Short Biography

Patricia Guarnieri is associate professor at Department of Business, Faculty of Economics, Business, Accounting and Public Policies Management at University of Brasília, Brazil. Presently she is acting as visiting professor at Università di Bologna, Dipartimento di Ingegneria Industriale, working on projects related to circular economy. She acts as researcher and advisor of Post-graduate Programme in Management and, Post-graduate Programme in Agribusiness. Her research interests include: reverse logistics, supplier selection, procurement, collaborative relationships in SCM, partnerships in SCM, sustainability in SCM, circular economy and decision analysis.

The circular economy is a growing and strategic topic and has motivated changes and innovations in several segments of research, businesses, financial sectors and public administration. In this context, the Emilia-Romagna Region (Italy) is considered a pioneer in Italy, due to the efforts taken for the transition towards a circular economy. It was the first Italian region to launch a specific law on the subject besides to have relevant projects. Thus, the objective of this paper is to analyse the efforts aimed at the transition to a circular economy in the Emilia-Romagna Region, Italy, considering technological, legal–regulatory, and financial points of view under a market orientation. Complementary, we pointed out the main initiatives related to the circular economy and the areas of interest. To gather data, we conducted applied, descriptive and qualitative research. The data collection was based on documental analysis, and also considering the results of previous questionnaires and interviews. In addition, we applied a dedicated questionnaire and we consider the outcomes of the project Reinwaste—Remanufacture the food supply chain by testing Innovative solutions for zero inorganic waste. The unit of analysis was the project conducted by ART-ER, entitled “Accelerare la transizione verso l’economia circolare in Emilia-Romagna: Uno studio sullo stato dell’arte, le competenze e i bisogni tecnologici e finanziari”. This paper can be useful for researchers and practitioners acting in this field, which can use the results based on public and private policies, investment decisions and further studies.

Given the environmental impacts produced by the growing increase in waste electrical and electronic equipment (WEEE) and their current inadequate management, this article proposes a mathematical model to define the best location for installing WEEE collection points. The objective is to minimize the cost of the reverse logistics system concerning transportation, installation, opportunity cost, and distance between points and demand. We used a heuristic created from the greedy randomized adaptive search procedure and genetic algorithm meta-heuristics to solve the model, with part of the model variables being defined by another heuristic or by the JuMP v.0.21.2 and CLP Solver v.0.7.1 packages, to guarantee an optimal response to a subproblem of these variables. The model and its solver were written in the Julia Programming Language and executed in two test scenarios. In the first, three vehicles with small loads must collect at five points. In the second, a vehicle with greater available capacity must collect at five points. The results obtained show that the mathematical model and the heuristic are adequate to solve the problem. Thus, we understood that the proposed method contributes to the literature, given the criticality of the current scenario concerning the management of WEEE, and it can assist managers and public policymakers when providing inputs for decision-making related to the choice of the best location for installing collection points.

As e-waste exponentially increases on a global scale, some legislation and plans to implement reverse logistics have arisen in some countries. While reverse logistics is already well consolidated in developed countries, it is still in a state of infancy in developing countries. In this article, we propose a theoretical model to assess reverse logistics, based on a multicriteria decision aid perspective. This was done while considering a context in which the implementation of the reverse logistics of e-waste is at the beginning. To show the main characteristics of the literature and obtain the model’s inputs, we conducted a systematic literature review to help us understand the main criteria and methods used for this purpose. Then, we illustrated the use of the proposed model with a numerical example. This paper contributes to the current body of research, and aims to assist practitioners within the field of reverse logistics by systematizing the knowledge related to this issue, and offering a model that can guide the decision-making. This model differentiates from others already published because it uses the probabilistic composition of preferences (PCP) method, which does not require the assignment of weights. The model can also be used while considering the preferences of several decision-makers, therefore covering several points of view and providing a more holistic view of the decision problem.

