This chapter joins the increasing set of studies on place-based factors of environmental strengths and weaknesses, looking in particular at industrial districts (IDs). According to the ID literature, the dynamics characterizing systems of specialized SMEs may embed in local societies and rest on sets of externalities and specific public goods. The work builds on those foundations and aims at progressing on methods for measuring environmental performances in IDs. It introduces a composite environmental sustainability index and applies it to a novel dataset collected in Italy at the municipality level. This application allows comparing IDs and other types of local systems’ environmental sustainability performances.

Place leadership (PL) influences the capability of places hit by disruptive challenges to react and reroute to new paths of development. Recent contributions consider the positive role of PL, while negative aspects are still under-investigated. This paper proposes a conceptual framework that, focusing on local productive systems (LPSs), explores PL’s dark side. Forms of PL accompanying LPSs show different degrees of openness and strength that interact with the same LPS structural features. Enclosed forms of PL, aiming to preserve restricted and well-established interests, might intentionally resist attempts of LPS rerouting if undermining such interests, albeit beneficial to the system overall.

This paper explores the governance of social innovation throughout quadruple helix partnerships between civil society, business, government, and academic actors. Particular attention is given to the participation of universities in such partnerships as an expression of public and community engagement under broad third mission goals. Quadruple helix partnerships may favour the governance of projects aiming at social innovation, but conflicts and drawbacks can hinder the alignment of partners’ contributions. To tackle this issue, we develop a conceptual framework that points out four key phases in such governance processes: i) identification of a common nexus, ii) building of shared strategies, iii) implementation, and iv) learning feedbacks. We apply this framework to three Italian projects under the new EU Urban innovative actions’ program. Different alignment pathways and barriers in the governance process emerge and are discussed. The results show that quadruple helix partnerships for social innovation work smoothly if a solid common nexus between partners is in place. The University is used as a focal actor to understand the mechanisms underpinning each phase and the role it may play in such partnerships.

We analyze the way in which individual academics and research groups organize their third mission activities before and after the institutionalization of third mission strategies by the university governing body. Drawing on the literature, we put forward an interpretative framework that links central entrepreneurial or engaged strategies with the way academics organize their third mission activities. Then, we propose an application of this frame to the case of the University of Florence (Italy), before and after its transition to more structured entrepreneurial and engaged models. We use a mix of quantitative and qualitative analysis. A cluster analysis allows identifying different types of academics involved in the third mission based on the way they organize their activities. Furthermore, a set of interviews to academics complements the comparison and the interpretation of the clusters obtained. The following paths of change emerge: (1) increased proportion of academics involved in third mission activities; (2) bottom-level initiatives that are aligned with central strategies; and (3) increased heterogeneity of bottom-level organization forms, with a relative loss of importance of the group dimension with respect to the individual academics and an increased specialization of research groups.

The paper examines processes of knowledge transformation in Industrial Districts (IDs) and how they contribute to industrial path development. Drawing on a case study of the footwear IDs in the provinces of Macerata and Fermo, Italy, we discuss how the knowledge configuration of the ID, within and outside of its core industry, changes as a result of internationalization activities, affecting path development. The Fermo IDs are characterized by a high multiplicity of know-how nuclei within the core industry and low non-core multiplicity. In this case, we find that unlearning processes are concentrated within the core, supporting at most an extension of its lifecycle. Conversely, the higher non-core multiplicity of the Macerata IDs is favouring also interactions between core firms (sole and heel producers) and non-core firms (producers of plastic instruments), enabling unlearning processes that may open up new paths of development.

We propose a research framework that expressly takes into account the moderating and differentiated influence that can be exerted on the dynamics of entrepreneurship capital by both the type of local system and the economic situation. Moreover, we investigate whether industrial districts are a more favourable context for the evolution of the entrepreneurship capital. We apply this framework to data of municipalities, grouped in local labour systems, of three Spanish regions and in two sub-periods of, respectively, crisis (2007–2011) and incipient recovery (2011–2014). Results are consistent with a set of sensible relations that can be extracted from the background literature.

The type of regional innovation system (RIS) strongly affects possibilities of paths of industrial transformation. This paper argues that traditional manufacturing districts, corresponding to specialized RISs and characterized by various nuclei of specialization and know-how, may foster different trajectories in combination with extra-regional networks. In particular, the paper analyses the interplay between regional and national innovation systems, providing an overview of the effect that different multilevel dynamics have on local trajectories. The cases of the textile districts in Prato (Italy) and Borås (Sweden) show SRISs can display not only path extension but also path renewal and creation strategies.

