The problem of sustainable business excellence has been investigated according to different aspects in different fields. For a more detailed analysis, it is necessary to develop an integrative sustainable business excellence model, respecting the baseline model of business excellence according to the European Foundation of Quality Management, with the possibility of defining the relationships and levels of significance of different variables. The primary goal of this paper is to present a developed integrative model to simulate the effects of information and communication technologies, and quality and effects of leadership improvement, as independent variables, on sustainable business excellence in higher education institutions, as a dependent variable. The model was developed by applying dynamic system techniques and evaluated by using statistical methods. In the sample of 17 Serbian and 21 Russian universities, the authors analyzed the information and communication support, leadership and quality, and their impact on sustainable business excellence. According to the simulation analysis, it was concluded that the EFQM model of self-assessment could help produce a more customer-oriented culture in HEIs, through ICT support, leadership and quality criteria enhancements.

Network reliability is one of the most important concepts in this modern era. Reliability characteristics, component significance measures, such as the Birnbaum importance measure, critical importance measure, the risk growth factor and average risk growth factor, and network reliability stability of the communication network system have been discussed in this paper to identify the critical components in the network, and also to quantify the impact of component failures. The study also proposes an efficient algorithm to compute the reliability indices of the network. The authors explore how the universal generating function can work to solve the problems related to the network using the exponentially distributed failure rate. To illustrate the proposed algorithm, a numerical example has been taken.

Wind energy is a kind of renewable energy that plays a significant role in remote areas for pumping water. The windmill is also used to generate electricity. The windmill is also known as a wind pump when it is used for pumping water. In this work, the authors proposed a complex hybrid model of an example of combined system (windmill, rechargeable battery and pumping system) to evaluate the system’s performance. System performance was affected by system degradation due to system failure. These factors also affected the profit of the user. Two types of repair facilities for continuous and satisfactory performance of the system were assumed. To illustrate the system modeling using the Gumbel–Hougaard family of the copula, numerical examples were used for the exploration of Markov results of the reliability measures and the profit of the system with the warranty period, with this also being demonstrated graphically.

A generalized quality criterion is proposed for the processes of designing and manufacturing electrical equipment. The relationship between the parameters of the technological process of manufacturing electrical equipment and the ones of statistical plans acceptance quality control is taking into account for the calculation of the criterion. This creates the prerequisites for effective management of design and manufacturing processes to achieve the desired level of quality.

Currently, enterprises appoint cutting conditions according to reference data or on the recommendations of manufacturers. Often this information does not provide rational processing conditions. The situation is getting worse if we talk about modern automated metalworking equipment. The tool's premature failure involves high economic losses due to damage to the processed detail surface and according to receiving a manufacturing defect. Prevention of premature exit of metalworking tools will allow investigating changes of their operability under the effect of temperatures arising during cutting. Research subject: interchangeable cutter elements (plates) The goal of research: determine rational machining conditions based on electromagnetic properties of instrumental materials.The article analysed existing methods for determining the temperatures of the ultimate operational capability of cutting elements from tool hard alloys (THA). We analysed the existing test facilities. As a result, a new facility was developed to determine the temperature of the ultimate operational capability of cutting THA elements, eliminating existing devices' identified shortcomings. A description of the developed method of determining the temperature of ultimate operational capability by changing the electrical conductivity of cutting elements from instrumental two-carbide titanium-tungsten-cobalt hard alloys WC-TiC-Co is given. As a result of the work, electrical conductivity was studied depending on alloys' test temperature of group WC-TiC-Co. We determined the temperature conditions of ultimate operational capability of alloys 15%TIC+79%WC+6%CO, 5%TIC+75%WC+10%CO and obtained the corresponding temperature range of ultimate operational capability based on the obtained data. The obtained results can be used to determine rational cutting conditions when processing with these tool materials.

