Environmental issues have become a major concern for policymakers faced with the threat of global warming. An ambitious plan “The European Climate Energy Package” drives trajectories of European countries in three directions: reducing greenhouse gas emissions (GHG), increasing the share of renewable energy and improving energy efficiency. Considering the three targets together and using multidimensional data analysis methods constitutes the originality of the article, the methodology used makes it possible to propose temporal and spatial typologies of the energy transition of European countries over the period 2000–2015. Results show evidence of a gradual transition over three sub-periods towards a more environmentally conscious economy. Results highlight the backwardness of the great Western European countries in achieving the goals assigned to them. Finally, discriminant analyses suggest that policy mix design and innovation system are the key drivers of the energy transition over the sub-period 2011–2015. However, they do not contribute to discriminate the contrasted performances between countries on the same sub-period.

Since the adoption of the Sustainable Development Goals by the United Nations, sustainability has been a key priority for European governments. While previous studies have investigated the associations between indicators of sustainable development, few have directly considered a multidimensional approach to assess and compare the performance of regions in terms of sustainable development. As such, a comprehensive assessment of regional sustainable performance is thus still needed. In this paper, the concept of sustainability relies on the construction of six composite indices (environment and natural resources, energy transition, sustainable mobility, economic dynamism, social cohesion and solidarity, and governance and citizenship) with the aim to provide an evaluation framework for empirically comparing the performance of the 96 metropolitan French Departments. Each dimension is explored by spatial autocorrelation analysis and Hierarchical Ascending Classification (HAC) to classify French Departments providing five different regional profiles of sustainable development. The findings make it possible to identify the strengths and weaknesses of the departments in the implementation of sustainable development. This approach provides the bases for a systematic monitoring of sustainable development policies at the regional scale.

The aim of this contribution is to establish a typology of European entrepreneurship countries with respect to variables related to entrepreneurial activity and economic development. Using a combination of multidimensional data analyses allows us to extend the concept of ‘entrepreneurial regimes’ and leads to the distinction of five such entrepreneurial regimes. Moreover, in order to better characterize these classes, a wide set of illustrative variables representative of national economic development, labour market functioning, and formal and informal institutional environments, as well as variables specific to the entrepreneurial population, are considered. Finally, discriminant analyses show that the five explanatory themes considered (Innovation, Employment, Formal Institutions, Entrepreneurship and Governance) differentiate the classes, and significantly explain the diversity of entrepreneurial regimes. These findings have important implications for the implementation of public policy, in order to promote entrepreneurial activity and reduce unemployment.

Studies in regional science increasingly suggest that the environment of newly created firms determines the scope of their value creation, and their local economic impact, even regional. In this paper, we question to what extent the differences in the entrepreneurial context contribute to explain the differences in the level of regional development. Our results suggest a spatial heterogeneity of the influence of the entrepreneurial context on regional development. Consequently, encouraging business creation is not enough, it is also necessary to create the favorable conditions for creating companies whose sustainability and job creation rates are high.Classification JEL: C21, C26, R58

The purpose of this article is to establish a typology of entrepreneurship for OECD countries over the 1999–2012 period. Our aim is to draw a distinction between managerial and entrepreneurial economies, to identify groups of countries with similar economic and entrepreneurial activity variables, and to determine the economic and institutional drivers of entrepreneurial activities in each group. We show that the level of development, sectoral specialization, and institutional variables related to entrepreneurship, functioning of the labor market, and openness of the country are decisive to understand differences in entrepreneurship activity across countries. Results show that the pre-crisis period, from 1999 to 2008, is a period of growth favorable to entrepreneurship. The financial crisis involved a break in entrepreneurial dynamism, with agricultural economies withstanding the financial crisis better. The 2010–2012 period of recovery is a period of a sharp slowdown in entrepreneurial activity, during which the countries that are less dependent on the financial sector proved to be the most resilient in terms of entrepreneurial activity. Nevertheless, it is the advanced knowledge economies with developed financial markets, fewer institutional regulatory constraints, and greater scope for qualitative entrepreneurship that show lower unemployment rates. These findings have important implications for the implementation of public policy in order to promote entrepreneurial activity and reduce unemployment. L’objectif de cet article est d’élaborer une typologie des activités entrepreneuriales des pays de l’OCDE durant la période 1999–2012. Notre intention est d’établir une distinction entre les économies managériales et entrepreneuriales, d’identifier des groupes de pays ayant des comportements économiques et entrepreneuriaux similaires et d’identifier les déterminants économiques et institutionnels des activités entrepreneuriales dans chaque groupe. Nous montrons que le niveau de développement, la spécialisation sectorielle ainsi que les variables institutionnelles liées à l’entrepreneuriat, au fonctionnement du marché du travail et à l’ouverture du pays sont déterminants pour appréhender les différences nationales en matière d’activité entrepreneuriale. Les résultats montrent que la période antérieure à la crise, 1999–2008, est une période de croissance favorable à l’entrepreneuriat. La crise financière a provoqué une rupture du dynamisme entrepreneurial; ce sont les économies agricoles qui ont le mieux résisté à la crise financière. La période de reprise 2010–2012 est une période de fort ralentissement de l’activité entrepreneuriale, durant laquelle les économies dépendant largement du secteur financier sont les plus affectées par la crise en terme d’activité entrepreneuriale. Néanmoins ce sont les économies avancées de la connaissance caractérisées par des marchés financiers développés, peu de contraintes institutionnelles de régulation et un entrepreneuriat de qualité qui affichent les taux de chômage les plus faibles. Ces résultats ont des implications importantes pour la mise en œuvre des politiques publiques visant à promouvoir l’entrepreneuriat et à réduire le chômage.