This paper aims at introducing a conceptual framework and assessing how features of local systems combine with high levels of cultural capital. This framework encompasses the local productive specializations and socio-demographic characteristics, as well as their interplay. A review on related concepts and contributions helps to generate three hypotheses on place-based cultural capital. The paper works under the three hypotheses and applies the framework to an original dataset based on the Italian local systems. The results show how urban areas and made-in Italy local productive systems tend to associate with high levels of cultural capital. Moreover, the interplay between local productive specializations and socio-demographic characteristics highlights the role of place specificities. Such relations should be considered in the elaboration of culture-based policies of territorial development, and in further researches over the accumulative forces of cultural capital.

Recent debate in regional studies has focused on place-based approaches to local development that are associated more and more to the investigation of systemic features able to trigger sustainable innovation paths and resilience against shocks and challenges. This chapter draws on the interpretative arguments related to the endogenous processes of innovation and systemic mechanisms of longevity and long-term competitiveness in industrial districts and local production systems. A critical review of the recent contributions on this topic allows a novel understanding of how—under certain conditions—local production systems can benefit from endogenous rerouting, especially in the face of the recent technological changes strongly impacting on traditional industrial organisations. The activation of latent mechanisms of transition may recombine embedded competences and useful knowledge to deliver path-breaking economic solutions that create new competitive advantages and allow longevity to local production systems.

This paper addresses territorial servitization in manufacturing systems of small and medium-sized enterprises, introducing a framework for the interpretation of changes in local productive configurations and the assessment of territorial servitization trajectories. It includes three main variables: multiplicity of know-hows, transaction costs and the entrepreneurial drive. Moreover, it proposes a mixed methodology that elaborates proxies of these variables for empirical analysis. The methodology is tested by investigating the changing features of an archetypal case of Italian industrial district, the textile district of Prato, throughout the period 2005–13. Different scenarios seem to open up, highlighting the opportunities and difficulties of transition to strong territorial servitization trajectories.

This paper deals with the evolution of place-based division of labour, considering in particular the dynamics of differentiated pools of knowledge that can be embedded in local production systems such as industrial districts. Drawing on conceptual framework of Marshallian industrial districts, the paper develops a model that links knowledge dynamics to possible tendencies towards either industrial progress, lock-in, transition or decline of such systems. The model is complemented by a related new statistical method that allows us to analyse the evolution of the multiplicity of production know-how nuclei inside industrial districts. The methodology is applied to two cases: the ceramics district of Stoke-on-Trent (UK) and the textile district of Prato (ITA) over the period 2005–2013.

The industrial district may be seen as a species hosting not only many different cases, but also, more generally, some ideal–typical forms that characterize different historical contexts. The form that, according to previous contributions, seems to emerge in contemporary contexts of advanced economies under globalisation, technological and societal challenges, is the so-called Mark 3 ID. This paper expands precisely on differential features, contexts, and factors of strength and weakness of ID Mark 3. The thought of Giacomo Becattini, in particular his conception of the Marshallian industrial district, is assumed as a central reference point. The Mark 3 ID is discussed in this paper under the frame of such conception of industrial organization and development, centred on place-specific collective capital and specialized small-to-medium sized firms.

Drawing on the two models of the University centric industrial district (Patton and Kenney, 2009) and the Civic University (Goddard and Vallance, 2013), the paper develops a framework on the role of universities in local development processes. Such framework develops around three concepts: first, the degree of synergy between the different activities that are promoted by the university in relation to its third mission, from the implementation of single technology transfer activities to the organization of system-based actions; secondly, the degree of alignment between the goal of the university third mission and projects of local development, from a complete misalignment to a complete alignment that can lead to a sustainable local growth; third, the degree of disciplinary specialisation of university research and third mission activities, from a complete specialisation to a multi-disciplinary attitude. The paper includes some exemplification and a tentative application of the framework on the problems of industrial recovery in Italy.

In this paper, we build on the results of previous research on how industrial districts (IDs) well-endowed with innovation capabilities fall into decline, and sometimes react against it. Major challenges may bring about deep crises. In particular, mature IDs stuck into the cognitive core and the institutional frames, which have featured their past growth, have often weak or slow reactions to such crises, demonstrating lack of adaptability and low resilience. However, lock-ins can be avoided or overcome by the activation and integration of a multiplicity of secondary know-how nuclei. The present paper combines some conceptualizations on such ID dynamics with the roles of their cultural backgrounds, and the possible activation of place-based arts and culture-based activities.

Drawing on a multilevel framework of Marshallian external economies, we present a perspective on the foundations of enterprise policies across different levels of government. In so doing, we add complexity to the traditional approach to industrial districts, which often disregards the role of supra-local policies. The argument is based on the idea that the main task of policy-makers is not just to provide generic public goods for communities of people defined by administrative boundaries, but also to support the provision of public goods that strengthen the competitiveness and innovative capacity of social and productive systems functioning at various territorial scales, from that of compact centres of industry to the nation-state and beyond. We apply this multilevel framework to the interpretation of the Italian enterprise policies.
