Whilst a plethora of research exists on the smart cities and project performance evaluations, only few studies have focused on the smart city policy evaluation from the perspective of its acceptance by practitioners. This paper aims to generate insights by evaluating the smart city policy through a developing country case study—i.e., Malaysia. This study employed a questionnaire survey method for data collection and analyzed the data by using Fuzzy Delphi analysis. A group of 40 practitioners was gathered in a focus group discussion through purposive sampling. The main objectives of this survey were to identify the understanding and acceptance levels of the seven smart city domains and respective strategies that are outlined in the Malaysian Smart City Framework. The results disclosed that the practitioners possessed divergent levels of understanding and acceptance in terms of smart city domains. The study participant practitioners accepted all understanding and acceptance objectives of smart economy, living, people, and governance domains (expert agreement 75–92% and threshold d value 0.123–0.188), but rejected all objectives for both smart environment and digital infrastructure domains (expert agreement 55–74% and threshold d value 0.150–0.212). Along with this, acceptance of smart mobility was also rejected (expert agreement 56% and threshold d value 0.245). The findings reveal that considering all opinions expressing dissensus is essential when building more inclusive smart city strategies. This study contributes to the smart city discourse as being one of the first in capturing professional practitioners’ understanding and acceptance on a national level smart city policy by applying the Delphi method in the smart city context. Most importantly, the study informs urban policymakers on how to capture the voices and perspectives of the general public on national and local smart city strategy and initiatives.

This study aims to analyze the application of good enough governance in considering the citizens’ value propositions that shape smart city societies. This paper applied a quantitative method with cross-country comparisons. Survey data were derived from the World Values Survey. Malaysia was chosen as the main study area, and compared with Indonesia and other countries worldwide. The findings revealed that politics is the value of least concern across all samples. In terms of qualities for children to develop, respondents in both Malaysia and Indonesia were less concerned about imagination and unselfishness. As for materialist versus post-materialist, the ratios of Malaysia and Indonesia were slightly higher than the average; the post-materialist value of free speech was the lowest value chosen. In the long term, all countries are experiencing the trend of moving toward post-materialist societies. To be sustained under the Collective and Adaptive System of smart city societies, good enough governance in Malaysia and Indonesia should consider the cultural context of the Muslim majority, prioritize governance content that allows more space for political participation and free speech, and cultivate the imagination and unselfishness of children. The generated insights underline the critical role that smart societies play in establishing smart cities.

Since the ‘Coronavirus Disease 2019’ (COVID-19) struck the world and Malaysia, the general attention of the media and leaders has been focused on the high population density areas that have high infection rates and deaths. This article aims to rethink population density in urban development policy, thus providing development for policy direction in the post-COVID-19 era in Malaysia. The available national development planning policies in Malaysia, i.e., the National Physical Plan and the National Urbanisation Policy, and scholarly articles related to the population density topic were investigated through a scoping literature review and a keyword analysis. The findings showed mixed results in terms of the relationship between dense areas causing higher rates of COVID-19 infection and death rates. This article argues that policies related to spatial urban planning should continuously advocate dense city planning in considering how to achieve economic, social, and environmental sustainability and human quality of life. To this extent, this article contributes to the densification topic in spatial urban planning policies in terms of their application in the post-COVID-19 era, which needs urgent direction and clarification.

This chapter explores the relationship between a smart city and citizenship in Malaysia through text and thematic analysis of the recently launched Malaysia Smart City Framework (MSCF). This first MSCF top-down document functions as a guideline and assists in coordinating silo developments by local authorities. As this is the first attempt by authors to relate the smart city concept with citizenship in Malaysia, this chapter contributes as the first academic publication in Malaysia that zooms into the notion of how a smart city development could cultivate or compromise a good future in shaping the mold of the Smart Malaysian Citizenship. Suggestions for and challenges in building the smart citizenship, “nations-of-intent,” and in meeting local society needs are elaborated. As argued by the authors, this chapter has impacted the invariable normative content of the technology driven smart concept, as this smart city concept should and always needs to include dimensions in forming smart citizenship.

