La montología es un campo de investigación transdisciplinario que se compromete con el desarrollo sostenible de las regiones montañosas en el mundo. Sin embargo, las ciudades de montaña han sido, en ese contexto, escasamente estudiadas. Por este motivo, el objetivo de este capítulo es desarrollar una perspectiva montológica para el estudio de las ciudades de montaña. Una clave para entenderlas es su ubicación geográfica específica tanto en su entorno natural y cultural como en su localización topográfica. Esto, a su vez, está relacionado con los factores de accesibilidad y el alcance de bienes y servicios de ubicación central. De igual modo, el factor de ubicación está vinculado a numerosos factores de riesgo, tales como terremotos, vulcanismo, movimientos de tierras e inundaciones, que son exacerbados por el cambio climático. Además de eso, se presentan otros retos socioculturales que también son importantes para el desarrollo sostenible de las ciudades de montaña como son la peri y la pos-suburbanización, el turismo y la inmigración, entre otros. Para hacer frente a esos retos y lograr sostenibilidad, es necesario un enfoque transdisciplinario que abarque hombre y medioambiente, en el que participen expertos, responsables políticos y población.

Mountain cities specializing in tourism increasingly aim at valorizing cultural and natural heritage to compete for global attention. In this context, the postmodern urbanization of mountains plays a decisive role: driven by touristification processes, it alters the sociospatial and economic configuration of mountain cities and their hinterlands, which are becoming vertically arranged “operational landscapes”, and profoundly changes city–mountain interactions. To foster sustainable development in urbanizing mountain destinations, it is crucial to understand these settlements’ embeddedness in both (1) nature and culture and (2) space and time. The Andean city of Huaraz is a case in point: an intermediate center in highland Peru, it is characterized by a strategic location in the Callejón de Huaylas (Santa Valley), influenced by Hispanic and Quechua culture and dominated by the glaciers of the Cordillera Blanca. Combining (1) a theoretical framework that considers planetary urbanization, touristification and vertical complementarity and (2) a case study technique inspired by urban environmental profiles, we trace the development of the city–mountain relation in Huaraz, focusing on the way in which the material and non-material dimensions of the surrounding mountains influence urban development. We conclude with a call for overcoming a set of three persisting dichotomies that continue to impair sustainable development.

Nestling in the South American Andes, the Peruvian city of Cusco is one of the most emblematic metropolises of the continent. An impressive example of pre-Columbian urbanism, the capital of the former Inca empire developed into one of the most representative cities of the Spanish colonial realm—today a UNESCO World Heritage Site—and, since the 1920s, into the “tourist capital” of Peru. This article traces the development of the mountain city of Cusco and shows how a location in a specific natural and cultural space translates over time into urban and periurban dynamics dominated by touristification processes. A constitutive element of Andean intermediate cities, “the rural” and the elements related to its semantic space, play a crucial role in spatial reconfiguration processes that produce fragmented leisure landscapes of both the exclusive and the excluded. Local and regional real-estate developers profit from tourism-driven geographical imaginings of Cusco as an Andean city, and from the global urbanization of capital, by developing gated condominiums for a clientele in search of exclusivity, safety, and authentic and aesthetic mountain landscapes. Paradoxically, it is exactly this demand that increasingly destroys the very basis of Cusco's economy and challenges policy makers to overcome a set of dichotomies.

Mountain regions face decisive challenges, not only for their sustainable development but also fortheir very reproduction. These challenges have to do with the increasingly serious impact of climate and environmental change, the impact of socioeconomic and cultural globalization on mountain populations and the ecosystems they inhabit, and the effects of urbanization on mountain agriculture. Based on these premises, this article introduces the notion of “montology” by investigating, on the one hand, the historical development of the term and, on the other, by presenting the essential principles of a perspective committed to building a real transdisciplinarity in mountain studies. Finally, through the example of urbanization and its impact on Andean agriculture, we intend to highlight the need to adopt a montological perspective in order to contribute to the analysis of human environmental problems and to the sustainable development of the region. Las regiones de montaña se enfrentan con retos decisivos, no solamente para su desarrollo sustentable sino para su misma reproducción. Estos retos tienen que ver con el impacto cada vez más serio del cambio climático y ambiental, la incidencia que la globalización socio-económica y cultural tiene en las poblaciones de montaña y en los ecosistemas que éstas habitan, además de los efectos de la urbanización en la agricultura de montaña. A partir de estas premisas, el presente artículo introduce la noción de «montología» indagando, por un lado, el desarrollo histórico del término y, por el otro, presentando los principios esenciales de una perspectiva empeñada en construir una transdisciplinariedad real en los estudios de montaña. Finalmente, a través del ejemplo de la urbanización y sus repercusiones en la agricultura andina pretendemos evidenciar la necesidad de adoptar una perspectiva montológica para así contribuir al análisis de los problemas humano-ambientales y al desarrollo sustentable de la región.

