With the occurrence of rapid urbanization and intensive growth of different modes of transport, we face issues such as resource management, energy demand and lack of capacity due to overcrowding. To help with these issues we leverage technology and the Internet of Things (IoT) to develop smart cities. In this paper, we propose an innovative approach to development of new smart city event-driven platform with which we want to simplify data input, data transformation, and decision making processes. The platform uses events, labels and reliability factor to make decisions and trigger actions. This paper begins with an overview of the smart city framework and we review the characteristics of event-driven models. The event-driven platform is presented and discussed. The paper closes with our findings, suggestions, open issues, and future research possibilities.

Passenger seaports are new starting-points of urban development. They form a new independent industry, become new incentives for improving urban infrastructure and increase the tourist attractiveness of the city itself and the region. In view of changes in passenger service processes, changes in route ferry and cruise networks, due to COVID-19, the heads of ports and terminals set new strategic tasks to determine the directions for infrastructure modernization and forecast development. The regions of the Adriatic and Baltic Seas were chosen as the experimental base. To find new answers, it is necessary to solve the problem of synthesizing the structure of a sea passenger port, taking into account all processes and services, the influence of the external environment, building a system of target functions and limiting conditions. Thus, the necessity of forming informed decisions on modernization based on the construction of new mathematical models is substantiated. A new function has been introduced that describes the influence of the external environment. Particular attention is given to the study of the mutual influence of the city and the sea passenger port in order to determine the need to improve transport accessibility and change the near-port transport space. The presented models of structure synthesis and target functions, models including functions of the influence of the external environment on the system “city infrastructure-sea passenger port-ferry company” allow at a qualitatively new level to solve the problem of forecasting development and form a system making decisions to improve the position of the passenger terminal in the sea region. The developed models and synthesis problem formation are applicable to sea passenger ports and terminals in other regions of the seas. The models are applicable both at the stage of creating a new marine terminal and during the study and subsequent modernization of the infrastructure. The presented new models allow the port manager to give answers to the questions of strategic development of sea passenger ports in sea regions.

The body shapes of aquatic animals can ensure a laminar flow without boundary layer separation at rather high Reynolds numbers. The commercial efficiencies (drag-to-weight ratio) of similar hulls were estimated. The examples of neutrally buoyant vehicles of high commercial efficiency were proposed. It was shown that such hulls can be effectively used both in water and air. In particular, their application for SWATH (Small Water Area Twin Hulls) vehicles is discussed. In particular, the seakeeping characteristics of such ships can be improved due to the use of underwater hulls. In addition, the special shaping of these hulls allows the reducing of total drag, as well as the energetic needs and pollution. The presented estimations show that a weight-to-drag ratio of 165 can be achieved for a yacht with such specially shaped underwater hulls. Thus, a yacht with improved underwater hulls can use electrical engines only, and solar cells to charge the batteries.

In the paper, a new construction technique for virtual network (e.g., Virtual Private Network (VPN)) based on flow permutation algorithm is proposed. In existing methods for creating virtual networks, whereby virtual networks are constructed one by one in time and the new virtual network can use only the remaining resources, it could be non-optimal. Our approach treats all traffic flows simultaneously and is capable of balancing the network much better than other existing techniques. As we show, the proposed new construction technique work well, even in the condition of hard loaded networks operating on the edge of capacity, i.e., in situations when traditional techniques could cause unbalanced network and significant congestion problems. For huge number of traffic flows, heuristic algorithm, whose complexity rises linearly, is evaluated.

The article deals with study of cutting performance and its impact on durability of cutting tool in a short-term alternate turning test. The short-time test was carried out at discontinuous machining to increase an intensity of tool wear and to reduce the time of the test. Two types of workpieces in shape of circular segments with angles of 45° and 180° were prepared from material DIN 17200 that correspond to the STN 41 1373 (11 373) steel. Cutting plates, type of SPUN 120504, from the 19 830 steels with the tool holder type of CSSPR 2525 M12 KT 716 were used at the machining. The tests were realized based on the standard ISO 3685 without cutting fluid. The process of machining and tool wear was evaluated from the energy point of view. The machine input power was measured by means of measuring equipment UNI-T UT232. The results were statistically processed. Based on the results it can be said that the durability of tools at the machining the 45° segment was higher. Also, the hypothesis considering that the work of cutting wedge is constant during machining up to the achievement of critical tool has not been confirmed.

This paper describes a centralized routing algorithm based on permutation of M traffic flows entering the network. The proposed approach is significantly less complex than combinatorial approach and can be used as load-balancing tool. The main advantage of such approach is that many non-perspective flow permutations could be eliminated from the calculation very early. If a new flow enters the network the algorithm offers one or more routing solutions, including the path migration for the existing flows. Of course, path migration will be performed only if it is necessary. Proposed heuristic algorithm significantly reduces the complexity, solving efficiently the problems with huge number of flows. In the sense of TE (Traffic Engineering) this routing technique looks like a very perspective load-balancing tool.