Pemahaman tentang penilaian keselamatan bandar agak mengelirukan dan sering kali berlaku percanggahan kesimpulan antara wacana antarabangsa dengan wacana tempatan. Diperhatikan wacana luar negara menilai bandar Kuala Lumpur (KL), Malaysia, sebagai ‘bandar sederhana rendah selamat’ (below average), tetapi wacana tempatan melihat KL sebagai bandar selamat yang sangat sesuai untuk didiami. Sehubungan itu, kajian ini cuba memahami jurang perbezaan yang wujud antara wacana antarabangsa dengan wacana tempatan dalam menilai keselamatan bandar KL serta aspek-aspek yang boleh dipelajari daripada wacana kedua-dua pihak. Artikel ini mengguna pakai kaedah kajian kes berpandukan jadual matriks perbandingan, analisis jarak daripada nilai min, dan penilaian skor. Hasil kajian menunjukkan bahawa institusi antarabangsa melihat daripada sudut yang lebih meluas seperti sudut ekonomi, pelaburan, dan pelancongan, dan menilai KL berdasarkan lima aspek keselamatan, iaitu keselamatan awam, peribadi, kesihatan, infrastruktur, dan digital. Sebaliknya, sarjana tempatan menjurus kepada faktor yang lebih lokal dan dekat dengan kehendak penduduk, iaitu pelaksanaan Crime Prevention through Environmental Design, pencegahan jenayah, dan keberkesanan program bandar selamat. Walau bagaimanapun, didapati penarafan bandar KL sebagai ‘bandar sederhana rendah selamat’ di mata dunia tidak begitu diambil berat oleh penduduk tempatan kerana mereka hidup dalam keadaan sejahtera dan kes-kes jenayah di sekitar KL berada pada tahap terkawal. Pada pendapat pengkaji, perbezaan pandangan perlu dijadikan iktibar dan tidak harus dipandang ringan, manakala adaptasi terhadap kebimbangan ke atas jenayah perlu diteliti. Observing the city of Kuala Lumpur (KL), Malaysia, foreign discourse evaluates KL as a ‘medium low-safe city’ (below average). However, local discourse sees KL as a safe city that is highly suitable to live in. Accordingly, this study attempts to understand the extent to which differences exist between international and local discourse in evaluating the safety of the city of KL, and what perceptions can be understood from an examination of the discourse of both parties. This article adopts a case study method based on comparison matrixes, distance from mean values and score analysis. The results show that international institutions view the topic from a broader perspective (usually from an economic, investment and tourism perspective), and evaluate KL according to five aspects of security, namely public safety, personal, health, infrastructure and digital. Meanwhile, local scholars focus on more local factors, and their approach involves the needs of the population, namely the implementation of Crime Prevention through Environmental Design, crime prevention and the effectiveness of safe city programmes. However, it was found that the rating of KL city as a ‘medium low-safe city’ in the eyes of the world receives less attention from the locals, as long as their lives are prosperous, and criminal cases kept at a controlled level around them. In the opinion of researchers, differences of opinion should be regarded as instructive and should not be underestimated, while adaptation to the fear of crime should be studied. Perusahaan sosial adalah merupakan satu model menyelesaikan pelbagai masalah menerusi elemen perusahaannya yang banyak diaplikasikan oleh seluruh dunia bagi membangunkan kesejahteraan komuniti sejagat. Keadaan ini juga menjadikan perusahaan sosial ini dapat menyumbang kepada sesebuah komuniti menerusi matlamat yang dibangunkan dalam perusahaan sosial tersebut. Namun begitu, sejauh manakah perusahaan sosial dapat menyumbang kepada sesebuah komuniti seperti membendung ketidaksamaan sosial adalah perlu dikaji. Oleh itu, objektif artikel ini adalah untuk mengenal pasti impak perusahaan sosial terhadap komuniti di Malaysia. Kajian ini merupakan suatu kajian awalan dan menggunakan pendekatan kualitatif menerusi kaedah temu bual bersemuka. Temu bual bersemuka dijalankan bersama tiga informan pemilik perusahaan sosial. Naratif temu bual dianalisis menggunakan kaedah tematik dengan bantuan perisian Atlas.ti. Hasil kajian telah mengenal pasti 31 tema asas, lapan tema utama, dan tiga kategori. Tiga kategori yang dikenal pasti dalam mencapai objektif termasuk a) menerusi membantu golongan rentan, b) meningkatkan ekonomi menerusi peningkatan pendapatan, serta c) membantu dalam memelihara dan memulihara alam sekitar. Namun, hasil dapatan menerusi kategori tersebut tidak mencakupi keseluruhan aspek terutama sekali bagi impak dalam aspek kebajikan yang boleh lagi dipertingkatkan. Hasil analisis tersebut turut mendapati matlamat perusahaan sosial kurang menekankan isu bagi membendung ketidaksamaan sosial. Sesebuah perusahaan sosial tidak mempunyai masalah sekiranya mereka hanya memberi impak tertentu untuk jangka masa pendek. Walau bagaimanapun, bagi jangka masa panjang, matlamat tanggungjawab sosial pengusaha terhadap kebajikan masyarakat dan ketidaksamaan sosial adalah disyorkan dikembangkan melalui instrumen inovasi sosial.Kata kunci: Inovasi sosial, ketidaksamaan sosial, komuniti rentan, pembangunan komuniti, pembasmian kemiskinan, tanggungjawab sosialSocial enterprise is a model of solving various problems through its enterprise elements that are widely applied by the whole world to develop the well-being of the global community. This situation also makes this social enterprise can contribute to a community through the goals developed in the social enterprise. However, how well does this enterprise contribute to the development of a community such as curbing social injustice are subjected to explore. Therefore, the objective of this article is to identify the impact of the social enterprises to the community in Malaysia. This study is a preliminary study and uses a qualitative approach through face-to-face interview methods. Face-to-face interviews were conducted with three informants of social enterprise owners. Interview narratives were analyzed using thematic methods with the help of Atlas.ti software. The results of the study have identified 31 basic themes, eight main themes, and three emerging categories. The three categories that have been identified in achieving the objectives include a) through helping the vulnerable, b) improving the economy through increasing income, as well as c) assisting in preserving and conserving the environment. However, the findings through these categories do not cover the whole aspect, especially for contributions in the welfare aspect that can be further enhanced. The results of the analysis also found that the goal of social enterprise is less emphasis on issues to curb social inequality. A social enterprise has no problem if they only make certain contributions for a short period of time. However, in the long run, the goals of entrepreneurs' social responsibility towards social welfare and social inequality are recommended to be developed through social innovation instruments.Keywords: Social innovation, social injustice, vulnerable community, community development, poverty elimination, social responsibility,

