Globalization has given a powerful impetus to the development of international commercial activity and logistics management systems taking full advantage of cross-border networking. The solution lies at the intersection of information technologies, technical means of machine-to-machine (M2M) interaction, mobile high-speed networks, geolocation, cloud services, and a number of international standards. The current trend towards creating digital logistics platforms has set a number of serious challenges for developers. The most important requirement is the condition of sustainability of the obtained solutions with respect to disturbances in the conditions of logistics activities caused not only by market uncertainty but also by a whole set of unfavorable factors accompanying the transportation process. Within the framework of the presented research, the problem of obtaining the conditions for the stability of solutions obtained on the basis of mathematical models is set. At the same time, the processes of transferring not only discrete but also continuous material flows through complex structured networks are taken into account. This study contains the results of the analysis of the stability of solutions of differential systems of various types that simulate the transfer processes in network media. Initial boundary value problems for evolutionary equations and differential-difference systems are relevant in logistics, both for the discrete transportation of a wide range of goods and for the quasi-continuous transportation of, for example, liquid hydrocarbons. The criterion for the work of a logistics operator is the integral functional. For the mathematical description of the transport process of continuous and discrete media, a wide class of integrable functions are used, which adequately describe the transport of media with a complex internal rheological structure.

This article addresses the analysis of modern approaches to assessment of environmental risks that arise during the operation of industrial facilities and the use of hazardous chemicals, as well as methods for quantitative and qualitative assessment of environmental risks regarding logistics and transport infrastructure. The purpose of the study is to identify the optimal methods for assessing environmental risks in the context of environmental safety. As a result of the study, an algorithm for assessing environmental risks was established and the methods for assessing environmental risks, as well as the approaches to ensuring the principles of environmental safety, were analyzed. Thus, a preventive assessment of the environmental risks of operation of anthropogenic facilities is necessary in the context of ensuring the environmental safety in relation to development of transport and supply chains. During the environmental risk assessment in view of green logistics, it is necessary to get the answer to the question about the degree of acceptability of the identified environmental risk for humans, as well as for various ecosystems. There is an objective need for arrangement of the organized and focused activity on human impact to the environment on the basis of scientific prediction of possible changes and consequences for the environment (planning of human activities and predicting the possible consequences).

The article discusses the activities of energy service companies, which is aimed at saving energy resources and improving energy efficiency. The article also discusses the sources of investment projects of energy service companies and what specific services are provided by energy service companies. Schemes of logistic chains have been built, the links of which are the customer, energy service company, bank / investor, resource provider, consumer / customer. We propose to improve the model of the logistics chain. The traditional logistics chain is a linear-ordered set of legal entities and individuals that perform logistics functions and operations to conduct material and information flows from the supplier to the consumer. That is, we understand that the links of a simple logistics chain follow each other, thus the links of the chain can contact and perform any actions only in such a sequence. Due to the approach of the traditional logistics chain, problems arise, since the information may reach in a distorted state, or it may not reach at all. We suggest logistics approach to energy service management based on the principles of digital approaches which could be developed from the famous research papers of A. Borovkov. This model is interesting because the analytical center acts as the core in this chain, which translates the information received for everyone. Conclusions are drawn on the relationship between energy conservation, quality and investment. Attention is paid to finding a new approach to energy service from the concept of digital core in logistics network.

