Conservation and policy agendas, such as the European Biodiversity strategy, Aichi biodiversity (target 5) and Common Agriculture Policy (CAP), are overlooking the progress made in mountain grassland cover conservation by 2020, which has significant socio-ecological implications to Europe. However, because the existing data near 2020 is scarce, the shifting character of mountain grasslands remains poorly characterized, and even less is known about the conservation outcomes because of different governance regimes and map uncertainty. Our study used Landsat satellite imagery over a transboundary mountain region in the northwestern Iberian Peninsula (Peneda-Gerês) to shed light on these aspects. Supervised classifications with a multiple classifier ensemble approach (MCE) were performed, with post classification comparison of maps established and bias-corrected to identify the trajectory in grassland cover, including protected and unprotected governance regimes. By analysing class-allocation (Shannon entropy), creating 95% confidence intervals for the area estimates, and evaluating the class-allocation thematic accuracy relationship, we characterized uncertainty in the findings. The bias-corrected estimates suggest that the positive progress claimed internationally by 2020 was not achieved. Our null hypothesis to declare a positive progress (at least equality in the proportion of grassland cover of 2019 and 2002) was rejected (X2 = 1972.1, df = 1, p< 0.001). The majority of grassland cover remained stable (67.1 ± 10.1 relative to 2002), but loss (−32.8 ± 7.1% relative to 2002 grasslands cover) overcame gain areas (+11.4 ± 6.6%), indicating net loss as the prevailing pattern over the transboundary study area (−21.4%). This feature prevailed at all extents of analysis (lowlands, −22.9%; mountains, −17.9%; mountains protected, −14.4%; mountains unprotected, −19.7%). The results also evidenced that mountain protected governance regimes experienced a lower decline in grassland extent compared to unprotected. Shannon entropy values were also significantly lower in correctly classified validation sites (z = −5.69, p = 0.0001, n = 708) suggesting a relationship between the quality of pixel assignment and thematic accuracy. We therefore encourage a post-2020 conservation and policy action to safeguard mountain grasslands by enhancing the role of protected governance regimes. To reduce uncertainty, grassland gain mapping requires additional remote sensing research to find the most adequate spatial and temporal data resolution to retrieve this process.

Access to health care is a sensitive issue in low population density territories, as these areas tend to have a lower level of service provision. One dimension of access is accessibility. This paper focuses on measuring the accessibility to urgent and emergency care services in the Portuguese region of Baixo Alentejo, a territory characterized by low population density. Data for the calculation of accessibility is the road network, and the methodology considers the application of a two-level network analyst method: time-distance by own mean (car or taxi) to the urgent care services and the time distance to emergency services as a way to get assistance and to go to urgent care services. While urgent care accessibility meets the requirements stipulated in the Integrated Medical Emergency System’s current legislative framework, the simulation of different scenarios of potential accessibility shows intra-regional disparities. Some territories have a low level of accessibility. Older adults, the poorly educated, and low-income population, also have the lowest levels of accessibility, which translates into dually disadvantageous situation since the potential users of emergency services are most likely to belong to this group of citizens.

This study diagnosed the situation regarding the physical accessibility of the resident population to primary health care, based on the characteristics of the population served, their spatial distribution in the territory, based on space-time analysis. Thus, bearing the different means of transport available and the specific features of a low-density territory, we considered several mobility profiles under analysis, and selected the Baixo Alentejo as the study area. In methodological terms, besides using the location of primary health facilities and their areas of influence, the use of the road network and its restrictions, we selected the use the new 1x1 km grid, recently implemented throughout the EU (European Union), instead of using the statistical units or administrative boundaries. Its advantages allow overcoming some of the issues of the usual base cartography. The final results can be divided into two groups: conclusions related to the methodologies used and conclusions related to the accessibility of primary health care equipment in the study area.

