Inter-agency collaboration is a well-established, yet very difficult process in public governance. Despite the fact that it is often unsuccessful, collaboration risk research is still undeveloped and the impact of this risk on the effectiveness of joint activities is still underestimated. This issue is of particular significance in public safety networks, where inter-agency collaboration processes are conducted under the conditions of the complexity and uncertainty. For this reason, the article is intended to: (1) identify factors of collaboration risk in public safety networks, (2) determine the impact of individual risk factors on inter-agency collaboration outcomes, (3) identify the relationship between risk factors of inter-agency collaboration in public safety networks, and (4) analyse the growth of this risk in public safety networks. These purposes were achieved using the Systematic Literature Review based on PRISMA Group methodology and Interpretive Structural Modelling together with MICMAC analysis. The applied research approach also has some limitations resulting from the number of experts. However, the results obtained allow us to better understand issues of inter-agency collaboration risk in public safety networks. They identify key collaboration risk factors, such as inappropriate collaboration rules and inadequate allocation of tasks and resources. In consequence, they indicate risk symptoms that are worth keeping track of in order to prevent collaboration ineffectiveness.

Inter-organizational communication, coordination, and network effectiveness have long been of great interest. However, the level of their complexity and situational dependencies still create challenges for researchers and public managers. It is usually assumed that inter-organizational communication leads to inter-organizational coordination, but little is known how these processes interact and complement each other. This article aims at identifying relationships linking these processes and analyzing their impact on effectiveness of emergency management networks. Achieving the goal of the article based on the survey questionnaire conducted with 83 experts. The results were analyzed using the principal components analysis (PCA), correlation analysis, hierarchical clustering, and partial least-square path modeling (PLS-PM). The analyses conducted allow for identifying the dimensions of the research processes, and relationships linking them. This was the basis for building the research models testing how relationships between inter-organizational communication and coordination influence the effectiveness of emergency management networks. Comparing analyzed models points to complementarity, parallelism, and the possibility of a non-sequential course of inter-organizational communication and coordination.

Purpose The purpose of this paper is to identify correlations between relational behaviours and organisational capabilities in public safety networks and to investigate how do relational behaviours influence organisational capabilities in these networks. Design/methodology/approach The findings presented in this paper are based on data including: desk research and a survey questionnaire conducted in June 2016 with experts dealing with the issues of the public safety. The analysis of the results was based on a reflexive and formative approach, including the partial least squares path modelling method. Findings The relationships between relational behaviours and organisational capabilities in public safety networks are investigated and the path of building organisational capabilities in these networks is identified. As a result, it was found how to shape collaborative performance by using the impact of relational behaviours on the organisational capabilities in public safety networks. Originality/value The paper adds a new value to understanding of the impact of relationship behaviour on organisational capabilities in public safety networks, leading to collaborative performance. Its innovation results from using a reflective and formative approach, based on the modelling of structural equations, which allows identifying new issues or problems and examine the connections between them. The obtained results constitute a new insight on the formation of collaborative networks in public safety.

The search for possibilities to increase the efficiency of implementing public services creates prospects for the use of logistics management. However, research on this subject is sporadic. This has been the reason for undertaking research in this area and attempting to develop a concept for the research of logistics management in public networks, which is the purpose of this article. In the course of the analyses, logistics management and public networks were characterised. The focus is on the complexity and problems of public networks, which determine their specificity. Getting to know public networks’ specifics is facilitated by the developed map of relations in public networks and the model of public institution sub-networks. The nature of this article is conceptual and its result is setting the directions and procedure of researching logistics management in public networks.

Celem artykułu jest opracowanie koncepcji badania ryzyka relacyjnego w sieciach publicznych oraz jej zilustrowanie na przykładzie sieci zarządzania bezpieczeństwem publicznym. Analizy przeprowadzono na podstawie badania desk research, obserwacji uczestniczącej oraz dyskusji w gronie ekspertów. W toku rozważań przedstawiono charakterystykę sieci zarządzania publicznego oraz perspektywy badawcze ryzyka relacyjnego. Stanowiło to podstawę do opracowania kompleksowego podejścia do badania ryzyka relacyjnego w układach sieciowych. Podejście to zostało zaadaptowane do przygotowania modelu analizy ryzyka relacyjnego w sieciach zarządzania bezpieczeństwem publicznym. W rezultacie stwierdzono, że kompleksowe podejście do badania ryzyka relacyjnego powinno opierać się na: identyfikacji czynników ryzyka relacyjnego istotnych w określonym kontekście działania; badaniu intensywności występowania poszczególnych czynników ryzyka relacyjnego w określonym kontekście działania; badaniu wzajemnych relacji czynników ryzyka relacyjnego oraz czynników zagrożeń z procesami wspólnej realizacji działań w wybranej sieci publicznej; analizie wpływu czynników skutecznej współpracy, a także zagrożeń, negatywnych działań i postaw partnerów w sieci na rezultaty wspólnych działań. Takie podejście stwarza podstawy do jakościowej i ilościowej oceny poziomu ryzyka relacyjnego w sieciach zarządzania publicznego.

Purpose The purpose of this paper is to recognition and understanding of the inter-organisational learning processes in the public safety management system. Design/methodology/approach The findings presented in this paper are based on empirical data including: first, desk research in the scope of inter-organisational learning; second, participant observation conducted in the Provincial Headquarters of the State Fire Service in the Silesia Province in the years 2013–2014; third, hermeneutic process within a focus group of scholars conducted in December 2014 within a four-person group of researchers. The carried out studies have shown the usefulness of the three-loop learning model appliance. Findings The paper analyses the course of inter-organisational learning in dynamic and uncertain operating conditions. As a result, the main methods and effects of inter-organisational learning in the public safety management system are identified. Originality/value The paper adds a new value to understanding of inter-organisational learning in the framework of public safety management by driving attention to the importance of inter-organisational learning and its practical use. It also provides a useful research model for investigating inter-organisational learning and effective public safety management.