Optimizing the cargo flows through the nodes of a digital transport corridor is a crucial problem; solving it allows to introduce modern management methods in logistics. This study examines the optimization of the technology of a distribution center as the base node of a third-party logistics network operator. Our objective consisted in theoretically substantiating the application of mathematical formalisms to describing the passage of stochastic goods flows of a complex structure through a node of a logistics network. To solve the problem, we constructed a mathematical model intended as a decision-making block in the Warehouse Management System software. This paper presents the results of calculations carried out using a computer according to the proposed algorithm. Preliminary results allow to conclude that there is a significant resource for reducing construction and maintenance costs of the distribution center. Quantitatively, the savings will range from 10% to 40%, depending on the terms of delivery of goods and the degree of market uncertainty. An example of a practical calculation using the developed mathematical model is given. The calculations were performed for Huawei, a key global provider of ICT infrastructure and smart terminals. The algorithms were designed to account for uncertainty, which allows to use the results for risk management applications. In practice, this theoretical concept can serve as a basis for digital logistics platforms, increasing the speed of delivery of goods and cargo and the profitability of logistics as a result. The solution to this problem will allow to consider the nodes of logistics networks as smart independent divisions with an information interface for interaction built into a digital logistics platform. The role of these nodes is to make the best decisions in handling cargo flows. As the next stage of research, we plan to develop algorithms for coordinating the information flows reflecting transport activities and forming the material flows entering and leaving the distribution centers.

A problem predicted by experts with the onset of the COVID-19 pandemic is that many markets, in particular, the restaurant market, the tourism market, and the entertainment market, will face long-term stagnation in the near future due to outflow of financial resources. On the other hand, even though the standards of social interactions have changed, the basic needs of modern society for nourishing and varied food, entertainment and experiences cannot disappear as a result of a pandemic. The goal of our study consisted of gaining insights into the new hybrid practices of logistics and customer services that business needs to master in the new environment, combining offline and online activities. We have found that success in the market is achieved by organizations that regularly generate new entrepreneurial, scientific and technical ideas and consolidate their own and attracted resources to create, develop and launch new products, services and technologies on the market. Employing analytical methods, we have characterized the drivers of the transformation of distribution logistics management in the context of the digitalization of the economy, concluding that this process primarily affects the management of distribution channels. The features of transformation in the management of international distribution channels are studied. The requirements for logistics management in this functional area of management are defined.

The hybrid workplace is a concept on the lips of every industry trend in the world today. With digitalization becoming more normalized across every sphere in the global village. Every workplace needs to maximize and transcend obstacles and innovations to ease into the hybrid workplace. The COVID-19 pandemic brought a wave for an increased need for a hybrid workplace. Although some countries have relaxed the lockdown in their states, businesses are taking their time to set up a more formidable work arrangement. Many are already operating the hybrid system while others are running fully remote. The pandemic has taught the work a lesson of preparation and planning. Beyond that is also the lesson of flexibility and adaptability in the workplace. In prioritizing the future of work, there is the need to embrace the hybrid workplace model. Indeed, the future of work would likely be the hybrid workplace model.

COVID-19 struck the world, and nothing has remained the same. The various industries of the world can attest to how much effect the abrupt disruption amounted to their various sectors and how much it affected them in terms of revenue generation, human resources, and flow of operation. Although some were eventually able to gain their footing by being able to leverage technological solutions, tourism felt the brunt of the pandemic as the operations were brought to a sudden halt, and the tourism sector found it very challenging to cope. Many were let off their jobs, and what used to be a great source of revenue generation for several economies suffered a great loss. The pandemic without any doubt served as a wakeup call to the reality of the not-so-effective state of the tourism sector. Technology brought about the solutions with which other industries withstood the ravaging challenges of the pandemic. The digital world is the new normal for the world, and for the tourism industry to grow, it must find the best way to leverage technological solutions.

Nowadays, digitizing the data stream is enabling the evolution of logistics processes. The data-driven network logistics processes are evaluated by leading economic indicators. The purpose of this study is to further develop the algorithmic foundations of economic and mathematical modeling of logistics networks based on advanced technologies that the digitalization process provides. Methods of mathematical modeling of flows of various resources in logistic networks, the structure of which is presented in the form of a graph, are used in the work. The economic benefit lies in the implementation of the planning concept based on leading indicators. As a result, using a set of formalisms, a mathematical model has been developed, which will make it possible to search for optimal solutions based on the criterion of economic efficiency. The results obtained will find application not only in transport problems. Network logistics includes the transportation of liquid and gaseous materials through pipelines, energy through electrical networks. A universal mathematical model will allow the results to be applied in many industries and economic activities when it is required to make economically sound decisions based on a stream of digital data coming in real time.

