We study the effects of the Open Skies Agreement (OSA) of the Association of Southeast Asian Nations (ASEAN). This treaty was meant to promote competition among member-state carriers, leading to an increase in the volume of passengers. In this study, we estimate the impact of the OSA on the number of international air passengers and on the number of operating airlines; moreover, we disaggregate these effects into effects on low-cost carriers (LCCs) and full-service carriers (FSCs). Using data from the Official Airline Guide, we estimate the impact of the OSA by three methods: fixed effects, difference-in-differences with propensity score matching, and distance matching. Our results show that OSA has boosted the recent surge of all LCCs and FSCs to and from the ASEAN region. However, the OSA has decreased the number of FSC flights within the region, with a resulting negative net effect on the number of airlines.

Access to credit is essential for sustainable agricultural development. This paper evaluates the impact of formal and informal agricultural credit, access to extension services, and different combinations of agricultural credit and extension services on the economic outcomes of farming households in Afghanistan. This study applies a quasi-experimental approach (propensity score matching) and inverse-probability-weighted regression adjustment (IPWRA) analysis. The data comes from a survey of 277 randomly selected farming households in the three districts of rural Afghanistan. The results show that having access to formal agricultural credit has a positive and differentiated impact on the farming costs and net revenue of farming households. However, the effects increase when a farming household has access to both formal credit and extension services. The results also reveal that credit constraints affect farming costs and net revenue. The study provides some practical implications for agricultural development policymakers. First, formal agricultural credit affects farm revenue in rural Afghanistan. Second, the impact of credit bundled with agricultural extension services on farm revenue is higher than the impact of the provision of each service separately. Therefore, a more sustainable agricultural credit arrangement should be supplemented by extension services for farmers in Afghanistan.

The high incidence of electricity theft, meter tampering, meter bypassing, reading errors, and defective and aged meters, among others, increases utility losses, especially non-technical losses (NTL). A utility in Ghana piloted a non-technical loss reduction program in 2019 to replace postpaid meters with anti-tamper, anti-fraud, and anti-theft smart prepaid meters. By using customer-level residential billing panel data from 2018 to 2019 obtained from the utility, we assess the effectiveness of this program using the difference-in-differences fixed-effect approach. On average, the results indicated that the reported amount of customers’ monthly electricity consumption increases by 13.2% when any tampered postpaid meter is replaced with a smart prepaid meter, indicating the NTLs by customers. We further employed quantile difference-in-differences regression and observed that reported energy consumption has increased for all households except those at the lower quantile (25th quantile). We conclude that smart prepaid metering could be a remedy to reduce NTLs for the electricity distribution sector in areas where electricity theft is rampant.

The government of Afghanistan promotes saffron production as a means to achieve economic development while reducing the widely spread opium cultivation in the country by providing necessary support to its farmers via saffron farmer service centers. This study investigates the causal effects of relevant attributes of potential saffron production promotion policies on the participation probabilities of saffron farmers. This study applies a randomized conjoint experiment to primary survey data of 298 farmers in Herat Province, which is perceived by the government as the center of saffron production in the country. The proposed hypothetical saffron production promotion policy consists of six attributes, namely, provision of machinery equipment, weather-based crop insurance, accessibility to long-term loans, location of saffron farmer service centers, provider of services, and annual payment. In the randomized conjoint experiment design, the respondents rank two alternative policies and policies against the status quo. The desirable policy comprises the machinery provision, long-term (up to 5 years) loan accessibility, an easily accessible service center, and policy implementation by international non-governmental organizations (NGOs). The estimated results reveal that saffron farmers are highly supportive of the proposed saffron promotion policy and that their willingness to pay is as high as 17% of their per capita income.

