Underwater Technical Inspections using ROV have an important role in the design, construction, maintenance and repair of maritime and coastal infrastructures, trough video recording, digital photographs, collection of technical data and underwater topographic survey providing support for consultancy studies and projects and technical advice and appraisals. Routine inspections are the key to the maintenance of any submerged infrastructure. The importance of this type of inspection is increasing every day, but divers are also placed in increasingly dangerous scenarios to carry out this type of work. Inspections of underwater structures (as in dams, bridges, reservoirs, breakwaters, piers, oil rigs, etc.) have always been arduous and difficult, and often dangerous, but today underwater drones offer solutions that eliminate the risk faced by divers, and that also greatly reduce the high costs involved in such inspections.

The European Green Deal defined by the European Commission on December 2019 presents an ambitious set of measures for the European Union and its citizens to accomplish the challenge of climate change, making Europe until 2050 the first neutral continent, where there are no net emissions of greenhouse gases. The Passive House (PH) concept has the same ambitious goal, targeting the reduction of the carbon footprint while promoting a construction design that gives primacy to the optimum energy balance, assuring comfort and quality with a minimum impact on the final building cost and operation. However, the PH concept is still not an easy process to implement in the traditional construction sector, especially in South European territory, as is the case of Portugal. Contextually, the present study through the discussion of a case study research method applied to European PH successful experience, has defined guidelines for the implementation of this concept within sustainable development principles. The methodology strategy starts with the information collection from Hanover, Brussels, and Tyrol case studies. Then, a statement regarding the current situation of Portugal in respect of the PH numbers and policies was performed. Moreover, the information gathered, as well as the experience of learnt lessons, were compared to the Portuguese reality. As a final procedure, barriers and obstacles for the Portuguese case have been identified through the analysis and understanding of the country’s social dynamics, and also with the crossing of sustainable development principles. Thus, the present research enables us to propose guidelines to increase the PH implementation in Portugal.

The relationships between territorial governance and the pursuit of sustainable development are evidenced to be critical. Exploratory tools, like Geographic Information Systems (GIS), enable us to comprehend the patterns, dynamics, and parameters of land-use changes over the years. The results from such studies could be used in the design of a sustainable territorial governance strategy. Contextually, a study has been conducted based on the changes that occurred in land uses in the Canary Archipelago in the years 1990, 2000, 2012, and 2018 using CORINE (Coordination of Information on the Environment) data. Even if most of the land uses have been stable over the analyzed period, the investigation shows a decrease in agricultural areas. By contrast, it is possible to verify an increase in semi-natural areas and urban agglomerations. Moreover, the authors believe that an assessment of the land-use changes on these ultra-peripheral areas will also enable us to disclose some obstacles and opportunities for sustained development.

Os fluxos de água que percorrem o interior das zonas urbanas são maioritariamente heterogéneos, pelo que a sua caracterização necessita de uma formulação que incorpore explicitamente essa variabilidade espacial. Para tal, o Laboratório de Hidráulica da Universidade da Madeira, os Sistemas de Informação Geográfica e softwares como o HEC RAS complementados por folhas de cálculo programadas, revelam-se como alternativas viáveis ao estudo de bacias hidrográficas, nomeadamente quanto à ocorrência de fenómenos de cheias e inundações.Os objetivos principais deste estudo são a caracterização e desenvolvimento de ferramentas numéricas de simulação do comportamento do escoamento em canais artificiais, no caso de uma variação súbita dos caudais afluentes; a aplicação de um modelo à escala de simulação hidrodinâmico, considerando os escoamentos variáveis em superfície livre no caso de situações de cheia, na simulação entre as condições variáveis das afluências e das condições hidromorfológicas do canal ou ainda a análise da viabilidade da simulação com o modelo à escala na gestão e prevenção de cheias em canais artificiais.A utilização conjunta dos três modelos (i.e. método empírico, modelo experimental e HEC-RAS) de caraterização, simulação e modelação do escoamento revela-se como a forma mais apropriada para o auxílio na prevenção e sobretudo na instauração de medidas mitigadoras de cheias e inundações, uma vez que permite suprimir lacunas da análise individual de cada um dos modelos.