A disponibilidade para o armazenamento se torna cada vez mais importante no Agronegócio brasileiro, juntamente a mudanças organizações recentes entre os atores do campo, que se refletem em ações coletivas, como é o caso dos Condomínios de Armazéns Rurais. Esse trabalho objetiva analisar que tipos de ações coletivas rurais existem no Distrito Federal e entorno, e a relação delas com os Condomínios de Armazéns Rurais, através de uma revisão sistemática de literatura e estudo de caso, e analisados pela Análise de Conteúdo. Os principais resultados mostram que as ações coletivas rurais são caracterizadas em sua maioria por Associações ou Cooperativas no Distrito Federal e entorno de Goiás, e que aparentemente não existem Condomínios de Armazéns Rurais na região. Além disso, a região apresenta déficit de armazenagem e a maior parte das estruturas de armazenagem não são próprias, potencializando a criação de novos armazéns e desenvolvimento de Condomínios de Armazéns Rurais.

Although the circular economy (CE) is recognized as a source of value creation, there is a huge gap between the vast concept of CE and its practical applications. Particularly, the lack of information and performance indicators, in terms of economic, environmental and social aspects, does not allow for the assessment of the level of circularity of the products, processes or companies. Further development of other circular activities can be limited for this reason. In addition, intelligent assets arising with the digital transformation within the “Fourth Industrial Revolution (I4.0)” can support CE to provide these lacking aspects. Thus, the objective of this paper is to highlight how and how much the circular business models are enhanced by intelligent assets from I4.0, considering several case studies found in the literature, and through the application of an assessment tool with secondary data from the selected case studies. According to the tool, the CE principles are extended to the entire product lifecycle, from product design to product utilization, within the transition to novel business strategies. Two of the considered case studies are represented in the assessment tool, as examples, to demonstrate how intelligent assets can support circular economy in the design, assessment and comparison of circular initiatives. The visualization of existing innovative business models based on CE and enhanced by intelligent assets allows for the complete and effective evaluation of materials, products, assets and processes, due to the fact that information and indicators can be collected to measure and monitor circular efficiency.

Essa pesquisa analisa a utilização de sistemas de gerenciamento de armazéns no Agronegócio do Distrito Federal, e sua relação com os Condomínios de Armazéns Rurais. Para tanto foi realizada uma pesquisa aplicada, descritiva e qualitativa, através de estudo de caso e entrevista semiestruturada, analisados por meio da análise de conteúdo. Os resultados evidenciam que o WMS é importante para o gerenciamento e controle do armazenamento agrícola, automatização dos processos, redução de erros, melhoria na resolução de problemas fiscais e inventário, e controle de quebras e descontos percentuais. Constatou-se a necessidade de capacitação de colaboradores para operar o sistema, e alto custo de implementação e treinamento de pessoal para o WMS. Quanto aos Condomínios de Armazéns Rurais, o WMS pode auxiliar no processo de gerenciamento e controle da armazenagem agrícola, como os Condomínios podem se beneficiar das vantagens expostas, e diluir os custos com a implementação do WMS entre todos os condôminos.

Although stakeholder theory has been on the academic agenda for more than 30 years, empirical evidence is still scant about stakeholders’ influence as determinant factors of local governments’ performance. Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies.

This study aims to identify the main barriers to fully implement the reverse logistics of e-waste in Brazil and prioritize them under a Multicriteria Decision Aid approach (MCDA) according to the perceptions of small and medium-sized companies, consumers, and the Brazilian government. Hence, the study was conducted in two steps: (i) Systematic literature review to identify the main barriers, with data collection carried out through a documental analysis, and (ii) MCDA application, through self-administered questionnaires. In order to deal with the uncertainty in subjective measures, the method of Composition of Probabilistic Preferences (CPP) was applied to analyze the results of each group of decision maker, opting for the progressive-pessimistic scenario to prioritize the barriers to be solved. As main results, a priority classification of the internal and external barriers considering each category of decision maker was obtained. Moreover, it was verified that the government and micro and small companies agreed that internal barriers with an organizational nature or related to infrastructure management are the main obstacles to the implementation of reverse logistics. On the other hand, consumers consider the managerial or organizational barriers as a priority.