A significant increase in the network of roads, achieved in recent years, highlights the issues of proper repair and maintenance. Ensuring the safety of roads, improving their technical level along with the construction of new roads becomes the main task of road organizations. The solution of this problem is the ultimate goal of the road maintenance service activity and should be based on intensification of production and increasing its efficiency and quality. Among the measures aimed at improving production, a special place is occupied by the issues of timely performance of works on current repair and maintenance of highways. In these conditions, it is timely to plan the maintenance and maintenance of roads on the basis of scientifically grounded recommendations. Due to the development of mobile applications, mobile networks, new technologies (include 5G) and communications, the timely identification of problem areas, can be solved through the development of specialized services. The article presents a new approach for improving the standardization management method using mobile applications. The analysis of the impact of mobile applications on standardization and the definition of the mechanism of such interaction is demonstrated.

In recent years, there has been an increasing interest in plasma jet numerical simulation. Speed and temperature propagation in axial and radial direction in plasma jet significantly influences on speed and temperature of sprayed material and therefore on coating quality. However, there are few studies concerning plasma jet numerical simulation in modern software systems and they describe a specific problem. It is a wellknown fact that using simple structural components such as plasmatron heads for plasma thermal spraying allows us to increase the quality of zirconium oxide coatings by increasing the speed of spraying particles and decreasing their spread value and allows to increase economic efficiency of the process by increasing the operation factor of spraying material. However, scientists have not studied well the influence of the plasmatron head, which looks like a cone element, and the simulation of a high temperature flow along the channel is not mentioned in publications. Therefore, it is necessary to research the flow of a high temperature current along the channel of the head.

The paper discusses the theoretical provisions and practical recommendations for the implementation, development and use of QFD analysis to improve the competitive ability of the organization and customer satisfaction, explored the application of Weber–Fechner law. Based on the analysis of theoretical and practical work, it can be concluded that at present many problems are devoted to the study of consumer satisfaction. However, most of the research involves processes to quality assurance of the products produced at each stage of the life cycle, which would guarantee a result that meets the requirements and expectations of the consumer. Attention is paid to issues of competitive ability of organizations to a lesser extent, which is currently the most urgent problem for domestic manufacturers. A universal tool for developing new products is QFD analysis, which forms a continuous information flow, ensuring that all elements of the production system are interconnected and subordinated to consumer requirements. From the point of view of the organization’s management, the introduction of QFD analysis is seen as an improvement in the design, technology or process in order to save costs, improve quality and other strategic goals to ensure the competitiveness of the organization. The disadvantages of the existing approach are that the method of calculating the significance of product characteristics does not take into account the degree of the organization’s lagging behind competitors.

The goal of adapting methods is to increase the effectiveness of quality management methods. Any method of quality management without its appropriate adaptation to a specific production situation may turn out to be unable to work. This is because, in guides and articles, the authors demonstrate the known practice of applying methods. However, to develop a model or method of applying the method suitable for all is impossible. Therefore, before applying the method, it is necessary to adapt it to specific production conditions. For example, such a simple method as a punch list may be completely ineffective, if some of the information is recorded incorrectly. Each quality management method can be ranked by adaptation capabilities, and if you collect data on the effectiveness of the quality management method (including the number of unsuccessful applications), you can use the reliability theory, where the quality management method will be considered as a product with the appropriate levels of failure and performance, etc. In fact, the adaptation layer is related to the possibilities of applying the quality management method; the wider the range of application, the higher the level of adaptation. Nevertheless, it should be noted that the high adaptability of the method leads to the complexity of interpreting the results of its application. To understand the importance of issues of adaptation in all spheres of life, you can be acquainted with the theory of adaptation, which Hans Selye began to develop by introducing the concept of “adaptation energy” as a factor in the vitality of the organism. In this sense, as soon as the quality management method ceases to change in accordance with the requirements of new technological processes and in accordance with new goals and objectives imposed by consumers or management, the quality management method ceases to be in demand.

The publication presents the results of a study of the process of investing in the innovation of the Russian manufacturing industry (sample 2009-2017). Factors of economic efficiency of investment projects of the industry are revealed. It is proved that the efficiency of investment is determined by external factors, primarily by the level of economic concentration (CR3) of the market of innovative products. The coordination of the scientific result with the industry consolidation dynamics model (A.T. Kearney) is presented.

