The combined effect of rising life expectancy and declining fertility has made “aging” a dominant topic on the policy agenda across Europe. With the aim of retaining older workers and facilitating longer working lives, offering retention measures, such as the possibility of phased retirement, additional leave, and/or bonuses to older workers, has become a widespread strategy among Norwegian companies to combat voluntary early retirement. However, analyses do not find any overall effect of offering such retention measures, although some single measures like additional leave and bonuses seem to have reduced early retirement among older workers in Norway. The aim of this article is to examine whether the limited effect of companies' retention measures on early retirement have been impacted by the financial crisis of 2007/08. Our hypothesis is that the effect of companies' retention measures on early retirement will be less if companies were affected by the financial crisis of 2007/08. Although most companies affected by the crisis of 2007/08 still offers retention measures, the financial hardship following the crisis may force some to priorities to cut cost and reduce staff, which may in turn lead to earlier rather than delayed retirement among their older employees. In order to investigate whether the effects of retention measures on early retirement vary between individuals in companies affected by the financial crisis of 2007/08 or not, we use data from a survey carried out among a representative sample of Norwegian companies in 2010 combined with individual register data on all employees in these companies in the period 2000–2010. Using individual fixed-effects in combination with a linear probability model we did not find that the financial crisis of 2007/08 impact on retention measures overall effects on early retirement. However, working in a company affected by the financial crisis of 2007/08 seem to reduce bonuses and extra days offs' effect on early retirement among private sector employees; although the effects were not statistically significant. Hence it indicates, as expected, that the effect of retention measures on early retirement in the private sector are vulnerable to changes in companies' performance and the overall market situation.

The National Insurance Scheme (NIS) remains the cornerstone of the Norwegian pension system. The introduction of a mandatory occupational pension in 2006, and the restructuring of the contractual pension (AFP) in 2008, have, however, significantly increased the importance of labor market based pensions. Entitlement to AFP and contributions to occupational pensions are largely determined by individual employers, thus resulting in significant different future pension benefits and opportunities to retire early among employees. This article investigates what characterizes private sector enterprises that offer their employees both entitlement to AFP and a ‘good’ occupational pension, compared with enterprises that only offer a minimum pension. Analyzing data from a survey carried out in 2012 among 1107 private sector companies, I find that companies who offered an occupational pension before such schemes became mandatory in 2006 and companies where the social partners had conducted negotiations concerning pensions, were more likely to offer ‘good’ labor market based pensions. Both of these factors are linked to union strength and strong social partner relations.

The number of people aged 60 and over across the globe is expected to double by 2050, reaching a share of more than 20 percent of the population total. Governments are therefore taking more and more policy actions to encourage ageing workers to extend their working lives and their employers to retain them. According to the OECD lifelong learning opportunities and inclusive labour markets will be essential to ensuring that workers of all educational backgrounds have the possibility of extending their working lives. This article examines the relationship between adult education completed after age 40 and the subsequent active participation of older adults in employment, using individual register data from Statistics Norway. The results show a substantial effect of upgrading formal education on subsequent labour market participation. Overall effects are quite similar for males and females. Attaining a lower level tertiary degree has the largest impact on labour market participation both for males and females. Completing a secondary education has a strong, long term impact among males. The results suggest that facilitating access to formal education among older workers may be an important contribution to extending working lives.

In this paper, we analyze the effect of the retaining bonus on early retirement behavior using a unique dataset consisting of a Norwegian employer survey from 2010 combined with register data on all older employees in the period 2000–2010. The retaining bonus is one of the most common retention measures offered by Norwegian companies to prevent their older workers from retiring early. The most common arrangement is a lump sum of between 10,000 and 25,000 Norwegian Kroner (between 1100 and 2600 Euros), which was less than the mean monthly pay before tax in Norway in 2010. In spite of this modest sum, our analysis shows that retaining bonuses of 20,000 NOK or more do reduce the probability of 61-year-olds retiring in the next two years of employment

Seen from an international perspective, Norway has high employment rates and low unemployment rates among its older population. On the other hand, the share of persons aged 50–64 on disability pension is quite high compared to other European countries. Studies also show that a large proportion of disability insurance claims in Norway can be directly attributed to job displacement and other adverse shocks to employment opportunities. This indicates that there might be some hidden unemployment among Norway’s older population. This article describes and discusses this unemployment – disability paradox in light of relevant legislation, policies and recent research.