Reverse logistics (RL) has emerged as a form of disposal and a conscious way to use products at the end of their use through the refurbishment, reuse, and recycling processes. Mainly in developing countries, there are still several barriers during the process of implementing reverse logistics, so decision-makers need to know what barriers to prioritize to propose a solution. This paper aims to investigate which multicriteria decision aid (MCDA) methods are most applied in the studies on barriers during the implementation of reverse logistics. For this purpose, we conducted a systematic literature review using a well-known and detailed protocol, considering various papers published in journals from the databases Science Direct, Emerald, Web of Science, and Google Scholar in the period from 2008 to 2019. As a result, a few studies discussing multicriteria methods were identified, analyzing the existing barriers to the implementation of reverse logistics. The main methods and criteria were gathered from the literature and were systematized and discussed to identify a research agenda. This paper contributes to the work carried out by researchers and practitioners in this field and can guide them in their choice of methods to approach decision-making related to reverse logistics.

The objective of this article is to describe the first phase of the implementation of the Sectoral Agreement of Reverse Logistics of Packaging in Brazil, from the perspective of the transition to the circular economy. For this purpose, a case study was carried out, considering as analysis unit the Brazilian sectoral agreement of reverse logistics of packaging. The data collection was conducted through documental analysis and interviews with waste pickers associations, managers in the business sector and government representatives, who are the key signatories of the agreement in focus. The results were triangulated in order to show different perspectives unveiled by the research sources and methods. The analysis of results was carried out based on content analysis proposed by Bardin (1977), in which categories were defined a priori and adjusted a posteriori. The main results show that the concept of circular economy, although not formally expressed in the Brazilian law and sectoral agreement, guides the actions developed by the signatories of the agreement. This article can serve as an input for researchers and practitioners interested in sectoral agreements in Brazil and in developing countries, as well as input for managers in the public and private sectors and other key stakeholders concerned with the implementation of reverse logistics under relevant legislations on solid waste management that reinforce transitions to the circular economy.

Several organizations aim to establish and manage cooperative and collaborative actions in order to incorporate the principles related to sustainable management in supply chains. The indicators related to the social dimension are still barely explored in academic research, since the perceived business practices are still emerging in the contemporary world and in the organizational relations. The opposite of the financial and environmental dimensions, which are already rooted in the business environment. In agrifood chains, social aspects are essential when suppliers are often impoverished farmers, and labor practices are generally painful and exploitative. This paper aims to identify, in the international literature, the state-of-the-art research related to social sustainability in agrifood supply chains. To achieve this goal, a systematic literature review covering papers published in the Science Direct, Directory of Open Access Journals and Emerald Insight databases was carried out. Results indicate that academic production is still low, despite its growth in recent years, and is limited to approaches containing indicators of social sustainability related to support communities affected by agrifood business. In addition, it evidences arrangements among members of supply chains, mostly of the cooperative type, having collaborative arrangements with more limited approaches among the analyzed works.

Agriculture suffers from economic, social, political and technological changes, such as those that influence Rural Organizations. In this sense, Rural Condominiums are gaining prominence. The objective of this paper is to analyze the international publication record on Rural Condominiums. For this purpose, a systematic literature review of the international literature was carried out, based on the protocol of Cronin, Ryan and Coughlan (2008) over a period of 30 years. The results indicate that the international literature on Rural Condominiums is restricted and scarce, which evidences research gaps. Among the sub-themes identified in the international literature, the Rural Condominiums show diversity among agricultural activities, sustainable character, cost-saving, large-scale production, price bargaining and work optimization, as well as progress towards other rural activities and studies on networks and governance. In addition, there is a greater concentration of Rural Condominiums in Paraná, Brazil, and that the political-economic conjuncture of each region can help with the development of new Condominiums, which are relevant for growth and competitiveness in Agribusiness. O objetivo deste artigo é analisar quais foram os trabalhos já publicados internacionalmente sobre o tema Condomínios Rurais. Para tanto, foi realizada uma revisão sistemática de literatura internacional, com base no protocolo de Cronin, Ryan e Coughlan (2008) no período de 30 anos. Os resultados apontam que a literatura internacional sobre Condomínios Rurais é restrita e escassa, o que demonstra lacunas de pesquisa. Dentre os subtemas identificados na literatura internacional, os Condomínios Rurais evidenciam diversidade entre as atividades agropecuárias, caráter sustentável, economia com custos, produção em maior escala, barganha de preços e otimização do trabalho, como também avanço para outras atividades rurais e estudos sobre redes e governança. Além disso, existe uma maior concentração de Condomínios Rurais no Paraná/Brasil, e a conjuntura político-econômica de cada região pode auxiliar com o desenvolvimento de novos Condomínios, os quais são pertinentes para o crescimento e competitividade no Agronegócio. Purpose This paper aims to demonstrate how public procurement can be strategic. Design/methodology/approach A systematic literature review (SLR) was conducted following the protocol from Pagani, Kovaleski and Resende (2015), called Methodi Ordinatio, to select the relevant literature on this topic. The analysis of papers selected was carried out following the procedures of categorical content analysis (Bardin, 1977). Findings In all, 68 full papers were analyzed from Science Direct and Web of Science. The results present the main characteristics of publications analyzed and the authors propose some categories of strategic practices related to public procurement that are in turn related to: sustainability, partnerships and supplier management, information systems and technology and other issues. Research limitations/implications The main limitations of this paper are: the publication period considered of the articles selected is from January 2012 to March 2017; the databases Science Direct and Web of Science are selected as the sources of articles; the Methodi Ordinatio is used as the basic protocol of the SLR and, consequently, the inclusion and exclusion criteria described in the steps of the protocol are used. Practical implications Showing how the public procurement can be strategic, this paper highlights the benefits of best procurement practices; similarly, it highlights those practices adopted by the private sector, which can highly contribute to the creation of value in public services that are aligned with the concept of obtaining “the best value for money”. Social implications The incorporation of strategic practices in public procurement can result in the best expenditure of public resources and the reduction of corruption in the process of procurement. Originality/value This paper contributes to synthesize the knowledge on strategic procurement, a topic exploited by few people in the public organizations. It differentiates from other literature reviews already published, considering that these studies do not deal, specifically, with public procurement and, also, do not use protocols of SLR. Moreover, this paper indicates a future agenda of research, which can aid researchers and practitioners acting in this field of knowledge.

