzy AHP method is superior to the traditional AHP in terms of improved quality of criteria prioritization.
