Doctor Habilitus of Economic Sciences, Latvia University of Life sciences and Technologies. Full member of the Latvian Academy of Sciences, Secretary General of the Academy, Leader of National Research program project INTERFRAME, Ex-minister of Education and Sciences of Latvia, Ex-member of the Parliament of Latvia. Scientific advisor for 26 doctoral theses, of which 21 have been to date defended. Research fields: the fourth Industrial revolution, digitalization, tools of digitalization, regional economics. 64 scientific research papers included in the Web of Science database and 34 – in the Scopus database (h-index – 6) in the last 10 years. Academic Advisory Board (EASAC) expert of the European Academy of Sciences in the field of economics. Co-author of the research „Circular economy: a commentary from the perspectives of the natural and social sciences” ( www.easac.eu). At present she is an expert of Latvian Council of Science, chair of the Latvia Social sciences expert commission.
The current period describes the impact of the global COVID-19 pandemic and the ensuing economic crisis on businesses and the lives of citizens. It has accelerated digital transformation in all areas. The work and learning of many individuals have moved to the digital environment. In order to use digital technologies, employees need to acquire new knowledge and skills. The aim of this research study is to perform an analysis of the development of digital transformation and relevant competencies for employees and to identify the opportunities and challenges in Latvia. The research methodology applied for this research study is based on examining relevant theoretical concepts and publications of the EU regarding digital transformation. A survey method was used to find out the opinions of Latvian employers regarding the importance of digital transformation and relevant competencies for employees. The analysis of the research indicated that the majority of the respondents surveyed rated the level of implementation of digital transformation as high or medium-high, which shows that this is a good trend, and the digitalization process continues to progress. However, about a third of enterprises are only at the early stage of digitalization, while some have not yet begun it. The problem is the development of human capital competencies and digital skills. This is a specific research study that expands and provides insights into the situation in Latvia on the possibilities of implementation of digital transformation, which is closely linked with the development of human capital competencies and digital skills. This requires maintaining a holistic approach to targeted digital transformation management.

Company capital is essential in running business and creating value added for the stakeholders, including economy. How the view on company’s capital structure has evolved from theoretical perspective in the 20th century is needed to be assessed, in order to determine what concepts and theories, if any are relevant in the 21st century. Many theories have competed their way and transformed during the 20th century, while some, i.e. trade-off, signaling and stakeholder theories are still relevant in the 21st century. There are also new trends in the 21st century, new terms and quests shifting from determining and analysing optimal company’s capital structure to sustainable finance, taxonomy and also sustainability in capital structure. Therefore, the aim of this research: to establish existing main theories impacting and analyzing company’s capital structure and to examine the theoretical shift of the theories based on the needs in the 21st century. Authors defined company’s capital structure and determined that during the years 1989–2020, number of research publications has grown significantly, thus validating the need to reassess theoretical background of capital structure theories in the 20th century, as well as to help to determine the trends still relative and emerging from the theoretical and practical aspects to company’s capital structure in the 21st century.

The employment of people with disabilities has multidimensional aspects - economic, social, legal, human rights, discrimination, psychological, ethical and responsibility aspects - with different actors involved representing various kinds of interests. The European Union Disability Action Plan and Strategy specifies the objective of promoting the employment of people with disabilities in the open labour market. The employment of such individuals is not only an economic issue, but also an issue of social inclusion, poverty reduction, equal opportunity and socially responsible employment. Effective and fair use of human resources for national economic development requires a variety of support mechanisms, including regulatory frameworks, the active involvement of local municipalities, and measures taken by state institutions. Because of the different issues and the various actors with different interests involved, an integrated way has to be considered to analyse the employment factors and employment opportunities for people with disabilities. The purpose of this study is to explore and substantiate the possible scenarios associated with promotion employment opportunities for people with disabilities in Latvia. The research methodology employed for this study is based on the Analytic Hierarchy Process, and expert interviews are used to analyse the interests of all involved parties, in order to determine the best possible scenarios as to how to stimulate employment for people with disabilities. As a result, three scenarios to promote the employment of people with disabilities were developed. Although the results showed slight differences between the three scenarios, experts believe that the optimal scenario for promoting the employment of people with disabilities is the one in which the EU participates.

Higher education is co-financed by the state, municipalities, as well as various local and international funds, but the support of individuals and businesses, known as patronage, is playing an increasingly important part. Here, the contributions of alumni are of a great consequence, ranging from cash donations, in-kind donations, volunteering and pro bono contributions. To receive these diverse donations, universities must work diligently on their communications strategy with alumni, current and potential patrons. This strategy should be diversified on the basis of age, gender and wealth. Successful fundraising campaigns are based on a well-thoughtout and ad hoc approach, where each participant clearly understands the goals and objectives of his or her activities.