En Norvège, le taux d’emploi parmi les seniors est élevé depuis de nombreuses années tandis que le taux de chômage est faible. Pourtant, diverses études ont conclu que restructurations et réductions des effectifs en Norvège augmentent le risque d’absentéisme pour maladie, de retraite anticipée et de dépendance envers les prestations sociales. La contribution a pour sujet la politique d’emploi et de protection sociale ainsi que l’influence des réformes sur la situation de travailleurs seniors en matière d’emploi et met en évidence le lien paradoxal entre chômage et invalidité.

Die Beschäftigungsquote unter der älteren Bevölkerung Norwegens ist seit vielen Jahren unverändert hoch, die Arbeitslosenquote seit Jahren niedrig. Andererseits ist der Anteil der Personen im Alter von 50-64 Jahren, die eine Erwerbsminderungsrente beziehen, im Vergleich zu anderen europäischen Ländern relativ hoch. Die Inanspruchnahme von Erwerbsminderungsrenten hängt größtenteils direkt mit einem Verlust des Arbeitsplatzes und anderen Beschränkungen von Erwerbschancen zusammen. Dies deutet darauf hin, dass die ältere Bevölkerung Norwegens von verdeckter Arbeitslosigkeit betroffen ist. Der Beitrag befasst sich mit diesem paradoxen Verhältnis zwischen Arbeitslosigkeit und Erwerbsminderung im Licht der Gesetzgebung und Praxis der Arbeitsmarkt- und Sozialpolitik sowie mit neueren Forschungsergebnissen zu dieser Problematik.

Increasing life expectancy and decreasing fertility have led to a shift in the workforce age structure towards older age groups. Deteriorating health and reduced work capacity are among the challenges to retaining older workers in the labour force. To examine whether workplace interventions to facilitate work among employees with health problems or reduced work capacity affect disability rates among employees aged 50 years and older. Data from a survey of Norwegian companies (n = 713) were linked with registry data on their employees aged 50-61 years (n = 30771). By means of a difference-in-differences approach, we compared change in likelihood of receiving a full disability pension among employees in companies with and without workplace interventions. Employees in companies reporting to have workplace interventions in 2005 had a higher risk of receiving full disability pension during the period 2001-03 compared with employees in companies without such interventions [odds ratio (OR) 1.25, 95% confidence interval (CI) 1.07-1.45]. During the period 2005-07, there was an overall reduction in disability rates (OR 0.83, 95% CI 0.71-0.96) in both the intervention and control group. However, employees in companies reporting to have interventions in 2005 experienced an additional reduction in an employee’s likelihood of receiving a full disability pension (OR 0.80, 95% CI 0.64-0.99) compared with employees in companies without interventions. Interventions to facilitate work among employees with health problems or reduced work capacity have reduced disability rates among employees aged 50-61. This suggests that companies’ preventive interventions are an effective means to retain older workers with deteriorating health.