Climate change and the call for reduction of greenhouse gas emissions, the efficient use of (renewable) energy, and more resilient winter tourism regions, forces ski resorts across the European Alps to look for “smart” approaches to transition towards a sustainable, low-carbon economy. Drawing on the smart-city concept and considering the different historical developments of Alpine resorts, the Smart Altitude Decision-Making Toolkit was developed using a combination of an energy audit tool, a WebGIS, and collaborative and innovative living labs installed in Les Orres (France), Madonna di Campiglio (Italy), Krvavec (Slovenia), and Verbier (Switzerland). This step-by-step Decision-Making Toolkit enables ski resorts to get feedback on their energy demand, an overview of the locally available sources of renewable energy, and insights regarding their potential for improving their energy efficiency by low-carbon interventions. The Decision-Making Toolkit is suitable for knowledge transfer between stakeholders within living labs and moreover provides the flexibility for tailor-made low-carbon strategies adapting to the unique assets and situatedness of ski resorts.

The Alpine Space project AlpES used a web-based Geographic Information System (WebGIS) to communicate knowledge on Alpine ecosystem services to stakeholders from three protected areas in Slovenia to support more sustainable decision-making. This has been a positive experience, yet some shortcomings became evident. In this report we focus on using stakeholders’ technical experiences, needs and knowledge to develop a WebGIS, and on communicating project results to stakeholders. We address some critical issues related to co-designing a WebGIS. We provide recommendations to more fully achieve the potential of a WebGIS as a tool for knowledge transfer.

Located amidst the European Alps, the Austrian city of Innsbruck has developed from a small Roman settlement into a centre for the House of Habsburg. Today the self-styled “Capital of the Alps”—host to the Winter Olympics in 1964 and 1976—is a vibrant urban region that aims to valorize the mountains to face the post-Fordist competition between urban centres. The present article traces the urban development of Innsbruck, from Roman times to the present, focusing on the age of post-Fordism and globalization. Looking beyond the administrative boundaries of the core city, data on land cover and demographic conditions for the whole urban region of Innsbruck is described and explained. Next, the pivotal role that tourism and, in particular, cable cars have been playing in the urban development of Innsbruck since the late 1920s, is analysed and linked with ongoing trends in place branding. From both internal and external perspectives, Innsbruck is shown as promoting itself as an Alpine-urban city that provides a postmodern leisure society with optimal conditions for work and leisure at different altitudinal zones. The increasingly urbanized high-mountain environment is becoming a core element of the place brand of Innsbruck.

Seit Beginn der Industrialisierung und der Verbesserung der Verkehrsinfrastrukturen ist der ländliche Raum – insbesondere in Stadt- oder Agglomerationsnähe – einem dynamischen Wandel unterlegen. Zunächst wurden umliegende Dörfer in den Suburbanisierungsprozess einbezogen und in der Folge den Städten eingemeindet (vgl. Bender 1999). Dann kamen aber auch weiter entfernte ländliche Siedlungen mit dem Ausbau der Verkehrsträger – zunächst der Bahn, dann aber auch der Straße – unter Suburbanisierungsdruck. Es entstanden neue randstädtische Siedlungsgebiete, meist jenseits der administrativen Grenzen der Kernstadt, in denen die Wohnfunktion eindeutig dominierte.

