Citizen participation is key in urban planning, but traditional methods are often limited in terms of accessibility and inclusion. This study investigates how the use of emerging technologies such as Virtual and Augmented Reality (VR/AR), Digital Twin (DT), Building Information Modelling (BIM), Artificial Intelligence (AI), and Geographic Information Systems (GIS) can enhance citizen participation in urban planning. Through the review and analysis of existing literature, combined with the study of cases from cities in Eurasia and North America on the implementation of these technologies in urban and environmental planning, the results indicate that the use of multi-reality technologies facilitates immersive visualization of urban projects, allowing citizens to better understand the implications of proposed changes. Furthermore, the integration of real-time monitoring, such as forest and climate surveillance, improves environmental control. Technologies like AI and GIS also enable greater precision and empowerment in participatory decision-making. Nevertheless, the emergence of these technologies presents a challenge that must be addressed, as it is essential to establish a regulatory framework to ensure their responsible use. In conclusion, these platforms not only increase participation and co-creation but also enable more efficient, sustainable, and inclusive urban planning. Greater adoption of these technologies is suggested to optimize the urban decision-making process.

Citizen initiatives (CIs) arise in response to various issues felt by the community that undoubtedly have an impact on their quality of life, and are materialised through innovative practices at different levels of society. The contribution of CIs in the transition towards sustainable cities is a topic of growing interest. The dynamics of social processes merit monitoring, reflection and analysis, to understand and harness the potential of CIs to generate improvements in community sustainability and robust and reliable systems to reaffirm and enhance their value, but the question arises: How can they be evaluated? Initial evaluation methodologies exist, with the aim of measuring the real impact of these, although their application is scarce. This review article aims to analyse existing evaluation methodologies that measure the impact of CIs in different fields, through an analysis of the main characteristics of three existing sustainability evaluation systems in CIs. Its methodology and results are investigated, using the SALSA framework, which organizes the review process into Search, AppraisaL, Synthesis, and Analysis. As a result, a catalogue of possible improvements to be implemented in order to create more homogeneous and multidisciplinary evaluation systems is created. It is concluded that today, the existing systems are a methodological framework to be developed and improved in order to generate systems that transversally and holistically evaluate the CIs and its importance in the transformation of society. Citizen initiatives (CIs), through their activities, have become a mechanism to promote empowerment, social inclusion, change of habits, and the transformation of neighbourhoods, influencing their sustainability, but how can this impact be measured? Currently, there are no tools that directly assess this impact, so our research seeks to describe and evaluate the contributions of CIs in a holistic and comprehensive way, respecting the versatility of their activities. This research proposes an evaluation system of 33 indicators distributed in 3 blocks: social cohesion, urban metabolism, and transformation potential, which can be applied through a questionnaire. This research applied different methods such as desk study, literature review, and case study analysis. The evaluation of case studies showed that the developed evaluation system well reflects the individual contribution of CIs to sensitive and important aspects of neighbourhoods, with a lesser or greater impact according to the activities they carry out and the holistic conception they have of sustainability. Further implementation and validation of the system in different contexts is needed, but it is a novel and interesting proposal that will favour decision making for the promotion of one or another type of initiative according to its benefits and the reality and needs of the neighbourhood.

This research aims to assess recent progress in the achievement of the Sustainable Development Goals (SDGs) in Latin American and Caribbean countries, with special attention to the advances and challenges in the region. The motivation lies in the need to understand the current state of SDGs implementation, particularly SDG 11: Sustainable Cities and Communities, within the framework of the 2030 Agenda for Sustainable Development. The novelty of the study lies in its comparative and up-to-date approach, using data from the 2019-2023 Sustainable Development Reports to analyze 10 selected case studies. Unlike other studies, it focuses more deeply on the analysis of the SDG 11 targets. The methodology employed includes the analysis of 140 SDGs targets, processing the data obtained from the reports to assess progress and setbacks in their achievement. The results show that, although there has been a progressive increase in the achievement of the SDGs (from 57.1% in 2019 to 69.2% in 2023), more than 30% of the targets have not advanced or have regressed since 2015. This finding highlights the urgency of intensifying efforts to ensure a sustainable future. The research provides a balance that identifies key conditions, challenges, and opportunities, and proposes a reference framework for future monitoring of SDGs achievement, particularly in the context of urban sustainability in Latin America and the Caribbean.
