During the times of the COVID-19 pandemic, nations have issued unprecedented border closures around the world, yielding abrupt impacts on the movement of goods and people. This has heavily affected the quality of life in border regions, which are often found to be at a disadvantage when compared to other regions in terms of employment, accessibility, social services and economic growth. Based upon developing threads in the literature concerning the untapped potential for development in border regions, we argue that the Mission-Oriented Approach (MOA) can fit well with the ambitious goal to revitalize those territories in the aftermath of the pandemic. Despite the surge of MOA in discourses on innovation policy, we seek to implement it in a regional development perspective, pursuing both economic and social policy objectives. The authors unravel the policy concept of MOA into three main aspects: I) address a sound societal challenge; II) Research & Development (R&D) regional agenda embedded in a cross-border regional development vision; III) mobilizing multiple cross-sectorial projects. Through a desk study analysis, the authors draw insights from selected case studies where these aspects have been implemented to inspire policy intervention in the aftermath of COVID-19. This paper presents the MOA theoretical model, which has potential explanatory power in other cross-border regions.

Cross-border public services are considered to be one of the possible tools to eliminate the periphery position of border regions. The Czech part of the Gmünd/České Velenice divided twin town faces the problem of very distant healthcare, as the closest hospital on its side of the border is at around a 50 min car-drive, whereas the hospital in Austrian Gmünd is within several minutes reach. This paper analyses whether cross-border healthcare provision could help to eliminate this problem. It describes the EU legislative framework for the cross-border healthcare provision and states that it has been rather underused until now, with a minor exception of the situation between European Communities’ founding members. In the Gmünd/České Velenice context, the functional partnership run by the Lower Austria as the key actor was created. Its ability to use the INTERREG programme has helped to create conditions for a sustainable cross-border healthcare, but only as a partial solution restricted on an outpatient care. The main identified barriers are of administrative nature. To a partial surprise of authors, the mental barrier plays a minor role and could be overcome by systemic measures implemented by partners of this initiative.

Bearing in mind the relationships between the territorial management and the achievement of sustainable development, studies regarding the land use changes are seen as pivotal. What is more, they can also enable us to understand the dynamics and variables for proper territorial management. Therefore, a retrospective study has been carried out regarding the land use changes in the Polish territory in the years: 1990, 2000, and 2012, by means of GIS (Geographic Information Systems) tools such as the CLC (Corine Land Cover). Moreover, and considering the complex dynamics, patterns, and particularities that territories presents, a deep analysis of those land uses is critical for the identification of barriers and opportunities for long-term sustained development. The study enabled us to identify the land use changes in the last decades in the Polish territory—allowing us to establish a relationship and identification of the associated barriers and opportunities within the socioeconomic sphere.

Cities have been designed according to their needs and challenges—i.e., structural, social, and technological advances. The city can be understood as a centre where our past, present, and future coexist. Furthermore, cities reflect the actual tendencies and directions, as exemplified by globalization and cross-border cooperation. Similarly, the creation of Eurocities in Iberian Peninsula territories can be an example how these processes can be implement and use the territories’ development, based on shared resources of neighbouring cities. Contextually, the paper addresses not only urban planning models as well as Eurocities case studies, but also projects of planning and territorial management within Iberian Territories—i.e., of the cross-border cooperation projects and strategies. Throughout the present research it was possible to understand the creation and genesis of Eurocities projects and strategies. Furthermore, the research was able to define a timeline of the process of urban and common planning carried out on the Iberian Peninsula, from the past to the present. Moreover, the study reveals the disadvantages or obstacles present during the Eurocities creation, as well as some interactions among planning methodologies, tools, and public policies and the Eurocities conception on the Iberian Peninsula.

In recent years, cooperation among nations has become a critical issue towards sustainable development of neighbor cities in border areas. In this regard, sustainable common planning approaches and policies are an increasing reality, particularly in European territories. Considering the significant amount of cross-border cooperation (CBC) projects and strategies within Europe, it is crucial to promote research approaches that are able to identify the most positive approaches towards the establishment of alliances in border territories, serving as pivotal methodologies for achieving success. Contextually, the present study considered direct and indirect research methods and tools, literature reviews, data collection, computer-assisted telephone interviewing (CATI) and computer-assisted web interview (CAWI), all applied over two European border cities: Cieszyn (Poland) and Cesky Tesin (Czech Republic). These methods enabled the assembly of perspectives of local authorities, public and private institutions, non-governmental organizations, and entrepreneurs from the cities under study. Through the analysis of the collected data, five conditions have been identified for the success of strategic alliances in CBC projects: (i) well defining the alliance goals; (ii) ensuring participation in the alliance of various groups of stakeholders; (iii) involvement of both partners with extensive experience in CBC; (iv) ensuring the coherence of the key objective; and (v) guaranteeing the alliance benefits both sides. These conditions might effectively contribute to achieve more successful outputs in CBC projects, highlighting the relevance of previously developed strategies on the definition of future approaches.