The Arctic zone of Russia has an area of more than 9 million square kilometers (4.9 million sq. km continental part, 4.0 million sq. km—sea, 0.2 sq. km—islands). The land areas of the Arctic zone of the Russian Federation include the Nenets, Yamalo-Nenets, Chukotka Autonomous Districts (hereinafter—AD), the Murmansk Region and most of the municipal entities of the Arkhangelsk Region, as well as coastal municipalities of the Krasnoyarsk Territory, the Komi Republic and the Sakha Republic (Yakutia). About 2.5 million people live here (less than 2% of the country’s population, but about 40% of the population of the entire Arctic). Almost 15% of Russia’s gross domestic product (hereinafter referred to as GDP) is produced here. About 1/5 of Russian exports are being created in the Russian Arctic. The continental shelf of the Arctic Ocean contains approximately 25% of the world’s shelf reserves of hydrocarbons. According to the US Geological Survey of 2008, up to 134 billion barrels of oil (about 18 billion tons) and almost 47 trillion m3 of natural gas may be deposited in the northern regions. In 2017, the Russian Arctic accounted for up to 60% of all-Russian copper and oil production, almost 100% of natural gas, 100% of diamonds, barite, platinum, nickel, cobalt, rare earth elements, vermiculite, and apatite concentrate. However, to increase the potential of the land Arctic territories of Russia, it is necessary to implement large-scale projects for the extraction, processing and supply of hydrocarbon fuels, the development of energy and transport infrastructure, the formation of an innovative economy based on high technologies. This experience allows us to obtain new knowledge of the mechanisms for regional development of the Arctic territories, as well as to take into account the accumulated foreign experience in developing the decisions in the field of regional Arctic policy. A comparative analysis of the territories of foreign countries that are in comparable natural-geographical, socio-economic, geopolitical conditions, but differing in the level of economic development and social attractiveness, has been done the basis of identifying the main directions of development of the Arctic regions of the Russian Federation, defined in federal and regional strategic documents. The use of this experience of territorial development may be useful for the Russian Arctic regions.

The regional development path depends on managing innovation resources. However, increasing the quantity of innovation activity and managing innovation resources only by financial indicators does not guarantee progress in sustainable development. This paper argues that basic conditions for effective sustainability-oriented innovation activities are: (1) the accordance of relevant activities with sustainable development ethics and (2) their marked focus on systemic and long-term sustainable development targets. These parameters can be considered fundamental principles for designing and developing effective sustainability-oriented innovation systems and innovation policies. Analysis of the two basic principles precedes estimation of the effectiveness of innovation activities, innovation systems, or innovation policies. In this paper, a special typological analysis technique was applied to assess basic conditions for the effectiveness of sustainability-oriented innovation activities observed in the case of the Tyumen region, Russia. It was found that since 2009 the Tyumen regional innovation support system has not been conceptually designed in accordance with sustainable development ethics or considering a long-term vision. Therefore, the projects themselves afford only temporary solutions to regional problems by implementing innovations that mainly have short-term and mid-term social–economic effects. As a result of the analysis of fundamental conditions for sustainability-oriented innovation activities in Tyumen region, this paper proposes recommendations on necessary measures for redesigning decision-making principles of regional innovation support systems in order to significantly increase the potential impact on the development of a truly sustainable regional economy.

In the present article, the main principles of the circular economy are outlined in contradistinction with the existing and traditional linear economic model. An econometric model describing the influence of the linear economy on the environment is presented. The environment is characterized by seven key processes: change in global temperature; emissions of greenhouse gases from industry to the environment; emissions of greenhouse gases from agriculture to the environment; CO2 emissions into the environment; depletion of fresh water supplies; reduction of forest cover; and economic damage from climatological disasters. The model describing the impact of the traditional linear economy on the environment consists of seven interdependent econometric equations, each comprising an autoregressive distributed lag (ADL)-model. The proposed econometric model is used to analyze the environmental effects of the present linear economy. Methodological provisions for a transformational transition of the traditional linear economic model to the closed-loop systems, which also permit the impact of the closed-loop systems on the environment to be analyzed, are set out. Seven ecological indicators are proposed as criteria for comparing the traditional linear economy and the closed-loop systems. The manuscript presents a new approach for the determination of ecological criteria for comparing linear and circular economies. The results of the study could be interesting to address circular processes, which can be used as a criterion to establish ecological management according to the status of natural resources.