Urban mobility plays an important role in addressing urban livability. The complexification and dispersion of travel due to the improvement of transport and the multiplication of our daily living places underline the relevance of multilevel territorial planning, recognizing that the knowledge of local differences is essential for more effective urban policies. This paper aims (1) to comprehend conceptually how urban mobility contributes to the urban livability from the local to metropolitan level and (2) to assess the previous relation toward a livable metropolis based on the readily available statistics for the Lisbon Metropolitan Area. Hence, a triangulation between conceptual, political/operative, and quantitative/monitoring approaches is required. The methodology follows four steps: (1) literature review focusing on the quantification of urban mobility within the urban livability approach; (2) data collection from the Portuguese statistics system; (3) data analysis and results, using principal component analysis (PCA) followed by cluster analysis (CA); (4) discussion and conclusions. In Portugal, although it is implicit, consistency is evident between the premises of recent urban mobility policies and respective planning instruments, such as the Sustainable Urban Mobility Plans (SUMP), and the premises of urban livability as an urban movement. Focusing on the national statistics system, the available indicators that meet our quality criteria are scarce and represent a reduced number of domains. Even so, they allow identifying intra-metropolitan differences in the Lisbon Metropolitan Area (LMA) that could support multilevel planning instruments. The results identified five principal components related to commuting at the local and intermunicipal level, including car use as well as social and environmental externalities, and they reorganized the 18 LMA municipalities into eight groups, clearly isolating Lisbon, the capital, from the others. The identification of sensitive territories and respective problems based on urban livability principles is fundamental for an effective urban planning from livable communities to livable metropolis.

Due to its novelty, the recent pandemic of the coronavirus disease (COVID-19), which is associated with the spread of the new severe acute respiratory syndrome coronavirus (SARS-CoV-2), triggered the public’s interest in accessing information, demonstrating the importance of obtaining and analyzing credible and updated information from an epidemiological surveillance context. For this purpose, health authorities, international organizations, and university institutions have published online various graphic and cartographic representations of the evolution of the pandemic with daily updates that allow the almost real-time monitoring of the evolutionary behavior of the spread, lethality, and territorial distribution of the disease. The purpose of this article is to describe the technical solution and the main results associated with the publication of the COMPRIME_COMPRI_MOv dashboard for the dissemination of information and multi-scale knowledge of COVID-19. Under two rapidly implementing research projects for innovative solutions to respond to the COVID-19 pandemic, promoted in Portugal by the FCT (Foundation for Science and Technology), a website was created. That website brings together a diverse set of variables and indicators in a dynamic and interactive way that reflects the evolutionary behavior of the pandemic from a multi-scale perspective, in Portugal, constituting itself as a system for monitoring the evolution of the pandemic. In the current situation, this type of exploratory solutions proves to be crucial to guarantee everyone’s access to information while simultaneously emerging as an epidemiological surveillance tool that is capable of assisting decision-making by public authorities with competence in defining control policies and fight the spread of the new coronavirus.

To what extent territorial cohesion is achieved or not, due to the EU Cohesion Policy, national regional policies, or globalization forces, is debated. This paper aims at discussing territorial cohesion at a NUTS 3 level in Denmark, Finland, Norway and Sweden for 2007 and 2017 by using the Territorial Cohesion Development Index. The findings indicate a) that bigger cities and highly urbanized regions in Denmark, Finland and Sweden perform very well in the Territorial Cohesion Development Index, while non-core and peripheral regions fell further behind; and b) all Norwegian regions and the Åland Islands have high scores in the Territorial Cohesion Development Index. The findings indicate a need to resuscitate the national regional policies in Denmark, Finland and Sweden to counteract the increasing gap between the capital region and the rest of the regions.

O processo de difusão do vírus pelos vários países e regiões do mundo, vem destacar a importância da geografia na interpretação dos fenómenos. O presente artigo tem como objetivo identificar a evolução concelhia da propagação do vírus COVID-19, no período compreendido entre março e abril em Portugal Continental, procurando relacionar esse padrão com as características demográficas e socioeconómicas do território continental português. O processo de difusão iniciou-se pelas áreas urbanas mais densas, seguindo as áreas de fronteira e posteriormente, propagou-se aos territórios de população envelhecida e menor densidade demográfica.