Gastronomic cultural heritage is part of cultural heritage. Under globalisation, individuals become increasingly interested not only in cultural heritage as a whole but also in its components, e.g. gastronomic heritage. Nowadays individuals are interested in such things as traditional foods, the techniques of preparing the foods and the traditions of consuming them. Individuals wish to see gastronomic traditions not only on a national scale but also a regional and even a local scale. Previous research studies conducted in Latvia focused on the progress of cultural heritage products as value and the introduction of such products by businesses in the rural areas of Latvia. Scientific cooperation opened up opportunities to study the phenomenon of a wider geographical space covering four countries – Poland, Lithuania, Romania and Latvia. The aim of this research stage: to identify an impact of information on the demand-supply balance of gastronomic heritage as a product in the market. The method of the research: a sociological survey (n = 1000 from Poland, Lithuania, Romania and Latvia; 285 men and 715 women) that was carried out during 2016. Despite the fact that the sample groups were not representative (did not reflect the views of the entire population), the obtained data and results of this analysis provided insight into the cultural issues under today’s circumstances through the population’s views. The results of the study strengthen the need for the modernization of the information system in order to promote rural viability.

The purpose of this research study is to examine theoretical findings and, based on them, to identify the career choice factors that affect Latvian and UK secondary school students’ occupational interests. The research was based on the theoretical concepts of the occupational interests, and the data gained from a survey of Latvian and UK secondary school students. The results of the research indicate that the most essential factors that help individuals to choose a career is to understand their own interests and explore their own capabilities. Also, learning experience and parents' advice is important for them. The occupational interests of the students, who were interviewed, are not harmonized with the demand in the economy.

Purpose The purpose of this study is to identify the problems and possibilities for development of innovative start-ups in Latvia. Design/methodology/approach To achieve the aim of this study, a survey of Latvia’s high school students in 2015 (n = 5,910) was undertaken by an online questionnaire within a financial skill built-up contest “New Financial Expert 2016” held by the Financial Institute of Swedbank (Swedbank survey, 2016). Further, Latvia University of Agriculture master students (n = 97) were interviewed in the year 2016 to identify master students opinion about necessary support for entrepreneurship, future services or goods with potentially high added value and find out their readiness for innovative action. Findings A comparative analysis of data of the master student interviews and the survey of Latvia’s high school students showed that most of the youth associated their entrepreneurship prospects with innovative ideas, new technologies and new skills. The results of the research indicated that the foundation of start-up enterprises in Latvia led to positive results and gave an impulse to increasing economic activities as there were the necessary preconditions for their development. Originality/value The studies are mostly dedicated to start-ups that are less likely to innovate and have linked the concept of the start-up with business incubation. Unlike other studies, this is a specific research that provides insights into the situation in Latvia and is directed toward building innovative start-up enterprises that should be linked with the growth-oriented new technology, globalization and global market with a focus on innovation. Thus, research findings contribute to extant research on the possibilities of development of innovative start-up enterprises in Latvia and advance the present understanding of the main problems in the creation of new innovative start-ups.

Any country is interested in economic growth regardless of its development level in any period; yet an increasingly important role in defining growth is played by the term ‘smart growth’. The EU development strategy until 2020 defines smart growth as a strategic objective. Smart growth does not take place automatically. It is affected both by the condition of the economic, social and natural environments and by subjective factors - the competence of performance agents. The present research distinguished three groups of rural space and regional performance agents: national institutions, local governments and communities of residents of the territories examined by the research. The research summarised the opinions of experts (Latvia n=171; Lithuania n=163) from the south-eastern part of Latvia and the north-eastern part of Lithuania with the purpose of assessing the contribution of the performance agent groups to the promotion of smart economic growth. The research aimed to identify the positive indications of the contribution made by each performance agent group as well as the largest problems affecting the promotion of smart economic growth in each country. Despite the fact that the sample groups were not representative (did not reflect the views of the entire population), the obtained survey data and the results of this analysis provided insight into the performance agents’ action ratings from the bottom-up position and allowed comparing the situations in Latvia and Lithuania. The research has become an urgent task in project No. 5.2.3 “Rural and Regional Development Processes and Opportunities in Latvia in the Context of Knowledge Economy” in National Research Programme 5.2. This paper aims to investigate the experience and to identify the drivers of transforming traditional universities into Entrepreneurial Universities for ensuring sustainable higher education in Latvia. Due to the wide scope, Entrepreneurial University characteristics, the present research study is limited and focuses on the university providing access to students to business incubation facilities, relationships with business incubators for students, as well openness of university to collaboration and knowledge co-creation with its external stakeholders. Analyses of the experiences of universities of Latvia business incubators providing services to students, as well cooperation between higher education institutions (HEI) and local governments and entrepreneurs show that there is a positive trend. In opposite, such a trend can’t be observed towards building Entrepreneurial Universities in Latvia over the past 5 years. The results of the survey show that there is a need put higher efforts to assist young entrepreneurs in building cooperation networks and strengthening knowledge co-creation with external stakeholders.
