In this paper, we describe an interactive web application (deaR-shiny) to measure efficiency and productivity using data envelopment analysis (DEA). deaR-shiny aims to fill the gap that currently exists in the availability of online DEA software offering practitioners and researchers free access to a very wide variety of DEA models (both conventional and fuzzy models). We illustrate how to use the web app by replicating the main results obtained by Carlucci, Cirà and Coccorese in 2018, who investigate the efficiency and economic sustainability of Italian regional airport by using two conventional DEA models, and the results given by Kao and Liu in their papers published in 2000 and 2003, who calculate the efficiency scores of university libraries in Taiwan by using a fuzzy DEA model because they treat missing data as fuzzy numbers.

The European Directive 2009/138 of Solvency II requires adopting a new approach based on risk, applying a standard formula as a market proxy in which the risk profile of insurers is fundamental. This study focuses on the fire risk sub-module, framed within the man-made catastrophe risk module, for which the regulations require the calculation of the highest concentration of risks that make up the portfolio of an insurance company within a radius of 200 m. However, the regulations do not indicate a specific methodology. This study proposes a procedure consisting of calculating the cluster with the highest risk and identifying this on a map. The results can be applied immediately by any insurance company, covered under the Solvency II regulations, to determine their maximum exposure to the catastrophic man-made risk of fire, instantly providing them with the necessary input for calibration of the solvency capital requirement.

This article analyzes whether expenditure on the provision of merit goods, culture, health, education, and sports, by local governments, in medium-sized cities (between 20,000 and 100,000 inhabitants) is tied to the electoral cycle; that is, whether expenditure increases in the run up to an electoral process. Further, we analyze whether the increase in spending on Culture by local governments has any significant effect on the probability of local governments being re-elected. To answer these questions, a database of 350 medium-sized municipalities is used comprising the period 2011 to 2019, when two municipal elections were held in Spain; in 2015 and in 2019. The results confirm that both total spending and spending on culture and sports, are tied to the electoral cycle, while expenditure on other merit goods is not. Moreover, using a logit model, it is confirmed that an increase in culture expenditure has a significant effect on the probability of the government being re-elected. Specifically, a one-third increase in cultural expenditure, as a proportion of total expenditure (e.g., passing from 6% to 8%) at local government level, improves re-election chances by almost 10%.

The general elections of 2015 in Spain took place in the middle of the Great Recession after several years of austerity economic policies. This election caused a political earthquake that shook the Spanish party system. During the campaign of that election, GIPEyOP (Elections and Public Opinion Research Group from University of Valencia) conducted a survey to collect relevant data about the electorate beliefs, intentions and motivations. This article describes the data set attained, which comprises 71 variables after removing, to ensure full anonymity, those variables that would potentially allow respondents to be identified. Respondents answered a self-administered online questionnaire and were recruited using chain sampling. A total of 14,261 valid observations were collected between 27th November and 18th December 2015. GIPEyOP employed the data collected up to 14th December to deliver a prediction of the election outcomes during that election campaign. Among other issues, this data set may be reused to assess theories of expectations’ formation, to spot how social networks spread geographically and to measure gender, age and education technological gap of the Spanish population.

The relationship between collaboration and innovation in cultural organisations is an emerging topic that has drawn particular attention from scholars and practitioners. The main aim of this study is to assess the role of collaboration in the process of innovation in museum organisations. To achieve this aim, first, we develop a four-domain analytical framework by matching innovation types to cultural production processes to reflect the peculiarities of museum innovation. By applying this framework to the multiple case studies from four Spanish museums, we identify three main motivations (supplementing manpower, compensating for the scarcity of knowledge, improving demand-driven innovation) and four forms of collaboration (teamwork, outsourcing, consortium and conversation) and summarise the different modes of collaboration involved in various domains of production and innovation. An assessment is conducted subsequently to evaluate the effectiveness of existing collaborations in achieving technological and cultural innovation in museums. Finally, a list of implications for museums’ innovation management is presented.

