Short Biography

Land and Environmental Engineer, Ph.D., Research fellows of Town and regional planning in the University of Brescia, where she teaches Analysis of urban and regional systems and Ethics for environmental sustainability. President of the Provincial Centre for Urban Studies of Brescia and member of the board of Regional Centre for Urban Studies of Lombardy. Her main research fields are “regional and urban planning”, “sustainability of urban settlement”, “environmental assessment”, “accessibility and safety in the urban environment”. She was junior researcher in the COST Action “Land Management for Urban Dynamics” (TU0602) and she took part in the European project “ROad safety in South East European regions” (ROSEE -SEE/D/0097/3.1/X). She contributes/contributed to several project in the team of Town and regional planning of the University of Brescia. She was a supervisor or an assistant supervisor of about 20-degree thesis. She organized or collaborated to organize some conferences (17), she attended some conferences in Italy and abroad as a participant (over 60) or speaker (over 20). She is author of more than 50 pubblications.

Sand and gravel quarry planning must guarantee the public interest in the procurement of raw materials while ensuring environmental sustainability. An Analyzing Planning Support System for sand and gravel quarry plan can assist decision-makers during the planning process. The proposed Analyzing PSS uses integrating geologic, economic, environmental, and geographic information to quantify raw materials and the size of quarries. This kind of tool is useful to support public authority decisions. The study provides the results of an experience conducted in the province of Brescia (NUT 3 in Northern Italy).

Knowledge of the environment and its weaknesses is the first step in addressing urban development in a more sustainable direction, seeking, for example, to limit the occupation of new land. This research presents a methodology for identifying unused buildings in rural areas and providing strategies for the recovery and reuse of building heritage. The reuse of idle buildings, which are numerous and widespread in Italian agricultural areas, represents a valid opportunity to contain land occupation, redevelop unused areas (often degraded) and develop employment opportunities and social dynamics (as in the case of nonresidential use). The paper defines an expeditious methodology for the identification and subsequent mapping, on a municipal scale, of the unused building heritage that is external to the consolidated urban fabric. The initial data from a case study for the municipality of Chiari (in Italy) are significant: more than 370 unused real estate structures were identified. A successive analysis identified the individual buildings that were completely unused and proposes an assessment of their potential recovery value. This methodology can be useful for directing municipal urban planning strategies and regulations for the recovery of buildings in rural areas and for environmentally acceptable land utilization.

The paper describes one of the Italian sprawl drivers: the circle triggered by the use of urban charges to solve budget problems. From 2005 to 2018, Italian municipalities could use urban charges to solve normal budget problems: they could plan new urban areas to provide new urban charges, new building and services, and they could manage old and new services at the expense of normal budget. The planning of unnecessary urban areas was effectively influenced by budget problems. The paper illustrates this issue during a period without open data sources in order to improve land management and environmental sustainability.

Anthropogenic greenhouse gas (GHG) emissions are the highest they have ever been and the climate change they have triggered is having consequences on both human and natural systems. The aim of the paper is to demonstrate that an integrated reading of urban and rural land uses in relation to GHG emissions is feasible and useful at the regional level in order to reach emissions reduction. The Po Valley in Italy is an emblematic case study because its features are unique in Europe for high population density, urban sprawl, intensive agriculture, livestock management and consequently high emission levels. The methodology examines the total GHG emissions in relation to urban and rural areas. Between 2000 and 2010, the trend of CO2-equivalent emissions for the macro-regions of Italy shows a national decrease in contrast to the area of our case study which has seen a steady increase and growth trend over time. The paper analyzes some possible reasons linked to this anomaly, and it presents an estimation of the CO2-equivalent emissions related to the use of agricultural land. The main output of the paper is a new overview for research that aims to propose integrated solutions and policies at the local level with a wider vision focused on GHG emission knowledge, supported by Strategic Environmental Assessment.
