Renewable energy and energy efficiency are recognized among the key factors of transitioning towards a low-consumption and low-carbon society. In order to achieve such transition, the government policies should be aimed at meeting the renewable energy generation and energy efficiency targets of specific localities. Nonetheless, these targets vary between different urban regions, and there is limited knowledge on the correlation between energy transition and urbanization levels. The aim of this paper is to identify that correlation in urban regions. This study places Italian regions under the microscope of an empirical investigation. The study adopts a two-step analysis that provides a useful model for regional analyses. The results of the study consolidates our understanding and highlights that the energy transition process requires greater efforts concerning social participation and provision of incentives for renewable energy production, mainly in the less urbanized areas.

Digital technologies engaged in urban metabolism for efficiency provide policymakers, urban managers, and planners with useful instruments to collect, monitor, analyze, and evaluate the circularity of environmental, social, and economic resources to improve their effectiveness and quality. At present, the digital technology-based approach is strategic for circular cities engaged in the development of smart and sustainable actions in the fields of mobility, energy, environment, waste, telecommunications, and security. Through the ‘Circular Resource Efficiency Management Framework’ developed by the European Commission, this paper generates insights into the digitalization practices of the circularity of urban metabolism by analyzing the initiatives implemented by the municipalities of Kaunas, Flanders region, Porto, Prato, The Hague, and Oslo, which constitute the Partnership on Circular Economy (PCE) of the Urban Agenda of the European Union. The results of the analysis provide a wide range of practices such as real-time monitoring stations for water and energy consumption, digital cameras for controlling vehicle flows, web platforms for sharing goods and services, and tracking sensors for public transport, which aim to optimize the efficiency of the circularity of urban metabolic flows. This study increases the understanding and awareness of digital technologies in this paradigm shift.

Implementing policies able to drive energy sector transition is an objective of the European Union. Based on economic literature, we argue that several determinants might be either drivers or barriers to the effectiveness of energy policy interventions: political-institutional, socio-economic and region-specific factors. For understanding their role in the Italian framework, this research aims at assessing to what extent each group of determinants influences the transition towards green energy systems. In doing so, by using several econometric techniques, we are able to offer useful suggestion to the policymaker about potential intervention strategy. Finding shows that institutional and regional-specific drivers play a pivotal role in driving Italian regions energy transition.

Proper management of urban waste might support sustainable and circular development, while mismanagement increases both costs and socio-environmental negative outcomes. In particular, the organic fraction constitutes the largest share of urban waste. In the circular economy framework, it is described as a valuable resource, to be converted into soil improver, biogas and energy. The aim of the paper is to propose a Decision Support System (DSS) for policymakers, based on linear programming techniques. This model is expected to improve the current methodologies for planning and managing organic fraction of municipal solid waste and provide useful insights about public resources allocation. The proposed optimization model is tested on Campania Region (Italy), which is a clear example of the negative implications of improper waste management. Based on the goals recently set by Campania regional government, the model allows to select the most cost-effective and sustainable solutions for treating organic waste. Results show three different scenarios associated to the impacts that each possible outcome has on the stated objectives. The “Ideal Solution” is not achievable, but it is used as a benchmark; the “Max NPV Solution” is feasible, but it reports several major drawbacks. Finally, the “Best Compromise Solution” allows to increase regional composting capability by six time and biogas availability by seven times, with environmental implications that are very similar to the ideal ones.

This paper makes some contributions to the policy discussion on Covid-19. We present real-time evidence on the effects of the coronavirus crisis on regional employment in Italy, by finding that the current shock is producing major adverse consequences in the South and on female occupation. We document that both the absorption and the allocation of the EU funds can sustain the resilience of regional labour markets, by reducing the employment losses at time of Covid-19. We construct regional employment adjustment scenarios based on information and estimates observed during the Great Recession. We discuss the limits of our approach and future developments.

The circular economy indices are increasingly recognized as a useful tool to support the development of policies in providing information, reducing environmental pressures and impacts through a circular recycling process. The aim of the paper is to provide a complete overview of circular economy indices.Starting by 137 articles published from 2000 to 2019, the analysis surveys 61 indicators measuring the circular economy. The indicators were grouped by using a double classification: first according to the three spatial dimensions of sustainability -macro, micro and meso- then on the basis of the 3R Core CE principles. Providing all the information related to the formulation strategy, scaling, normalization, weighting and aggregation methodology allows the readers to get a dedicate toolkit.

