Short Biography

Eduardo Medeiros is a Geography professor (received the professionalisation in 2002) and an integrated research fellow in DINÂMIA'CET-IUL, Instituto Universitário de Lisboa, Portugal. He has a Ph.D. in Geography and Regional and Urban Planning and around 200 publications, including more than 40 published papers in international journals, 11 books, and 16 book chapters. His research interests are focused on territorial impact assessment, territorial cohesion, territorial development, territorial cooperation, and spatial planning. He is a DG REGIO (European Commission), an ESPON and URBACT III expert, and a Horizon 2020 evaluator. He is also a Regional Studies Association fellow. He has coordinated several international policy evaluation projects and was a member of DG REGIO and ESPON projects. He was invited as a project adviser and to write reports and position papers by DG REGIO. He was invited to be a keynote speaker by several International Universities and EU institutions (European Commission and Committee of the Regions). He is a member of the scientific and editorial committee of several journals and a peer reviewer of more than 35 international journals.

Urban planning offers various design possibilities to solve fundamental challenges faced in urban areas. These include the need to physically renew old industrial and harbour riverside areas into liveable, inclusive and sustainable living spaces. This paper investigates the way urban planning policies have helped to renew the waterfront areas in the Lisbon metropolis in the past decades. For this purpose, the contribution of the European Union (EU) and national urban development plans over the past decades are analysed. The results demonstrate an intense renewal of the waterfront areas in the Lisbon metropolitan area (LMA), particularly in Lisbon over the past three decades into leisure, ecologic and touristic areas, vis-à-vis the previous industrial and harbour vocation.

Despite the positive contributions of several European Union (EU) policies to reduce border barriers, the EU Cross-Border Review (CBR) initiative reaffirmed their relevance and persistence. Since 2018, the EU has supported the b-solutions initiative, specifically focused on tackling legal and administrative border obstacles, aiming to highlight replicable solutions which can contribute to reducing these obstacles. This article critically assesses the b-solutions and its contribution to reducing administrative and legal border obstacles, with an eye to promoting a more integrated European territory. It is concluded that b-solutions is a valid, yet insufficient, initiative to provide replicable solutions to mitigate cross-border barriers.

Development remains a central concept for policy design and implementation aimed at improving the quality of life of the world population, despite a manifest rise in neoliberalist economic growth policy strategic guidance rationales. In accepting the relevance of development processes, this paper proposes a global development formula embracing four main pillars and their respective components: (i) global governance; (ii) global wealth; (iii) global resources; and (vi) global sustainability. Ultimately, this global development perspective presents a more comprehensive and holistic lens than current development visions to demonstrate the development status of territories at all territorial scales. By using existing indexes associated with the proposed main pillars of development, the research presents a novel global development index for 2020.

Cross-border regions are the laboratories of European integration. Daily interactions across European borders let citizens experience the benefits of the European Union (EU) internal market. Still, many border barriers continue to prevent individuals and organisations from exploiting the full-potential of European border regions and the benefits of a more integrated European territory. Amongst these barriers are the absence or inappropriate supply of cross-border public transport services. In this context, this paper presents potential policy tools to increase border permeability related to cross-border public transport as well as practical results from a few case-studies implemented across Europe.

The concept of transnational territories for policy implementation (TTPI) is increasingly presented within the European Union (EU) as offering prospects for tackling common development issues affecting transnational spaces. Following on from the experiences of Interreg-B and the EU macro-regional strategies (MRS), this paper explores the advantages for a transnational territorial development approach and details concrete criteria to delimit those territories worldwide. These are divided into natural geographical elements and human-related geographical features. It concludes that natural elements will prevail when delimiting TTPI, but additional human development layers should be considered in this delimitation process.

