Associate Professor in the School of Civil & Structural Engineering, Nanyang Technological University (NTU), Singapore. B.Eng. (First Class Hons) degree in Civil Engineering from the University of Glasgow, Scotland, UK in 1981, M.Eng. degree in Construction Management from the University of California, Berkeley, USA in 1987 and Ph.D. degree in Civil Engineering (Dissertation Topic: Evaluation and Competitive Tendering of Build-Operate-Transfer (BOT) Projects) from NTU in 1994. Extensively involved in teaching, research and consultancy on project financing, construction engineering and management especially on BOT projects. Published about 30 journal papers, 20 conference papers, 2 books/monographs and some other papers. Member of American Society of Civil Engineers (ASCE) and a Professional Engineer (PE) of Singapore.
