Tourism has always stood out in terms of economic opportunities and personal enjoyment. However, the problem of overtourism has emerged in recent years in urban contexts of cities with diversified economies. Overtourism has become—to a much greater extent than any other variable challenging the sustainability of the tourism model—an object of public debate and the media reflect this debate, which, in the case of Spain, is concentrated in the term “tourismphobia.” This paper aims to analyse the two main opposing narratives reflected in the Spanish media on the emergence of the problem of tourismphobia and that defined what was happening to influence both public opinion and public policymakers themselves. The methodological approach used is the narrative policy framework (NPF), which considers public policies as a social construct, shaped by particular ideologies, values, and worldviews that are structured in narratives. The conclusions point to the fact that even though the “success in danger” narrative was the winner, for the first time the sustainability of the country’s tourism model is being broadly questioned and by very diverse actors. It is also clear that in order to change the trajectory of consolidated tourism policies, it is necessary to build tangible public policy alternatives that can be articulated and implemented by public actors. Based on the findings of the paper, future lines of research could use the “Narrative Policy Framework” for the analysis of sustainable tourism policies or for the study of overtourism in different countries from a comparative perspective.

El artículo analiza los problemas del distrito Centro de Madrid desde la perspectiva de sus habitantes. Partiendo de la presentación de las principales características demográficas y territoriales del distrito y del análisis de los instrumentos de intervención impulsados desde el Ayuntamiento, se identifican posteriormente los principales problemas sentidos por la población a partir de los datos contenidos en los espacios formales de participación ciudadana y de las entrevistas mantenidas con representantes de asociaciones de vecinos, técnicos municipales, concejales e individuos no organizados. El trabajo muestra, desde la perspectiva de los ciudadanos, que el turismo no es percibido como uno de los principales problemas del distrito Centro, aunque sí lo son otros fenómenos asociados a él.

Decentralisation has been justified as a tool for democratic improvement and political stability, an instrument to improve efficiency, a means of managing heterogeneous societies or a guarantee for territorial and social cohesion. However, sometimes the practice of decentralisation leads to mismanagement, corruption, clientelism and lack of policy coherence, among other negative side effects. What is essential to decentralisation is not the transfer of functions and resources from higher to lower levels of government, but the relationship of interdependence between them in the sense that each level can, to some extent, condition the functioning of the others. The reasons to decentralise can be political or technical, and its development can result in opportunities and threats, benefits and risks.

Spain has gone in very few years from being a unitary and centralised state to being a complex and highly decentralised state at regional level. The autonomous communities have become the main institutional actor and provider of services, consume the majority of public expenditure, and employ the most public employees in the country. However, these communities have specific characteristics that distinguish them from federal models: they have an open structure that lacks the effective coordination mechanisms of decentralised systems. Local governments on the contrary are in a position of normative and financial subordination with respect to the other administrations, which bring into question their viability as institutions capable of delivering effective public services.
