How are the problems of depopulation being faced by the Local Action Groups (LAGs) and the LEADER approach? What kinds of proposals are being pointed out to tackle young people’s exodus, the economic depression, the physical and virtual distances, and the marginality from the political and economic centers by these local public-private partnerships to the areas having the more worrying situations? Andalusia, a southern region of Spain, has many municipalities with these severe devepopulation problems. According to this aim, the Local Development Strategies documents (LDSs) of the LAGs for 2015–2020, have been reviewed. The predominance of the top-down approach has limited the attention given to face the rural depopulation. It is relevant to note, as well, the reduced presence of specific objectives and projects to combat depopulation in these deep rural areas. The last finding is that these municipalities with extreme depopulation have been left aside; as no solution placed. Definitely, as empty areas to promote rural development. Depopulation concept and depopulation areas have been forgotten for neoendogenous rural development practices.

Rural tourism has commonly been identified as one of the main areas of application of the principles of sustainable tourism, but the literature has typically focused solely on the ecological dimension, particularly when referring to agritourism. This study presents a new approach to assessing the “eco-effectiveness” of the evolutionary dynamics of agritourism, as applied in a study of NUTS-2 regions in two European countries (Spain and Italy) that have implemented similar rural development strategies. To this end, a synthetic sustainability index was developed using the Index Decomposition Analysis (IDA) technique. The last period of the European Agricultural Fund for Rural Development (EAFRD) 2007–2013 was chosen for the study in order to analyze the outcomes of a programming cycle focusing on the diversification of agriculture through tourism. The results show that the sustainability of agritourism growth is not homogeneous and has specific features in different regions of the same country. In some cases, there were more similarities with regions from other countries. This tool could help evaluate the impact of agritourism and facilitate comparisons between different regions, in this way supporting the process of transition from a linear to a circular economy.

Rural Europe today cannot be understood without considering the impact of the EU’s Liaisons Entre Actions de Developpement de l’Economie Rurale (LEADER) rural development programme. Although in general it has had a positive impact, research has also revealed spatial and social disparities in the distribution of funds. Our primary source was the files for all the LEADER projects processed in Andalusia between 2007 and 2015. In addition to successfully executed projects, we also focused on “unfunded” projects, those in which, although promoters had initiated the application procedure, a grant was never ultimately obtained. Project failure must be studied so as to avoid biased findings. We then classified these projects within the different types of rural area and analysed the behaviour of the different promoters in these areas. Relevant findings include: project success or failure varies according to the different types of rural area, as does the behaviour of the different promoters; the degree of rurality can hinder project success; young and female entrepreneurs were more likely to fail; the type of promoter is strongly influenced by the distance to cities in that companies and Individual Entrepreneurs tend to invest in periurban spaces, while public sector promoters such as Local Councils are more prominent in remote rural areas.

Natural and cultural heritage have become the driving force of development in many rural areas of the EU that are suffering from severe depopulation and require urgent diversification of their economies. Most of these territories have a rich agricultural heritage, which is often the most unique, differentiating and sustainable manifestation of the social construction of the territory through agricultural activity over the course of history. Support for this heritage has been a basic pillar of the LEADER rural development programme since at least 2000. Various projects related to agrarian heritage have been implemented in Andalusia over this period. Our study of these projects shows the significance of agrarian heritage in terms of investment and employment, especially for young people and women, and the tourism dimension of many of the projects related to its recovery and revaluation. In most of these projects, public promoters play a vital role. The challenge from the perspective of protection is to incorporate the cultural values inherent in agrarian heritage as a mark of quality and attractiveness in the promotion of local products and indeed of the area itself.

Research has shown that rather than helping rural development programmes tend to discriminate against the most disadvantaged social groups and geographic areas. Women and young people are amongst the most affected social groups while remote, mountainous regions are normally the most vulnerable geographic areas. The economic crisis in Spain made it difficult to find work in the cities and in the construction and services industries, which had hitherto been an abundant source of employment for young people and women from country areas. These changes forced people from these social groups to look for new ways of earning a living with the result that increasing numbers of women and young people began to consider setting up their own businesses. In this chapter, we will be assessing the participation of these groups as entrepreneurs within the LEADER axis in Andalusia. The results show that, in spite of their increasing participation, the number of women and young entrepreneurs remain below their share of the population. We also found that within these more marginal social groups, young businesswomen made the lowest average investments and generated the fewest jobs as most view their businesses as a means of self-employment. We also observed that rural entrepreneurs were more likely to employ people of their own sex.

