Improving farmers’ usage of organic fertilizer is critical for the green and high-quality development of China’s agriculture. Based on 492 mango farmers’ survey data in Hainan Province, this paper uses an endogenous switching regression (ESR)model, empirically analyzes the impact of agricultural extension services on farmers’ willingness to use organic fertilizer, and further investigates the mediating role of ecological cognition and the moderating role of neighborhood effect in the influence mechanism. Results show agricultural extension services have a significant positive effect on farmers’ willingness to use organic fertilizer, ecological cognition has a partial mediating effect in the influence mechanism, which accounts for 17.84% of the total effect. The neighborhood effect has a positive moderating effect in the influence mechanism of ecological cognition on farmers’ willingness to use organic fertilizer. These results imply that agricultural extension services play a significant role in China’s sustainable agricultural development and by improving their awareness and taking advantage of the neighborhood effect, we can stimulate farmers’ willingness to green production. The study also puts forward policy recommendations on further promoting farmers’ use of organic fertilizer.

In response to the increased competition for water, the Chinese government has determined to promote water-saving irrigation (WSI) followed by a range of institutional arrangements and policy goals. Three management mechanisms are analyzed in this study in terms of effectiveness, including the top-down regulation mechanism using direct control or economic instruments, the design-bid funding mechanism mobilizing local governments by competitive grants program, and the bottom-up participation mechanism transferring more irrigation management responsibilities to end-users. Although the WSI management has achieved notable improvements by the combination of different mechanisms, conflicts among different policy goals, uneven distribution of financial resources, and insufficient participation from water users caused the difficulty in aligning stakeholders’ incentives. Approaches are needed to enable sustainable management by coordinating incentives from different stakeholders in the management, as well as incorporating end water users to assist decision-making.

For developing countries, an adequate domestic water supply is conventionally assessed based on the proportion of communities that are covered by improved water sources. However, it is difficult to evaluate water poverty accurately, as it is multidimensional. For this reason, this paper used the Water Poverty Index (WPI) to measure water poverty in rural communities of arid areas in China. This study also uses the Least Square Error (LSE) model to analyze the influencing factors of water poverty. Based on the WPI and LSE, the results showed that the rural communities of Sheshu, Fanyao, Dongcao, Qiaodi, and Gouershang (listed in order of priority of need for intervention) are in a water poverty situation. In rural communities with high water poverty, the suggested priority order for the study was environment, capacity, use, resources, and access, with the environmental factor needing to be improved. The results are useful for prioritizing areas and identifying the extent of the need for policy intervention on different scales. The research findings are intended to complement the evaluation of water poverty and to provide a strategy for regional water resources management to relieve water poverty.

Exploring the determinants of residents’ willingness to pay (WTP) for water quality improvements is essential for protecting the water quality and formulating effective governance policies. This paper applies the double-bounded dichotomous contingent valuation method (CVM) to determine residents’ WTP for water quality improvements, calculate the average annual willingness of Haikou residents to pay for water quality improvements, and explore the factors influencing residents’ WTP for water quality improvements. Interpretive structural modeling (ISM) is then used to further analyze the association and hierarchy between the influencing factors. The results show that (1) Residents are willing to pay an average of 28.42 RMB/household/year for water quality improvements, and the total annual value of water quality improvements in Haikou is at least 5.58 × 108 RMB; (2) age, education level, income level, minor family member and government trust are the main factors that significantly (p < 0.05) influence urban residents’ WTP; (3) among the factors identified as significantly affecting WTP, the deeper root factors include educational attainment, age, and ultimately, the willingness of residents to participate in water quality improvements through indirect factors (government trust, income level, presence of minors). This study allows an in-depth and detailed understanding of the determinants of residents’ WTP for water quality improvements and provides a practical and relevant guide to water quality improvements in the tropics.
