Natural disasters have harmful effects on human lives and the economy, as well as physical damage to the environment. Previous research has discussed technological and social perspectives to cope with disaster events, but limited evidence was found on the communication between victims and rescuers and mobile applications' impact as the means of communication between the users. This research aims to improve search and rescue team response time and increase the victim survival rate by taking into account the victim prioritization and technology utilization through mobile disaster applications. This research considers Indonesia as the case study due to its high risk of natural disaster occurrences. A mixed-method approach using the questionnaire survey and in-depth interview was conducted. A fuzzy inference system and a supervised machine learning approach were also utilized to achieve the research objectives. The research identified four components that should be considered to improve the survival rate of victims. The proposed combination model shows that the prediction produces a significant accuracy and can be used to prioritize victims. This research's output also suggests a mobile application development that guides victims to safety points and connects them to the rescuers. The mobile application can be used from pre-disaster and emergency response phases.

COVID-19 outbreak has contributed a negative effect on the infrastructure sector worldwide. Infrastructure projects need to shut down and put on hold for an unspecified time, as this sector required a high number of workers prone to the virus transmissions. However, the degree of slowdown between countries varies and depends on the severity of pandemic and lockdown conditions. Many countries are having a slowdown in economic growth. This condition has greatly affected the supply and demand sides, making it difficult to predict recovery timelines of on-going and future project development.In response to the COVID-19 pandemic, many governments worldwide launched stimulus plans to recover their economies. The severe impacts of the outbreak need to be addressed through international cooperation. During the pandemic and recession, government expenditure is crucial to driving the economy. Infrastructure projects have been argued as a way to accelerate economic recovery, considering the infrastructure industry is absorbing many workers and driving other supply chain industrial sectors. Therefore, green investment in renewable energy, clean transportation, advanced technologies, and other low-carbon infrastructure projects can stimulate the economy during pandemics and recession.Despite playing a pivotal role in coping with current challenges, not all countries have financial freedom and supporting policies enabling them to invest in infrastructure heavily. Therefore, these countries must prioritize projects that significantly boost income per capita, livelihood improvement, and employment opportunities, particularly for mid to lower-income households. The government is encouraged to pursue the construction of social infrastructures such as healthcare, education, public facilities, and transportation. This attempt is expected to facilitate quick recovery from the pandemic and maintain public services.Most stakeholders associated with the infrastructure sector that suffered from the crisis attempted to create a roadmap, quick wins, and strategic actions to prepare challenges they might face for the next normal. Related stakeholders are highly encouraged to consider digital technology adoption, supply chain redistribution of products and materials, resource allocation of company assets and portfolio, organization restructuring, identification of alternative market opportunities, and collaboration with other parties, including the government, to rebuild the industry. These actions aim to maintain businesses from a growing debt and high-cost recovery during the pandemic.Remote working has catapulted the need to utilize technology further to accelerate infrastructure development and gain maximum benefits for participated stakeholders. The fourth Industrial Revolution (Industry 4.0) enables automation and data exchange within a cyber-system. Digital transformation through big data, machine learning, cloud computing, and other artificial intelligence domain has facilitated real-time working condition between office and site. Advanced technologies also offer a vast potential to improve project performance and increase construction workers' productivity compared to the business as usual approach. Building on my 2019 editorial note from last year on managing nature 5.0 in the industrial revolution 4.0 and society 5.0 era, I would like to expand our discussion on how the concept can be a booster for the circular economy. Innovative digital technology supported by a human-centered society is required to balance our economic advancement and environmental regeneration. Nature has provided us with useful resources that speed up the growth of our industries and economies and their shift toward sustainability. The well-being of our future will be dependent on how we can produce technology that can govern our climate, health, social equity, and stability. The circular economy is defined as a redesign of industrial systems to make them restorative and regenerative. The system aims to eliminate waste and continually use resources by reusing end life-cycle products and product waste, and recycling them for other uses or as regenerative resources for nature. As such, the circular economy becomes a systemic economic approach that contributes to the environment and yields society-wide benefits.Managing Innovation in the Circular Economy Innovation thus plays an important role in the development and implementation of the circular economy in which all production and consumption chains must be effective and efficient. Digital technologies increase production and resource efficiency in order to contribute to business performance improvement. The digital technologies, such as big data, artificial intelligence, internet of things, 3D printing, and machine learning, could be used to improve project, product, and service delivery in different industries and to create value added. The technologies should be created to support economic and social development goals, such as economic, social, health, education and environmental sustainability. The technologies have been used to enhance productivity, increase the quality of education, enhance quality of life, and promote healthy lives for everyone. For example, we are using technology to tackle global challenges, such as for Covid-19 pandemic-related health improvement and virtual activities. Furthermore, the cities are more sustainable in terms of providing economic resource sharing, autonomous mobility systems, zero-emission industrial products, recycling materials and food organic urban to name few. Digital technology solutions can be used to integrate circular economy principles from the design stage to the post construction/manufacturing stage. The technological revolution has made it possible to transform entire systems of production, management, and governance into more effective and efficient systems in connected societies. With current advances, digital technology has the power to support the circular economy by increasing productivity, efficient and effective resource usage, and the digital ecosystem.The creation of new technologies that foster research and stimulate innovation is thus required. These processes can be boosted by strengthened knowledge sharing and collaboration among stakeholders in both national and international contexts. The plans and execution actions to achieve the circular economy require strong collaboration from various stakeholders. Governments need to produce robust policy and legal frameworks for implementing the economic system by providing incentives as well as mitigating barriers, business industries need to produce added value via eco-friendly products and services, and society requires positive behaviors in terms of utilizing recycling products and waste reduction. Intensive collaboration in private and public partnerships will accelerate appropriate and sustainable technology development, scale-up, and transfer in order to generate more social benefits and reduce environmental impacts alongside economic returns.

