Within the objectives of the H2020 DIAMOND project, the paper investigates women’s needs and expectations as users of the bike-sharing service managed by Syndicat Mixte Autolib et Velib Métropole in the territory of Paris Region-Petite Couronne (France). The paper presents a thematic literature review focused on gender inclusion in bike-sharing schemes. The proposed methodological approach is based on (i) Geographic Information Systems for the analysis of geolocated open datasets related to land, sociodemographic and mobility characteristics of the areas surrounding each docking stations. This was aimed at identifying a short list of suitable bike-sharing docking stations, which were further characterized through: (ii) structured proprietary data focused on travel demand; (iii) onsite observations focused on universal design indicators; (iv) survey questionnaires focused on women’s concerns, needs and expectations; and (v) social media data from Twitter focused on the opinion of the end-users. Results showed that women use the VELIB’s bike-sharing service much less than men (about 30% of the total number of users), since they are more concerned about the following issues: accessibility (e.g., availability of bikes at the docking stations, distance to the nearest station, type and quality of the cycle paths); safety and security (e.g., perception of danger and insecurity while cycling and using the current bicycle infrastructures); social constraints (e.g., perceptions and cultural stigmatization associated with cycling and bike-sharing); weather and topography (e.g., impact of weather and the urban terrain on cycling and bike-sharing). The final aim of the H2020 DIAMOND project is to support the definition of guidelines and policies for the inclusion of women’s needs in the design of future bike-sharing services.

To identify factors that can contribute toward supporting educator adoption of digital technologies beyond the emergency remote teaching response to COVID‐19, we investigated how teachers’ motivation and abilities related to the use of digital technologies for teaching changed since the onset of the pandemic. Two surveys and interviews were conducted with school teachers in Spain. The first survey was completed at the onset of the COVID‐19 lockdown, the second survey and interviews in the weeks leading up to the school year that followed. Survey questions were from SELFIE and the Work Tasks Motivation Scale for Teachers. Moreover we analysed the type of advice teachers sought on Twitter during the lockdown and post‐lockdown periods. Results indicate that teachers believe their proficiency in using digital technologies for teaching has improved. Teacher confidence in using technology for preparing lessons, class teaching, assessing and providing feedback, and for communicating with students and families has increased along with teacher motivation to improve their digital skills and use digital technologies for teaching. Teacher advice seeking on Twitter seemed to shift from serving immediate instructional needs to focussing on professional development and the creation of their own digital content. Practitioner notes What is already known about this topic There is a need to enhance educator digital skills and competences for a digital transformation of education. The emergency remote teaching response to COVID‐19 made educators increase their usage of technology. What this paper adds Teachers’ motivation and abilities related to the use of digital technologies for teaching have changed since the onset of the pandemic. Teachers believe their proficiency in using digital technologies for teaching has improved. Teacher confidence in using technology for preparing lessons, class teaching, assessing and providing feedback, and communication has increased. Teacher motivation to use digital technologies in their teaching practice increased during the pandemic. Teacher advice seeking on Twitter shifted from serving immediate instructional needs to focusing on professional development and the creation of their own digital content. Implications for practice and/or policy COVID‐19 has rapidly advanced teacher digital skills and has altered their relationships with digital technologies for teaching and learning. Teachers have acquired a range of new experiences related to using digital technologies for teaching from which future initiatives can build upon.

Decide Madrid is the civic technology of Madrid City Council which allows users to create and support online petitions. Despite the initial success, the platform is encountering problems with the growth of petition signing because petitions are far from the minimum number of supporting votes they must gather. Previous analyses have suggested that this problem is produced by the interface: a paginated list of petitions which applies a non-optimal ranking algorithm. For this reason, we present an interactive system for the discovery of topics and petitions. This approach leads us to reflect on the usefulness of data visualization techniques to address relevant societal challenges.

The Internet has become a fundamental resource for activism as it facilitates political mobilization at a global scale. Petition platforms are a clear example of how thousands of people around the world can contribute to social change. Avaaz.org, with a presence in over 200 countries, is one of the most popular of this type. However, little research has focused on this platform, probably due to a lack of available data. In this work we retrieved more than 350K petitions, standardized their field values, and added new information using language detection and named-entity recognition. To motivate future research with this unique repository of global protest, we present a first exploration of the dataset. In particular, we examine how social media campaigning is related to the success of petitions, as well as some geographic and linguistic findings about the worldwide community of Avaaz.org. We conclude with example research questions that could be addressed with our dataset.

Online discussion in form of written comments is a core component of many social media platforms. It has attracted increasing attention from academia, mainly because theories from social sciences can be explored at an unprecedented scale. This interest has led to the development of statistical models which are able to characterize the dynamics of threaded online conversations.In this paper, we review research on statistical modeling of online discussions, in particular, we describe current generative models of the structure and growth of discussion threads. These are parametrized network formation models that are able to generate synthetic discussion threads that reproduce certain features of the real discussions present in different online platforms. We aim to provide a clear overview of the state of the art and to motivate future work in this relevant research field.

