An integrated sustainability indicator in specialized dairy index (IISLE) is proposed for the evaluation of these production systems in four dimensions (financial, technical, social, and environmental). This index was validated in a study carried out with information from 18 dairy farms in Antioquia, a Colombian milk production region. The analytic hierarchy process (AHP) method was applied to prioritize criteria and sub-criteria. According to the proposed dimensions, four criteria were established (financial (ISDF), technical (ISDT), social (ISDS), and environmental (ISDA)) and 30 sub-criteria were analyzed. A multiple correlation analysis was performed to determine the intensity of the relationship among these four criteria and the overall index. The methodology includes a cluster analysis for the calculated IISLE. R software was used in the analysis. The proposed indicator is a powerful and useful planning and control tool for the evaluation of sustainability levels in dairy farms and is highly influenced by financial and technical criteria.

This paper presented a new approach to the calculation of quality-adjusted life years (QALY) based on multi-criteria decision-making (MCDM) methods and using the EQ-5D-5L questionnaire. The health status utility values were calculated through a hybrid methodology. We combined the analytic hierarchy process (AHP), the AHP with a D-number extended fuzzy preference relation (D-AHP), the fuzzy analytic hierarchy process (F-AHP), and the technique for order preference by similarity to the ideal solution (TOPSIS) to obtain individual and aggregated utility values. The preference data were elicited using a sample of individuals from a Colombian university. In all tested methods, the ordinal preferences were consistent, and the weights were compared using the Euclidean distance criterion (EDC). We identified F-AHP-TOPSIS as the optimal method; its benefits were associated with modeling the response options of the EQ-5D in linguistic terms, it gave the best approximation to the initial preferences according to EDC, and it could be used as an alternative to the known prioritization method. This hybrid methodology was particularly useful in certain medical decisions concerned with understanding how a specific person values his or her current health or possible health outcomes from different interventions in small population samples and studies carried out in low- and middle-low-income countries.

This paper aims to propose a financial framework based on mezzanine-type debt for financing Sustainable Infrastructure Systems (SIS). In our analysis, an exploratory-type methodology based on a post-positivist approach for describing the financial eco-innovation in the sustainable infrastructure context is used and consequently, the essential framework’s theory is developed, as well as the characteristics and schemes for its functioning. Moreover, the theoretical foundations of financial eco-innovations are analyzed. It was concluded that researchers could benefit from this framework by acquiring a better knowledge of how a mezzanine-debt type could work together sustainability criteria. This paper is expected to contribute to expanding the existing knowledge and expanding funding knowledge frontiers for SIS, as well as contributes to providing a foundation for new research topics. The originality of the proposed framework is intended to establish new ways in order to close the gap between the development of SIS and financing sources using the incorporation of sustainability criteria in the financing process. Thus, the importance of this work is based on the fact that it can be used as an academic support for producing practical solutions.

En este artículo de investigación se analizó el proceso de adquisición tecnológica en las instituciones prestadoras de servicios de salud (IPS) en Colombia. Para este propósito se aplicó una metodología de diagnóstico empresarial denominada benchmarking en seis IPS del departamento de Antioquia (tanto del sector público como del sector privado), lo que permitió identificar las principales formas de adquirir tecnología biomédica, la priorización de las necesidades tecnológicas, los métodos empleados por las instituciones hospitalarias para la evaluación del equipamiento médico, las fuentes de identificación de necesidades, los requisitos legales y técnicos exigidos en el momento de la compra, así como la proporción de búsqueda de alertas nacionales e internacionales en bases de datos relacionadas con los dispositivos. De esta manera, se desarrolló un ejercicio de referenciación comparativa y competitiva como herramienta de gestión que promueve la caracterización e incorporación de las posibles mejores prácticas ejercidas por las clínicas y hospitales del país

The design of market mechanisms that remunerates the reliability provided by a generator in a power market is a task that aims to ensure the normal operation of the system. For the case of a Hydro-Dominated system, when wind power is introduced and operated under the Merit-Order-Effect, it is possible to assess the effect of the displacement of hydro generation due to wind generation over the system׳s reliability in terms of firm energy; taking this into account a model that valuates the firm energy provided by wind power in a hydro-dominated system is proposed. This model considers the effect of wind power over the system׳s reservoirs and the market price of electricity; and valuates the firm energy as the net savings of the system related to the increase in the firm energy of the system when wind power is introduced. The results show that wind power under Merit-Order-Effect increases the firm energy of the system, and decreases the market price of electricity, being the net savings in comparison to the corresponding hydro-only system the reliability income that should be perceived by the wind power generator.

Many countries, including Colombia, require new financial mechanisms that lead to increased coverage in supplies of drinking water, particularly in rural areas. However, the establishment of such mechanisms demands new public and private policies that promote and increase financial assets in capital markets. This paper examines how green financial mechanisms can lead to increased coverage of potable water through the funding of new water infrastructure systems in Colombia. Achieving this goal requires both private investment and clean financial mechanisms that promote a low-emissions infrastructure. To address this need, this paper proposes a new financing model that involves green financing, capital markets, and the private and public sectors. In addition, it introduces new policies that the Colombian government should plan to implement to foster private participation and the development of infrastructure-related financial assets. As a result, this paper should contribute to increasing the role of the capital markets and private involvement in the development of a sustainable rural drinking water infrastructure.