: This article analyses the effect of the teaching-learning methods used in Spanish universities on three measures of educational output: average mark, graduates’ assessment of their professional performance in different dimensions, and their assessment of the acquisition of professional competencies and skills. Multi-level models were used in which graduates (first level) are grouped by field of study (second level). The Class attendance and Written work methods have the most influence on the average mark but influence the graduates’ working future the least, as measured with assessments of professional aspects or competencies. In contrast, Problem-based learning, In-company internships and Practical and methodological knowledge are the methods that bear the most influence on the graduates’ professional careers and their development of specific professional competencies.

Cada vez es más necesario poner de relieve el potencial de la cultura como motor del desarrollo económico y su capacidad para generar ingresos y crear empleo. Por este motivo, en este trabajo se evalúa el impacto económico del museo Ene.Térmica sobre el territorio en el que se ubica, Ponferrada (Comunidad de Castilla y León, España). Para lograr este objetivo, la estimación de los distintos tipos de efectos necesarios para determinar el impacto de las actividades económicas vinculas a la existencia de Ene.Térmica se realiza, en base a la metodología de las Tablas Input-Output, mediante la herramienta Impactrimonio, una aplicación implementada sobre una plataforma web. Los resultados obtenidos indican que entre las actividades del museo y los flujos de demanda desplegados por el efecto arrastre de los visitantes se generó, entre los años 2011 y 2012, un incremento de la producción de más de 15 millones de euros, un incremento de las rentas de la población de casi 10 millones de euros y un aumento de la ocupación de 327 empleos.

Resumo El Barómetro Cultural Local (Báculo) es una herramienta que proporciona información a los gobiernos locales para apoyar tanto los procesos de planificación y toma de decisiones como el seguimiento y evaluación de las políticas culturales. A partir de los datos contenidos en el Sistema de Indicadores Culturales Local (SICLO), la información que ofrece Báculo a los usuarios se sintetiza en tres indicadores multidimensionales:Sintonía, Acción e Impulso-Respuesta. En este trabajo se describen las principales características de Báculo, es decir, cómo se obtienen los indicadores que lo integran y cómo se muestra la información a los gobiernos locales.

En este trabajo se describe el procedimiento general seguido en la construcción de un sistema de indicadores para la monitorización y evaluación de la Estrategia de Cultura y Desarrollo de la cooperación española. Tomando como marco de referencia la Gestión Sostenible del Patrimonio Cultural, en el estudio presentado se abordan cuestiones relativas al: 1) proceso de evaluación de un catálogo de indicadores por parte de un panel de especialistas por medio de la técnica Delphi, 2) la definición y cálculo de un índice de operatividad relativo, 3) el proceso de selección de indicadores y, por último, 4) de qué forma éstos fueron asignados para formar parte de la dimensión básica o de la dimensión estratégica en que se estructura el sistema.

Objective: This article describes the process implemented in order to define and build up a Basic Monitoring and Evaluation System for Spanish Cooperation’s Culture and Development Strategy (CD-S). Research Design: Delphi techniques were used to assess a wide catalogue of indicators for each of the strategic areas included in the CD-S. Afterward, those indicators considered most suitable for monitoring and evaluating purposes were selected based on the assessments provided by a panel of experts. Results: As a consequence, the resulting system, made up by a total of 80 indicators, was designed to be a practical, manageable, and targeted tool for its potential users, who include managers and technical officers who map out strategy together with stakeholders involved in its implementation, and specifically with staff at cultural centers abroad and in technical aid offices.

Desde hace algún tiempo un reducido equipo de profesores venimos trabajando en la elaboración de diverso material docente multimedia de estadística económico-empresarial. Por un lado, se persigue facilitar y complementar el desarrollo de las competencias y habilidades que se pretenden trabajar en la asignatura y, por otro lado, fomentar y promover el trabajo autónomo y autoevaluación del aprendizaje del estudiante, elementos fundamentales del Espacio Europeo de Educación Superior (EEES). En este trabajo presentamos las líneas generales que estamos desarrollando en la elaboración de materiales multimedia para la materia de Estadística.AbstractThis article summarises the work of a small team of university teachers who, for several years, have been developing various multimedia teaching materials for the subject “Statistics for Economics” (University of Valencia). On the one hand, these materials seek to facilitate and complement the development of those skills which are intended to be practised by the students of the subject; and the other hand, they try to encourage and promote the students´ autonomous learning and self-assessement, which are key factors in education for the European Higher Education Area (EHEA).