The paper presents the application of dynamic programming for optimization of cutting parameters of Duplex Stainless Steels (DSS). In this work, modified Dijkstra's optimization algorithm is used in order to obtain the optimal values of the technological cutting parameters with coated carbide tool point. ANOVA analysis was performed to determine the significance of machining parameters. The results at optimum cutting condition are predicted using estimated values. The study was performed within a production facility during the machining of electric motor parts and deep-well pumps.

This research is based on savings coming from combination of water production and better planning of water bunkering in ports. Such operational research (OR) approach is based on better utilization of ship tank capacity in relation to water production on board. The efficient heuristic algorithm for optimal decisions for N different water sources (e.g. production by evaporation, production by reverse osmosis process and bunkering in ports + bottled water) for the ship with limited water tanks capacity is being developed. Mathematical model is developed on the basis of capacity expansion problem, same as the Minimum Cost Multi-Commodity Flow Problem (MCMCF).

The major change in trends of air transport development is to increase operating efficiency, productivity and profitability. Airline companies (air operators or carriers) can ensure significant fuel savings and better utilization of airplanes capacity. So they need better transport planning tool for costs minimization on a voyage route with multiple loading/unloading airports (multi-stop routes).The existing routes can be re-optimized (improved) or alternative routes can be offered instead. In this research the efficient heuristic algorithm for optimal transportation of N different loads (e.g. passenger contingent) for the airplane with limited capacity is being developed. The main goal of algorithm is to reduce the idle capacity on the route, to decrease expenses and to increase revenue. Through many test examples we can see that such approach functions very good and calculation complexity is under control.

Transport networks need very effective optimization tool for good utilization of transport line capacities. Planning and dimensioning of capacities can be done in definite planning horizon or to satisfy offered traffic from point to point in the network, crossing multiple lines on the path. Such approach is the crucial part of every Intelligent Transport System (ITS) today. Capacity dimensioning is an important element of resource management and it can be seen as CEP (capacity expansion problem). The mathematical model for optimal capacity sizing of N different transport types (capacity types—commodities) is explained, minimizing the total expansion cost. In the case of CEP for multiple line capacities with mutual traffic correlation such problem could be more demanding. With such approach an efficient heuristic algorithm for three different capacity types is being developed and tested on two different scenarios, for long-term capacity planning and for strategic multi-stop route creation in airline industry.

We need a better transport planning tool for loading maximization and transport cost minimization on the voyage route with multiple loading/unloading (discharging) ports. The implemented heuristic algorithm is able to find out an appropriate routing sequence with maximal earnings and profit. In the same time it looks for minimal loading/discharging and transshipment costs, but with fulfillment of cargo demands in a number of ports on the route. The efficient algorithm for optimal transport of N cargo loads (e.g. contingent of containers) for ships with limited capacity is being developed. This efficient tool may significantly reduce transport costs and ensure maximal profit to freight forwarders. Also, it can be applied for supply chain management of different goods from numerous vendors. The proposed algorithm shows acceptable complexity that means that such optimization tool can be used in shipping supported with limited computing power.

One Unequal Error Control Method for Telemetric Data TransmissionIn wireless sensor networks (WSN) it is necessary to use very simple codes for transmission of information since the nodes in these networks have usually only limited energy available not only for transmission but also for processing. On the other hand, common codes do not usually take into account the fact that in case of telemetric information the weights of individual orders are not equal and errors in different orders cause different deviations from correct value. In this contribution, new very simple codes for transmission of telemetric information on WSN will be presented, which take into account the above-mentioned requirements. Resulting square deviation will be used as a quality evaluation criterion.

The paper describes the traffic flow problems in telecommunication networks based on the Internet protocol. The main aim of telecommunication network operator today is to offer an SLA (Service Level Agreement) contract to end users, with provided QoS (Quality of Service) for different classes of services. In order to achieve this, it is necessary to establish the routes between marginal network nodes meeting the network traffic requirements and optimizing the network performances free of simultaneous flows conflicts. In DiffServ/MPLS (Multi-Protocol Label Switching) networks traffic flows traverse the network simultaneously and there may come to collision of concurrent flows. They are distributed among LSPs (Labeled Switching Paths) related to service classes. In LSP creation the IGP (Interior Gateway Protocol) uses simple on-line routing algorithms based on the shortest path methodology. In highly loaded networks this becomes an insufficient technique. In this suggested approach LSP need not necessarily be the shortest path solution. It can be pre-computed much earlier, possibly during the SLA negotiation process. In that sense an effective algorithm for collision control is developed. It may find a longer but lightly loaded path, taking care of the collision possibility. It could be a very good solution for collision avoidance and for better load-balancing purpose where links are running close to capacity. The algorithm can be significantly improved through heuristic approach. Heuristic options are compared in test-examples and their application for collision control is explained.