The basic idea of this paper is that an efficient energy planning requires a deepened awareness of the state of place. By considering the complexity of this issue - that involves both production, consumption, impacts on the environment and policy aspects - a multidimensional analysis should be implemented. The aim of the study is to propose an innovative approach for achieving increased efficiency energy by reducing the existent differential among the local areas. The approach consists of two main steps: i) the building of LEEI (Local Energy efficiency Index) and further four sub-indexes - designed by using a Principal Component Analysis - for assessing the level of local efficiency; ii) the measurement of the distance between the score achieved in the ranking by each observation and a threshold calculated as best compromise situation - realized by using a redrafted Sen Index. This methodology has been tested on a sample of 20 Italian provinces. The findings allow to provide information to policy makers concerning the overall energy efficiency of an area through a vertical comparison among the observation; while the four sub-indexes offer specific indication about the multidimensionality of the analysed phenomenon. This final step helps to offer punctual information for a future allocation to the regions, for a financial resource programming on the bases of the real weakness.

By now, the importance of renewable energies is consolidated for the promotion of more and more green systems. Although this issue has become one of the cornerstones of the European Union and of each members States, evaluating the effectiveness of the applied environmental policies still results difficult. The basic aim of the paper is to propose an innovative approach for ex post monitoring of the actions carried out by Italian regions. By using both a multivariate technique and a classic convergence analysis, we set out to test in an original way whether the Italian regions realized in a successful way the environmental policies established by European Union (EU) in the energy sector. The results obtained highlight the existence of several improvements between 2008 and 2015, mainly in Southern regions, historically recognized as the less dynamic ones. Moreover, by using a panel data model we are able to offer useful suggestions about the financial allocation among the several typologies of renewable for reducing pollutants.

The aim of this paper is to design a new index for obtaining a measure of sustainable performance in the industrial sector (SIPI). This approach allows to evaluate the green policy implemented by both government and enterprises and to underline the differences between their actions concerning the environmental, economic, political and social issues. The SIPI main structure has been created by using multi-criteria method in accordance with OECD procedure (2008). The methodology has been built for application to EU-28 countries. The findings produce both the acknowledgement of the success and the identification of the weaknesses of the subjects involved in the policymaking process, providing a support for future planning. Nevertheless, the methodology was formulated in such a way that it could be readapted in other countries or regions.

The implementation and the diffusion of environmental policy is a hotspot in European ecosystem management. Policy diffusion meets the need of the harmonization principle in which the EU countries must converge towards the same targets. In the light of this, the paper aims to explain the main determinants of the environmental diffusion policy, allowing countries to converge on a common base. We outline the achievements of the environmental policy objectives of the countries by using the Environmental Performance Index, a widely accepted index used at the international level. By using a dyadic dataset on 15 European countries, we highlight the economic and institutional determinants pointing out successes and failures of policies adopted. The findings reveal that the economic variables play most important role in the diffusion process of environmental policy.

Our paper aims at evaluating the role that the local administrations play on Italian regional innovation performance, by using a revised version of Regional Innovation Scoreboard. Carrying out a panel data analysis and a logistic regression, the analysis is based on a combined approach towards institutions, involving socio-political aspects, considered by the institutional quality index, and the capability of regional administrators of expending Structural and Cohesion Funds, by a quantitative index. Firstly, a panel data analysis helped us to highlight the role of institutions and which sectoral themes of EU investments affected the most regional innovative performances in the time span 2007-2015. Secondly, the logistic regression captures which investment is more likely to affect innovation performances within Italian Regions. The results underline that major effect on innovation performance derive from the combined effect of high quality institutions and efficient public expenditure.