Despite the rhetoric of “citizen-first,” which has been tokenized in recent years by the smart city administrations, what it means has long been unclear to many, including the public at large. Put simply, this rhetoric concerns the mindset of the members of a local community and places them at the heart of the smart city initiatives. In order to bring further clarity to this issue under the current neoliberal urbanism, this study aimed to identify the key indicators of citizen-centric smart cities from the perspective of participative governance practices and citizens’ responsibilities. To achieve this aim, this study involved a systematic literature review of the social inclusion indicators for building citizen-centric smart cities. The social inclusion indicators that were formed were verified by practitioners to suit the local contexts of an emerging and developing country, in this case, Malaysia. The findings of the review revealed that: (a) the acceptance of social inclusion indicators was mainly limited to the realm of democratic developed countries, leaders’ understanding of citizenship, the delegation of decision-making power in governance practices, the participative culture of societies, and individual citizens’ self-discipline; (b) the social inclusion indicators may not be welcomed in emerging and developing countries; (c) in the long term, these indicators would shed light on the rise of self-organizing cities that will gain popularity in potential city developments, be it in developed or developing countries.

Crime is a manifestation of incivility that society attempts to curb, yet faces enormous challenges, as crime is a by-product of urbanization and human advancement. As more agglomeration of the population in cities around the globe, humankind’s safety from being threatened by crime needed to be safeguard to sustain everyday living in cities. Humans’ co-existence with crime and fear of crime in cities vis-a-vis efforts preventing it from occurring has been widely carried out in developed countries. An increasing trend is showing in emerging and developing countries. Therefore, this article provides empirical evidence regarding a safe city program launched in Malaysia. This study aims to identify the factors contributing to the prevention of crime and fear of crime. This study employed a survey questionnaire to 400 pedestrians’ perceptions of Kuala Lumpur city’s central business district. The result showed that prevention methods through the actor of “capable guardians” (i.e., authorities) are effective; however, methods through the actor of “suitable victims” (i.e., communities) is ineffective. Further studies should explore perspective of the actor of “likely offenders” (i.e., criminals) to fill in the gap of safe city program’s effectiveness and sustainability.