It is widely known that the possibility of common learning increases the probability of high collaborative performance. In contemporary knowledge generation, one of the main organizational factors which has a significant impact on collaborative processes is trust. Particularly, it is organizational trust that significantly influences the organizational knowledge-sharing environment. The influence of the multidimensional nature of trust on the learning processes and knowledge exchange depends on the area of an organization’s activity, which in this chapter is assumed to be the search for the relations between organizational trust and studying in higher schools. The achievement of this research goal is based on desk research and a diagnostic survey. The considerations are concentrated on the theoretical outline of trust, organizational learning and knowledge management, including public trust and organizational learning as tools of managing academic institutions. The provided analysis covers identification of communication forms, evaluation of the level of studying and knowledge sharing, impact of trust on inter-organizational learning and knowledge creation, as well as opinions on the general level of trust in higher education institutions. As a result, the conducted research enabled identifying the levels of organizational trust and learning, and specifying the relations between them. This chapter is devoted to the issue of building and maintaining trust in academic institutions, as illustrated by the example of Poland. In this chapter, the theoretical outlines of trust and organizational learning as tools of managing academic institutions are presented. A questionnaire research allowed us to evaluate of the impact of trust on interorganizational learning and knowledge creation, as well as opinions on the general level of trust in higher education institutions. The conducted research enabled us to identify the levels of organizational trust and learning and specify the relationships between them. The chapter illustrates how public trust is built and sustained in a setting such as organizational learning in academic institutions.

Effective public management requires a risk-based approach. However, in the majority of cases, the theoretical rudiments of diagnosing and controlling risk in public management tend to embrace universal factors without incorporating the specific factors underlying the subsystems operating across the public sector. One such domain is public safety management systems, which involve the participation of a plethora of independent entities, each equipped with specialised but complementary competencies. The processes involved are distinguished by immense complexity and furthermore are operating in an unpredictable and volatile environment. As a result, these processes are highly susceptible to risk. There are insufficient studies devoted to the mechanisms allowing or producing these risks in the public safety management. This paper attempts to address and bridge this research gap. The aim of our investigation is to reveal the nature and sources of risk in public safety, as well as to explore the management processes which are most likely to minimize the occurrence of risk in the specific area researched

Współczesne oblicza zarządzania publicznego i odpowiadające im modele wskazują na złożoność teoretycznych podstaw i praktyk organizacyjnych analizowanych pod kątem głównych zmian w zarządzaniu, rozumieniu specyfiki efektywności organizacyjnej jednostek sektora publicznego, ukierunkowania na zrównoważony rozwój oraz upodmiotowienie społeczeństwa, a także możliwości doboru instrumentów zarządzania. Na tym tle zaproponowano wyodrębnienie modelu zintegrowanego zarządzania publicznego. Model ten posiada cechy wynikające z istoty prowadzenia spraw publicznych w demokratycznych systemach, uwzględnia uwarunkowania finansowania wysokiej jakości usług publicznych, a także obejmuje otwartość na ludzi: obywateli, podatników, przedsiębiorców, klientów i innych grup społecznych. Główne elementy tego modelu tworzą trzy perspektywy zarządzania, takie jak administracyjna, rynkowa i relacyjna oraz odpowiadające im cechy zarządzania publicznego.

The goal of this article is to examine the basic characteristics and factors that impact inter-organisational coordination in sustainable local governance to address: 1. What are the factors that effective inter-organisational coordination between independent units creating public safety system on local level in sustainable local governance depends on? 2. What are the principal features of inter-organisational coordination in the public safety management system studied in the context of sustainable local governance? The article’s goal was reached using desk research analysis and empirical research. The desk research covers an analysis of international scientific publications. In turn, the empirical research was based on the example of public safety management. It covered interviews with practitioners dealing with public safety and a hermeneutic process within a focus group of scholars. As a result of the conducted research, interdependencies between coordination and other factors of inter-organisational collaboration were identified and the process of inter-organisational coordination during the emergency situations was characterised.

The main purpose of this article is to explore the information-sharing process in complex systems on the basis of public safety management, and also identify the role of emergency call centres in this area. The methodology, based on the desk research method and empirical investigations, contains semi-structured interviews with the heads of 4 emergency call centres in Poland (25% of all of them), 1 in the Czech Republic, and also 54 survey questionnaires with the operators of these centres. As a result, the model of information sharing in complex systems was elaborated, and also the properties of this process were explored.

Competencies are a set of distinctive resources and opportunities. They relate to specific capabilities of management and to performance of management methods. In the catalogue of existing managerial competencies, an increasingly important role is played by trust. The deep insight in this field of literature gives grounds for the inference that trust is rather a means to achieve public organisations’ goals, than being the end in itself. Therefore in this article we have assumed, that contemporary competencies, to a large degree, rely on trust which is rationally and relationally rooted. The main aim of this paper is to identify and evaluate components of trust with reference to the competences of public managers mirrored in their new profiles. To achieve the goal of the article, publications of the field of organisational studies and public management which aim to show the importance of creating trust within an organisation were reviewed to identify main managerial competences analysed in the context of public trust as an important factor of improving public organisations. Moreover, the results of a survey with 93 respondents carried out in 2014 in 8 units of local public administration from the Malopolska Region were used. As a result the main components of trust in new public managers’ profiles have been identified and assessed.

Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation’s capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness. Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.
