The paper considers the role of the development of corporate social responsibility of Ukrainian nuclear energy producers to ensure the effective functioning of this industry. National sustainable development in all social and economic spheres depends heavily on effective employee management where safety plays the main role. The purpose of the article is to evaluate the development of corporate social responsibility in NNEGC “Energoatom” and identify reserves for improving enterprise employee management. To achieve this goal, the method of SPACE analysis has been modified, because this tool is traditionally used as a method of strategic management. A system of 23 indicators has been developed to evaluate the level of corporate social responsibility in NNEGC Energoatom. Four groups of factors were identified, each of them was assessed by a set of relevant indicators. The article covers the activities of the enterprise during 2016-2020. On the basis of mathematical calculations, the SPACE-analysis matrix is constructed and the strategy of corporate social responsibility development is defined. The evaluation of the level of corporate social responsibility in NNEGC Energoatom indicates a high level of CSR. Despite the effective corporate social responsibility policy in NNEGC Energoatom, some problems still exist. The analysis allowed identifying the ways to improve the corporate social responsibility of nuclear energy producers, particularly to ensure a competitive salary, increase the level of occupational safety, improve the internal communication system. The practical value of the analysis lies in the fact that the modified method of SPACE-analysis can be used to evaluate the corporate social responsibility in different types of enterprises with different aims and objectives.

The purpose of the paper is a systematic approach to both, the relationship between economic growth, development inclusiveness, competitiveness, and the formulation of social and economic policies in the context of inclusive development, becomes an important task. The article justifies the need for creating prerequisites for inclusive growth through a radical change in public and political governance systems. It is necessary to create an inclusive infrastructure that ensures equitable access to public goods: health, education, transportation, access to information, communication, justice, security, environmental sustainability. The relevance of the study of inclusive growth is due to the aggravation of problems associated with a decrease in the pace of economic development, social tensions in society, international conflicts, as well as consequences of the global cyclical crisis. The current economic crisis is structural and is associated with a change of technological paradigm, which involves the transformation of economic resources from the sphere of low productivity to the sphere of high productivity. The analytical base of the study is the country rankings by economic development, human development, quality and satisfaction with life, the level of openness of the society, which are represented by international organizations and agencies. Based on a systematic approach methodology, the relationship between economic growth, development inclusiveness and competitiveness has been identified, which has made it possible to justify the need to transform the model of economic development with regard to the role of the person in the sixth technological K-wave. The results of such a study will justify proposals in terms of an inclusive growth model that complexly reflects the relationships between production, circulation, consumption and accumulation, between income, expenditure and final demand, between savings and investment, etc. It has been proven that the goals of inclusive growth are achieved through a high level of civic identity, enhanced partnerships, interregional relationships and social integration.

The key role of the education system in the formation of a knowledge society is raising the issue of improving its financing. In the face of new challenges and aggravation of global competition, the mechanism for financing the higher education system is being transformed. The need to increase funding is manifested in expanding financial sources and improving the management of various financial flows. Increasing the effectiveness of public funding is becoming an important issue, which remains the main source of financial revenues for institutions of higher education in countries of the world. A promising practice in the world is the use of funding based on the results of activity, which is becoming more widespread in various areas of economic activity. The purpose of this article is to study the current world-wide practice of applying results-based financing of higher education and defining promising directions for its implementation in Ukraine. The essence and features of RBF - Result Based Financing (RBF) method, including in the system of higher education, are revealed. The existing approaches to financing higher education institutions in the world based on results are systematized, the main criteria for their definition are identified: on the basis of inputs, process, output, output. The world practice of using higher education institutions financing based on the results, positive and negative consequences of its implementation is highlighted and summarized. The necessity of using RBF funding in the system of native education is proved, the main directions and areas of its use are determined. The application of a two-tier model of financing higher education institutions in Ukraine is proposed, which combines the traditional cost-oriented approach and funding based on the results of the activity.

The paper is devoted to identifying the level of social safety of society, taking into account the indicators of shadow economy, and developing its strategic scenarios as a component of sustainable development of Ukraine by 2030. The authors used the modern methods of normalisation, threshold vector determination, and dynamic weight coefficients in order to identify the level of social safety of society. The authors developed the structure and a list of indicators considering three components of social safety: The standard of living, the demographic component, and the quality of life. This method allows determining the list and severity of threats, comparing the dynamics of integral indices with integral thresholds in one scale, identifying the state of security, and defining strategic goals and strategies. The suggested approach is universal and can be used by any country, region, economic activity, or business to develop evidence-based medium-to-long-term sustainable development scenarios.