The riverine ecosystems of the Mekong River Basin possess the world’s most productive inland fishery and provide highly productive food crops for millions of people annually. The development of hydropower potential in the Mekong River has long been of interest to governments in the region. Among the existing 64 dams, 46 dams have been built in the Lower Mekong Basin (LMB) to produce up to 8650 MW of electricity. Additionally, of the 123 proposed built hydropower dams, eleven hydropower plants have been nominated for the river mainstream and are expected to install a total of 13,000 MW in the LMB countries. However, serious concerns have intensified over the potential negative economic consequences, especially on fisheries and agriculture in Cambodia and Vietnam. To date, most of the concerns have concentrated on the impacts on hydrology, environment, livelihood, and diversity in the LMB attributed to hydropower development. This paper, however, discusses the fishery and agricultural sectors of the LMB and focuses on the downstream floodplains of Cambodia and Vietnam. The dam construction has caused greater losses of biodiversity and fisheries than climate change in the LMB. The reduction of 276,847 and 178,169 t of fish, 3.7% and 2.3% of rice, 21.0% and 10.0% of maize will contribute to a decrease of 3.7% and 0.3% of the GDP of Cambodia and Vietnam, respectively. Lao PDR may benefit the most revenue from electricity generation than the other country in the LMB, as most of the proposed dams are projected in the country. Cambodia burdens 3/4 of the reduction of total capture fishery destruction, whilst Lao PDR, Thailand, and Vietnam endure the remaining 1/3 losses. The tradeoff analyses reveal that losses of capture fisheries, sediment or nutrients, and social mitigation costs are greater than the benefits from electricity generation, improved irrigation, and flood control of the LMB region. The socioeconomic and environmental damage caused by hydropower dams in developing countries, including the Mekong, is greater than the early costs in North America and Europe. It is proposed that dam construction for hydropower in the Mekong River, as well as other rivers in developing countries, should be gradually removed and shifted toward solar, wind, and other renewable resources.

In many developing countries, obtaining financial services at affordable rates and fair terms has been a significant challenge for small and medium enterprises (SMEs). However, this issue has not been paid much attention in Vietnam, even though SMEs account for about 95% of total enterprises and the financial market of the country has not been well developed. This study investigates the causal effects of access to finance on productivity of SMEs operating in the manufacturing sector in Vietnam. Productivity was measured as the total factor productivity (TFP) obtained by production function estimation using the Levinsohn and Petrin approach. Regarding financial accessibility, two factors covered the extent to which firms might have a bank loan or overdraft facility were employed. To study the causal inferences of access to finance on firm productivity, the research adopted the difference-in-differences (DID) approach, as well as the propensity score matching (PSM) coupled with DID technique. The empirical results indicated that improving the financial accessibility could directly enhance firm productivity. Particularly, it was shown that firms having access to a bank loan could significantly improve TFP by approximately 8.6% in the DID model and about 9% in the PSM-DID model. Meanwhile, the firm average TFP increased by approximately 12.3% and 15.7% in simple DID and PSM-DID models, respectively, when firms had an overdraft facility. These findings suggest that the government should put more effort into assisting SMEs in generating bankable projects, and create a sound and healthy financial environment to stimulate firms’ access to finance, which will ensure their sustainability and growth.

This paper investigates the economic impact of an energy efficiency improvement policy on electricity-intensive firms in Ghana. The policy imposed a penalty on these electricity-intensive firms, which are referred to as special load tariff (SLT) customers, when their power factor was below 90%. This paper applies the regression discontinuity design (RDD) to the panel data of these SLTs ranging from 1994 to 2012, excluding those years characterized by energy crisis. The results show adverse impacts of the policy on the employment and salary levels of the firms in the long run, in particular, the small- and medium–voltage firms. The results indicate that small- and medium–voltage firms are economically vulnerable to the penalty policy in the long run and recommend two policies to overcome this challenge. Firstly, the penalty for power factor improvement should not be imposed identically across firms with different voltage levels. Secondly, firms that satisfy the power factor standard should receive subsidies to improve their competitiveness in the market.

Confronting an energy crisis, the government of Ghana enacted a power factor correction policy in 1995. The policy imposes a penalty on large-scale electricity users, namely, special load tariff (SLT) customers of the Electricity Company of Ghana (ECG), whose power factor is below 90%. This paper investigates the impact of this policy on these firms’ power factor improvement by using panel data from 183 SLT customers from 1994 to 1997 and from 2012. To avoid potential endogeneity, this paper adopts a regression discontinuity design (RDD) with the power factor of the firms in the previous year as a running variable, with its cutoff set at the penalty threshold. The result shows that these large-scale electricity users who face the penalty because their power factor falls just short of the threshold are more likely to improve their power factor in the subsequent year, implying that the power factor correction policy implemented by Ghana’s government is effective.