Indonesia has more than seventeen thousand islands grouped into six corridors that span across the country. Considering the steady progress of economic development, evaluation to the national masterplan becomes critical in generating optimum industrial area mapping. The aim of this research is to investigate industrial development by taking into account the characteristics and potential resources in each economic corridor in Indonesia. The research will combine qualitative approach through a desk study, benchmarking, and in-depth interviews to obtain the targeted outputs. The findings of this study show that the priority of industrial development for each corridor is based on its regional potential and competitiveness. The industry types for all the six economic corridors consist of plantation processing industry, ICT industry, natural resources processing industry, aquaculture industry, and tourism industry. This paper also recommend urban and infrastructure development such as road, railway, new IT-based city to support the industrial development in terms of mobility and accessibility for both human and goods.

The World Health Organization (WHO) declared COVID-19 to be a world health emergency in early 2020. Many governments quickly responded by strategizing their policies to support healthcare facilities, economic sectors, and social safety nets during the pandemic. Those various essential policies and programs must continue to be executed even after the pandemic or in the ‘new normal’ situation. Improved testing capacity and contact tracing is required both when confirmed cases of COVID-19 are detected and to mitigate new clusters. The governments need to increase the number of health facilities and implement strict health protocols, such as handwashing, physical distancing, using face masks, and staying physically and mentally healthy. To define effective government interventions, it is necessary to gather data on hazards, vulnerability, and healthcare capacity in responding to COVID-19. The pandemic is negatively affecting global economic growth, slowing down business activities, reducing production, and increasing unemployment and income uncertainty. As the virus continues to spread, restrictions on mobility are curtailing economic activities, which has created an economic shock that is prompting a global recession. Less investment, job losses, and disrupted national and global trade and supply chains have caused many governments to take necessary actions and to collaborate to enable a robust global recovery. Global coordination and cooperation are required to mitigate the spread of the pandemic and its impact on economic and social stability. At the same time, clear and accurate information is needed to maintain public social stability; hoaxes and disinformation can cause public panic and disrupt the process of recovery. All countries dealing with the pandemic have been refocusing their government funds and programs to tackle COVID-19. We are all hoping that a global economic recovery will start in the third quarter of 2020. Building Resilience and Adapting to Change Attempting to revive the economy, many governments begin transitioning to implement the ‘new normal’ during the pandemic. While transitioning to jumpstart industrial sectors, the new normal requires solidarity and self-awareness among the general public to mitigate the spread of the virus. Social cooperation is essential to building resilient health systems, and society’s discipline in carrying out health protocol for COVID-19 during daily activities is key to suppressing transmission of the virus. Following this protocol creates a culture of a healthier lifestyle.Governments are attempting to reopen businesses by supporting various policies, including the relaxation of taxes, providing bank loans, and increasing financial assistance and incentives to stimulate economic productivity and growth. Companies need to strategize their operational activities to survive and form contingency plans to recover their business by utilizing digital media, sharing cost burden and business operation if necessary. While there is no vaccine, product and service transactions remain slightly different from before. Businesses should expand their product or services offerings by virtual options and manage remote work using digital platforms. In the new normal, a need for best practices for a cashless society, managing public spaces for social distancing, and protecting population health, such as health testing and digital contact tracing, may become increasingly vital. The use of technology and automation will play a significant role in increasing productivity.Responses to COVID-19 have also prompted a strong drive to reduce inequal access to and the quality of public education and health facilities supported by government policies to increase the country’s resilience. Furthermore, this drive will prompt stronger support for small and medium enterprises through business incubators and start-up companies to ensure urban economic resilience.What we will see in the future is a development model with an emphasis on innovation, inclusivity, and sustainability.