This paper examines a new approach to defining the task of personnel management in the digital age, taking into account the fundamental changes in internal communications stemming from an increasing use of digital platforms such as intranet, blogs, bulletin boards, instant messaging, and social networking sites. Personnel social media presence plays internal communication roles and thus relates to technologies of social profile analysis regarding employee interaction within the digital economy. The research aims at examining the task of personnel management based on data deriving from social media, for instance social networking sites and other social media tools, with the development of a relevant model for personnel management assessment. It could be shown that communication becomes one of the important aspects of personnel management, which consists of, i.e., human resources planning, recruitment, onboarding, assessment of individual work effects, as well as staff training, rewarding and motivating employees. Effective communication is a prerequisite for carrying out the above-mentioned tasks and performing work effectively. This means that the digital management of personnel can be viewed as a complex task, assuming that organizations operate less by using any formal connections and more by instilling in employees such feelings as feeling inspired, technologically advanced, and proud (on the basis of social media analytics). This paper presents theoretical foundations for developing a model for personnel management with consideration of the distinct employee features based on social media data and included in the assessment process. This allows the same approaches to be used for future research and modeling for assessing team effectiveness. In this paper, a methodological and instrumental solution to the current problem of creating the most effective work team in a digital ecosystem is proposed. The tools proposed to make it possible to create the most potentially effective work team based on the automated processing of natural information contained online on social profiles of potential members of the work team. At the same time, the level of communication compatibility acts as the criterion for the potential effectiveness of the work team. This is an innovative solution for the existing method of managing personnel.

This paper examines a new approach to defining digital ecosystems. Within the digital economy of ecosystems, competition is eliminated, and organizations form unions and alliances in order to work together and cooperate to reach a set goal. This means a digital ecosystem can be viewed as a complex environment in which organizations without any hard ties operate. Digital ecosystems differ from traditional ecosystems in many ways. The business organization of the latter is based on management decision making by people. This paper presents theoretical foundations for developing digital ecosystems based on a literary review. Based on the logic of scientific search using the keywords “ecosystem” and “biological ecosystem”, the commonality of the properties of the digital ecosystem and the biological ecosystem is shown. The aim of the study is to identify common characteristics in biological, economic and digital ecosystems in order to substantiate the possibility of using the same approaches for research and modeling of such systems. A definition of a digital ecosystem is proposed by the authors which points out the main features of this kind of system and highlights the dominant role of modern digital technologies in the formation of the digital ecosystem. The paper looks at the distinctive features of digital ecosystems and characteristics similar to the characteristics of biological ecosystems, such as ecosystem participants, presence of limiting impacts, lack of vertical hierarchical communication. The developed model can be used to model digital ecosystems. The authors believe that the emergence of a trend in the transformation of ecosystems in the direction of expanding the collaboration of economic agents is reasonable. At the same time, digitalization helps to replace competition with collaboration. The paper finishes with a discussion of the obtained results and a plan for further research.

Undoubtedly, the organizations need to be flexible and able to continuously improve business processes with the relevant measures intended for organizing staff. The purpose of the research is to propose methodology for economic evaluation of operational projects of personnel management based at crises enterprises on the mechanism for making managerial decisions on the effective systems of remuneration in a digital environment. The authors’ studies have shown that when enterprises are withdrawn from crisis situations, operational projects are mainly implemented, not investment ones. This fully applies to personnel management projects. The important thing here is that the funds for their implementation are significantly limited, and there are a lot of options for such projects when developing enterprise development plans. A feature of operational projects is that they are usually financed from funds from the company’s turnover; accordingly, they need a quick return, i.e. minimum payback. Personnel management operational projects could be defined as diverse and multidirectional regarding automation and staff planning, determining the need for hiring personnel, selecting and hiring employees, their training and adaptation, organizing career opportunities, attesting and evaluating the performance of job functions, motivation, employee incentives, organizing payments and labor rationing. This list of elements of the personnel management system can be supplemented and expanded. Therefore, the selection of the most effective projects for crisis enterprises requires a methodology for economic evaluation of just such operational projects to improve personnel management system. The proposed methodology for economic evaluation of operational projects of personnel management of different organizations and enterprises includes three main types of work, including localization of the project with the advantages and disadvantages of events being identified, as well as the establishment and calculation of criteria for cost and effectiveness of measures for the company as a whole, and, finally, the development of a mechanism and quantitative calculation of changes in risks in the enterprise.

