En la actualidad, una de las fórmulas de gestión de destinos consideradas como más adecuadas para garantizar el desarrollo sostenible y competitivo del turismo son las DMO público-privadas. Sin embargo, la gestión del turismo a través de DMO público-privadas no es una cuestión extendida, ni siquiera en las ciudades más visitadas del mundo. Este tipo de entidades debe caracterizarse por una menor dependencia del sector público a nivel organizativo, presupuestario y de toma de decisiones, considerándose como una alternativa para dar solución al problema de financiación al que se enfrenta la gestión de los destinos. Por ello, resulta interesante conocer cómo se financian las DMO de algunas de las ciudades más visitadas del mundo, valorando así su idoneidad de acuerdo con lo establecido por la literatura científica. Así como tratar de entender la razón de su comportamiento, estudiando si tienen asumidas las ventajas e inconvenientes de las diferentes fuentes de financiación. Currently, one of the management destinations formulas considered as the most adequate to guarantee the sustainable and competitive development of tourism are public-private DMO. However, tourism management through public-private DMO is not a widespread issue, even in all the most visited cities in the world. This type of entities must be characterized by a lower dependence on the public sector at an organizational, budgetary and decision-making level, being considered as an alternative to solve the financing problem faced by destination management. Therefore, it is interesting to know how the DMO of the most visited cities in the world are financed, thus assessing their suitability according to what is established by the scientific literature. As well as trying to understand the reason of their behavior, studying whether they have assumed the advantages and disadvantages of different sources of funding.

El oleoturismo, que es una tipología de turismo de interés especial vinculada al aprovechamiento turístico de la cultura del olivar y del aceite de oliva, empieza a despegar en muchos territorios como una alternativa a la fuerte dependencia de la agricultura, lo que contribuye al desarrollo de las zonas rurales. En el caso de las empresas oferentes de actividades oleoturísticas, existe la necesidad de información que les permita desarrollar mejor su trabajo en el mercado turístico. El objetivo de este estudio es el de mostrar qué características tienen los oleoturistas que visitan a dichas empresas, cómo organizan su viaje, cuáles son las motivaciones que los lleva a realizar oleoturismo, e, intrínsecamente, descubrir si éstas se están organizado con el fin de obtener información acerca de sus visitantes. Además, se muestra, según estás empresas, cual es la distribución de los oleoturistas a lo largo del año, evidenciando el potencial que posee el oleoturismo para romper la estacionalidad que presenta la actividad turística en Andalucía. Para ello, se ha realizado una encuesta a empresas oleoturísticas ubicadas en Andalucía, principal región productora de aceite de oliva y, por ende, principal destino oleoturístico mundial.

Consolidated tourism destinations face certain challenges derived from aspects such as new client demands, growing competition, the problems of overtourism and tourism-phobia, and the modernization of infrastructures. The creation of taxes and/or public fees that affect tourism activities is one potential option for public managers facing these difficulties. The objective of this study is to determine tourists’ willingness to pay in order to increase the income of public managers to create these types of policies. The study was carried out in Andalusia, a region of southern Spain with high rates of tourism, which received some 32.4 million tourists in 2019. A survey was conducted on 1068 tourists at the main tourism arrival points of this region. First, factors influencing the willingness and amount to be paid by each tourist were identified; for this, distinct statistical techniques were used (binary logistic regression and decision trees). Second, the sensitivity of tourism demand was analyzed with regard to the establishment of these types of taxes and public fees, concluding that tourism demand is inelastic in the face of a moderate increase in prices resulting from the creation of taxes and/or public fees.

Tourist destinations are relational systems that can be studied through social network analysis (SNA). The paper analyses the structural properties of the networks of actors of three tourist destinations, focusing on the degree centrality indicator for socio‐centric networks and asymmetrical relationships to obtain the indegree (prestige) and outdegree (influence) of the various actors. The results strengthen the idea that there is a direct relationship between relational dynamics and the development of tourist destinations. It provides results that demonstrate how the relational structure changes as tourist destinations evolve, and how there is a direct relationship between the number of actors with high centrality and the development of tourist destinations.