Resumo Vários autores têm refletido sobre a questão do acesso aos serviços de saúde, considerando a existência de várias dimensões, nas quais se inclui a disponibilidade e a acessibilidade. No contexto de envelhecimento que caracteriza as sociedades, a população idosa precisa de mais cuidados de saúde, e a acessibilidade a essas unidades assume importância acrescida. O objetivo do estudo é caracterizar o acesso da população idosa aos serviços de saúde, confrontando as possibilidades decorrentes da oferta de serviços com os padrões de procura. Do confronto entre oferta e procura resulta a possibilidade de identificar as dinâmicas intrarregionais e associá-las às diferentes condições socioeconômicas dos idosos, ao seu enquadramento familiar, modo de transporte e tipo de serviço. Esta abordagem considera duas fases metodológicas: o cálculo do potencial de cobertura populacional das unidades de cuidados primários, considerando a acessibilidade física recorrendo aos modos pedonal e rodoviário; e o confronto desses valores com a procura dos serviços, determinada a partir de inquéritos realizados aos residentes. Concluiu-se que, apesar dos equipamentos de saúde prestadores de cuidados primários terem sido programados como serviço de proximidade, a forma de prestação do serviço, as características socioeconômicas da população idosa e o modelo de urbanização apontam para diferenças relevantes no contexto da Área Metropolitana de Lisboa.

The historical accounts of the 1755 earthquake and tsunami in Lisbon are quite vast providing a general overview of the disaster in the city. However, the details remain unknown. Therefore, the objective of this research is to understand and reconstruct the impact of the 1755 event (earthquake, tsunami, and fire) in downtown Lisbon. Thus, the historical data has been compiled and analyzed, to complement tsunami modeling and a field survey. Although census data are not very accurate, before the disaster there were about 5500 buildings and about 26,200 residents in downtown Lisbon; after the disaster, no records of the buildings were found and there were about 6000–8800 residents. There were about 1000 deaths in the study area. The results also show that the earthquake did not cause significant damage to most of the study area, which contradicts general knowledge. After the earthquake, a fire started that quickly spread throughout the city causing most damage to property. The tsunami hit mostly the west and central parts of the study area. The numerical model results show the tsunami hit the studied area about 60 min after the earthquake, inundating the seafront streets and squares up to 200 m inland. In addition, two major waves were calculated, which are in agreement with the historical accounts.

Sustainable development has become the basis of several worldwide policies over the last few decades, and its role will continue to shape policies for decades to come, especially those that are focused on urban mobility. At the same time, urban mobility is included in the framework of the Healthy Cities movement. In this context, using the Lisbon Metropolitan Area (LMA), Portugal, as the study area, this article intends to answer the following research question: are sustainable urban mobility policies contributing to healthy cities? Urban mobility planning and public health instruments were compared with the discourses and practices of those responsible for the implementation of urban mobility policies and Healthy Cities projects. The results reveal that a large number of responses proposed in the mobility planning instruments are, to some extent, related to the principles of healthy cities. Also, while municipal agents tend not to consider the inclusion of those principles, they instead incorporate the concepts of sustainable development. Nevertheless, we found that both approaches overlap the policy directions of healthy cities. On the other hand, public health policies and Healthy Cities projects presented a scarce number of references to its interventions in the urban mobility domain and mainly focused on the promotion of soft modes. It is concluded that, in the case of the observed municipalities of the LMA, the healthy cities framework is greatly benefited by the inclusion of sustainable development principles in all policies, especially those for urban mobility.

A realidade de um mundo global, reconfigura a relação entre acessibilidade (ou a sua ausência), exclusão social e desigualdade de género. Este relacionamento questiona o sistema de mobilidade e em particular as suas soluções universais e neutras desligadas das necessidades e aspirações de mobilidade e acessibilidade de mulheres e homens na sua relação com a produção e reprodução social. A estas questões associa-se a rápida evolução tecnológica e soluções que oferece aos quotidianos do espaço-tempo de mulheres e homens. Este artigo discute como podem os dispositivos móveis (smartphones e trackers) ser usados para promover políticas de conciliação da mobilidade quotidiana, genericamente designada de “casa-trabalho”.

