The aim of this study was to analyze the strategies that external stakeholders apply to influence sustainable projects. In order to investigate this phenomenon, we employed a qualitative case study approach considering the Serbian small hydro power plant project. For the purpose of this research, we developed a theoretical framework consisting of four types of different influence strategies, which were identified and then applied to our case. The results show that external stakeholders utilized all four strategies interchangeably, with the goal to influence the project and decision-makers. The case of the small hydro power plant project revealed certain relationships between influence strategies, as well as the intensity and direction of these relationships. It also revealed that external stakeholders were highly motivated by negative impacts on the environment. Five propositions were derived as a result of our research. This paper contributes not just to the project and stakeholder management literature but also to the practical knowledge of project managers. Understanding stakeholder actions and influence is essential to achieving project goals.

Information about the segments of a company is an important basis for making business decisions. In order for decisions based on segment information to be adequate, that information should be communicated in accordance with regulations. This paper is aimed at examining the adequacy of the segment information of listed companies in the Republic of Serbia and the Republic of Croatia and determining whether the volume of disclosed financial segment information is related to the company size and character of the audit firm. The research reveals that, in general, the disclosure of segment information is not fully in line with the International Financial Reporting Standard 8 - Operating Segments and that the joint-stock companies with a higher value of their total assets disclose financial segment information in more detail. However, there is no statistically significant difference in the amount of the segment information disclosed between the companies whose financial statements are audited by large audit firms and those that are the clients of other audit firms.

This paper aims to identify the factors that are contributing to or limiting project management application in the field of environment protection at the national and local levels. Based on those factors, the paper aims to define key enablers and important actions to integrate project management in environmental projects. The project management theory in the context of environmental protection suggests that the strategy for implementing project management should be adjusted to local needs in terms of the economic, political, social and administrative system. Based on the literature review, empirical research has been conducted, supported with interviews with environmental officials from local government units in the Republic of Serbia. The primary conclusion finds collaboration with relevant local and national institutions, support from local government and the presence of the relevant strategic documents at the local level as the main influencing factors. The paper tends to define the current state of project management in this field and defines important actions to support the capacity building of local governments in the area of environmental project management.

The incorporation of the social, environmental, and economic dimensions of sustainability in different aspects of human life and business provides a guarantee for our future. Organizations have shown a great interest in incorporating sustainability into managerial concepts, both at the strategic and operational levels. Sustainable business strategies are being implemented in many projects, which has led to a recent expansion of interest in exploring the potential of integrating sustainability dimensions in project management. With the intention of contributing to a better understanding of sustainable project management, this paper examines whether project management methodologies, applied in different sectors, support the introduction of sustainability dimensions. It also surveys the level of integration of sustainability dimensions in groups of project management processes. Considering that the incorporation of sustainability in project management poses numerous challenges for project managers, this paper examines the necessary knowledge and skills required for sustainable project management in different sectors. As part of this research, an empirical survey was conducted in project-oriented organizations from both the public and private sectors. The findings reveal that the application of project management methodologies promotes the introduction of sustainability dimensions, particularly the social aspect, irrespective of the sector, since the processes in projects managed by a specific methodology are consistent with the social elements of sustainability. In the public sector, there is a noticeable lack of knowledge of the meaning and dimensions of sustainability and, accordingly, an urgent need for project managers to gain knowledge and skills pertaining to sustainable project management.

This article studies the role of projects and programs in solving many problems of smart cities development in the era of global digitalization. The first part of the article presents the main socially oriented values and characteristics of smart cities, digital technologies that make cities “smart”, as well as measures to implement them in the urban environment. The need to measure 17 key indicators to assess the performance of cities in terms of providing urban services and quality of life has been justified. The second part contains “international practice insight” on the main concepts of smart cities around the world (Rio de Janeiro, Jing-Jin-Ji, Berlin, Moscow, megacities of India and South Korea), each of which contains different concepts of development of these cities, successful partnership practices of: countries, governments and business, urban infrastructure and people living in megacities. The information collected is the key to solving the problems of inefficient management of modern cities development. Also, the article considers the technologies of management of smart cities, and suggestions which will allow solving the arisen difficulties have been given.

Nonprofit, nongovernmental organizations (NGOs) are important actors in international development (ID) who implement trillions of dollars’ worth of projects annually. As with other organizations delivering projects, ID NGOs seem to be failing many stakeholders due to poor delivery of results. Lack, and mismanagement, of social links and knowledge resources have been identified as the biggest challenges of ID NGOs in reaching vulnerable beneficiary populations. We have explored ID NGOs’ social capital and knowledge management systems in order to propose an integrated model to optimize ID NGO project management through social resources embedded into organizational structures. The integrated model we propose enables multi-stakeholder engagement in all phases of project life cycle, building a culture of accountability and respect. This model also helps promote smart and flexible solutions to the “wicked” problems ID projects often grapple with, as well as timely adaptation to changed circumstances and unforeseen or challenging events.