Purpose – The purpose of this paper is to shed light on developments in Norwegian companies’ active-ageing policies, and hence offer insight into what characterises those Norwegian companies offering measures to retain their older workers. Design/methodology/approach – The research questions are investigated using data from two surveys carried out among a representative sample of Norwegian companies in 2005 and 2010. The two data sets are analysed both separately and jointly, being merged to obtain a pooled cross-section data set. Both multivariate logistic and linear regression are applied. Findings – The proportion of companies offering retention measures, as well as the extensiveness of their retention efforts (the number of different measures offered), has increased considerably from 2005 to 2010. What characterises these companies however is surprisingly similar in 2005 and 2010. The retention efforts of Norwegian companies seem to be part of a holistic approach to active ageing. Offering a number of different retention measures is more common among companies having initiated “measures to facilitate lifelong learning” and “measures to prevent health problems or reduced work capacity”. The financial incentives embedded in the contractual early retirement scheme seem also to have a significant impact on retention efforts. Originality/value – The employers’ perspective has received little attention in previous research and the authors are the first to report on developments in Norwegian companies’ retention efforts over time. Knowledge about what characterises employers offering such measures will be important for future efforts to increase employments rates among older workers, which is an aim for most European countries.

A main objective of European governments is to reduce the number of early retirees, either by reforming pension systems or promoting active aging in working life. The importance of formulating a coherent personnel policy for all age groups is increasingly recognized by employers. However, there is still a lack of knowledge as how to strategically cope with an aging labor force. The aim of this article is to define and discuss a number of challenges arising from workplace-related active aging policies. We in particular discuss how an emphasis on economic incentives and gains (“senior goods”) may give rise to unanticipated side effects for the employers as well as the employees. The article is based on results from two recent studies: one study examining six Norwegian municipalities with seemingly good practices in work-related old age policies, and another examining such policies in eight establishments in four different industries.

Aims: The article examines whether preventive measures and work adjustments at the establishment level affects sickness absence among workers aged 50 years and older. Methods: We combine survey data from a representative sample of 713 Norwegian companies, mapping the prevalence of preventive health measures in the work place in 2005, with register data on sickness absence and demographic variables for workers aged 50 years or older in 2001 and 2007. By means of a difference-in-differences approach, we compare changes and differences in the likelihood of sickness absence among the sample group, with and without the various measures/ instruments in 2005 respectively. Results: In general, work-place preventive measures at the establishment level have not contributed to reducing the probability for sickness absence among workers aged 50 years and older. However, analyses comparing differences between industries find that the work-place measures have had a positive effect on public administration employees. Conclusions: Whether work-place preventive initiatives influence levels of sickness absence seems to be contingent on sector and industry. Therefore, work-place measures may be more effective in the public administration sector where most employees have office jobs compared to sectors such as manufacturing, construction and transportation, where many employees have manual work and more physical demanding jobs. Work-place initiatives thus seem to have less effect on preventing sickness absence in sectors dominated by manual labour.

Although active ageing policy and practice vary between countries, we believe that knowledge about the effects of Norwegian companies’ initiatives to delay early retirement is of interest for all countries striving to increase the employment rates of older workers. Since the agreement on a more inclusive working life (IW agreement) was signed in 2001, the Norwegian government and social partners have encouraged companies to develop a more senior-friendly policy and implement special measures to retain older workers. In this article, we evaluate the effects of such measures. Our research question is, have preventive measures offered by companies to employees aged 62 years and older contributed to reduced rates of early retirement? We use a ‘difference-in-differences’ approach and examine whether measures at the company level to counteract early retirement actually affect older employees’ retirement decisions, controlling for different individual and enterprise factors. This is done by comparing changes and differences in the individual likelihood of early retirement on the contractual pension (AFP scheme) and disability pension in the period 2002–2007 among employees 62 years of age in businesses with and without the corresponding preventive measures/instruments. The analyses show that the likelihood that a 62-year-old worker will retire on the AFP scheme has increased from 2002 to 2007. This applies equally to 62-year-old employees in enterprises that have enacted special measures to retain older workers as well as 62-year-olds in enterprises that have not enacted any such measures. On the other hand, the likelihood that a 62-year-old worker will retire because of disability decreased from 2002 to 2007, among employees in both the intervention enterprises and the control enterprises. However, when controlling for other relevant characteristics of individuals and enterprises, the analysis indicates that the measures as such have had no effect on the likelihood of 62-year-olds retiring.
