Short Biography

Prof. Manuel Pedro Rodríguez Bolívar is Professor in Accounting at the University of Granada. He is included into the list of 100,000 top-scientists in the world classified into 22 scientific fields and 176 sub-fields (DOI: 10.17632/btchxktzyw.2#file-dd0904a8-0eba-4cf3-be4a-c6092261fed5). He has authored numerous articles in international journals (more than 60 in 33 different JCR journals), among them we can highlight Public Money & Management, Government Information Quarterly, Public Administration and Development, Online Information Review, International Review of Administrative Sciences, American Review of Public Administration, International Public Management Journal, Journal of Environmental Policy & Planning, Information Technology for Development, Electronic Commerce Research, Internet Research, Administration & Society, among others. Two main trends are converging in the urban areas in the last years: on one hand, the implementation of ICTs as strategic tools in the cities to become them smart, and on another hand, based in the intergenerational equity concept, the United Nations have proposed to achieve sustainable development goals in these urban spaces. Both trends are joining efforts in improving the citizens’ quality of life (QLF). Nonetheless, there is a research gap in the link of both tendencies for improving the citizens’ QLF. Therefore, this chapter seeks to analyze whether smart axes related to Sustainable Development Goals (SDG) initiatives included in the flagship 5 of the UN-Habitat, as those measured in the main rankings of smart cities as indicators have really an impact on the citizens’ QLF in the cities considered as “smart” in the European countries, as well as to identify the main axis that could have a greater impact on this QLF. Findings of this research seem to link SDG in smart cities with higher quality of life, mainly linked to aspects like the environmental protection and productivity.

Cities are developing strategies to deal with the complex challenges of global change and sustainability. These initiatives have involved the implementation of Information and Communication Technologies (ICTs) as a good driver for achieving sustainability because digital transformation can boost sustainable development strategies, providing opportunities to accelerate transformation. Smart City (SC) models built on empowering people in making public decisions favor access to sustainable development solutions based on knowledge and innovation. Nonetheless, SC experiences around the world denote divergent conceptions of SCs which could lead to different SCs construction. It deserves a more thorough understanding of the nature of collaboration in different settings. Therefore, this paper contributes to the debate on the different uses of ICTs in SCs construction in developing vs. developed countries, by examining the use of ICTs for creating collaborative environments in a sample of SCs in different countries, depending on their economic level, and seeking to identify differences in the objectives pursued by city governments with the use of these technologies. To achieve this aim, e-participation platforms, apps or social media platforms (European and Central Asia SCs) are examined for identifying SCs construction differences between developed vs. developing countries. The findings of this paper put an emphasis on the need for taking into account the differences among SCs in developed vs. developing countries when raking or when performance measurement is designed, because the assessment should be tailored to the cities’ particular visions and priorities for achieving their objectives.

In the last years, the creation of public value in the smart cities (SC) is conceived as a strategic approach to public management based on the promotion of networked governance with the aim at improving the quality of life (QoL) of the cities’ residents (Rodríguez Bolívar, Proceedings of the 52nd Hawaii International Conference on System Sciences, 3325–3334, 2019). This chapter seeks to analyze whether SC are those with a higher QoL in the urban environment as well as to investigate the smart dimensions that could have an influence on the QoL of the cities’ residents. Findings based on a sample of European smart cities indicate that the smart city’s promise of increasing the citizen’s QoL is true, but it seems to be mainly focused on the outcomes (smart living dimension) and not on other smart dimensions that focus on the process to obtain the outcomes (smart governance, smart economy, or smart environment, for example).

Prior research has indicated that institutional stakeholders influence the elaboration of regulatory frameworks by seeking to maximize their institutional power to achieve favorable policy outcomes. In recent years, Blockchain services regulation has been issued with the aim at influencing the process of technological change and diffusion. Based on stakeholder theory and empirical data collected from key stakeholders, this chapter seeks to contribute to the literature on stakeholder involvement in formulating and enacting regulatory frameworks, understanding the perspectives and needs of different key stakeholders regarding benefits, challenges, and expected outcomes of legislatives initiatives to regulate services based on Blockchain Technology/Distributed Ledger Technology (BCT/DLT). Findings show that the various stakeholders analyzed have competing views and interests in the respective service regulation that ranges from the functioning of BCT/DLT services inside financial markets (financial regulators and government decision makers), to safety, security, and practical risk-management and operational measures for their conducting business (lobbyists and Fintech firms).