La contribución técnica presenta una discusión acerca los indicadores definidos por la UNFCCC y apropiados para aplicar en proyectos de generación eléctrica en Latinoamérica. Se hace énfasis en el posible uso de indicadores para incentivar el uso de tecnologías de generación renovables y mitigar la emisión de gases con efecto invernadero a la atmósfera, en proyectos que se encuentren en fase operativa. Adicionalmente, se presenta un nuevo indicador (El del Costo Social del Carbono- SCC-) diferente a los definidos por la UNFCCC. Finalmente se centra la discusión en la aplicación de los indicadores en el caso Colombiano y cómo la correcta valoración de las emisiones de CO2 permite una mayor penetración a las tecnologías de generación renovables como la eólica.

El presente artículo es un estudio sobre la importancia del desarrollo de la penetración de internet en un área geográfica, para tal fin se hace una descripción de como el internet como tecnología permite la disminución de la brecha digital por medio del desarrollo económico, esta investigación se hace revisando Latino américa y Colombia. A partir del desarrollo teórico se efectúa una revisión histórica del comportamiento de la penetración de internet en un periodo de 10 años en el Valle de Aburrá (2003 – 2012), en este periodo de tiempo se identifican las siguientes variables que afectan el aumento de suscriptores durante el tiempo de acuerdo a la literatura: Nivel de educación, población, PIB per cápita, con las cuales se desarrollan tres modelos de regresión lineal. El primero se toma como variable dependiente la penetración de internet dedicado, el segundo y tercero se toma como variable dependiente el PIB per cápita de Antioquia y del Valle de Aburrá respectivamente, como sinónimo de desarrollo económico

El Project Finance PF y las Asociaciones Público-Privadas APPs son utilizados como instrumentos de financiación de proyectos y medio para vincular el sector privado en el desarrollo de infraestructura pública. En el presente trabajo se realiza una revisión de la literatura y los asuntos actuales del PF y las APPs para la provisión de servicios de infraestructura en Colombia, enunciando las principales relaciones y características en el desarrollo de proyectos. Se revisaron fuentes especializadas categorizadas en el Journal Citation Reports JCR, así como publicaciones de organismos multilaterales y nacionales relacionados con desarrollo de proyectos de infraestructura. Se realiza una caracterización de PF describiendo las etapas, riesgos, mecanismos de control y seguimiento y se explica la diferencia con la forma tradicional de financiar proyectos, posteriormente se detallan las principales ventajas y desventajas de las APP específicamente en el marco de la Ley 1508 de 2012. Finalmente, se enuncian las líneas actuales de investigación y, además, se concluye con el planteamiento de futuras líneas para el contexto colombiano que conduzcan a cerrar la brecha entre la teoría y la práctica.

Colombia strives to have enough firm capacity available to meet unexpected power shortages and peak demand; this is clear from mechanisms currently in place that provide monetary incentives (in the order of nearly US$ 14/MW h) to power producers that can guarantee electricity provision during scarcity periods. Yet, wind power in Colombia is not able to currently guarantee firm power because an accepted methodology to calculate its potential firm capacity does not exist. In this paper we argue that developing such methodology would provide an incentive to potential investors to enter into this low carbon technology. This paper analyzes three methodologies currently used in energy markets around the world to calculate firm wind energy capacity: PJM, NYISO, and Spain. These methodologies are initially selected due to their ability to accommodate to the Colombian energy regulations. The objective of this work is to determine which of these methodologies makes most sense from an investor's perspective, to ultimately shed light into developing a methodology to be used in Colombia. To this end, the authors developed a methodology consisting on the elaboration of a wind model using the Monte-Carlo simulation, based on known wind behaviour statistics of a region with adequate wind potential in Colombia. The simulation gives back random generation data, representing the resource's inherent variability and simulating the historical data required to evaluate the mentioned methodologies, thus achieving the technology's theoretical generation data. The document concludes that the evaluated methodologies are easy to implement and that these do not require historical data (important for Colombia, where there is almost no historical wind power data). It is also found that the Spanish methodology provides a higher Capacity Value (and therefore a higher return to investors). The financial assessment results show that it is crucial that these types of incentives exist to make viable wind projects in Colombia at US$ 2000/installed kW. With the absence of these incentives the Project's NPV would be negative before and after-taxes. Additionally, it is demonstrated that wind power projects would only be viable in Colombia if the price of CERs is at least US$ 20/CO2e ton. Furthermore, it is concluded that income tax exemptions are not enough to encourage wind power development in Colombia.

Resumen Este artículo trata el tema del capital intelectual de una organización, el cual es un concepto pocas veces analizado por las empresas, presentando una herramienta practica de valoración del mismo como lo es el Modelo Knowledge Value Added (KVA), del cual se presenta una amplia concepción teórica. Se muestra un caso de estudio aplicado a una empresa del sector educativo colombiano de cómo aplicar dicha metodología para la valoración del capital intelectual y finalmente, a partir de los resultados encontrados en el caso de estudio, se proponen algunas de las políticas estratégicas que se deberían tener en cuenta a futuro para organizar, equilibrar y optimizar la estructura actual de la empresa donde se realizo la aplicación del modelo.