Cross-border partnerships are a distinctive example of inter-organizational cooperation, embedded, in terms of territory, in the neighboring borderland regions of two or more countries. The aim of this paper is to identify factors that contribute to the sustainable cross-border cooperation and affect motivation to increase cooperation between cross-border partners. The objective implementation is connected with the verification of a hypothesis referring to the possible impact of the European Union funds on the trans-boundary cooperation transformations. Results of desk research and quantitative research involving IDI, CATI, CAWI and CATI and PAPI data collection methods, implemented in the Polish–Czech borderland in 2016 were used in this paper. Research on the Polish–Lithuanian borderland was also used in the paper to conduct comparative analysis, useful to identify and evaluate factors motivating sustainable cross-border cooperation in the Czech–Polish borderland. The sustainable, cross-border and inter-organizational cooperation in the borderlands results from the simultaneous interaction of three groups of factors: (1) people and institutions (the quality of interpersonal relationships); (2) cross-border planning, procedures and support mechanisms (e.g., the possibility of jointly planning the cross-border cooperation and obtaining EU funds for the development of the borderlands as well as the availability of other funds helpful in this kind of cooperation); and (3) environment (historical affinity and geographical proximity of neighboring border regions, system support at the regional and local level in neighboring countries).

One of the most important challenges facing modern scientific entities is network cooperation with other organizations and a dialogue facilitating their access to information and knowledge. The essence of this relationship is well illustrated by the Triple Helix Model, which refers to network cooperation in the process of creating knowledge between the academic sector, industry and government. The aim of the study is to analyse and evaluate the relationships in the process of knowledge transfer between the academic sector and other entities working for knowledge-based economy according to the Triple Helix Model. To achieve the purpose of the work, the author used desk research and empirical research. The empirical part of the paper is a case study describing the project called V4mula, as well as conclusions from the realized qualitative research (diagnostic survey method). Project V4mula was mplemented in the network of four partners operating in the Visegrad Group.

Purpose (mandatory). The article focused on disclosing the situation of cultural integration in Lithuania and Poland leading to the different issues of cross-cultural management in labour market and companies’ activity. Design/methodology/approach (mandatory). As the main research method, a critical analysis of scientific literature on cultural integration and cross-cultural management applied in the companies as well as secondary research data and legal documents are analysed focusing on both countries – Lithuania and Poland. Practical examples’ analysis is based on particular issue of global company ANG activity in Poland. In Lithuania the third countries citizens’ integration in labour market is discussed. Findings. The main challenges, problems and improvement possibilities in cultural integration and cross-cultural management context in both countries are disclosed. The context of cross-cultural management, in terms of cultural integration and globalisation evaluated focusing terms of companies’ activity in Poland and labour market issues in Lithuania in terms of third countries’ citizens’ integration in it. Research limitations/implications (if applicable). The content of the paper implies further empirical research in companies itself in terms of application of cross-cultural management and employment of third countries citizens’ issues in Lithuania and Poland. Practical implications (if applicable). The research presents actual analysis of legal documents of third countries citizens in Lithuania as well as the tools of improving the situation. Particular issues for companies’ consideration are presented in case of Poland. Social implications (if applicable). The research presents actuality of cultural integration and cross-cultural management in terms of society and business in Poland and Lithuania integrating different cultural groups and ethnic minorities in labour market of both countries. Originality/value (mandatory). The paper considers actual and problematic issues in the life of two countries in the frames of national identity and cultural integration’s conjunction and diversity. Some particular issues as labour market and companies’ specificity are analysed. Celem pracy jest określenie znaczenia funduszy europejskich, przede wszystkim Programu INTERREG VA, jako katalizatora rozwoju współpracy międzyorganizacyjnej w sektorze publicznym i pozarządowym na pograniczach. Realizacja celu pracy wiąże się z weryfikacją hipotezy o możliwym wpływie funduszy europejskich na przeobrażenia współpracy transgranicznej z modelu bilateralnego do modelu sieciowego. W pracy wykorzystano wyniki badań studialnych i empirycznych, przeprowadzonych na grupie 1000 polskich i czeskich samorządów i innych instytucji publicznych oraz 600 organizacji pozarządowych, które działają na terenie pogranicza polsko-czeskiego. Wyniki badań potwierdzają tezę, iż fundusze europejskie wspierające rozwój współpracy transgranicznej wywierają istotny wpływ na relacje międzyorganizacyjne pomiędzy podmiotami z Polski i Czech na obszarze pograniczy. We współpracy transgranicznej dominują partnerstwa jednosektorowe. Jedynym przejawem ewolucji współpracy bilateralnej w międzysektorową lub sieciową jest zapotrzebowanie na rozwój partnerstw pomiędzy samorządami i instytucjami publicznymi a organizacjami pozarządowymi. Nie odnotowano istotnego zainteresowania współpracą z przedsiębiorstwami bądź mediami, co mogłoby rokować na rozwój transgranicznych relacji sieciowych.