Universities are now becoming more active in the field of Corporate Social Responsibility (CSR). Nevertheless, they do not appear to be granting the same degree of importance to the dissemination of these activities. This article analyses the voluntary corporate social responsibility information disclosed by leading USA universities. We created several indexes of corporate social responsibility information disclosure and examined main universities’ characteristics that affect corporate social responsibility disclosure by these entities. The findings obtained show that the universities are strongly committed to the dissemination of corporate social responsibility information, and that a university’s size, affiliation, public/private status and ranking position are the factors most significantly affecting its online disclosure of general corporate social responsibility information. These findings could be useful for university administrators, especially those in public universities, highlighting the importance of developing and supporting policies and incentives to promote CSR disclosure and thus attract new students and meet social expectations about the ethical behaviour of universities.

The Smart Cities’ projects favor the improvement and efficiency in public services, as well as the dis-closure and access more information, offering extraordinary opportunities for cities to spark a new wave of wealth creation. However, despite the relevance and complexity of designing strategic planning for smart city development, it continues to be ignored. This research contributes to prior research through the analysis of the demographical and citizens profile of SCs, identifying key patterns in the strategic planning processes of the smart initiatives in city governments in order to ensure the success of SCs initiative implementation. To achieve this aim, this paper has sought to analyze strategic planning process in a number of Spanish SCs under the microscope examining a total of 1,635 smart initiatives with the aim at identifying patterns in the strategic planning design. Findings show that smaller-size cities with a higher proportion of older people usually perform formal strategic planning processes.

In recent years city governments have rethought and changed their governing routines, procedures and processes, to better understand citizens’ needs, implementing Open Government Strategies. Our study analyzes the use of technological channels available to citizens by local governments to improve transparency and citizens’ participation and collaboration. Our empirical research selected 145 Spanish local governments with more than 50,000 inhabitants. Findings show that the size of the municipality, the population density, the population age and the level of education of the inhabitants could influence on the citizen participation models implemented in sample cities. On the whole, findings indicate that the level of OG development is still low in Spanish local governments, which means that there is much room for improvement in the future if local governments want to make citizen participation true.

In recent years, financial sustainability (FS) of public policies has become a key concept in all governmental levels due to the need for ensuring public services delivery for future generations. Prior research has been focused on the financial sustainability in local governments (LGs) although its findings suggested the need to analyze this magnitude in other levels of government because political decisions could be different in each type of public entity. So, FS has also become very relevant in the Regional Government (RGs) context because their public policies affect not only at the regional level but also the local one. Therefore, from a comparative approach, this paper seeks to identify socio-demographic factors which could influence on the financial sustainability, in the Spanish context for both LGs vs. RGS in order to establish public policies to make sustainable public goods and services. Findings demonstrate that differences in influential factors between these two levels of public administration exist: factors such as population size and foreign population could have an effect on the financial sustainability of both governmental levels while the unemployment rate, dependent population, and population density affect differently on LGs and RGs.

Smart cities are fostering the interaction, collaboration and involvement of citizens in the city management models. To achieve this aim, technological tools like city mobile apps are being used for redefining the way citizens interact with smart cities. This paper seeks to analyse the demographic profile of citizens regarding the use of local government Apps for participation in public affairs and the digital divide through the evaluation, opinions and interest of citizens in these Apps in European smart cities. To achieve this aim, this paper focuses on an empirical research on Apps created by European smart cities included in the IESE Business School project. Findings indicate that the education level, gender and ages of the citizens can be factors to download, evaluate and opine about local government Apps, although its influence depend on the smart dimension in which the Apps are running.

Distributed ledger technologies (DLTs) such as Blockchain appear to have disruptive economic potential to traditional finance-sector and non-financial markets as the success of crypto currencies demonstrates. While traditional financial and securities markets are highly regulated, DLT transactions and exchanges have so far widely remained unregulated, which potentially poses major threats to individual investors and, via money laundering, terrorist financing, and tax evasion, to society at large. Governments have been taking different approaches to monitoring and regulating the fledgling DLT provision arena. However, the small jurisdiction of Gibraltar, an affluent self-governed and self-financed British overseas territory with a population of 34,000 at the Southern tip of the Iberian Peninsula has taken a proactive approach. What makes this case stand out is that Gibraltar is not only is the first jurisdiction worldwide to regulate general DLT provision, but it is rather using the regulation as a competitive tool and a means for creating new public value. The study inquires the potential benefits and challenges to this particular approach to DLT provision regulation, and it investigates and presents the various facets of public value generation, which might serve as a poster child for fast and smart regulation in the digital age.