Digitalization has proven to be important in shaping cities towards more effective and efficient in terms of planning, management, and development. Digitalization that is taking place extensively right now has revolutionized the business ecosystem and changed the value chain process in many industries. Transit-oriented development (TOD) is based around transit stations, with the emphasis on high population density and multifunctional areas in promoting sustainable mobility. This study aimed to develop a TOD model that could achieve an optimum land use allocation to maximize transit ridership. A critical literature review, an analysis of value engineering through function and benchmarking studies were conducted in order to develop a baseline plan for a TOD model, which was then optimized using linear programming. A total of four light rail transit (LRT) stations located in Jakarta were used as the case study to represent model implementation, ridership evaluation and optimal design. The optimization results showed that office workers constituted the highest number of transit passengers, followed by those working in hotels and commercial/retail and residential users. It was also found that optimizing the design of the TOD can increase the number of daily LRT passengers by up to 55%.

Indonesia aims to catapult its trade and industry development and become one of the economic powerhouses in the future. The strategies initially developed in 2011 were expected to increase economic activities and growth. However, due to the steady growth of economic development, an evaluation of the previous master plan is proposed. The purpose of this study was to assess Indonesia's economic corridor by considering Java-Kalimantan-Nusa Tenggara as the case study. Primary data was obtained from government officials while public records and benchmarking from other countries provided secondary data. From the results, there is need for development on each corridor, especially in hardware computing, software computing, Upgrading Brown Coal (UBC) processing, and the tourism industries. This research recommends development of industries and provision of resources to stimulate economic development.

Indonesia as a maritime country has the potential to become one of the main global players in logistic distribution. However, the limited port in the country that exist capable to tackle number of cargo handling particularly in the western part of the nation. One of the problems is production center often located far from the distribution center which contributes to the minimum rate of port activities. This paper aims to evaluate port-city concept design may propose potential revenues which may attract investment for development. A combination of primary data and secondary data are used to achieve the targeted objective. The experts involved in this research have a background in regional development and infrastructure from government institutions. The findings illustrate four functions potential offers revenue to the management consist of port, industrial area, supporting infrastructure, and residential. Each of them generates significant revenue with the port as the highest contributor followed by industrial area, residential and supporting infrastructure respectively.