The Safe City Programme was launched one and a half-decade ago in Malaysia as one of the National Key Result Areas (NKRAs) strategy to curb crimes. However, the crime rates, in particular in Kuala Lumpur (KL), have shown little evidence of abating. Little is understood of the actual challenges facing the programme. Therefore, questions have been raised and many researchers are attracted to focus on this scenario. Thus, this study aimed to assess local players’ views of the challenges facing the safe city programme in KL and to provide a framework for the prevention strategies. The research involved qualitative in-depth interviews with key players in the area of safe city, crime experts and officials, and community heads. Themes and a framework were formulated through thematic analysis. The results showed that the understanding of a safe city programme could be differentiated through the lens of sustainability and resilience challenges, as well as their levels of prevention. Thus, the grey area of tertiary prevention strategies could be identified and strengthened.

Public participation is gaining popularity in local governance practices where the involvement of the public in the decision-making process is essential in promoting good governance concepts. However, local authorities are facing challenges in guiding public involvement in e-government services such as smart city programmes. Hence, this paper aimed to examine the participation process in e-government services and smart city programmes, and later to recommend a framework to assess participation level and process in local context. Petaling Jaya, Malaysia, was selected as a case study where interviews and observations were conducted with thematic analysis based on relevant themes. Through the selected attributes and designated questions in the participation framework, time and effort can be saved in addition to clearing the ambiguities of stakeholders who are keen on gaining the authentic participation culture in e-services and smart city programmes. This study has provided new insights on how e-government can be implemented by the local government after adopting a smart city policy in the context of public participation.

This chapter explores the relationship between a smart city and citizenship in Malaysia through text and thematic analysis of the recently launched Malaysia Smart City Framework (MSCF). This first MSCF top-down document functions as a guideline and assists in coordinating silo developments by local authorities. As this is the first attempt by authors to relate the smart city concept with citizenship in Malaysia, this chapter contributes as the first academic publication in Malaysia that zooms into the notion of how a smart city development could cultivate or compromise a good future in shaping the mold of the Smart Malaysian Citizenship. Suggestions for and challenges in building the smart citizenship, “nations-of-intent,” and in meeting local society needs are elaborated. As argued by the authors, this chapter has impacted the invariable normative content of the technology driven smart concept, as this smart city concept should and always needs to include dimensions in forming smart citizenship.

Of the three major actors in smart cities, citizens have the most ambiguous roles, unlike the government which is the clear decision-maker, and the private technological players which are obviously supposed to provide state-of-the-art technologies to smart cities. Evidently, the possession of ambiguous characteristics or vague roles can result in the manipulation and subjugation of the general public by the power-holders. Thus, the objective of this paper is toidentify the desirable characteristics – including the behaviours and job positions – of the citizens who participate in the development of smart cities. Following the conduction of semi-structured interviews on the stakeholders of smart cities, it was found that citizens can actually be (1) active and independent volunteers in public life, (2) local champions or co-producers of public values, as well as (3) aware and educated-intention human sensors who drive changes, instead of being passive users of data or beneficiaries of services. It has been argued that the creation of smart cities is reliant on a deeper understanding of the citizens’ characteristics, apart from the implementation of policies which generate aware and civic-minded citizens.

Citizen participation is a much contested and conflicting term, whereby the general consensus highlighted its value for a democratic society. However, various complex issues regarding its understanding and implementation from power holders and citizens alike are abundant in practice. Therefore, this paper aims to make sense of the issues of citizen participation from the perspective of different stakeholders, such as power holders and have-not citizens. Purposive sampling on 45 informants was utilized in this study to facilitate a qualitative research design using in-depth interviews. Meanwhile, open and axial coding allowed the formation of themes regarding the understanding on the specific phenomenon of citizen participation in city programs conducted by the local authorities of the state of Selangor, Malaysia. The themes that surfaced as issues included the dependency on government resources, mismatch of interest, organized and collective citizen force, and life cycle approach and realistic volunteerism. This study contributed to the enrichment of knowledge on citizen participation issues, clarifying for citizens and power holders alike in fostering genuine participation that truly benefited all. Additionally, it underlined findings fundamental for further academic quantitative participation research. Local government performance is frequently interpreted through stakeholders’ satisfaction measured by statistical analyses. Apart from testing the relationship, the perception of satisfaction on services provided is further influenced by the degree of expectation being met, and understanding the customer behaviour. Thus, this study attempts to explore an alternative explanation on the character of the local authority (LA) and put in perspective through the comprehension of the role theory. This was an exploratory case study on Kulim Hi-tech Local Authority, Malaysia. The mixed method approaches were firstly carried out by questionnaire surveys, followed by interviewing stakeholders and ended with site observations. Descriptive analyses were applied to the random samples. Findings showed that the LA has executed its roles of control and collect very well. However, it did not fare well in the role of publish.