Nowadays, the high environmental sensitivity and economic constraints, as well as future prospects for development, require a strong sustainable energy policy. Such policies should be based on the local resource valorization – which gains more emphasis in ultra-peripheral territories as the case of the Madeira and Canary Archipelagos. In fact, renewable energy sources become more competitive from the economic point of view – however, with high environmental and social benefits in both Archipelagos. Thus, the local policies of Porto Santo Island will be inspired on the neighbor archipelago (Canary Islands), more specifically in the El Hierro Island – which is one of the worldwide leaders in sustainability issues. Contextually, the work enables a view through the cooperation perspective, highlighting sustainability strategies in Porto Santo Island (Madeira, Portugal) and El Hierro Island (Canary, Spain). Therefore, it will address diverse forms of energy production through natural resources with influence on spatial planning.

This study contributes to the knowledge of decision-makers on how tourism, small and medium-sized enterprises, return migration, and cooperation strategies can contribute to growth and sustainable development in rural areas. More specifically, it uses the Portuguese case to answer the following question: can the expectations and perceptions of emigrants provide directions for sustainable tourism development and common planning in order to contribute to rural development? The results obtained in a study developed in Portugal, through the application of a questionnaire survey of 5157 Portuguese emigrants, confirm the validity of this question. It is concluded that there are the emigrants at an active age (29–39 years old) and with a house in a rural area that have a greater propensity of returning, investing, and gaining employment in the area of tourism in Portugal, and they also have more training and professional experience in this area. Similarly, considering the experiences and migratory characteristics of these emigrants, it is argued that there is a strong probability that the return of emigrants from Southern European countries will contribute to the development of tourism in the rural areas of these countries. Besides, the study enables the identification of recommendations and directions for sustainable common planning in the political–strategic, financial–economic, resource sustainability, and sociocultural fields.

A temática da insuficiência de água disponível para consumo é essencial no debate social devido à importância natural deste recurso e às previsões de aumentos exponenciais demográficos, o que introduziu uma maior pressão sobre o ciclo deste recurso finito e essencial para a manutenção do equilíbrio natural. A infraestrutura responsável pela sua distribuição deve ser concebida, mantida e explorada eficazmente. Este estudo aborda a modelação e a calibração digital desta tipologia de infraestruturas, recorrendo a um software da especialidade, aplicando-o a um caso prático: concelho de Câmara de Lobos, na Ilha da Madeira (Portugal). Através deste estudo e da análise do modelo foi possível verificar as elevadas perdas no sistema de distribuição, além das causas, i.e, elevadas pressões e velocidades a que estão sujeitas as componentes da rede, devido à orografia da ilha da Madeira.O estudo aborda a modelação e calibração digital desta tipologia de infraestruturas, recorrendo a um software da especialidade, aplicando-o a um caso prático - concelho de Câmara de Lobos, Ilha da Madeira - Portugal. Através de uma metodologia exploratória, foram analisadas questões inerentes às referidas infraestruturas e softwares de modelação. Tal abordagem permitiu a construção de um modelo de verificação.Através do estudo e análise do modelo é possível verificar as elevadas perdas no sistema de distribuição bem como as suas causas - elevadas pressões e velocidades a que estão sujeitos os componentes da rede, devido à orografia particular da ilha da Madeira.

The need to understand what land use is has motivated the development of programmes that aims to identify it and quantify it—CORINE Land Cover (CLC) in 1985. From this official and open geodatabase—through the using of geographic information system (GIS) tools—the amount of area established for each land use has been identified in all the 28 member states of the EU. This mostly corresponds to agricultural and forestry uses. Between 1990 and 2012, it was possible to determine countries with variable land use models such as Finland, Latvia, Portugal and Spain—the rest of the states presenting stable land use models. Additionally, some countries are characterized by the predominance of one or two land uses. Contextually, the proposal aims to develop a retrospective study regarding the land-use changes in the EU territories from 1990 to 2012, through the available tools such as CLC.

