Tourism is a relevant sector in terms of social development, considering its contribution to the quality of life for people with special needs. Accessible tourism, by virtue of its complexity, requires the development of studies on the collaboration among different actors. This leads to this article’s research interest in the public—private partnership (PPP) as a managerial tool that allows cooperation and that can support the development of accessible tourism objectives in marine protected areas (MPAs). Applying the case study methodology, we investigate certain aspects characterizing PPPs governance. Answering the two proposed research questions, we conclude that (1) sharing similar moral values facilitates trust between the partners and (2) differing skills of the partners represent advantages in facing the complexity related to accessible tourism objectives.

An emerging segment of tourism demand is represented by accessible tourism, i.e. tourism activated in public spaces in the absence of any kind of barrier (architectural, cultural, sensorial, attitudinal, communicational and informational barriers) and, from a business competitiveness point of view, accessibility represents the precondition of any sustainable tourism policy and strategy. In this paper, we concentrate on tourism accessibility for people with disabilities. In particular, to better understand and overcome all obstacles that could impede travellers with special needs from enjoying their tourism experience, in literature is argued that the entire process of defining guidelines to improve tourism accessibility should follow a participatory approach from drafting to implementation. Therefore, to plan services for disabled people in addition to the mandatory requirements, our aim for the present paper is to apply a participatory approach involving stakeholders in the definition of a trademark specification. The experiment was applied to a protected natural area, namely the Gargano National Park (Southern Italy). Results confirm the relevance of adopting a participatory approach to involve stakeholders in the definition of a trademark specification granting disabled tourists with a wider accessibility to protected areas.

Responsible tourism provides a particular lens by which to consider how to improve the sustainability of tourism with the ambition to enhance the positive impacts of mainstream tourism, while reducing the negative ones. In this view, facilitating travel for people with disabilities represents an exceptional opportunity, and the idea that what is accessible to one traveler may be very difficult to access to another one with a different type of disability, makes inclusive tourism a relevant part of the global sustainable tourism agenda. The present study aims to provide empirical evidence on the adoption of the principles of responsible and inclusive tourism within a national park area. To this end, the paper discusses the case of the “E-Parks” research project which investigated the area of the Gargano National Park (Italy) with a special focus on the problems faced by tourists with disabilities, and on the improvements to enable all tourists to have the full enjoyment of their tourism experience. The study contributes, therefore, to enriching the empirical literature on inclusive and responsible tourism that has its application in the design of trademark procedural guidelines enabling tourists with different disabilities to access a protected natural area.

Although regulations designed to meet the necessities of tourists with disabilities are allowing disables to travel more, they are still encountering barriers and discriminatory practices. A relevant obstacle in making the tourist policy effective is represented by the lack of information and communication about needs and expectations of disabled categories. In this context, the present paper focuses on the coproduction process of tourist public policies for disables by looking at the network that facilitates communication among the actors taking part in the process. We adopt the Social Network Analysis (SNA) to study the policy network, i.e., how public administrations and policy users (associations of citizens/people with disabilities and entrepreneurs) exchange information about the accessibility to the Gargano National Park, a protected natural area in the South of Italy. In particular, we investigate the role of entrepreneurial stakeholders in channeling information and the presence of policy brokers, i.e., stakeholders that spread the policies to the whole network. Our findings show that a limited number of actors involved in granting accessibility to tourists with disabilities is engaged in information exchanges. Moreover, information flows are guided by only one public administration that plays, therefore, a key role in the implementation of policies that support the parks’ accessibility.

The paper investigates how information systems in inter-organizational networks can be improved over time. The paper focuses on home care services for elderly people. DeLone and McLean's conceptual model of information system success was used to understand changes in the quality of the case study information system. The analysis highlights the importance of the governance of information systems at the inter-organizational level. IMPACTLooking at a network of home care integrated services for non self-sufficient elderly people, the authors show how an information system in an inter-organizational network can be optimised. Policy-makers and managers of municipalities, local health authorities and central/regional governments need to make sure that the information system at the inter-organizational level is properly governed and managed. In particular, it is important to agree upon the rules to be followed and the responsibilities to be assigned to the various operators involved in the process of providing data for the integrated home care services as a whole. It is vital to define ‘who does what’ to oversee the processes related to collecting, processing and sending data at the network level.

Purpose Considering a micro performance perspective, the purpose of this paper is to analyze whether and to what extent the adoption of better performance management systems could improve the performance levels of a public university. Design/methodology/approach With reference to a period of four years (2011-2014), the quality of performance management systems of 29 Italian universities (response rate: 48 percent) was examined and the possible effects on performance levels of these institutions were analyzed by means of statistical methodologies (multiple regression analysis). Outcome indicators were considered. Findings The findings indicate the need to go further “measurement,” and to take care of performance “management,” especially in complex organizations as universities, where academicians identify themselves more with their professions than with the organization and where technicians and administrative employees might look at the performance-based reform with “bureaucratic eyes.” A fruitful cooperation between the professional soul and the bureaucratic one is paramount. Originality/value Studies which analyze organizational factors that could affect the adoption and implementation of performance management systems are rare, and use in prevalence qualitative methods or refer to machine bureaucracies, not many to professional ones as public universities. Moreover, the performance management literature in a public university context deepens the topic of the selection of KPIs and the focus is mainly on macro performance or on management tools for gathering and analyzing performance measures.

Until now very little research has been carried out on the performance of health and human services networks in evolution. In particular, previous studies mainly referred to “centrally governed services networks” in the US context. According to Provan and Kenis (2008), these networks are “lead organization-governed”, and are different from the “participant-governed” model or the “network administrative organization (NAO)” solution. We focused our attention on the Apulia region care services networks (Italy). In the last few years, the governance of these networks has passed from the “participant-governed” model to the NAO approach. We examined how the integration mechanisms work in this type of networks, and if there were challenges to tackle in order to improve their overall performance. These networks were examined at their initial stage, exactly when their governance model moved to a more integrated solution. We collected survey data from 17 health and human services networks out of 45 (38%). The research is carried out by means of statistical methods (OLS). The analysis is cross sectional. The implementation of “rational/technocratic” factors is important but not sufficient to enhance collaboration. The integration at the “professional level” should be kept in mind. Local governments represent an important moving force in promoting sustainable development policies as they make up the level of governance closest to the citizens. The aim of this article is to examine whether Italian local governments exercise de facto their vital role in fostering sustainable development policies. In particular, we analyzed municipality behavior about adopting “green management strategies.” We investigated the main factors identified in management literature which might boost the adoption of these strategies. Several implications ensue from our findings. In particular, the research provides information to improve local government attitudes toward the sustainable development challenge.

Performance management has become an important element of the reform agenda of public sector around the world. However, scholars and practitioners highlight that many public administrations do not manage performance very well. A ‘litmus test’ of the success of a performance-based reform is observing whether public managers use performance information to make better-informed decisions. Having said that, the aim of this article is to see whether public managers of Italian local governments in the Apulia region (the South of Italy) use performance information after the last performance-based reform (Brunetta’s Reform: decree No. 150/09). The learning purpose is analysed and discussed. The research may suggest scholars, practitioners and policy makers the routes for developing performance utilization in difficult organizational contexts where performance management systems do not work.

This article aims to: 1) determine these factors with reference to a European context and, 2) investigate the relationship between the main elements of cultural policies and a set of social, economic, and political variables without disregarding the context of each country analyzed. The research was carried out in 39 European countries by means of statistical methods. Findings, implications, and suggestions for future research are discussed.