Resumo Com o desenvolvimento do setor agrícola no país e mudanças políticas, econômicas e sociais, o Brasil se tornou um dos principais produtores e exportadores de commodities no Agronegócio. Adicionalmente, os gargalos logísticos, principalmente o relacionado ao déficit de armazenagem, bem como o crescente interesse no Supply Chain Management e nas novas formas de organização rural ganharam importância para as cadeias produtivas. O objetivo desse artigo é caracterizar a nova forma de organização rural denominada de Condomínios de Armazéns Rurais. Realizou-se uma pesquisa aplicada, exploratória e descritiva, com procedimento técnico de estudo Multicaso, complementado pela revisão da literatura. A coleta de dados ocorreu por meio de entrevistas, observação direta e análise documental. Constatou-se que esta nova configuração é um modelo em expansão, viável e financeiramente competitivo para o agronegócio brasileiro, que proporcionam a diminuição do déficit de armazenagem e outros gargalos logísticos. Ademais, apresentam inúmeras vantagens, como a comercialização estratégica da produção, a redução de custos de armazenagem e de custos logísticos e o aumento do lucro para os associados. Este trabalho contribui ao mapear práticas inovadoras no setor de armazenagem e propõe uma agenda de pesquisa que pode auxiliar acerca do tema abordado.

Nas últimas décadas a suinocultura tornou-se uma importante atividade para o agronegócio brasileiro, com contribuições para o desenvolvimento econômico do país. Contudo, esse setor apresenta um grande potencial poluente, com um elevado custo ambiental relacionado ao processo produtivo. Neste contexto, o presente trabalho tem como objetivo estimar a ecoeficiência na produção brasileira de suínos, os preços sombra e os custos totais das emissões de Gases de Efeito Estufa (GEE). O método utilizado para atingir o objetivo proposto foi a Análise Envoltória de Dados combinada com o método de Funções Distâncias Direcionais. Foram estabelecidos dois padrões de dados na pesquisa dos municípios produtores de suínos em nove Estados brasileiros. Para o Padrão 1, em média, os municípios podem elevar a produção em 36,9% e reduzir as emissões de CO2 e na mesma proporção, com a mesma quantidade de insumos. Para o Padrão 2 esse valor foi de 47,22%. Os preços sombra médios ficaram em R$ 3.539,81 no Padrão 1 e R$ 3.677,07 no Padrão 2. As estimativas dos custos totais da redução das emissões de CO2 e foram de R$ 1,37 bilhões, o equivalente a 468% da produção em 2006, para o Padrão 1, e R$ 1,42 bilhões, correspondente a 486% da produção em 2006, para o Padrão 2. Portanto, constatou-se que a incorporação desses custos é praticamente inviável, pois levaria à descontinuidade das propriedades. Desse modo, a pesquisa indica a necessidade de redesenhar um sistema dissuasivo de punições e incentivos, que considere os preços sombra para que os produtores de suínos internalizem as externalidades negativas e busquem compensações para as ações que reduzam as emissões ou utilizem tecnologias mais limpas. A principal contribuição do trabalho é a inclusão da análise de eficiência considerando a variável ambiental, questão ainda pouco abordada na literatura.