Many industrial sectors are in the middle of a digital transformation that has emerged from the advancement of information and data technology, enhancing the use of computers and automation with smart and autonomous systems powered by data and machine learning. Value engineering (VE) plays a significant role in improving project competitiveness and propose an alternative solution to create added value for a project. Despite well-adopted in various countries worldwide, VE development shows stagnant progress in Indonesia. This can be seen by number of project and publications involving VE in Indonesia. In fact, academics and researchers argued the concept will highly contribute to advocate the benefits of VE into the public and private project practice. The research aims to investigate publications affiliated with Indonesian institutions and recommend strategies for VE implementation in the country. This paper uses a systematic review by taking into account the database library for extraction. The result shows that academics and researcher from Indonesian institutions regularly publish their work in VE study. However, the number of publication in refereed journals is much less compared papers in proceedings. The findings suggest some strategies to increase the publication and how to be involved in project development in Indonesia. Several models have been developed to facilitate decision-making in disaster management, especially in relation to emergency resource allocations. These models are required in order for search and rescue personnel to operate efficiently. However, in Indonesia, in general, technology has not been used to help make decisions during the response phase; rather, these decisions are still made subjectively. This paper presents a decision-making model that helps search and rescue teams determine the number of personnel to deploy. Therefore, it streamlines the allocation of personnel in a search area, and it determines the number of personnel that are needed based on the area, population density, equipment, and the number of high buildings. Then, those variables are processed using a fuzzy expert system and a decision tree. The data and knowledge acquired as a reference were obtained from disaster management experts as well as experienced practitioners in the field of Search and Rescue.

In developing countries, such as Indonesia, cars are still the main means of transportation. This causes several problems in metropolitan areas, such as increases in the urban population, as well as increases in the volume of vehicles, more air pollution, and greater traffic congestion. For light rail transit (LRT), transit-oriented development (TOD) is expected to increase public interest in using trains and reducing the numerous problems associated with the use of cars. However, LRT based on TOD requires a significant financial investment. Therefore, a financial feasibility study is needed to determine if a project is feasible. The initial and operational-maintenance costs were used as a case study, and a literature review was utilized to analyze the amount of money needed to develop TOD in other countries. The dynamic system was the methodology used to determine the amount of revenue. Based on the result of the lifecycle cost (LCC) analysis, internal rate of return (IRR) of the Jabodebek LRT project based on TOD is 9.75% and a total of net present value (NPV) is 190 trillion rupiahs.

As an archipelago country, Indonesia continues to face significant problems with port infrastructures and coastal area including financial shortage, complex bureaucracy not to mention development priority. Port-city is one of a city concept aims to facilitate the regional development by taking port as the hub for economic activities and mobility. This research use Dumai port in Riau Province, the Republic of Indonesia as the case study to evaluate the potential implementation of the port-city concept. Two methods are being used to evaluate the project feasibility namely life-cycle cost approach and public-private partnership scheme. It will regulate the division of responsibility between identified parties. The result shows three components to develop the concept including the port, industrial area and supporting infrastructure. This concept may generate 10.37% of the internal rate of return. This research also suggest public-private partnership scheme to generate optimum division of responsibility between each parties in the project.

The government of Indonesia attempt to increase the standard living of the low-income households by providing affordable housing. The concept is implemented in Jakarta-the capital city of Indonesia as the pilot project in the past years. However, the operation faces several obstacles, and one of them is the debt of rental fees from the households from 2013 to 2017 about US$ 2,013,888.89 for all affordable housing exist in Jakarta. This research attempt to evaluate the potential business that can be implemented on the site to improve the payment capability from users. Marunda Affordable Housing in North Jakarta and Cipinang Besar Selatan in East Jakarta will be used as the case studies. Pairwise comparison and life-cycle cost approach are adopted to achieve the targeted objectives. The result shows a different type of business that can be applied to both case studies. One is related to marine processing industry, while the other is suitable with the manufacturing industry. Both business proposals generate a significant rate of return above minimum attractiveness rate of return in the related industry.

The concept of aerotropolis expected to create an integrated transport, effective and efficient airport. It facilitates higher mobility and generates new economic center for regional development. Aerotropolis concept in Indonesia is facing some obstacles such as complex bureaucracy, inadequate infrastructure, and limited funding. This research aims to produce an alternative concept of aerotropolis by taking into account the project feasibility. The research will use life-cycle cost method and involved initial cost, operational, maintenance cost and revenue for project evaluation. The aerotropolis in Indonesia shall consist of the airport, industrial development, mixed-use and supporting infrastructure. The result shows that 15.81% of the internal rate of return might be obtained from this conceptual design. The study also formulates a suitable institutional scheme by considering the cost-sharing between public and private in the project life cycle.