Der Schaffung von Schutzgebieten gehen oft Spannungen und intensive Diskussionen zwischen Vertretern und Vertreterinnen unterschiedlicher Interessen voraus. Öffentliche Körperschaften, Umweltschutzgruppen und lokale Beteiligte aus Landwirtschaft und Tourismus sind entweder für oder gegen die Ausweisung eines Schutzgebiets in ihrer Heimatregion. Am Beispiel von zwei Schutzgebieten in den österreichischen Ostalpen wendet die vorliegende Studie eine Kombination von mündlicher Geschichte und Recherche in Archiven an, um diese Pfade der Spannungen nachzuverfolgen und die Beteiligten zu identifizieren, ebenso wie die Themen, die auf dem Weg zur Ausweisung diskutiert wurden. Unsere Ergebnisse offenbaren die Komplexität beider Fälle, an der verschiedenste Beteiligte aus dem öffentlichen wie auch dem non-profit bzw. ehrenamtlichen und dem privaten Bereich mitgewirkt haben. Nach bis zu 30 Jahren an Debatten scheinen beide Schutzgebiete heute von großen Teilen der lokalen Bevölkerung akzeptiert und sogar gut in den regionalen landwirtschaftlichen und touristischen Rahmen integriert zu sein. Wenn diese „Pfade der Spannungen“ in zukünftigen Unter-Schutz-Stellungen verkürzt werden sollen, ließen sich die Kommunikationsmaßnahmen und -strategien sicher verbessern. Gleichzeitig könnten bisherige Erfahrungen mit der Ausweisung von Schutzgebieten den Verantwortlichen für politische Entscheidungen in den Alpen zur Verfügung gestellt werden. Auf diese Weise könnten neue Schutzgebiete ohne übermäßige Spannungen geschaffen werden und den Weg für nachhaltige Entwicklung in ökologisch sensitiven Gebieten der europäischen Alpen ebnen.

The establishment of protected areas is often preceded by tensions and intense discussions between stakeholders of differing interests. Governmental bodies, environmental conservation groups and local actors, such as farmers or locals involved in tourism, are either in favour of or in opposition to the designation of protected areas in their home regions. Using two protected areas in the Eastern Austrian Alps as cases in point, the present study combines the methods of oral history and archival research to trace these timelines of tension and to identify the actors involved and the issues debated on the way to designation. Our results reveal the complex nature of both cases shaped by a variety of actors from the public, non-profit (or voluntary) and private sectors. After up to 30 years of discussions, both protected areas now seem to be accepted by large parts of the local population and are even well-integrated in the regional agrarian and touristic setting. To shorten these “timelines of tension” in future conservation projects, communication measures and strategies could clearly be improved and past experiences of protected area designations made available to present policy makers of the Alpine region. In this way, new protected areas could be established without undue tensions and pave the way for sustainable development in sensitive environments of the European Alps.

Since the turn of the millennium, the Peruvian protected-area system has provided regional governments with the possibility of initiating and managing Regional Conservation Areas, a category that complements the system of national protected areas. Regional capitals and other Andean cities welcome this opportunity, and increasingly use this instrument to safeguard important ecosystem services. The city of Huancayo and the Cordillera Huaytapallana are a case in point that underlines the need to integrate cities and protected areas in planning and policy making, and to promote conflict-free development along the urban-rural continuum.

Given the regional geographic specificities of Central Andean valleys, the social and environmental impact of dispersed urbanization on smallholder farmers is particularly high in the new urban peripheries of Peruvian mountain cities. Collaborative planning is seen as promising approach to achieve sustainable use of the remaining agricultural areas.Cognitive empathy between local stakeholders in periurban areas of the Peruvian Andes—more powerful urbanites and less influential smallholders—is a helpful ingredient for collaboration at eye level: but are urbanites empathetic toward smallholders and their perceptions of urban expansion? Using the example of the periurban Shullcas Valley near the city of Huancayo Metropolitano, this empirical study reveals: (1) the city dwellers’ motives to live on the new urban periphery, (2) how urbanites assess the impacts of urban growth on smallholders, and (3) to what degree these assessments conform to the farmers’ perceptions.The results show that urbanites are mostly empathetic toward smallholders: they clearly perceive advantages and disadvantages, especially the irretrievable loss of agricultural land on the valley floor. However, they show little awareness of the smallholders’ land tenure situation and their dependency on the lease of additional farmland. Consequently they largely overestimate the advantages of rising land prices driven by an increasing demand for lots. The results point to the need for including periurban smallholder farmers into urban planning and call for the creation and/or valorization of cognitive empathy in a preparatory process to collaborative planning—especially in the new urban peripheries of the Central Andes

Web-based information and communication technologies enable the inclusion of all stakeholders in sustainable regional development and raise hopes that these processes will be accomplished from the bottom up and with broad public participation. This article synthesizes, presents, and critically discusses solutions for the Alps that use web 2.0 technologies, in particular: (a) GALPIS and DIAMONT with databases and an interactive webGIS, (b) mountain.TRIP as an efficient communication and information system to link research with practice, and (c) mountain wikis as tools for collaborative regional planning and development. The results indicate that new information and communication instruments enhance the implementation, promotion, assessment, and steering of sustainable regional development in the Alps.