O Desenvolvimento Urbano Sustentável constitui um objetivo político de nível mundial, assumindo, cada vez mais, os princípios multissetorial e multinível. Tais princípios, a par de uma atuação colaborativa e participativa, estão também na base do movimento Cidade Saudável promovido pela Organização Mundial da Saúde (OMS). Neste contexto, destaca-se o Projeto Cidades Saudáveis (PCS) como mecanismo de operacionalização deste movimento. Tendo a Área Metropolitana de Lisboa como área de estudo, discute-se assim se a mobilidade urbana orientada para as Cidades Saudáveis é uma realidade, considerando as intervenções e as visões das equipas dos PCS e dos departamentos de transporte e mobilidade. A metodologia combina a recolha, análise e sistematização de informação secundária relativa às intervenções e a sistematização e análise de conteúdo dos discursos dos agentes entrevistados. Verificou-se assim existir certa divergência entre as iniciativas realizadas pelas dois tipos de agentes abrangidos no estudo – equipas dos PCS e dos departamentos de transporte e mobilidade -, que respondem positivamente à relação Mobilidade urbana e Cidades Saudáveis, embora de forma diferenciada, e os discursos destes mesmos agentes, onde esta relação não é considerada como uma das mais relevantes por limitações de competências ou de recursos ou considerada oficialmente inexistente mas patente de forma implícita e não formalizada.

Nas últimas décadas a xeración de residuos converteuse nun dos principaisproblemas medioambientais debido ao impacto que exerce unha incorrecta xestión dosmesmos sobre o medio natural. Perante este contexto, foise propagando unha maiorpreocupación ambiental na que a redución do volume de residuos é a súa principal premisa.No caso da Unión Europea (UE), o obxectivo da lexislación en materia de xestión de residuoscentrouse na prevención e na reciclaxe para tender cara un crecemento económico moitomáis sostible. Porén, e malia os logros acadados, é necesario seguir avanzando nesta liña xaque moitos membros, especialmente, os do Sur de Europa, aínda se afastan dos obxectivospropostos para 2020. Por iso, o obxectivo deste traballo é aplicar unha metodoloxía Análisede Ciclo de vida Input-Output (EIO-LCA nas súas siglas en inglés) para analizar o volume etipoloxía de residuos xerados directa e indirectamente en cada elo da cadea de subministrosdas actividades económicas de España e Portugal.In recent decades waste generation has become one of the main environmentalproblems due to the impact that an incorrect management exerts on nature. Consequently, agreater environmental awareness has been spreading so that waste reduction has become itsmain premise. In the case of the European Union (EU), the aim of the waste legislation isbased on prevention and recycling towards a more sustainable economic growth. However,despite the achievements, it is necessary to continue advancing in this line since manyMembers, especially those from Southern Europe, are still far away from the 2020 objectives.Therefore, the aim of this paper is to apply an Economic Input-Output Life Cycle Analysis(EIO-LCA) to analyze the volume and type of waste generated directly and indirectly in eachlink of the supply chain of the economic activities in Spain and Portugal.

The conceptual and methodological debate on urban form has grown in the last decades to recognize that social, economic, demographic and political processes can contribute to the development of new urban forms, especially those related to urban sprawl, as well as to find alternative methodologies for measuring them. Spatial metrics derived from landscape ecology arise as principal indicators to measure urban form. This paper proposes a typology of the urban occupation of Portuguese municipalities. It uses land use/cover data from 1990 and 2006 to extract built-up areas, and it presents five spatial metrics alongside seventeen statistical indicators from 1991 to 2011 most commonly used in the literature to characterize urban occupation. It uses a self-organising map as a visual tool to identify trends and relationships among variables and to cluster municipalities. Based on the self-organising map’s visual clustering, six types of urban occupation of Portuguese municipalities are proposed. In addition, the paper discusses the added value of using indicators that describe both the patterns and the characteristics of the municipalities for making spatial planning decisions in Portugal. The observed results show that spatial metrics are particularly adequate for measuring peri-urban municipalities (urban sprawl areas). These results represent the first multidimensional and systematic analysis of Portuguese urban occupation and they can be the first step in the integration of spatial metrics as indicators that are suitable for the analysis of spatial planning, and also for comparative purposes at a broader geographical scale.