The increased competition in the global pharmaceutical market and the necessity to reach higher levels of quality of the pharmaceutical products force manufacturers to seek and adopt more effective and reliable quality management methods and techniques which allow them to introduce products with the highest possible quality level and reduced quality costs, while maintaining conformance to the pharmaceutical GMPs, technical and legislative requirements. One of the popular modern quality management methodologies is Six Sigma, which proved its high ability to increase business profits and competitiveness within more than 30 years of implementation in manufacturing and service sectors. Recently, Six Sigma methodology has been adopted by global pharmaceutical companies such as Baxter, Eli Lilly, Johnson & Johnson and Novartis and obtained considerable benefits from its abilities. This research aims at investigating the possibility to implement Six Sigma methodology in the Syrian pharmaceutical companies, and to find out what benefits a pharmaceutical company can get through the implementation of this methodology. We conducted a case study in a pharmaceutical company in Syria (Orient Pharma) in order to examine the effectiveness and advantages of Six Sigma methodology. For this purpose, a quality improvement project was conducted using DMAIC roadmap to enhance the quality for one of the main products of the company. The obtained results of DMAIC project showed an enhanced process capability, an enhanced process Sigma level, decreased variability in the process outputs. The main difficulties that have been observed during the study are resistance to change, lack of training, lack of necessary resources, attitude toward quality in the company. As a conclusion, considerable benefits can be obtained through implementing Six Sigma methodology in the Syrian pharmaceutical companies.

Quality Function Deployment (QFD) is a methodology for transforming customers’ wishes into quality requirements for a product, service or process. QFD methodology was originally developed by Japanese researchers, who designed the approach for transforming customers’ wishes (real or supposed) into detailed product characteristics using special matrices. QFD methodology provides better understanding of customers’ expectations in the process of design and development of products, services, and processes and helps to consider real or supposed customers’ requirements. House of Quality is used to show the relationship between customers’ requirements and product characteristics. Product characteristics are realized using appropriate technological operations and equipment. If we know the methods for quality assessment of a separate operation (Cp indices, control charts, etc.), we can complete the House of Quality with the results of technological equipment analysis. Such data integration allows the complex solution of a problem of product competitiveness improvement. Using quality assessment methods for technological equipment, we acquire knowledge about defect probability at each separate production stage. Quality Function Deployment and integration of mentioned results (amount of defects, process stability) allow approaching assessment of each product characteristic with regard to its importance for a customer as well as with regard to the technical possibility to implement it.

Product certification adds to its cost. Nowadays there is a stiff competition between certification bodies, and it seems necessary to view certification not only as cost-adding, but also as value-adding. The only way to achieve that is to use certification experts' experience. Since field certification is limited in time, it is desirable to determine audit criteria adequately and to focus experts' efforts on the most important and problematic production areas. This is also of particular interest for producer organizations since most of competitors are certified, but customer satisfaction levels and risk levels vary from organization to organization.

Car manufacturing is a complicated task: a manufacturer accomplishes a large amount of work for collecting and managing the information about a competitive position of a particular car model in order to satisfy a customer. However, solving technical problem of database support does not allow providing conformity of information to a real competitive position of a car model. The present paper suggests a monitoring system of information conformity, which can help achieve a required level of information accuracy.

Modern databases are crucial components of quality management systems according to the requirements of ISO 9001:2015, but their design and maintenance need significant resources. Despite the fact that modern databases are a key factor of management decision making, not all organizations can spend sufficient resources on their development what results in the necessity to find a model for database maintenance in the conditions of limited resources.

The paper analyses nonconformities in norms, requirements and regulations, which demonstrates that standardization is a crucial factor for quality assurance. It is pointed out that the absence of risk level analysis for each nonconformity is an important drawback of a modern classification.