The aim of this paper is to examine the role and scope of the influence of leadership on the sustainable development of SMEs. Research methods included the theoretical analysis of scientific literature and a direct survey. The quantitative sample for analysis contained 138 managers, the representatives of companies (SMEs) located in Poland. The data was collected in November and December 2015. The obtained results show that leadership is one of the key aspects that enable sustainability. It is more important than employee approval, beliefs of employees from individual departments and teams, a long-term strategy for the sustainable development of the company, approval by external stakeholders, and substantial financial resources. There is a statistically significant relationship between taking action related to sustainable business in the company and manager’s conviction (awareness) regarding the concept of sustainable business development as well as the influence of the manager on employees and the stimulation of their behaviour, including their development, decent treatment, communication with the manager, and the system of rewards and promotions. Managers undertake some action aimed at developing their employees. They also establish relationships with external stakeholders. The paper presents theoretical reflections on the relationship between the sustainable business development of SMEs and leadership, also verified by the empirical study conducted among managers of private companies. The findings of the study contribute to the understanding of the connections between these constructs. The relationship between the creation of sustainable business development is analysed in depth with reference to SMEs. Entrepreneurs and managers of SMEs can benefit from the study in order to build an organisation capable of achieving effective and sustainable development.

The subject of the paper is the analysis and evaluation of cross-border entrepreneurship development opportunities on the basis of cross-border cooperation, which has gradually evolved from consisting of bilateral partnerships to a networking model or even a cluster. The study conducted at the Polish–Czech border area indicates that, in terms of the development of cross-border cooperation, the economic sphere is lagging far behind social activities such as culture, education and tourism. At the same time, Polish and Czech enterprises are not sufficiently mobilized to develop cross-border entrepreneurship, although a number of support instruments in this regard have been proposed. Sustainable development of the border should take into account both social and economic aspects. An important research problem therefore becomes determining the possibility of boosting the development of cross-border entrepreneurship on the basis of the existing forms of cross-border cooperation, including cooperation in the social sphere. The aim of this paper is to define the conditions and opportunities for the development of cluster cooperation in the area of cross-border entrepreneurship. The author has attempted to resolve whether the intensity of cross-border cooperation can be a factor which mobilizes companies to develop their cross-border entrepreneurship and whether cross-border entrepreneurship can be further developed within the cluster model.

Problem badawczy pracy dotyczy pobudzania aktywności innowacyjnej firm uczestniczących w klastrach oraz zmiany w ich zachowaniach rynkowych w zakresie skłonności do współpracy, dzięki działaniom projektowym, finansowanym ze środków Unii Europejskiej. Background and purpose: Participation of future entrepreneurs in Academic Incubators of Entrepreneurship (AIE) in Poland is one of the innovative paths to shape their managerial competences. The aim of the paper is to analyse and evaluate the activities of the AIEs as an environment inside of which managerial competencies are formed, and formulate recommendations concerning the improvement of AIEs, in terms of the development of managerial skills of future entrepreneurs. Design/methodology/approach: The author relied on research - study surveys and empirical, qualitative, exploratory research, which were supported by figures. The author focused on four important issues: - Motives of researchers and students interested in the support of AIE; - The quality of support offered by the incubator to its participants as well as the frequency of use of this support by future entrepreneurs; - The possibility of extending the support system for AIE participants; - Traits / managerial and entrepreneurial competences desired in people running their own businesses. Results: AIE participants are focused primarily on implementing their business ventures and to a much lesser extent, care about the simultaneous development of their managerial competencies to manage these projects. It is manifested, among other by differentiated assessment of the suitability of certain forms of support from the incubator and the low intensity of use of this support. Despite this, AIE participants perceive the development of desirable traits and strengthening of specific entrepreneurial, management competencies. It is not a very dynamic growth, although it translates into their motivation to start a business after leaving the incubator. Conclusion: It is recommended to place greater emphasis on mobilizing the future entrepreneurs to make use of forms of support for the development of their managerial competences. It is necessary for complex preparation of future entrepreneurs to independently conduct business after leaving the incubator