Tradicionalmente las investigaciones sobre los Programas de Desarrollo Rural han abordado su efectividad y sus repercusiones sociales y territoriales centradas en los proyectos ejecutados, sin abordar el estudio de aquellos que no lo fueron –denominados por nosotros como fallidos– y, por tanto, sin analizar sus causas, tipologías, promotores o distribución territorial, perdiéndose así una excelente oportunidad de aprender de los motivos por lo que no se ejecutaron con su subvención. El presente trabajo realiza un análisis de los proyectos del periodo 2002–2008 en Andalucía que, habiendo sido aprobados y en los que se ha firmado el correspondiente convenio de ejecución, no se llegaron a realizar a su amparo. La investigación realizada constituye un acercamiento a estos Programas desde una óptica diferente y novedosa, en la que se aborda su distribución espacial, el tipo de promotor, su tipología, los niveles de inversión frustrados y las causas que motivaron su abandono. Para ello, se ha trabajado a dos escalas diferentes, la municipal y la de cada uno de los territorios de los Grupos de Acción Local para toda Andalucía en base a los datos por expedientes aportados por la Junta de Andalucía.

Durante 25 años el enfoque LEADER ha contribuido a incorporar nuevos principios a las recientes teorías del desarrollo neoendógeno. Para esta Iniciativa, se realiza un análisis de los proyectos que, habiendo sido inicialmente aprobados, no se llegaron a ejecutar para conocer el perfil del promotor, tipo de inversión y causas que provocaron su caída. Se han consultado los expedientes no ejecutados durante el periodo 2002- 2008 de los Grupos de Acción Local de la provincia de Granada y se han realizado entrevistas tanto a los técnicos como a los gerentes de tales Grupos. En estos proyectos se aprecia una prevalencia del emprendedor privado sobre el público y de los jóvenes y nuevos empresarios frente a los que no lo son. Las causas últimas de desistimiento van desde la inadecuada planificación y la falta de financiación, hasta las rigideces en tiempo y requisitos administrativos exigidos.

In the Leader approach, innovation plays a key role in European territories, especially in marginal and peripheral ones, being essentially assumed, from a programmatic point of view, as social innovation. This paper aims to understand the interpretation and the declination of innovation in the practice of Leader initiative at local scale and analyze contextual factors related to its implementation in two southern provinces of Spain and Italy (Granada and Lecce). The study aims to analyze the projects reported as innovative by the leaders of the Local Action Groups, starting from the literature and using a key Community document entitled “Extended report on preserving the innovative character of LEADER”. Lastly, the study reveals common significant problems linked to local awareness of the role of social innovation, as well as the absence or limitations of key institutions.

This paper studies the territorial effects of the LEADER approach in Southern Europe, by analysing the region of Andalusia (Spain). Our research has revealed that, in many cases, projects were concentrated in the most dynamic, most populated areas, with a well-established business network with the financial and organizational capacity required to access European funding. In these areas, the economic leadership of the most dynamic municipalities has been reinforced at the expense of more depressed areas with little social capital and few businesses. These programmes have not, therefore, helped to mitigate territorial imbalances. In a minority of rural areas, however, this trend was not observed, which shows that although territorial inequality is a widespread problem in the practice of neo-endogenous rural development, it does not affect all areas to the same degree.

The LEADER approach has been at the heart of European rural development policy for the last 20 years, encompassing the principles of bottom‐up endogenous development and community empowerment. Initially delivered through autonomous local action groups (LAGs), since the 2007–2013 programming period, LEADER has been integrated with other measures in broader regional rural development programmes. It has been claimed that these changes have diluted the participatory principles of this programme. We examine the extent and impact of participation in rural development through LEADER, how this has changed over time, and the factors driving changes, through surveys of LAG managers in two case study regions in Spain (Andalusia) and the UK (Wales). The findings show that LAG managers are very positive about the breadth of participation in their own group and its role in decentralising decision‐making, but critical of the structure, operation and management of LEADER in rural development programmes. In particular bureaucracy and the increased influence of regional and local government are perceived to have limited the autonomy of LAGs and to have deterred the participation of marginalised groups. The principles of this initiative are perceived to have been diluted and LEADER appears to have been a victim of its own success.

La participación es uno de los pilares esenciales del desarrollo rural. Ahora bien, diversas causas (control político, predominio del control descendente, excesivo enfoque en los resultados económicos, etcétera) han provocado que los beneficios principales de los Programas de Desarrollo Rural (PDR) hayan quedado en manos de unos pocos, las elites económicas y políticas locales. Los colectivos desfavorecidos (mujeres, jóvenes, trabajadores del campo, desempleados, etcétera) han sido excluidos. De lo anterior se deriva que la práctica del desarrollo rural origina un reforzamiento del poder. Esto se comprueba mediante el análisis de la aplicación de los PDR en la provincia de Granada para el periodo 1991-2006