Investment climate has been acknowledged as a key factor that significantly influences economic performance. Improving the investment climate may foster the development of the private sector by creating sustainable jobs and opportunities for entrepreneurs, which contributes to sustained poverty reduction in developing countries. This research examined the relationship between the investment climate and firm productivity by exploring a unique panel dataset of 1310 enterprises operating in the manufacturing sector in Vietnam. Productivity was measured as the total factor productivity (TFP) obtained by production function estimation using Levinsohn and Petrin’s approach. Investment climate factors included infrastructure, labor skills, regulatory governance and institutions, and access to finance. It was shown that restrictions on the investment climate were harmful to firm productivity. The lack of Internet and financial accessibility, low educational level of employees, administrative burden and the cost of bribery were negatively associated with firm TFP. The results indicate that access to Internet and finance, and quality of labor should be further enhanced while administrative burden and corruption should be significantly reduced to strengthen the TFP. The findings of this study may provide insights for policymakers who aim to improve the investment climate and firm productivity and thereby contribute to the sustainable growth of the country.

Indonesia is one of the countries that is facing serious solid waste problems. Although the issue has been addressed in the capital city of Jakarta, many secondary cities have been left behind. This research attempts to analyse the impact of relevant waste management policy components on respondents’ policy acceptance probabilities in Yogyakarta Province. Using a randomised conjoint field experiment based on the proposal of modern waste collection services, this article shows that a new waste management policy that includes waste separation with frequent organic waste collection will gain popular support, especially with the rich. Indeed, if the government introduces waste collection and processing services that consist of the most preferred levels of these attributes, including five-times-a-week organic waste collection, a majority of the residents will support this new waste management policy, which will reduce waste at its source.

We explore the impacts of high-speed rail (HSR) developments on airport-level traffic by considering not only the availability of air-HSR intermodal linkage between the airport and HSR station but also the position of the airport’s city in the HSR network. The latter is measured by both the degree centrality (to reflect connectivity) and the harmonic centrality (to reflect accessibility). Using a sample of 46 airports in China and a sample of 16 airports in Japan over the period of 2007-2015, we conduct regression analysis and compare the effects of HSR network development on airports in these two Northeast Asian countries. We find that as HSR connectivity or accessibility increases, there is, on average, a decline in airports’ domestic and total traffic in China but little change in Japan. Meanwhile, we observe a strong traffic feeding effect of HSR: that is, hub airports may experience a total traffic increase, and the magnitude is larger when air-HSR intermodal linkage is available. On the other hand, non-hub airports without air-HSR linkage experience the most traffic reduction in China, but they experience little total traffic change in Japan. Our analysis also reveals some differentiated impacts of HSR connectivity and accessibility, especially in China.

Asia is the world’s most rapidly growing aviation market, and the region now cradles the largest number of low-cost carriers (LCCs). This paper identifies the causal effect of LCC entry on international air passenger flows to and from 30 major airports in Asia using reservation-based international air passenger traffic data for years 2010 and 2015 (N=123,148). In order to bypass the endogeneity arising from self selection of LCCs’ entry decision as well as confounding by unobservables, the paper utilizes multiple identification strategies, namely, difference-in-differences (DID), propensity score matching coupled with DID, DID with inverse-probability weighted regression adjustment, and a fuzzy regression discontinuity design (RDD) with the maximum flight range of an aircraft typically used by LCCs as the cutoff. The results consistently show that LCC impact on international air passenger traffic is strictly positive, and is decreasing over distance with slight convexity. Another finding is that the impact of LCC entry net of competition effect holding market concentration constant accounts for the major part of the overall impact, i.e. LCC replacing full-service carriers greatly increases international air passenger movements in Asia.

The present study estimates the causal effect of a process of political change, namely, a recent constitutional referendum, on economic growth in Myanmar. To analyze the impact of this process, this study compares the trajectories of actual and counterfactual GDP per capita after the referendum using the synthetic control method. We calculate the counterfactual GDP per capita using country‐level panel data from 2002 to 2013, with Myanmar as the treated country and a set of developing countries in East and South Asia, the Pacific and sub‐Saharan Africa as the control group. The results of the synthetic analysis suggest that the recent process of political change in Myanmar had a positive and significant effect on GDP per capita but not on per capita foreign direct investment or trade.

In 2011, the government of Afghanistan and a Chinese mining company relocated an entire village near the Aynak copper mine, where they developed a mining site. This paper investigates the impact of this displacement on affected households’ income and consumption patterns using a difference-in-differences approach and primary household-level data from the villages around the mine in two periods: one just before relocation in 2011 and another in 2015. In 2011, all households of the Wali Kali village, one of the seven project-affected villages, were involuntarily relocated. Project-affected families (PAFs) claim that their traditional earning sources have been inadequately replaced by mine-related earnings and that, being separated geographically, they now face difficulty maintaining social networks that are necessary for their survival. Once lost, rebuilding social networks is not easy in war-trampled Afghanistan. This paper clarifies these shadowy effects of forced relocation and demonstrates that traditional daily labour income was reduced significantly and only partially replaced by income from mine-related activities among those who were relocated and that relocation significantly discouraged the participation in community life, reflecting the losses of social capital among the PAFs due to separation.

