Using data on greenfield investment in German districts from 2003 to 2010, we examine how regional development policies affect the decision of multinational corporations to locate facilities in Germany. We are interested in whether regional development policies accumulate to increase the attractiveness of a region and whether some policies are necessary to attract foreign investors. Applying count data models and geographic weighted regression, the results indicate that, on average, regional development policies increase the attractiveness of German districts for multinational firms. We find that place-based policies have the strongest effect on investments in the East German lagging regions. However, policies predominantly attract standardised types of investments that require considerable capital investments but not specialised location advantages.

This article establishes the multilevel perspective (MLP) as one of the main research approaches in transition research to study complex systemic change processes in socio-technical systems at different structural levels. The application of the MLP to the higher education system, especially to conceptualize the transition of universities towards a sustainable (regional) developmental role, is still in its infancy. Through using a descriptive narrative analysis of seminal articles, the results of the four-years cooperation within an expert working group, and own empirical findings, the present paper investigates the suitability of the MLP to study the transition of universities and university systems towards a sustainable developmental role in the regional context. Based on these investigations, three further perspectives (which must be considered for establishing a more comprehensive understanding of the universities’ sustainable developmental role) are identified and conceptualized: (a) The target dimension of sustainable regional development, (b) the role of agency, and (c) the introduction of space and place to multiscalar regional transitions. Based on these perspectives, a future research agenda beyond the MLP is developed.

The design and implementation of innovation policy funding programmes has been the subject of scientific and political debate for decades. Especially the increasingly popular approach of mission-oriented innovation policies is a much discussed subject. The question of how missions arise, what rhetoric accompanies them and how they are eventually implemented has not yet been sufficiently clarified and specification is lacking. Whether mission-oriented innovation policy actually follows a strict top-down logic, or whether the policymaking process rather resembles a certain evolutionary scheme is questioned in this study. On the basis of the change within many policy strategy papers from biotechnology to a much broader bioeconomy, it is shown that, in reality, the transition does not follow a linear sequence. Neither excessive prioritisation nor neglect of a selected sector can be confirmed in this analysis. Within the bioeconomy, however, a clear change can be identified. Biotechnology funding was visibly reduced as part of the change of leitmotif while R&D increased in the agricultural sector in particular. Furthermore, it becomes clear that the issue of missing markets, which is predicted in theoretical studies, can also be confirmed empirically. So far, in terms of public involvement, little effort has been invested in the practical application of bioeconomical knowledge, which is why the intended transition towards bio-based economic activities is lagging behind expectations.

Zusammenfassung Dieser Beitrag identifiziert Einflüsse auf die Wertschätzung von Kulturlandschaften und vergleicht dabei Touristen und Einheimische. Als Untersuchungsraum dient die Hansestadt Lübeck und ihre Umgebung. Auf Basis von Befragungen wurde mit Hilfe eines Contingent Valuation-Ansatzes die Zahlungsbereitschaft für unterschiedliche Kulturlandschaftstypen ermittelt. Touristen sind insgesamt zahlungsbereiter für die Kulturlandschaften ihrer Urlaubsregion als Einheimische für ihre alltägliche Umgebung. Die Ergebnisse zeigen, dass soziodemographische Merkmale kaum einen Einfluss auf die Wertschätzung von Kulturlandschaften haben. Stattdessen zeigt sich für Touristen und Einheimische gleichermaßen ein signifikanter Einfluss psychosozialer Merkmale wie beispielsweise die Beziehung zur Natur und zur Region.