Fenómenos de cheias em territórios urbanos são uma realidade um pouco por todo o globo. Contudo, quer os processos de planeamento urbanístico, quer os estudos hidráulicos, maioritariamente, não são elaborados, tendo em consideração, a multidisciplinaridade e complexidade da temática, resultando em aglomerações urbanas – com tendência à ocorrência desta tipologia de evento – que apresentam lacunas de um correto planeamento urbano articulado, não estando capacitadas para fazer face a este tipo de fenómeno natural. Nesse sentido, a articulação de estudos multivariados, como são o caso do planeamento urbano, e hidráulicos, são vistos como essências para o sucesso territorial sustentado das regiões afetadas por esta tipologia de fenómenos. Assim, através de ferramentas exploratórias e de análise, como disso são exemplo: o cálculo coeficientes de rugosidade em canais de escoamento artificiais, análise de escoamentos superficiais, modelos computorizados, avaliação e análise do design e políticas de ordenamento territorial em áreas urbanas, e a sua aplicação a um caso prático – o caso das ribeiras da cidade do Funchal, Madeira, Portugal – são apenas alguns exemplos de análise que o estudo leva a cabo, desde uma perspetiva multidisciplinar, a fim de definir bases e medidas para poder prevenir e minimizar os impactos negativos de tais eventos, assim como aumentar a segurança das populações residentes.

A modelação da agitação marítima constitui uma ferramenta importante no auxilio do dimensionamento de obras marítimas, bem como o Planeamento e Ordenamento do Espaço Marítimo (POEM). Tendo por base uma análise probabilística das alturas significativas, resultando na onda de projeto para o dimensionamento em questão, permite evitar situações de galgamento das estruturas e consequentemente, inundações de áreas urbanizadas. O clima marítimo ao longo da costa da Região Autónoma da Madeira apresenta condições ideais para um estudo desta natureza, sendo para isso fundamental efetuar uma análise das características oceanográficas e geotécnicas do Arquipélago da Madeira, retratando, o mais fiável possível, a condição dos Portos do Funchal, Caniçal, Porto Moniz e Porto Santo. Com recurso aos registos informáticos disponibilizados pelas identidades responsáveis foi possível efetuar um mapeamento da agitação marítima que ocorre em cada um dos locais alvo deste estudo. Ao longo do estudo e, apesar da inexistência de batimetria recente e boias ondógrafo com registos incompletos para uma caracterização completa, demarcou-se a importância de uma análise probabilística baseada em eventos com período de retorno de 100 anos por forma a dimensionar e planear corretamente uma infraestrutura que, à escala regional, torna-se indispensável para promover a qualidade de vida dos aglomerados urbanos.

Madeira, like many mountainous volcanic islands, is susceptible to flash floods. Throughout its history, about 40 large events resulted in more than 1,200 victims and countless damages. Recently, urban areas expanded greatly, leading to a higher exposure of the population to flash floods. In order to analyze ways to reduce vulnerability and decrease hazard in the urbanized, flash flood prone watershed of the Machico River, the construction of Detention Basins (DB) is simulated. A hydrological and hydraulic model was performed to determine if they would be a viable option to protect downstream populations. Modeling suggests that two 12 meters high outlet structures, and a storage capacity of 111,298 m3 (DB1) and 121,095 m3 (DB2), would reduce peak discharge by 72%, from a precipitation event with a return period of 100 years. Two identified sensitive Sections (S) had their fill rates reduced from 130.6% to 79.6% (S1) and from 128.6% to 33.4% (S2), thus preventing channel overflow. A concise economic analysis was made in terms of implementation and maintenance costs, as well as a SWOT analysis highlighting that detention basins should be regarded as a viable engineering solution to reduce vulnerability to flash floods hazards in volcanic islands with small, steep and urbanized watersheds.
