Short Biography

PhD in Urban and Regional Planning (2014 - Federal University of Rio Grande do Sul/ UFRGS), master's degree in Economics (2000 - UFRGS) and bachelor's degree in Economics (1996 - UFRGS). Between 2001-2011, professor (Pontifical Catholic University of Rio Grande do Sul and UFRGS) and, 2011-2019, researcher at the Economics and Statistics Foundation of Rio Grande do Sul. Integrates REDE INOVA - ILEA / UFRGS Innovation Study Network. Member of Centre of Studies in Geography and Spatial Planning (CEGOT) and Brazilian Association of Industrial Economics and Innovation (ABEIN). Currently, Pos-doc researcher in the Department of Geography, Faculty of Arts, University of Porto (Portugal). Main research topics: territorial development, location of productive activities, innovation systems and the environment.

This study aimed to provide an overview of eco-innovations in the Brazilian industry. To address this issue, we analyzed specific data of eco-innovative companies. In addition, we applied the cluster heatmap technique, which allowed us to analyze the different drivers and impacts of eco-innovations in different sectors. According to the results, companies that stated that innovation made it possible to reduce their environmental impact represent a third of all innovators. Moreover, they are companies that have shown greater effort to innovate and greater susceptibility to the benefits and obstacles of innovation. Furthermore, the eco-innovation strategy is mainly driven by market factors, such as reputation and codes of good practice. The impacts are mainly associated with the use of more widespread and less complex technologies, such as recycling. In addition to these results, the study considers some alternatives to guide the innovation policy, especially related to eco-innovations in semi-peripherical countries.

This chapter looks at some perspectives on economic geography, in its evolutionary form, and innovation studies to discuss the relationship among social and economic inclusion, innovation processes, sustainable development, and cluster development. Recent and vibrant literature emphasizes the importance of technological changes in the current historic moment, namely deep transitions and technological revolutions. In this respect, the focus on sustainability is particularly relevant, because the environmental dimension is the substrate on which these technical transitions would be happening in terms of not only technology, but also of the whole society and economy. Moreover, the inclusion of excluded groups and, consequently, less developed regions plays a central role in this debate, too. For this reason, these aspects must be incorporated into approaches to innovation systems through concepts such as eco-innovation and inclusive innovation, which enjoy different knowledge bases (i.e., analytical, synthetic, and symbolic). The findings of the study indicate important contributions for the understanding and formulation of innovation policies in different levels of inclusiveness, in order to capture better, differentiated knowledges and, at the same time, to promote citizens’ autonomy.

En las últimas tres décadas han ocurrido importantes cambios de localización de segmentos industriales altamente contaminantes que migran de países desarrollados a países en desarrollo. Una de las hipótesis investigadas es la formación de paraísos de contaminación. Para contribuir con la investigación de esos paraísos, el artículo propone un análisis acerca de la conducta y del desempeño ambiental de empresas extranjeras de celulosa, localizadas en la región del Cono Sur. La investigación identificó ligeras diferencias de conducta, pero significativas de desempeño. En general, las plantas extranjeras en el Cono Sur presentan un mejor desempeño. Sin embargo, los datos de exportación indicaron una especialización en los intercambios comerciales. Por lo tanto, es posible afirmar que hay en la región un proceso inminente de paraísos de contaminación, en razón de la instalación de tantas plantas industriales de gran tamaño, muchas con capacidad productiva superior a un millón de toneladas/año.

Resumo O estudo examinou o fenômeno da especialização produtiva em atividades industriais de alto potencial poluidor-APP. Os objetivos da análise foram (a) avaliar, a partir de dados secundários, a importância atual das indústrias de APP para a economia do RS; e (b) mapear no território gaúcho essas indústrias, a fim de observar a concentração espacial dessas atividades. Para tanto, analisou-se dados de emprego, estabelecimentos, produção e exportação das atividades industriais de APP, no período de 2007 e 2014. Embora os resultados não tenham indicado mudanças substanciais ao longo desses oito anos, foi possível estabelecer um panorama do setor industrial de APP gaúcho, o qual servirá de base para pesquisas futuras sobre a formação de paraísos de poluição no RS. Abstract The study analyzed the phenomenon of productive specialization in industrial activities of high pollution potential-HPP. The objectives of the analysis were (a) to evaluate, from secondary data, the current importance of HPP industries for the State Rio Grande do Sul (RS/Brazil); and (b) to map in the territory these industries and to observe the spatial concentration of these activities. Therefore, it was analyzed employment data, establishments, production and export of industrial HPP activities, in the period 2007 and 2014. Although the results did not indicate substantial changes over these eight years, it was possible to establish an overview of the industry HPP in RS, which will form the basis for future research on the formation of pollution havens in RS.