This chapter presents TARGET_TIA as a relevant and flexible Territorial Impact Assessment (TIA) methodology. TARGET_TIA was created in a context where existing ESPON TIA tools were mainly designed for assessing ex ante territorial impacts of EU directives. Hence, in view of the need to properly assess the main ex post territorial impacts of EU Cohesion Policy in several countries in a relevant and sound way, the author decided to design, test and apply his own TIA methodology, named TARGET_TIA. When compared with other existing TIA methodologies, TARGET_TIA can be used both at ex ante and ex post policy evaluation phases. In addition, it brings to the table the possibility to use counterfactual evaluation elements to allow the production of credible and sound TIA evaluation scores. Following on from its implementation in assessing the main territorial impacts of EU policies and programmes, mostly at the ex post evaluation phase, it is possible to conclude that it is a credible, flexible, easy-to-operate, cost-effective and robust TIA methodology, which can be applied to projects, programmes and policies, at all territorial levels.

Territorial Impact Assessment (TIA) is a relatively ‘new kid on the block’ of policy evaluation. Resting upon the holistic notion of territory, which encompasses multiple analytic dimensions (economy, society, environment, governance, spatial planning), TIA is the most complex, yet with the policy evaluation procedure with the largest potential to assess projects, programmes and policies. Indeed, policy evaluation procedures are now deeply rooted in sub-national, national and transnational territorial development strategies and processes. However, unlike the plethora of published books on Environmental Impact Assessment (EIA) and other Impact Assessment (IA) methodologies, presently no TIA handbook has been published by any major international publisher. As such, this one intends to add a substantial contribution to available literature by presenting to the interested reader the most relevant TIA methodologies that have been produced so far. Furthermore, all the chapters, written by the authors of each TIA methodology presented, provide a detailed, updated and scientifically accurate explanation of their particular purpose and methodological operation. In the end, the reader is presented with a complete set of TIA methodologies to select from based on their advantages/disadvantages for a particular case-study. For a better understanding of how all the presented TIA methodologies work, concrete examples are presented in each chapter.

This article explores potential points of intersection and complementarity between several human geography related policy goals and the United Nations Sustainable Development Goals (SDGs). At the same time, it identifies promising directions for delving more deeply into fundamental policy goals associated with spatial planning and territorial cohesion. Inspired by the advantages associated with the holistic and interdisciplinary approach of human geography, the article proposes two additional SDGs for the 2030 Agenda to reinforce territorial cohesion and planning processes. It concludes that the identification of the SDGs is excessively predicated on a prevailing conceptual triad (economy + society + environment). Thereby, it undercuts a common assumption that crucial human geography related policy arenas are not seen as essential pillars of sustainability processes. In particular, the research intends to fuel the clamour for more holistic approaches to sustainable development policies.

This paper provides new insights into the main pillars of the territorial universe of EU policies, by undertaking a systematic overview of European Union (EU) key territorial development reports, agendas and programmes. These include the European Spatial Development Perspective (ESDP), the three Territorial Agendas, and the European Territorial Observatory Network (ESPON) reports. The evidence shows widespread territorialicy, understood as a process of incorporating a territorial driven policy design, implementation and evaluation paradigm, still largely dominated by territorial development and territorial cohesion policy rationales. However, the socioeconomic policy prism continues to dominate the design and analysis of EU policies by EU entities.

The beginning of 2020 saw the global spreading of the COVID-19 pandemic, leading to a systematic closure of national borders across the world, which we refer to as the ‘covidfencing’ panorama. As expected, in Europe, where close to two million commuters cross national borders on a daily basis to work, this new reality has provoked significant setbacks to their lives. Based on evidence already available from several sources, this article presents some of the main impacts of the covidfencing process in the European cross-border (CB) areas. It does so by relating this process to the components of a proposed deterritorialism conceptual framework. In essence, it was possible to conclude that social related components like the sharing of health facilities and the need to work across borders show the existence of a high degree of deterritorialism in several parts of Europe. Nevertheless, more integration and deterritorialism is required everywhere, and simultaneously at the social, economic, physical and institutional levels. Crucially, covidfencing has highlighted the need for improving cross-border cooperation (CBC) with a view to mitigating persistent CB barriers and European integration processes.

