Tony Waters is currently Guest Professor at Leuphana University in Germany. Formerly, he was a Professor of Sociology at Payap University, Chiangmai, Thailand, and Professor of Sociology at California State University, Chico, USA. He has written extensively about education issues, and refugee assistance policies. Two books relevant to this article include Bureaucratizing the Good Samaritan (2001) about the sociology of refugee assistance, Schooling, Bureaucracy and Childhood: Bureaucratizing the Child (2012) about the sociology of primary and secondary education.