O objetivo desse trabalho foi verificar os fatores preponderantes na decisão de contratação do serviço Correios Log+ sob a ótica dos empresários de e-commerce. Para tanto, foi realizado um estudo aplicado, qualitativo e documental, através de estudo de caso e entrevista semi estruturadas a seis empresas de pequeno porte, clientes do serviço Correios Log+ no estado de São Paulo. Os resultados evidenciam que dificilmente um comércio eletrônico é bem sucedido sem um serviço de e-fulfillment bem estruturado. Diversos motivos levam as empresas a terceirizar o e-fulfillment, o mais comum é a intenção em concentrar os esforços na atividade principal. Para investigações futuras, sugere-se o desenvolvimento de estudos para ampliar as discussões científicas e gerenciais neste campo de conhecimento, o qual é restrito.

The incorporation of sustainable aspects in the supply chain management (SCM) has become an important topic for researchers and professionals; however, it is a field that yet lacks a systemic understanding. The objective of this article is to conduct an analysis on the international literature about the SCM sustainability topic, by employing a systematic review protocol, covering the period from 2011 to 2016. The content analysis technique was performed, following the procedures of categorical thematic analysis proposed by Bardin (1977), which considers the creation of categories a posteriori, based in the direction senses related to the content analyzed. Besides to present the main characteristics of the articles related to distribution of publications per year, most studied sectors, main methods and approaches used main countries and journals of publications, we categorize the results at the systemic approach level of the sustainable development dimensions. We found that some dimensions are prominent when compared with the others: For example: the environmental one, on the other hand, the social one is approached few times in the papers considered in our analysis. These results also indicate that this type of discussion needs to be extended to other sectors that have not yet been explored. The contribution of this paper lies on the synthetization of the state-of-the-art related to sustainable SCM in the period considered, highlighting the environmental, social and economic dimensions, in order to identify a research agenda. By identifying possible research gaps, the results of this research contribute to guide future investigations on sustainable SCM, aiding researchers and practitioners in this field.

PurposeThe purpose in this paper is to develop a systematic literature review aiming to reveal innovation opportunities associated with the thematic collaboration and trust in the reverse logistics field.Design/methodology/approachThe authors adopted a parallel analysis approach segregating the systematic literature review papers in two groups at NVivo®, collaboration and trust in the supply chain and collaboration and trust in reverse logistics, aiming to explore in the first group of papers insights for innovation on collaboration and trust in reverse logistics. The content analysis strategy was supported by the knowledge exchange theory described in Gravier et al. (2008).FindingsReverse logistics is hardly dissociated from broader sustainable supply chain management approaches, which make all considerations on collaboration and trust designed for such approaches valuable and valid for reverse logistics. Collaboration and trust concepts in supply chain and in reverse logistics contexts are quite similar, while collaboration/trust is mandatory for managing networks in sustainable approaches and in reverse logistics, as well. Downstream and upstream, the chain disruptive innovation business models may be developed between focal companies and returns system third-party logistics providers, fourth-party logistics providers or end-customers, in a business-to-customer collaboration approach. Several collaboration technologies are listed in three perspectives: knowledge sharing, knowledge generation and knowledge implementation.Research limitations/implicationsThis study uses a specific protocol for the systematic literature review, and due to inclusion and exclusion criteria, other protocols can provide different results. The strategy of analysis under the knowledge exchange perspective may give a type of result different from other perspectives.Originality/valueThis research systematizes the existing knowledge on the collaborations and trust, which is a priority basis for reverse logistics, providing insights to researchers and practitioners in the area and identifying an agenda for future studies.