Проектный менеджмент в государственном управлении является наиболее эффективной формой взаимодействия органов власти с населением. Необходимо создать предпосылки для формирования процесса самосовершенствования системы управления в субъектах РФ, способствующего поддержанию позитивного имиджа региона и страны в целом. Цифровизация выступает отличным механизмом внедрения проектного менеджмента в управление регионом на базе трансформации системы государственного управления, ориентирами которого становятся минимальный государственный аппарат, высокая скорость принятия решений, отсутствие посредников между человеком и его данными, что позволяет индивидуализировать решения жизненных ситуаций граждан в системе «государство как платформа», которая постулируется в концепции Центра стратегических разработок начиная с 2017 года. There is currently a discussion going on in the scientific community about using digital twins and modeling to manage risks in the supply chains. This need for constructing digital twins is caused by the low reliability and stability of supply chains due to the faults in their operation. These faults are a result of risks in the supply chains which can be consolidated into two types. The first type is operational risks. These are the current risks of the supply chain itself caused by an uncertainty of supply and demand as well as by an obstructed flow of information along the supply chain. The second type is critical risks caused by force majeure. These risks disrupt the normal operation of the supply chain and critically reduce the most important performance indicators of the company such as annual income and profits. Risks happen due to natural or man-made causes such as fires and floods in the distribution centers or at production facilities, legal disputes with suppliers, strikes, terrorist attacks on logistics facilities and others. Dynamic simulation and analytical optimization are two dominant technologies for managing risks of the supply chains, which helps to increase their reliability and stability if failures occur. Through optimizing and simulating of the supply chains, companies can generate new infor-mation about the impact of failure and influence the supply chain and its performance by looking at various scenarios that simulate the locations of failures, the duration and recovery policies. An analysis of the literary sources shows that there is no single approach to build the concept for a supply chain digital twin. This article gives an overview of the literature according to this problem and offers the author's point of view on the concept for a supply chain digital twin.

The article reveals the concept of a logistics unit, logistics and digital hubs. It is considering the possibility of combining the Northern Sea and New Silk Way sections into a single system on the territory of the Russian Federation. The authors investigated the ways of digitalization of the logistics block of the NSR – NSW with the subsequent creation of a virtual space for the control and redistribution of trade throughout the Russian Federation. The concept of a digitalized logistics block is considered from the point of view of a potentially beneficial project for Russia to collect statistical data and accelerate international transport by instantly redistributing routes.

All over the world, the innovation process is considered to be a separate process of interaction between the elements of the national innovation system, the result of which is the commercialization of a new product or technology. However, consideration of the innovation process in the digital intellectual supply chain network grid within the framework of the smart factory concept allows to put forward a hypothesis about the immanence nature of innovation in all parts of the supply chain network. The main purpose of the research is to study both the place and the role of the innovation process describing the concept of intelligent digital supply chain network grid. A new method of research is presented in the paper fundamental problems of innovations theory in the modern consideration of the theory of logistics and supply chain management. The authors developed a specific approach to considering the digital supply chain as an intelligent logistic network based on the researching the wide range of different compound connections instead of linear structure of traditional supply chain. It is proved that the research of influence of the new technological mode regarding the theoretical concept of implementation of digital and virtual technologies in the economy of the digital industry could be stemmed into the theoretical problem of determining the place and role of innovation in economic dynamics. From this point of view the model of network representation of an intelligent digital supply chain is substantiated. The results of the research involve the types of supply chains, the place and role of innovation process life cycle models in an intelligent digital supply chain. The conclusion is drawn that it is necessary to consider a continuous process from an innovative idea to product support. The necessity for further studies of the digital core of economic relations arising from the development of innovations in the network representation of a digital intellectual supply chain could be discussed.

