The proliferation of residential photovoltaic (PV) prosumers leads to detrimental impacts on the low-voltage (LV) distribution network operation such as reverse power flow, voltage fluctuations and voltage imbalances. This is due to the fact that the strategies for the PV inverters are usually designed to obtain the maximum energy from the panels. The most recent approach to these issues involves new inverter-based solutions. This paper proposes a novel comprehensive control strategy for the power electronic converters associated with PV installations to improve the operational performance of a four-wire LV distribution network. The objectives are to try to balance the currents demanded by consumers and to compensate the reactive power demanded by them at the expense of the remaining converters’ capacity. The strategy is implemented in each consumer installation, constituting a decentralized or distributed control and allowing its practical implementation based on local measurements. The algorithms were tested, in a yearly simulation horizon, on a typical Portuguese LV network to verify the impact of the high integration of the renewable energy sources in the network and the effectiveness and applicability of the proposed approach.

The Portuguese Electricity Demand-Side Efficiency Promotion Plan (PPEC) is a voluntary financial mechanism, under which several entities, among them electric utilities, may submit proposals of measures aiming at the reduction of electricity consumption or load management. It is one of the alternative options followed by the Portuguese government to the Energy Efficiency Obligations (EEO) stated in Article 7 of the EU Energy Efficiency Directive. A brief review is presented of the state of the implementation of Article 7 in EU. PPEC is one of the schemes that provide financial support to the implementation of measures whose results contribute to the commitments made under the Portuguese National Energy Efficiency Action Plan (NEEAP), the framework under which the alternatives to the EEO were designed. In the first edition of the PPEC, only three energy services were addressed, while, in the most recent PPEC edition, the sixth, measures addressed nine energy services. In addition, the co-funding by participating consumers and other agents has increased, raising the investment in energy efficiency from actors other than the program administrator. PPEC, although a voluntary mechanism, has proven to be a very competitive one, involving an increasing number of economic agents, measures and addressed energy services.

Photovoltaic systems (PV) are now playing an important role in low voltage (LV) grids. Due to this there are impacts in these grids that previously were not expected. Usually these systems are connected to the grid with the goal of transferring the maximum power generated by the solar panel to the grid. However, the power inverter can be controlled in order to also provide ancillary services (AS). In this context this paper presents a study of the impact of PV with AS in LV grids. In this study it will be proposed the injection of the active power in an unbalanced way, taking into consideration the characteristics of the grid. It will also be considered the PV plants providing a reactive power AS. The impact of these AS in a LV grid will be analyzed.

This paper describes a new laboratory that was developed to teach undergraduate students at School of Technology of Setúbal/Polytechnic Institute of Setúbal, Portugal, some of the main issues regarding the problem of energy efficiency. Achieving energy efficiency is important since is seen as a powerful and cost-effective tool for achieving a sustainable energy future. So, the need for teaching energy efficiency methodologies is today very important. However, the pedagogical approach where the students revisit previously studied material placed in a practical context is fundamental. Practical experience also increases the interest of students, since it allows connecting the theory to practice. Under this context, this laboratory provides to students experimental work. Several examples of experiments are presented and discussed. Since it is very important that everyone contributes to energy efficiency, this laboratory was also developed in order to receive ordinary people.

The energy sector plays a vital role in achieving social and economic development through satisfying the energy needs of the different economic sectors. However, vast majority of power stations burn fossil fuels in order to produce energy. In this way, saving energy and using it efficiently is important. So, in this paper, it will be described a mobile and web-based student learning system for rational use of energy. This system was specially developed to teach undergraduate students at School of Technology of Setúbal / Polytechnic Institute of Setúbal. This system will provide to the students a tutorial, a set of exercises with several oriented questions, interactive animations, assessment tools, a chat room and a game for evaluation purposes. To provide a better mobility, this system has a module to be used with a mobile device.

Energy efficiency offers a powerful and cost-effective tool for the achievement of a sustainable energy future. It is therefore never too early to start teaching children about the importance of saving energy. So, in this paper it will be presented a web-based support for Rational Use of Electric Energy Awareness. This tool was specially developed for teaching middle school students. Several resources such as lessons, experiences and games are available. The system is composed of a web tool module that is available through a web server, but also by an off-line module that works as an e-book being easily carried by students.

The paper aims at the presentation of a methodology for energy planning in urban historical centres, using the historical centre of Coimbra, an old Portuguese city, for illustrating purposes. The paper starts with a general perspective of the problems associated with planning activities in historical centres. It describes a methodological approach and general procedures used in the formulation of a mid-term energy plan and presents its main prospective items – identification of objectives and recommended measures, and evaluation of measures’ impacts. It also draws a picture of the standard steps to be given and procedures to be adopted in similar plans. It then presents the formulation of the mid-term energy plan for the historical centre of Coimbra. Difficulties found and anticipated are listed and directions for circumventing them and for future methodology improvements are also presented.
