Since 2010, the European Union countries have been implementing the objectives of the Europe 2020 Strategy aimed at smart, sustainable, and inclusive growth. The Strategy formulates nine indicators that are systematically monitored and assessed. Not all the indicators of the Europe 2020 Strategy could be used in the analysis in a direct way. Due to the limited availability and comparability of statistical data, this problem is presented in detail in part 2 of the article. The assessment of the achievement level of the Europe 2020 Strategy targets, both at the level of the entire European Union (the EU-level targets approach) and its individual Member States (the national-level targets approach) is the primary research purpose of the study. The composite index proposed and constructed on the basis of a dynamic relative taxonomy was used in the conducted research to present the diversified distance of the individual European Union countries in relation to the EU-level targets as well as the national-level targets of the Europe 2020 Strategy. The research methodology allows conducting the analysis taking into account the missing data. Most methods of ordering objects based on aggregate measures are compensatory in nature. This problem was significantly reduced by taking into account the geometric mean in the construction of the aggregate measure. The research findings revealed that in the years 2010–2019 an ongoing improvement in the implementation of both the EU and the national targets of the Europe 2020 Strategy was observed. In addition, the differences existing between the European Union Member States were reduced. However, none of the countries achieved the EU-level targets. Their highest implementation level was recorded in Denmark, Sweden, Austria, and Finland. The achievement level of the strategic goals regarding the national-level targets was influenced by the choice of one of the two approaches indicated in the study and adopted by the individual EU Member States in determining the set target values of the indicators, i.e., either prudential or optimistic.

The notion of social cohesion is increasingly used in the political, economic and academic debate. Due to its multidimensional, the assessment of social cohesion is not easy, especially if it is conducted at a lower than national level of aggregation. The aim of the study is to assess social cohesion in provinces of Poland in 2018 using the hybrid approach involving multidimensional scaling and linear ordering based on an aggregate measure. This type of study is usually conducted using classic metric data. However, the traditional approach does not account for the variation between lower level units (i.e., districts). The authors propose a methodology which makes this possible. Additionally the results of assessment of the multidimensional phenomenon can be presented in a two-dimensional space. Classic metric data and symbolic interval-valued data (three data types: min-max, 1st decile and 9th decile, 2nd decile and 8th decile) are jointly represented in a single diagram. The consistency of the research method ensures comparability of results of linear ordering. Two criteria were used in the comparative analysis of four rankings of social cohesion. The results of the study clearly showed that the current level of social cohesion at the provinces level is geographically and historically dependent.

To meet the growing demand for detailed, precise, accurate and timely estimation of entrepreneurship and economic conditions, it is necessary to systematically extend the scope of information provided by business statistics. In view of the policy aimed at reducing survey costs and burdens for business units, the only way in which this objective can be achieved is by modernizing survey methodology. One area where this kind research is being conducted are applications of indirect estimation based on auxiliary sources of information from administrative sources. Hence, the purpose of the study described in this article is to evaluate the precision of estimates of revenues of small businesses for domains defined by spatial aggregation and business classification by applying stratification in composite estimators based on information collected from administrative registers.

In the face of dynamic changes in the economy, there is a growing demand for multivariate statistics for cross‑classified domains. In economic statistics, this demand poses a particular challenge owing to the unique character of the population of enterprises, which is what motivates the search for estimation methods that can exploit administrative sources to a greater extent. The adoption of new solutions in this area is expected to increase the scope of statistical outputs and improve the efficiency of estimates. The purpose of the presented study is to test the application of the robust GREG estimator based on the LS method and least median of squares regression to estimate characteristics of small trade firms operating in 2012. The estimation process is supported with delayed variables from administrative registers used as auxiliary variables. The paper refers to small area estimation methods. The variables of interest are estimated at the low level of aggregation represented by cross‑section province and NUTS 2.

Data on disability are collected in many statistical surveys, but the largest ones are censuses. The survey of disability based on census data in Poland has a long history dating back to 1921. During this period both the methodology of the survey and the scope of the data have been changing. The biggest modifications took place in 2011. NCP 2011 was the first census in Poland to be carried out by combing administrative data sources and the survey sampling method. The aim of the present study is to analyze and assess changes in the disability survey in NCP 2011 compared to NCP 2002 in terms of methodology and the scope of information.

Estymacja dotycząca populacji charakteryzujących się silną asymetrią i obecnością obserwacji odstających jest zagadnieniem trudnym, zwłaszcza gdy prowadzona jest na niskim poziomie agregacji. Zastosowanie klasycznych, bezpośrednich metod estymacji nie pozwala na otrzymanie wiarygodnych szacunków. Potrzeba uzyskania szczegółowych informacji oraz szerszych możliwości wykorzystania danych pochodzących z rejestrów administracyjnych skłania do poszukiwania innych, nieklasycznych metod szacunku. Przykładem może być estymacja typu GREG. W artykule podjęto próbę zbadania wpływu wyboru modelu uwzględnionego w ramach estymatora GREG na jakość szacunku parametru populacji przedsiębiorstw. Analizę przeprowadzono na podstawie danych pochodzących z badania małych przedsiębiorstw. Badaną zmienną był przeciętny przychód przedsiębiorstwa. Jako zmienne pomocnicze wykorzystano zmienne opóźnione pochodzące z rejestrów administracyjnych. Badanie prowadzono w przekroju województw z uwzględnieniem rodzaju prowadzonej działalności gospodarczej.

Information about monthly characteristics of the small business sector is currently provided mainly by sample surveys conducted, among others, by the Central Statistical Office. Sample size enables parameters of interest to be estimated with acceptable precision only at the country or voivodeship level or by NACE section. The growing demand for reliable estimates at a low level of aggregation is the motivating force behind research into the application of indirect methods of estimation based on auxiliary sources of information. Hence, the article seeks to evaluate the possibility of applying the Fay-Herriot model to estimate one of the basic economic variables that characterise small business, i.e. revenue, based on information collected in administrative registers maintained by the Ministry of Finance.

Streszczenie W wielu badaniach z zakresu statystyki gospodarczej liczebność próby jest na tyle duża, że obserwacje odstające mają stosunkowo niewielki wpływ na wartości szacowanych parametrów. W badaniach prowadzonych na niskim poziomie agregacji w ramach statystyki krótkookresowej obecność obserwacji odstających może być jednak znacząca. Z tego powodu w przypadku populacji takich jak populacja przedsiębiorstw obok podejścia klasycznego w badaniach powinien być uwzględniany nurt metod odpornych na występowanie jednostek nietypowych. W literaturze przedmiotu zaproponowano wiele alternatywnych metod estymacji mniej wrażliwych na wartości odstające. W opracowaniu weryfikacji empirycznej poddano jedną z nich – M-estymację. Celem analizy była ocena jej użyteczności w odniesieniu do badania małych przedsiębiorstw.