El oleoturismo surge como una forma de diversificación económica en las regiones productoras de aceite de oliva, muy dependientes de la agricultura. Para lograr un desarrollo sostenible es fundamental la colaboración entre los actores que influyen y se ven afectados por esta actividad, puesto que el turismo debe analizarse como un sistema integrado y estas relaciones favorecen a la industria y al propio destino. Este hecho suscita la necesidad de conocer en profundidad cual es la predisposición que presentan las empresas oleoturísticas a colaborar y cooperar entre ellas y con el resto de actores involucrados en la actividad turística, siendo el principal objetivo de este trabajo. Para tal fin, a través de un estudio descriptivo y aplicando una compleja encuesta, se entrevistaron gerentes de empresas situadas en Andalucía-España, pioneras en la diversificación de su actividad hacia el oleoturismo. Los resultados muestran, que la prioridad de colaborar de las empresas es baja, siendo el sector público el actor preferido y la predisposición a invertir capital económico en redes de colaboración es mínima. Se concluye que, en materia de colaboración entre las partes interesadas del mercado oleoturístico, las empresas con mejor posicionamiento en esta actividad necesitan información, formación e incentivos para desarrollarlo.

The maturity of the tourism destinations, along with the sector’s growing competitiveness and evolving tourist habits, demands the implementation of a series of strategies to increase the sustainability of these destinations while improving the tourism experience. Therefore, the imposition of taxes and/or fees on distinct tourism activities has become a viable option for the financing of these policies. The objective of this study is to determine the amounts of taxes and/or public fees that tourists appear to be more willing to pay in order to improve the sustainability and experience of the mature tourism destination. It also attempts to identify the factors that determine tourists’ willingness to pay. The study was carried out in Andalusia, a prominently touristic region of southern Spain, which received 32.4 million tourists in 2019. To do so, a survey was conducted on 1068 tourists at the main tourism arrival points of this region. First, the results identify the dimensions of taxes and/or public fees that tourists are more willing to pay, linked to environmental factors and tourism services. Second, the following factors were found to influence the tourists’ willingness to pay these taxes: the purpose of the trip, income, budget and place of origin.

The prevailing discourse relates the widespread belief that an increase in the volume of tourist arrivals is a clear sign of success for tourism destination managers. According to a logarithmic regression function that estimates the inverse demand-income elasticity, it has been found that tourism flows are not the best measure to use in assessing the contribution of tourism to economic growth. Rather, the volume of income that is generated from these tourists should be considered. Furthermore, based on an analysis of correlations, it was found that the territories having the greatest efficiency in generating income from tourism are more competitive in terms of tourism. The results obtained may contribute to changing the approach used by both private and public bodies, and they may also help them to re-focus their business planning and policymaking so as to emphasize an increase in income level and not in volume of tourists.

Olive oil tourism is a recent development in the countries of the Mediterranean basin, but it is now spreading to other regions of the world. The main reasons people are choosing this special interest tourism (SIT) are to find out about the culture surrounding olive oil and to enjoy the whole host of activities related to the product. This has led to the creation of strong links between olive oil tourism and other types of special interest tourism. The studies undertaken thus far to characterise the profile of olive oil tourism’s demand, and its motivations, expectations and needs, have been limited and partial, focusing on specific cases. Therefore, this paper aims to take a closer look at the demand for olive oil tourism. Based on a survey of 609 visitors to olive oil mills in the south of Spain, olive oil tourists were segmented according to the type of trip and the olive oil tourism experience enjoyed during the trip, using a two-step cluster analysis. The results obtained enabled us to identify four segments with well-differentiated behaviours, which will help stakeholders, policy makers and destination managers to reach decisions, with a view to adapting their product to the expectations and needs of potential customers.

The rapid evolution of the tourism industry has sparked interest among researchers and tourism managers, keen to know which aspects determine whether a territory will become a tourism destination or not. Currently, there is still no clear consensus about the best procedure for doing this. Hence, this paper proposes a composite index resulting from a system of indicators capable of determining the tourism vocation of a territory. Six medium‐sized inland towns in Andalusia (Spain) are analysed, which have, a priori, different degrees of tourism development. The findings show that it is possible to measure the tourism vocation of a territory.