The accumulated assets of intellectual capital serve as the basis for the formation of competitive advantages of TNCs in the global economy. The world leading corporations are diversifying methods of forming and attracting intellectual capital in terms of increased competition. The aim of the study is to identify modern features and methods of intellectual capital accumulation as the basis of competitive advantages of TNCs in the global environment. The findings imply that the basis of leadership and high competitiveness of TNCs are the accumulated assets of intellectual capital. The result of the study was the systematization and disclosure of the methods of accumulation of intellectual corporate capital. The current trends in the accumulation of intellectual capital assets by leading TNCs of the world are revealed. The accumulation of corporate intellectual capital of corporations is carried out on the basis of large-scale investment in assets: the development of corporate forms of personnel training, a tremendous increase in R&D expenses, the formation of distributed innovation networks and open innovation platforms, the introduction of the latest knowledge management mechanisms. The forms of attracting intellectual capital from outside are actively used: the search and attraction of talented and highly qualified human resources from other countries, the purchase of patents, technologies, management models, mergers and acquisitions of companies, etc. Transnational corporations are becoming the leading subjects of spending on science in the world: in the top ten countries they account for more than half of all R&D costs, and in the leading countries of the USA and China - up to 80%. The accumulation of corporate intellectual capital is characterized by tendencies in the formation of two powerful world leaders - the USA and China, increased competition, a sharp increase in R&D costs, regional and industry transformations. The world leaders in science spending are the corporate sector in the United States and China. The sectoral structure of the world's leading transnational corporations is changing: instead of oil and automobile, the top ten transnational corporations now mainly include computer and high-tech companies. Aggressive strategies for increasing intellectual assets are being implemented. An effective tool for accumulating intellectual assets is mergers and acquisitions. The leaders in the number of mergers and acquisitions are TNCs from leading countries: USA, China, United Kingdom, Germany and Japan. The formation of corporate intellectual capital is an important step in building an effective synergistic interaction of all the constituent triangles “business-education-science”. This triad is a key tool for the strategic development of the knowledge economy for any country in the world.

The rapid spread of information technologies and other phenomena in the new economy causes significant changes in the social and employment spheres. The objective is mainly to analyze and systematize the peculiarities of labor and payment for it in the new economy. In this paper, the analytical grouping method for characterizing salary functions, as well as changes in the social and labor sphere that take place in the new economy, correlation-regression analysis to determine the relationship between average income and factors affecting its level are used. The results of the paper show three important findings. Firstly, the gradual changes in the content of labor and forms of its organization that happen in modern conditions under the influence of dissemination of information and communication technologies require new approaches to income adjustment, management of employment of the population, development of professional education system. Secondly, the authors also found that the fair employee compensation, ensuring productive employment in modern conditions, is a challenge not only of the national, but also of international scale. Thirdly, the prospective directions of reducing inequality and social tension in society are the guarantee of the basic unconditional income, progressive tax on all types of income, reduction of the length of working time while maintaining payments and improving productivity. In addition to avoiding social dangers, it would be a proactive progressive function of expanding human development opportunities.

The article determines the list of indicators of the standard of living of the population as a component of social security, including shadow indicators without which the assessment of living standards is inadequate in reality. The authors substantiate the limits of safe existence through the definition of the vector of the indicators’ threshold values. The paper identified the current state of the standards of living in Ukraine, Georgia and Poland through the integrated assessment from the standpoint of security, as well as outlined the most important threats. The researchers also scientifically substantiated the strategic benchmarks for the indicators of the standards of living considering three development scenarios that provide the fulfilment of the established sustainable development goals by means of adaptive regulation methods available in the control theory.

The dynamics of processes of human capital formation in the sphere of healthcare is investigated. The trends, processes and asymmetries in this area that accompany the gradual market transformation of the national health system are often characterized, and often provoke the formation of unproductive forms of human capital and the processes of fiktivization. The system of indicators for estimating nominal and real human capital is proposed. The dynamics of nominal human capital is estimated by the following indicators: the growth of the rate of the number of doctors of all specialties per 10 thousand population; the growth rate of the number of average medical personnel per 10 thousand population; the growth rate of the planned capacity of outpatient clinics for 10 thousand people. To assess the dynamics of nominal human capital: growth rate of the average life expectancy at birth (without gender differentiation); the growth rate of the disease per 100 thousand population (all diseases). According to our methodology, the growth of the index of real human capital shows progress in the medical sphere. The growth of the nominal human capital index shows an increase in spending on this area, and it does not always indicate progress, although its substantial reduction is alarming and requires a more detailed analysis. If real human capital grows faster than nominal, then healthcare activities are effective, and if on the contrary – in this area the processes of fictivization takes place. Recommendations for reducing the fiktivization processes in the sphere of healthcare are proposed, which include: development and implementation of a system for monitoring the quality of medical services on the basic data of the eHealth system; the further introduction of digital technologies into the national health system and, on this basis, – increasing the availability of analytical information for both medical professionals and researchers, and for the public, the dissemination of medical literacy and healthy lifestyles.

The authors consider the social security as a state of social sphere, which ensures high quality of life of the population (material level and social components), protection of the basic vital demographic-recovery processes, possibility of obtaining the high-quality education and the absence of threats to health and life of a person. The main indicator of quality of life – poverty level according to various methods of determination – is studied in detail. Imperfection of existing approaches to reflect the real state of poverty in Ukraine is substantiated. The definition of poverty level is proposed as a share of the population whose equivalent total costs is lower than the actual living wage, calculated as 50% of the average wage. According to this approach, the poverty level in Ukraine is about 60%, reflecting the real state. The integral index of quality of life in Ukraine, calculated on the basis of modern methodology, indicates its unsatisfactory condition throughout the analyzed period; this can be overcome only on the basis of sustainable development. The most important threats are outlined and ranked for the weight of influence. It is determined that the root cause of all threats to the quality of life, as well as social security in general, is the unacceptably low level of remuneration in output, which is significantly lagging behind similar indicators of economically developed countries and stipulates the corresponding humiliating social standards. In this regard, it is proposed to change the social policy by law through redistribution of income between labor and capital to the average level of the economically developed EU countries: labor – 29%, capital – 71%.
