The relevance of this study resides in the need to determine the key measures for a more effective application of the mechanism of public–private partnerships (PPP) in the implementation of large-scale infrastructure projects, aimed at developing the innovation potential of the Russian defence–industrial complex (DIC). Through the analysis of foreign practices of the application of PPP in the defence industry, representing a vast body of scientific and popular literature on the development of the defence industry in the U.S. and the countries of Europe and Asia, as well as a review of the domestic regulatory framework, the authors have identified the most common and key problems that are obstacles to the effective and sustainable development of PPP mechanisms, and their application not only in the civil, but also in the defence sector. This work pays specific attention to the requirements that are imposed on public and private partners in the process of implementing PPP projects in the context of SDO performance, along with the risks that are inevitably associated with the activities of each of the parties. As a result, the authors present a graphical interpretation of the algorithm for financing the state defence order (SDO) and disclose the system of interaction between the elements of a given algorithm, as well as formulating an essential recommendation for the further development of PPP in Russia.

The paper assesses the significance of the Northern Sea Route for the development of Arctic resources and discusses the methodology for comparing potential transport corridors connecting Northern Europe and Southeast Asia. Due to the characteristics of the transport routes, including the length, travel time and fuel consumption, the authors were able to state the contents of the methodological analysis in several stages, at the end of which, using the optimal mathematical model, autocorrelation and multicollinear analysis, the conditional variance of a number of resulting indicators was estimated and the decision was made about using the model of autoregressive conditional heteroscedasticity (Arch) for forecasting. The paper contains the conclusion that the Northern Sea Route (NSR) is the most attractive waterway between Northern Europe and Southeast Asia, not only due to its distance and geographical factors, but also considering the economic feasibility of using this route for transportation of extracted minerals.

The analysis of legislative issues of regulation of the sphere of production and consumption waste management is carried out. The problems and shortcomings that reduce the effectiveness of the mechanisms for managing production and consumption waste provided for by current legislation are identified. Features of production and consumption waste management are studied on the basis of analysis of the existing waste management system in the Russian Federation and research of advanced foreign experience. The analysis of the dynamics of the share of waste in the field of mining is carried out. The reasons for the high share of waste generation in the extractive industry are substantiated. It is proved that the steady growth of unauthorized landfills indicates the insufficiency of existing measures and the provisions that need to strengthen existing measures are presented. The main directions that can be considered a priority for the development of the domestic waste management industry are highlighted.

Objectives: The article is aimed at elaborating proposals for the development of innovation infrastructure of universities with a view to maximize their participation in the processes of innovation economy of the regions. Method: Statistical analysis of the data on self-evaluation reports of more than forty Russian universities and their rating functionality for 2015 were used in order to achieve the objectives of the study. These methods allow analyzing a complex relationship of the universities’ revenue part and the control of intellectual property, the universities’ rating functionality and degree of innovation development in the regions. Findings: The article presents the results of the research carried out for the Ministry of Education and Science of Russia in 2015 on the theme “Research and Analysis of the Strategic Programs for Economic and Industrial Development of Regions for the purposes of elaborating a package of measures to include the results of innovative, academic and technological activities of universities in the economic activity of the constituent units of the Russian Federation (implementation of the bailout plan of the Government of the Russian Federation).” The article also justified proposals for the development of innovation infrastructure of Russian universities with a view to maximize participation in the processes of the regional innovation economy. The necessity of raising the level of universities’ income derived from intellectual property management; dependence of university’s scientific and technological potential indicators on its development efficiency factor, the innovative activity of regions where they are located; the need to create mechanisms of integration of regional enterprises and universities for implementing the results of innovation activities of universities in the production. Improvements: Materials of the article shall determine the factor of innovation infrastructure development of Russian universities, their influence on the development of innovative component of regions.

The paper considers the wavelet decomposition for machine learning model to solve the problem of analyzing the shape of vibration signals in wind energy turbines. The questions of training and optimization of the parameters of the classmate method are highlighted. The principle of constructing a training sample is described. The algorithm for the instance recognition of circuit elements by vibration signals removed from wind turbines. Thus, the method of recognition of equipment elements based on sparse wavelet decomposition of vibration signals can be used in practical renewable energy. The research results will stimulate of the development of generating facilities based on wind energy with an installed capacity of up to 15 kW will contribute to the stimulation of the development of wind power with a vertical axis in the urban environment.