This paper examines the design and implementation process of Integrated Strategies for Sustainable Urban Development (ISUD), as well as their main effects and lessons learned in two European cities: Barcelona in Spain, a vibrant European metropolis, and Évora in Portugal, a medium-sized city with a world heritage historic centre. The former is facing socioeconomic challenges in some of its neighbourhoods, while the latter, a regional capital of an already depopulated region, Alentejo, is facing further depopulation and socioeconomic challenges. Following from a qualitative analysis of ISUD and other urban plans implemented in past decades, the article employs a framework with five analytical dimensions, based on the policy cycle (priority setting, participatory approaches, implementation strategy, collaboration networks, and measuring results and impact). These provide a framework to identify best practices. The findings demonstrate that ISUD in both cities provides impetus for sustainable strategic planning, but can be strengthened in particular via the active involvement of citizens and stakeholders in the elaboration and implementation of these ISUD. Conversely, the results demonstrate mounting challenges that many urban planners in medium-sized towns face in relation to inverting depopulation trends, raising further questions of to what extent European Cohesion policy, and ISUD in particular, can contribute to territorial cohesion objectives whilst also aiming to achieve other policy goals.

This paper explores the implementation of European Union (EU) Cohesion Policy in Portugal during the 2014–2020 programming period (Portugal 2020) and its contribution to promoting sustainable territorial development. It starts with an anatomization of the dominant analytic dimensions of the concept of sustainable territorial development. It then examines the approved projects under Portugal 2020 and relates them to the selected five dimensions of territorial sustainable development, which include a circular economy, social environmental awareness, environmental conservation, a global governance sustainability focus, and a global spatial planning sustainability focus. The conclusions are that the Portugal 2020 goals of supporting sustainable territorial development have been, until late 2019, achieved beyond initial expectations in terms of relative allocated funding, and that the renewable energy and circular economy components have not been sufficiently explored, vis-à-vis the sustainable development needs of the country.

This article debates the concept of border area and identifies a number of factors which should be considered when delimiting cross-border areas for policy implementation (CBAPI). These include historical, spatial, demographic, cultural, data, institutional, economic, infrastructural and environmental factors. The relevance of this debate for the border studies is twofold. Firstly, it covers a void in existing literatures, thus adding a valuable conceptual contribution to the delimitation of cross-border areas. Secondly, it provides a concrete theoretical platform for interested entities such as the European Commission to appropriately delimit CBAPI, for programmes like the INTERREG-A.

This paper debates the evolution and importance of the urban dimension of EU policies and in particular EU Cohesion Policy in the past three decades. It discusses the growing relevance for supporting a Urban Agenda for the EU, and the gradual adoption and implementation of Integrated Sustainable Urban Development Strategies (ISUDS), by pointing out their advantages vis-à-vis mainstream sectoral-focused policy strategies. In this light, the article proposes an evaluation framework to assess and compare ISUDS across Europe. Based on the Portuguese case study this analysis argues that despite their limited impacts, EU financed urban programmes (URBAN, POLIS, ISUDS) contributed positively to promoting a policy integrated approach, and enhanced urban physical and social environment of deprived urban neighbourhoods. More concretely, the initial results from the recent implementation of the 103 ISUDS reveal a gradual adoption by the urban and local authorities of more holistic and integrated urban development policy approaches to increasing policy effectiveness and efficiency.

There is political interest in Sweden’s proximity to Norway, which is reflected in the regional policy focusing on developing business needs. As such, proximity at the regional level is simply expected to generate economic growth. The authors propose a holistic approach to spatial planning in a Swedish–Norwegian border region in place of the simplistic economic perspective. The aim of the article is to highlight the importance of adopting a bottom-up cross-border planning perspective that is based on the perceptions of the border region residents by showing that the proximity of Norway is important to communities in Värmland Province, on the border with Norway, in a different way from how regional authorities and policymakers perceive it. The authors used a qualitative method in their study. They found that residents were more interested in the individual, social, and cultural opportunities of the border, while authorities stressed traditional growth strategies. In conclusion, the authors recommend that policymakers should implement a bottom-up cross-border planning strategy (CBPS) in Värmland that includes the residents’ perspective, as a reinforcement of place-based policy approaches.