This study estimates the environmental impact and the value of travel time savings for commuters who travel to Colombo city in traffic congestion when the proposed monorail system is in place. The model considers an introduction of a monorail into a mono-centric city with symmetrically distributed radial highways converging toward the central business district (CBD), with an inelastic commuter demand. We compare the CO2 emission amount as well as aggregate travel time savings from different monorail scenarios, with the introduction of a toll as a necessary condition to generate an efficient outcome. The results show that for a monorail running at an average speed of 40 km/h a length of 26.8 km from the CBD will optimize investment and contribute travel time savings of 105 million Rs. per day or 189 million USD per year to the Sri Lankan economy, resulting in the CO2 emission reduction by 42%. A sensitivity analysis is conducted to evaluate the effects of monorail speed, commuter income, and population growth.

We investigate the impact of the commencement of high-speed rail (HSR) services on airlines’ domestic available seats on affected routes in China, Japan, and South Korea. The study is based on a dataset covering the 1994–2012 period. We use the propensity score matching method to pair HSR affected routes with routes without HSR services. The difference-in-difference approach is used to estimate the impact of HSR entry. We find that HSR entries may, on average, lead to a more significant drop in airlines’ seat capacity in China than in Japan and Korea given similar HSR service speed. In China, HSR services with a maximum speed about 200 km/h can produce strong negative impacts on medium-haul air routes but induce more air seat capacity on long-haul routes. HSR services with a maximum speed of 300 km/h have little extra impact on medium-haul routes but a strong negative impact on long-haul routes. Finally, although HSR has a strong negative impact in Japan's short-haul and medium-haul air markets, little impact is observed in its long-haul markets.Department of Logistics and Maritime Studie

The mountainous hinterland in rural Nepal lacks a fundamental social infrastructure. For example, the lack of electricity causes water provision difficulties, especially in mountainous areas where villagers, especially women and children, often spend a considerable amount of time just conveying water to their homes. To overcome this challenge, a subsidy policy for the installation of a solar-photovoltaic water pumping system (SWPS) has recently been implemented nationwide in Nepal. The Nepali government’s tight financial constraints require that the installation process is both economically and technologically sound. However, the institutional design of the current subsidization policy is price-distortionary and potentially induces the installation of inefficient systems. By collecting original field data from 38 wards in all seven regions of Nepal, this paper measures the SWPS’s technical efficiencies and then identifies relevant economic policies that will enhance the performance of the SWPS. Our results show, inter alia, that a higher dependency on financial support from the government is associated with excessive investment in the SWPS.

Tujuan utama penelitian ini adalah mempelajari dampak dari masuknya maskapai berbiaya murah (LCC) terhadap perubahan pergerakan penumpang internasional di 30 bandar udara internasional di wilayah Asia Timur dan Asia Tenggara. Hasil estimasi menggunakan model fixed-effect yang kami peroleh menunjukkan bukti kuat bahwa masuknya LCC menyebabkan naiknya jumlah penumpang internasional secara signifikan. Namun demikian, dampak ini akan menurun ketika jarak antara bandar udara asal dan tujuan semakin jauh dan maskapai non-LCC melayani rute yang sama. Penambahan jumlah LCC yang terus menerus akan memberikan tingkat kenaikan yang semakin menurun. Hasil studi kami mampu menyimpulkan dampak dari masuknya LCC pada rute internasional dan dapat menjelaskan pada kondisi apa masuknya LCC mampu menghasilkan dampak positif yang signifikan. [Impact of Low-cost Carrier Entry on International Air Passenger Movements at International Airports in Asia] This paper primarily studies the impact of low-cost carrier (LCC) entry on the change of international passenger movement at 30 international airports in Northeast and Southeast Asia. Our fixed-effect estimation found enough evidence to claim that LCC entry at international route causes number of passenger to increase significantly. Nevertheless, the positive impact of LCC entry diminishes as distance between origin and final destination airport gets longer and full service carrier (FSC) service exists. Moreover, additional LCC companies brings about lower increase rate in number of international passengers. Our findings justify the positive impact of having LCC entry for international route and explain the condition under which LCC entry gives positive and significant result.