The emerging grassroots party Barcelona en Comú won the 2015 Barcelona City Council election. This candidacy was devised by activists involved in the Spanish 15M movement to transform citizen outrage into political change. On the one hand, the 15M movement was based on a decentralized structure. On the other hand, political science literature postulates that parties develop oligarchical leadership structures. This tension motivates to examine whether Barcelona en Comú preserved a decentralized structure or adopted a conventional centralized organization. In this study we develop a computational methodology to characterize the online network organization of every party in the election campaign on Twitter. Results on the network of retweets reveal that, while traditional parties are organized in a single cluster, for Barcelona en Comú two well-defined groups co-exist: a centralized cluster led by the candidate and party accounts, and a decentralized cluster with the movement activists. Furthermore, results on the network of replies also shows a dual structure: a cluster around the candidate receiving the largest attention from other parties, and another with the movement activists exhibiting a higher predisposition to dialogue with other parties.

In the 2010 decade, Spanish politics have transitioned from bipartidism to multipartidism. This change led to an unstable situation which eventually led to the rare scenario of two general elections within six months. The two elections had a mayor difference: two important left-wing parties formed a coalition in the second election while they had run separately in the first one. In the second election and after merging, the coalition lost around 1M votes, contradicting opinion polls. In this study, we perform community analysis of the retweet networks of the online campaigns to assess whether activity in Twitter reflects the outcome of both elections. The results show that the left-wing parties lost more online supporters than the other parties. Furthermore, we find that Twitter activity of the supporters unveils a decrease in engagement especially marked for the smaller party in the coalition, in line with post-electoral traditional polls.

With the irruption of ICTs and the crisis of political representation, many online platforms have been developed with the aim of improving participatory democratic processes. However, regarding platforms for online petitioning, previous research has not found examples of how to effectively introduce discussions, a crucial feature to promote deliberation. In this study we focus on the case of Decidim Barcelona, the online participatory-democracy platform launched by the City Council of Barcelona in which proposals can be discussed with an interface that combines threaded discussions and comment alignment with the proposal. This innovative approach allows to examine whether neutral, positive or negative comments are more likely to generate discussion cascades. The results reveal that, with this interface, comments marked as negatively aligned with the proposal were more likely to engage users in online discussions and, therefore, helped to promote deliberative decision making.

Many studies have proposed approaches to measure online deliberation and to evaluate which are the best design principles for deliberative online platforms. However, little research has focused on how deliberation in online platforms is affected by the arrival of events like the emergence of new topics or the modification of platform features. In this article we present a methodology to detect events that affect online deliberation in online discussions. Our results on Menéame, the most popular Spanish social news site, show that a change in how discussions are shown to the user, from a linear to a hierarchical conversation view, significantly enhanced deliberation. Muchos estudios han propuesto métodos para medir la deliberación en Internet y para evaluar los mejores principios de diseño para las plataformas deliberativas en Internet. Sin embargo, poca investigación se ha enfocado en cómo la deliberación en plataformas en Internet se ve afectada por la llegada de eventos como la aparición de temas nuevos o la modificación de funciones de las plataformas. En este artículo presentamos una metodología para detectar eventos que afectan la deliberación de las discusiones en Internet. Nuestros resultados en Menéame, el sitio web español de noticias más popular, muestran que un cambio en cómo las discusiones se muestran al usuario, de una forma lineal a una forma de conversación jerárquica, incrementaron la deliberación significativamente. En particular observamos cómo este tipo de interfaz fomentó estructuras argumentativas en la discusión en línea.

Resumen Decidim es una plataforma digital de democracia participativa desarrollada por el Ajuntament de Barcelona. Decidim es, además, un proyecto tecnopolítico que implica multitud de códigos más allá del informático. Distinguimos tres planos analíticos que sirven para conceptualizar de forma holística y sistemática el proyecto Decidim: un plano político, uno tecnopolítico, y un plano técnico. Decidim emerge como ejemplo de lo que denominamos “redes políticas” caracterizadas, frente a las “redes sociales”, por hacer del vínculo político y la construcción de inteligencia y voluntad colectivas el centro de su diseño y estructura. A su vez, la comunidad y los espacios “Metadecidim” operan como dispositivos para la democratización del software de Decidim y de la democracia en red en un sentido más amplio, constituyendo “redes tecnopolíticas”. Estas redes de nueva generación hacen de la plataforma una infraestructura público-común (financiada con dinero público y co-diseñada con la ciudadanía), abierta y libre para la democracia participativa, un proyecto que aspira a servir de dispositivo y modelo para la transformación política en un periodo de crisis de la hegemonía neoliberal.

Wikipedia is a huge global repository of human knowledge that can be leveraged to investigate interwinements between cultures. With this aim, we apply methods of Markov chains and Google matrix for the analysis of the hyperlink networks of 24 Wikipedia language editions, and rank all their articles by PageRank, 2DRank and CheiRank algorithms. Using automatic extraction of people names, we obtain the top 100 historical figures, for each edition and for each algorithm. We investigate their spatial, temporal, and gender distributions in dependence of their cultural origins. Our study demonstrates not only the existence of skewness with local figures, mainly recognized only in their own cultures, but also the existence of global historical figures appearing in a large number of editions. By determining the birth time and place of these persons, we perform an analysis of the evolution of such figures through 35 centuries of human history for each language, thus recovering interactions and entanglement of cultures over time. We also obtain the distributions of historical figures over world countries, highlighting geographical aspects of cross-cultural links. Considering historical figures who appear in multiple editions as interactions between cultures, we construct a network of cultures and identify the most influential cultures according to this network.