The aim of the paper is to reveal how financial statement preparers in the developing and transition country of the Republic of Serbia, behave in situations where they can choose between the valuation model based on historical cost and the valuation model based on fair value. In that regard, we have analysed the subsequent measurement of property and plant and equipment in Serbia. We find that companies are more likely to choose the historical cost model than the revaluation model (the model based on fair value) for owner-occupied properties and plant and equipment, and the fair value model rather than the historical cost model for investment properties. The willingness to use the revaluation model for subsequent measurement of owner-occupied properties and plant and equipment varies across different categories of companies, and we find a statistically significant relationship between that willingness and the legal form of the company. We also find that in the notes to their financial statements, a significant number of companies in Serbia do not disclose adequate information on the model used for subsequent measurement of property and plant and equipment, although such information is required by the applicable financial reporting standards.

The paper examines the quality of financial reporting on income tax in Serbia and Croatia in order to determine the extent to which disclosed information on income tax in these countries is useful for economic decision making. The research based on financial statements of listed and non-listed companies for 2016 reveals that disclosed information on the income tax is not entirely in accordance with the relevant regulation. Therefore, there is a significant room for improvement of income tax financial reporting practices in both countries. The quality of disclosed income tax information is not related to the presence of companies in the stock market, as capital markets in Serbia and Croatia do not provide strong incentives for disclosing adequate information on income tax. The research also reveals significant differences in the prevailing sources of deferred tax assets and deferred tax liabilities between Serbia and Croatia, which indicates that the income tax financial reporting is conditioned by the specifics of the national environment.

The interest in gender equality issue within the concept of project management is growing in the literature. Bearing in mind that R&D activities are mostly project-oriented, this paper aims to contribute to a better understanding of gender equality issues in the context of an integrated approach to strategic management of the projects in R&D organisations. To comprehensively examine these issues, the research on strategic management in R&D organisations in Serbia, conducted in 2018, will be introduced and analysed. The results presented here point out the need for introducing professional project management in R&D organisation in Serbia. Gender dimension should be an integral part of the modern strategic concept of managing R&D organisation.

Ocenjivanje državnih službenika jedan je od instrumenata upravljanja kadrovima kroz objektivan i uporediv pregled uspešnosti realizacije poslovnih aktivnosti, a u cilju poboljšanja usluga koje državni službenici pružaju. Imajući u vidu kompleksnost usluga javnih službi u cilju zadovoljenja potreba društva, a naročito aktivnosti koje sprovode pripadnici Ministarstva unutrašnjih poslova, javila se potreba za efikasnijom evaluacijom kompetencija zaposlenih, performansi i rezultata rada u cilju dostizanja njihovog maksimalnog potencijala kao i stimulacije neprekidnog procesa učenja i unapređenja. This paper aims to analyze the new perspective within the sustainability in project management considering contemporary project management methodologies, practices, knowledge and skills and future trends in this management discipline. One of the main issues at the begging of the 21st century is how to achieve sustainable development. Sustainability as a concept is present at the society level and at the business level as well, therefore there is an increasing effort among researchers and practitioners to integrate project management and sustainable development. In recent years project management discipline is also facing a growing challenge of how to create value and respond to changing the environment, in order to profit. Facing this challenge requires agility. Agile management is now present not only in software development but in other industries too. Based on the analysis of sustainable project management concept, the main challenges of its application, and the key elements of agile project management, the main conclusions of this paper is that sustainability and agility are complementary concepts that help project managers to deal with environment burden.

The aim of this paper is to contribute to existing work on project risk management, and energy innovation projects, using the lens of complexity theory. By regarding energy innovation projects as complex adaptive systems, and linking complexity theory elements to the possibilities for reducing risks of energy innovation projects, the authors conducted empirical research on a representative sample of 100 subjects. The authors used a questionnaire that was formed on the basis of a previously designed research model, which unifies several different management fields, and a large number of phenomena previously studied independently. Therefore, it has a holistic approach to the topic. The results of this research suggest that considering the elements of complexity theory had a positive impact on reducing risks in energy innovation projects, in all analyzed aspects including specific, operational, and especially regarding social and behavioral aspects. This paper strives to support and encourage better results in energy innovation projects by reducing their risks, and hopes to bring additional value by introducing a new risk philosophy, based on complexity theory. Lessons learnt regarding each issue of this research are points of concern for project managers.