Mª Camino Ramón-Llorens and Ginés Hernández-Cánovas show, through analysis of a survey dataset of 41 Spanish venture capital firms (VCFs), that a large part of Spanish venture capital contracts are standard. However, when the authors study VCFs according to the public or private origin of the resources, they find that there is some heterogeneity in the design of contracts due to coercive pressure exerted by the government on public entities, with the private sector remaining the stronger in the application of standard terms. Their results contribute to shedding light on the design of financial contracts between entrepreneurial firms and their VC investors, to the benefit of policy makers, firms and venture capitalists.

This chapter investigates the differences in entrepreneurial activity between Japan and the Netherlands. While the Netherlands may be recognized as a well-developed entrepreneurial economy, Japan appears more in a process of transition from a managed to an entrepreneurial economy. The authors attempt to identify the factors that facilitate or hinder the transformation process from a managed to an entrepreneurial economy. The individual contribution of explanatory variables is interpreted according to a benchmark that makes it easy to recommend specific policies for stimulating entrepreneurial activity.

This chapter investigates to what extent the legal environment might have a positive impact on entrepreneurship. Using a research design combining quantitative and qualitative approaches, the authors aim at understanding who the entrepreneurs are who positively use regulation as a source of business opportunity, and how they succeed in this. Not all entrepreneurs use regulation as a source of opportunity, and those who do use two approaches, which the authors call ‘Kirznerian’ and ‘Schumpeterian’ approaches.

Nadine Levratto, Denis Carré and Luc Tessier examine whether local aspects (the qualification of the workforce, the importance of the manufacturing industry, factors impacting the business climate, among others) influence employment changes at the establishment level. Exploiting data for a panel of French establishments operating in the manufacturing industry between 2003 and 2010 and various measurements regarding the local context, they are able to determine whether local factors exert a positive or negative effect on establishment growth. Their results suggest that more attention should be paid to locally defined policy tools and objectives.

This chapter investigates the transformation of the current society from an industry-based economy to a knowledge-management and innovation-based economy. They show that it changes the design and implementation of business strategies and the nature of the competition among organizations which are mainly small and medium-size enterprises (SMEs). Using data from a sample of 125 Mexican manufacturing SMEs, the authors find that knowledge management has a positive impact in products, process and management systems innovation.

The development of self-employment may be interpreted as the result of structural reform policy aimed at labour market flexibility and economic prosperity. Contrastingly, it may also correspond to the outcome of a poor economic situation, with people becoming self-employed out of the need to earn a living. What then will be their situation at retirement age as they depend highly on private provisions? With a focus on solo self-employment, Uwe Fachinger and Anna Frankus use data from the German Microcensus for 1989–2009 to study the ability and willingness of people to save money for old-age provision. Their results emphasize what would be a growing poverty risk, calling for overall attention and policy response.

Eleni Papaoikonomou, Xiaoni Li and Pere Segarra examine the perception among firms of the financial crisis that started in 2007 and how it may affect their strategic decision making. They exploit a dataset based on a survey conducted in 2011 among managers of Catalan SMEs. Applying a non-hierarchical typological analysis, the authors identify three clusters of firms characterized by the degree of perceived difficulties that they then grouped in relation to different strategic actions. The firms that perceive the crisis more negatively are also the ones that are found to take various strategic actions more frequently. Perceptions appear to play an important role, and this is quite challenging for managers and policy makers. Overall, cost-reduction measures are the most widely used, and this leads to the question of their appropriateness.

Ngo Vi Dung and Frank Janssen examine whether the market-supporting institutions at the sub-national level influence the export behaviors of firms in the context of an emerging economy, namely Vietnam. Analysing a dataset of 7818 Vietnamese firms, including 719 exporting firms, they find that export propensity is mainly and negatively influenced by provincial financial conditions. Provincial attitudes, bureaucracy, and legal and informal charges positively drive the firm’s export intensity. The predictability of domestic laws and regulations negatively influences the firm’s export intensity. In addition, institutions do matter more for smaller, younger and private firms. Nevertheless, the influence of sub-national market-supporting institutions on export mode choice is ambiguous.

The authors explore the effect of national culture on the mode of entry into entrepreneurship: namely starting versus taking over a business. Adopting an aggregate trait approach, they hypothesize that individualism and masculinity favour starting a business, whereas uncertainty avoidance and power distance (acceptance of hierarchy) favour taking over a business. Unexpectedly, their results suggest that people in countries with a relatively high power distance are less willing to opt for business takeovers rather than starting new ventures. An explanation for this could be sought in the reaction to an ‘un-entrepreneurial’ culture.

Mercedes Teruel and Gerrit de Wit present the first empirical analysis of high-growth firms at the country level. They find indicative empirical evidence for three driving forces of high growth: entrepreneurship, institutional setting and opportunities for growth. They also investigate three specific channels of influence toward high-growth firms: enrolment in tertiary education; entrepreneurial motives associated with growth-oriented ambitions; and the promotion of entrepreneurship as a desirable career choice. Besides, they consider the possible impact of institutions and whether fast-growing firms are more probable in dynamic economic environments offering greater business opportunities.

Alicia Rubio Bañon, Nuria Esteban-Lloret and Antonio Aragón Sánchez report the results of an original comparative analysis. While it has been documented that social companies share the pursuit of revenue generation with commercial firms, but look as well to achieve goals such as positive social and environmental impact, little is still known about the specificities – if any – regarding the characteristics and motivations of social entrepreneurs. Using data from the 2009 Spanish Global Entrepreneurship Monitor (GEM) survey, the authors find key differences that significantly distinguish commercial entrepreneurs from social entrepreneurs. Three individual factors particularly emerge: opportunity perception, entrepreneurial self-efficacy perception and risk perception.