Public value creation is the new lens for analyzing smart cities. Based on participative governance models, local governments in smart cities must provide the tools and context to foster citizen engagement in public decisions and co-creation of public services. All this have to be addressed to increase the quality of life of citizens in their urban life. So, technological advances implemented in city governments should provide an ideal frame to support the engagement and participation of citizens in the city life. Researches included into the book are clear examples of this issue.

In the late twentieth century, with the advance of the new developments in Information and Communication Technologies (ICTs), a new variation of the discourse of common good was initiated and framed as the public value (PV) approach. Therefore, it is necessary to undertake research that makes proposals about the PV definition, measurement and management into the smart cities framework. Indeed, our revision indicates that there is a lack of research in these areas.

This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book fills that gap by combining empirical and theoretical research to analyze actual practices of citizen involvement in smart cities and build a solid framework for successful e-participation in smart cities. The book is divided into three parts. Part I discusses smart technologies and their role in improving e-participation in smart cities. Part II deals with models of e-participation in smart cities and the organization issues affecting the implementation of e-participation; these chapters analyze the efficiency of governance models in relation to the establishment of smart cities. Part III proposes incentives to motivate increased participation by governments and cititzenry within the smart cities context. Written by an international panel of experts and practitioners, this book will be a convenient source of information on e-participation in smart cities and will be valuable to academics, researchers, policy-makers, public managers, citizens, international organizations and anyone who has a stake in enhancing citizen engagement in smart cities.

Purpose The purpose of this paper is to obtain new knowledge about the accounting measurement of financial sustainability in local governments, by studying the influence of political factors on the evolution of income statements. Design/methodology/approach This paper analyses income statements of Spanish municipalities from 2006 to 2014, together with mayor profiles and political-institutional factors, using the generalised method of moments system. Findings The income statement represents a useful measure to assess financial sustainability, showing the effect of political factors on three dimensions proposed by IFAC (i.e. service, revenue and debt), such as ideological coincidence, political competition, political ideology, and absolute majority or political fragmentation. Practical implications The findings can be useful for policymakers and accountants responsible for accountability, supervisory bodies, fiscal authorities, voters, users of public services and other stakeholders interested in governmental income statements. Social implications In the Eurozone, the crisis of government finance has made the citizens and the policymakers question the size and volume of public services. Likewise, in countries such as Spain, politicians remain one of the main problems for citizens. These circumstances make it very interesting and timely to study the accounting measurement of financial sustainability and its political explanations. Originality/value The findings provide new empirical evidence about the accounting measurement of financial sustainability in local governments, and they identify political factors that influence the evolution of income statements.

The growth of smart cities is forcing governments to focus their efforts on the increase of public value creation. Based on prior research, on the perception of smart city practitioners and on an empirical observation, this paper seeks to analyse the public value creation under the context of the smart cities, examining the model of citizen participation and the use of new technologies by city governments in smart cities with the aim at improving e-participation of the citizenry in the public arena. Findings indicate the need for using new technologies to adopt a more participative model of governance, although, nowadays, sample smart cities are not putting available technological tools or promoting citizens to be involved in online public consultations, discussions and petitions.

The context of SCs favors the technological and innovative spaces to increase the citizen participation. In this book, we have tried to analyze what are the models and the circumstances under which public managers and politicians work to implement SCs. The contributions in this book have highlighted that governments have tried to offer different tools to improve citizen participation in the process of taking public decisions. However, their attitude is no active and is not in favor of citizen participation with the aim at sharing their ideas, comments, suggestions, compliances and experiences. Maybe, it will be necessary to implement systems, projects and initiatives that try to involve the citizenry in the design of public services. Also, it may be necessary cooperation initiatives such as crowdsourcing and Living Labs that contribute to the creation of innovative ideas and solutions, tending towards the common good.

The environment and context of SCs has favoured the technological and innovative spaces to increase the citizen participation which enables the participation and cooperation among governments, citizens and organizations. Nonetheless, despite the relevance of this topic, scholars have highlighted that little research has focused on actual practices of citizen involvement in smart cities so far. This way, this chapter seeks to look at the use of new technologies by city governments in SCs with the aim at improving e-participation of citizenry in the process of making decisions in the public arena. In particular, this study seeks to put focus on the governmental SCs initiatives, platforms, applications, and so on, that favour the e-Participation of citizenry in European SCs.