Rad je posvećen sagledavanju položaja Međunarodnog standarda finansijskog izveštavanja (MSFI) za male i srednje entitete (MSE) u regulativi i praksi finansijskog izveštavanja u Republici Srbiji. Nakon razmatranja globalnog značaja ovog standarda, analizira se njegov položaj u regulatornom okviru finansijskog izveštavanja Republike Srbije, u koji je uključen od 2013, dok se dublji uvid u položaj standarda u praksi ostvaruje empirijskim istraživanjem na uzorku od 175 preduzeća. Pošto ima potencijal da olakša finansijsko izveštavanje mnogim preduzećima koja su ranije morala da primenjuju pune MSFI, njegovo usvajanje u Republici Srbiji je korisno, ali potencijalni problem proističe iz činjenice da on nije usvojen na nivou Evropske unije (EU). Istraživanjem u radu je utvrđeno da preduzeća u Republici Srbiji, koja mogu da biraju između MSFI za MSE i punih MSFI, ipak, češće biraju pune MSFI. Ovaj nalaz treba posmatrati u kontekstu dugogodišnje primene punih MSFI pre implementacije MSFI za MSE. Knowledge has become an increasingly important determinant of competitiveness for the local governments. The purpose of this paper was to explore the existence of KM in Serbian local government and to identify and analyzes processes and infrastructure that supports KM practices. The paper consists of two parts; the first part covers comprehensive literature review that summarizes the existing research done on the subject of knowledge management in public sector in order to put research in context and to highlight the contribution of this paper to the existing body of knowledge. The second part consists of empirical research conducted to get a preview of the current state of the KM practice in Serbian local government. There were several important findings regarding KM practices in Serbian LGs identified in the study, i.e., public servants have a positive attitude toward KM concept; KM activities are mostly technology supported; KM is perceived as a management priority; there is not any formal attribution of responsibility for knowledge practice to executive staff, human resource unit or IT unit, neither any mention of knowledge capacity development in strategies or plans of LGs. Finally, the results of this research study provide valuable guidance for future research for both academics and practitioners.

The purpose of this paper is to explore and define key characteristics, tendencies, needs and expectations that distinguish the generation of Millennials from the generation of Baby Boomers. The paper will present both theoretical and practical overview in order to create effective education program and training system in the organization which is appealing to the Millennial generation, a workforce that will represent 50% of the global workforce by 2020. Desk research, secondary data analysis and systematic literature review will be used to analyze and identify key findings from different generations' perspective, which is essential for understanding how the Millennial generation learn, as well as rethinking and embracing different strategies and approaches for implementing talent development initiatives throughout training and education system. The implications of the characteristics on training development and design will be presented in order to evolve current learning landscape and effective knowledge transfer within the project oriented organizations. Further, the paper will present the results of research on the attitudes and preferences of two generations in terms of development and training. The main objective of the study will be to provide practical research about generational different view on how training process should be performed and recommendations for education and training design in the field of project management in order to attract, develop and retain Millennials.

This paper explores the attitudes of the preparers of financial statements in the emerging economy of Serbia towards International Financial Reporting Standards (IFRS). Our research shows that preparers are mainly satisfied with the quality of IFRS and the environment for IFRS application in Serbia and that they generally support the process of global convergence of financial reporting standards. Nevertheless, we find that there is a need to improve the environment for IFRS application in Serbia, and we identify areas that financial reporting regulators in emerging economies should address when attempting to improve the environment for IFRS application. Our research also shows that perceived IFRS quality is dependent on the preparer's experience in applying IFRS and his or her perceptions of the environment in which IFRS are applied. Perceived IFRS quality and attitudes towards the compatibility between IFRS and the environment for application of IFRS affect the level of support for the global convergence of financial reporting standards.

The paper discusses financial reporting of comprehensive income of companies in the food and beverage sector in the Republic of Serbia. The aim of the research is to examine whether the introduction of the concept of net comprehensive income has brought significant information for users of financial statements. The analysis has been conducted on a sample of 132 companies from the mentioned sector on the basis of financial statements for 2014. We find that there is very high positive correlation between net income and net comprehensive income; that there is no statistically significant difference between net income and net comprehensive income; that there is no statistically significant difference between the return on equity calculated by using net income and the return on equity calculated by using net comprehensive income; and that net comprehensive income is more volatile in time than net income.

Background and Purpose: Volume and sophistication of scientific research related to different aspects of entrepreneurship have significantly increased in recent years. Many authors point out the positive influence that development of micro, small and medium enterprises and entrepreneurship has on economic growth and job creation. According to various researchers, youth entrepreneurship and women entrepreneurship are two very important elements of this global phenomenon. The purpose of this paper is to provide the analysis of strategic framework for the support to the development of youth and women entrepreneurship in Serbia. Design/Methodology/Approach: Situational analysis of youth and women employment and examination of official Government strategic documents related to strategic framework for the support to the development of youth and women entrepreneurship in Serbia will be conducted. Results: Concrete activities have to be performed by different stakeholders, mostly non-government organizations. The activity stakeholders are on the bottom of the institutional framework, which provides the support to MSME (Micro, Small and Medium Enterprises) sector that will execute the operations in accordance with the defined strategic framework. Conclusion: Youth-run enterprises provide numerous benefits for society; they reduce youth unemployment and help young people prepare for their future. Female entrepreneurs also have strong economic and social impact.