Addressing the long-term sustainability challenge in the policymaking process requires close engagement of private firms—particularly in the green innovation area—along with other actors. Involvement of private firms in the implementation of privatization policies is encouraged by national governments, as it is believed that such engagement will help in producing more sustainable solutions. Transport is a key sustainability issue, where a sound privatization policy could positively affect the transport-related environmental efficiency and sustainability. In this context, the policy transfer process can provide a strong impetus for further growth of transport privatization. Little attention, however, in the literature and practice has been devoted to analyse factors affecting the policy transfer phenomenon in transport privatization policies. This paper, hence, aims to investigate the relationship between policy transfer and transport sustainability via privatization. The paper hypotheses that both economic and institutional determinants increase the effect of policy convergence. As the case study context, the EU is placed under the microscope, and a dyadic dataset on transport policies is analysed. The findings indicate that institutional and economic variables play a highly critical role for policy transfer in achieving transport sustainability in the EU.

Despite the rapid growth of the sector, academic research on microcredit programs is still limited. In the economic development literature, the prevailing thesis is that the inadequate regulatory context is the main factor that explains the untapped potential of microfinance industry in developed economies. In this context, this paper proposes the use of microcredit not only in order to achieve social inclusion, but also above all to promote the socioeconomic development of a territory, according to sustainable development principles. Thus, the study meets the need to rebalance a territory through a stable programming approach. This research uses a multi-objective programming model, as it allows better representation of decision problems, describing the impacts on the pursued objectives, and finding a solution for reaching the best possible compromise among them. The paper sets out to examine the economic benefits of a microcredit proposal in relation to a specific project for the development of the female entrepreneurship in an Italian region. The findings reveal that multi-objective methods allow evaluating the impacts on the objectives associated to the chosen solution, to compare them with those associable to different solutions, and, finally, to reach the best compromise possible among the pursued objectives, according to external and internal constraints established by policy makers.

The results obtained allow to document whether the EU regulation has stimulated the adoption of sustainable mobility policies for a selected group of Italian cities. The findings show that the processes of policy transfer may produce different effects if heterogeneity exists between cities or regions, even if they belong to the same country. Italian evidence demonstrates that northern cities are more actively drawing policy lessons. The study also reveals that large cities choose to look abroad more often than small municipalities. These results indicate that there may be institutional and economic variables that influence the transfer process

Literature stresses that efficient institutions are necessary to achieve the highest returns from public policies. It has been recognized by the European Union (EU) that regional institutions have a fundamental role in obtaining the highest results from Cohesion and Structural investments, which represent the main fiscal and anticyclical instruments available for the regions. The paper aims at analyzing the impact of the quality of regional governments, and their management of EU cohesion funds on the economic growth of Italian regions. In order to measure the quality of institutions, we have combined the Institutional Quality Index (IQI) with a set of efficiency indexes, calculated in order to evaluate the ability of regional policymakers to manage European Funds. We conduct a two-way fixed effect panel regression model during the period between 2007 and 2015. The results underline that, in general, Cohesion investments and IQI are positively related to the regional growth; instead, efficiency indexes are important key factors mainly in the Southern area, characterized by structural weaknesses.

The aim of this paper is to verify the efficacy of the rebalancing policies adopted in China, in order to establish their role in the convergence process. The main contribution consists in evaluating the rebalancing policies implemented locally as a whole through a disaggregated analysis, obtaining in addition to useful information for the decision maker on the in progress convergence process between the most developed provinces and the inland areas, specific insights on the suitable strategies to be implemented by each province. The economic expansion started in December 1978, as a consequence of the decision taken by the Chinese Communist Party, led to the country economic openness, but also entitled regional disparities. Three rebalancing policies — China Western Development, Revitalize Northeast China, Rise of China Central Plan — have been established since 1999 by the Chinese Government. They differ essentially in the targets and the destination areas. Based on data referred to the years 1995, 2000 and 2010 and taken from the “National Bureau of Statistics” in China, this paper follows a five steps - based approach: Survey of the policies; Recognition of the objectives associated with each policy; Building up of the indicator for measuring policies impacts; Pre and post testing policies; Check of the role played by policies in the convergence process. Results show that the rebalanced policies have been crucial in stimulating and effectively allowing a strong development in China as a whole, specifically in all those provinces for which initially the Chinese Government did not make up any efforts, believing that their development would have been followed consequently to that of the coastal provinces. However, the final goal of the convergence has not been totally met and the level of development of inland areas is certainly lower than the coastal ones.