Social media has emerged as a powerful communication channel to promote actions and raise social awareness. Initiatives through social media are being driven by NGOs to increase the scope and effectiveness of their campaigns. In this paper, we describe the #DaTactic2 campaign, which is both an offline and online initiative supported by Oxfam Intermón devised to gather activists and NGOs practitioners and create awareness on the importance of the 2014 European Parliament election. We provide details regarding the background of the campaign, as well as the objectives, the strategies that have been implemented and an empirical evaluation of its performance through an analysis of the impact on Twitter. Our findings show the effectiveness of bringing together relevant actors in an offline event and the high value of creating multimedia content in order to increase the scope and virality of the campaign.

The Arab Spring, the Spanish Indignados, the Occupy Wall Street movement, the #YoSoy132 movement, the protests in Istanbul's Taksim Gezi Park, the Brazilian Spring (#jan25, #arabspring, #15M, #ows, #YoSoy132, #occupyGezi, #vemprarua): in the last three years the world has witnessed the emergence of networked citizen politics. These movements are not institutions, but oftentimes mimic their nature. At the same time, they are unlike traditional citizens’ movements, but very much alike in their decentralized structure. Networked citizen politics, characterized by decentralization, swarm-like action and an intensive use of information and communication technologies have been playing an increasing role in worldwide protests and movements, often overtaking and circumventing the actions of governments, parliaments, political parties, labour unions, non-governmental organizations, mass media and all kinds of formal democratic institutions. Taking the case of Spanish Indignados, we analyse the nature of networked citizen politics as an extra-representational kind of political participation – for instance, the pervasiveness of Twitter's use in the 15M movement. We begin by characterizing users, including a description of how movements propagate from one to another. Next we explore the bonds between networked citizen movements and formal democratic institutions and how they relate to each other, especially the movements with political parties and mass media. We also examine how networked citizen politics may use tools similar to those of the so-called Politics 2.0 but with very different purposes and, accordingly, the result is of the two conflicting approaches. Our analysis shows that different movements – that is, 15M and 25S – act as a continuum for networked citizen politics that use the Internet as the support for new institutionalisms, and despite the lack of traditional organizations, people, practices and ideas are shared and used as foundations for further action. Nevertheless, there is almost no inter-institutional dialogue, with exceptions being individuals belonging to minor and left-wing parties.

This work analyses the practice of sister city pairing. We investigate structural properties of the resulting city and country networks and present rankings of the most central nodes in these networks. We identify different country clusters and find that the practice of sister city pairing is not influenced by geographical proximity but results in highly assortative networks.

User behavior in online social media is not static, it evolves through the years. In Twitter, we have witnessed a maturation of its platform and its users due to endogenous and exogenous reasons. While the research using Twitter data has expanded rapidly, little work has studied the change/evolution in the Twitter ecosystem itself. In this paper, we use a taxonomy of the types of tweets posted by around 4M users during 10 weeks in 2011 and 2013. We classify users according to their tweeting behavior, and find 5 clusters for which we can associate a different dominant tweeting type. Furthermore, we observe the evolution of users across groups between 2011 and 2013 and find interesting insights such as the decrease in conversations and increase in URLs sharing. Our findings suggest that mature users evolve to adopt Twitter as a news media rather than a social network.

Background In their 2005 study, Adamic and Glance coined the memorable phrase ‘divided they blog’, referring to a trend of cyberbalkanization in the political blogosphere, with liberal and conservative blogs tending to link to other blogs with a similar political slant, and not to one another. As political discussion and activity increasingly moves online, the power of framing political discourses is shifting from mass media to social media. Methodology/Principal Findings Continued examination of political interactions online is critical, and we extend this line of research by examining the activities of political users within the Wikipedia community. First, we examined how users in Wikipedia choose to display their political affiliation. Next, we analyzed the patterns of cross-party interaction and community participation among those users proclaiming a political affiliation. In contrast to previous analyses of other social media, we did not find strong trends indicating a preference to interact with members of the same political party within the Wikipedia community. Conclusions/Significance Our results indicate that users who proclaim their political affiliation within the community tend to proclaim their identity as a ‘Wikipedian’ even more loudly. It seems that the shared identity of ‘being Wikipedian’ may be strong enough to triumph over other potentially divisive facets of personal identity, such as political affiliation.

It is arguable whether history is made by great men and women or vice versa, but undoubtably social connections shape history. Analysing Wikipedia, a global collective memory place, we aim to understand how social links are recorded across cultures. Starting with the set of biographies in the English Wikipedia we focus on the networks of links between these biographical articles on the 15 largest language Wikipedias. We detect the most central characters in these networks and point out culture-related peculiarities. Furthermore, we reveal remarkable similarities between distinct groups of language Wikipedias and highlight the shared knowledge about connections between persons across cultures.