Attention growth to management of chains of deliveries has caused search of new ways of improvement of logistic processes. At the same time the question of a role of the theory of stakeholders in formation and maintenance of chains of deliveries was staticized. The main attention of the concept of interested parties of rather logistic processes has concentrated on the main points of decision-making in a choice of routes for transportation of freights. In article the methodical approach developed by authors to the analysis of extent of influence of interests of stakeholders in management of chains of deliveries within digital transformation of logistics is considered. For a choice of optimum option of transportation of the freights, most realizing the transport capacity of Russia, authors have taken as a basis A. Garrison's fundamental approach, allowing to develop methodical approach to an assessment of interests of stakeholders of the international logistic knot of the country. The circle of the stakeholders (interested parties) involved in process of decision-making on a choice of an optimum route at implementation of transportation of freights is created. The main transnational corridors of transportation of goods from the People's Republic of China in the European Union and criteria by which it is possible to carry out their assessment for a choice of the most acceptable are defined. Methodical approach to an assessment of degree of compliance of routes to certain criteria according to interests of stakeholders is developed. Comparison of criteria among themselves, and also an assessment of their influence in each option of transportation have shown as far as interests of stakeholders of chains of deliveries differ. The hierarchy of the importance of each criterion for the described routes of transportation taking into account interests of stakeholders of chains of deliveries is created. The conclusion is drawn that the main factor in transportation of goods when using capacities of Russia is time. This criterion plays a significant role at a route choice, however at the high cost and insufficient reliability such route will concede in most cases to competitors. Proceeding from it, attraction of opportunities and advantages which can provide other options, becomes quite expedient. Thus, harmonization of the relations of stakeholders is reduced uniting their interests of rather allocated options of transportations on development of Russia as the international logistic knot and to show, what economic benefits they can receive from this interaction.

The aim of the study is to assess the competitive prospects for digitalization of the Russian logistics block of the Northern Sea and New Silk ways as a set of international logistics and digital hubs, as well as exhibition complexes and educational sites. The research is focused on combining the logistics sections of the Northern Sea Route and the New Silk way into a single logistics system with its further registration in digital space. The main goal of this system is to unite all available resources of the Russian Federation in its block of the international logistics system to attract the largest number of partners and customers. It is considering the possibility of combining the Northern Sea and New Silk way sections into a single system on the territory of the Russian Federation. The authors investigated the ways of digitalization of the logistics block of the NSR-NSW with the subsequent creation of a virtual space for the control and redistribution of trade throughout the Russian Federation. During the research, studies were conducted in the field of public administration, which use modern digital communications and digital security systems. Possibilities of implementing a system of digital hubs based on the results. As a result of the study, potential positive results from the implementation of the project of digital inter-hub networks in both the economic and social sectors were highlighted.

The purpose of the research consists in improving the theoretical basis for non-destructive quality control methods in the context of digitalization and an active transition to Industry 4.0. The methodology used by authors include the consideration of the logistics network digital twin, as well as globalization of markets and ever-increasing global competition in all areas. The article discusses non-destructive quality control methods based on the process of modeling digital twins and the authors’ approach proves the advantages of just such an innovative concept of expanding the definition of logistics network digital twin in comparison with the traditional methods of non-destructive quality control. It could be shown that this approach eventually leads the ability of industries to switch to digitalization of their processes. Saying precisely the improving of the quality control methods could be treated as digitalization of their supply chains, reflecting the entire product life cycle. We have displayed a digital supply chain, which includes the method of non-destructive testing, like a digital twin. The main difference between the digital supply chain and the traditional supply chain is noted. The ideas of large audit companies such as Gartner’s, Siemens and Deloitte are analyzed. What are the benefits of using a digital twin as a non-destructive testing method? All participants of this digital supply chain receive their benefits in terms of digitalization and market competition.