Creativity has been engaged as a new way of developing tourism destinations, and this brings consequences for tourists and for the destinations themselves. Hence the need to measure the levels of creativity displayed by a specific tourist destination. To this end, an aggregate composite index is proposed, labelled Creacity , capable of evaluating spatial, environmental and institutional creativity in Spain's urban‐cultural destinations, taken as an example. The findings and methodology proposed pave the way to apply creativity as a key element in tourism competitiveness, in a clear bid to promote the Economics of Creativity, moving beyond the concept of Creative Economics.

Los poderes públicos han desempeñado un papel clave en la competitividad turística, al recaer sobre este agente la obligación de proporcionar distintas infraestructuras y garantizar distintos servicios tanto al turista como al propio destino turístico. Las administraciones públicas de los territorios en los que el turismo tiene un peso importante para la economía española han puesto de manifiesto determinados problemas de financiación. Ante lo cual, la implantación de instrumentos fiscales específicos que graven dicha actividad y que recaigan sobre los agentes participantes en el sector, pueden contribuir a obtener la financiación necesaria para abordar distintas políticas públicas.

Los poderes públicos han desempeñado un papel clave en la competitividad turística, al recaer sobre este agente la obligación de proporcionar determinadas infraestructuras y servicios. Ello ha provocado incurrir en determinados costes adicionales, ante lo cual, la implantación de instrumentos fiscales puede contribuir a obtener la financiación necesaria. El objetivo del presente trabajo es identificar los tributos de carácter turístico implantados en los cincuenta principales destinos turísticos mundiales. Para ello, se han consultado distintas fuentes oficiales, nacionales e internacionales. Se han identificado tributos de carácter turístico en 49 de los 50 principales destinos turísticos; configurándose, por tanto, como un instrumento eficaz para obtener la financiación necesaria.

Spending has been one of the most frequently analyzed economic variables over the past decades in studies on tourism, and especially those related to cultural destinations. Over time, researchers have focused on identifying and understanding the factors that condition tourism spending as a key variable to ensure the multiplier effect of tourism on the territories and, therefore, the competitiveness of tourism destinations at a global level. Despite this, there are few studies on tourism segmentation according to tourists’ spending patterns, and even fewer when it comes to World Heritage Sites. Using model-based Gaussian clustering, this study identifies six clusters, which are subsequently characterized according to the socio-demographic characteristics of the tourists, the characteristics of these tourists’ trip and their level of satisfaction with different aspects of the destination. The study has focused on Úbeda and Baeza (Spain), based on information from 2126 surveys conducted between June and September 2016.

It is widely accepted that tourism, given the right conditions, can be an important instrument of economic growth and a means of improving the quality of life for the societies in which it is implemented, particularly in developing territories. International financial institutions are aware of the role that tourism can play in this regard and, accordingly, have included it within their strategies to further sustainable development and financial inclusion. The World Bank is one of the institutions working to foster tourism, although, interestingly, it only began working in this area very recently (2016). This paper analyses the role of the World Bank in the inclusive financing of tourism as an instrument of sustainable development and compares it with the finance allocated to another four sectors in the branch of trade and industry. To this end, using a system of indicators previously tested in the literature, it analyses a total of ninety-two projects directly related with tourism, trade, manufacture, services, and housing construction activity. The results obtained, when compared to the finance allocated to other sectors of trade and industry (to which tourism also belongs), indicate that the World Bank’s financing of tourism could sharpen its focus on financial inclusion, which would ensure greater efficiency and efficacy in the attainment of its poverty reduction and development goals.

The aim of this study is to analyze the relationship between sustainability and tourism competitiveness and potential differences in these parameters between geographical regions. The Travel and Tourism Competitiveness Index (TTCI) of the World Economic Forum is most commonly used to measure tourism competitiveness, however, this index has been criticized by some academics. We propose a synthetic indicator (Imα) using the multicriteria double reference point method, which can measure tourism competitiveness more accurately by applying different degrees of substitutability among pillars. The Sustainable Development Index (SDG Index) frames the implementation of Sustainable Development Goals and was used to analyze sustainability data. The new tourism competitiveness index (Imα) was obtained at both the global and regional level. It is important to note that some countries have a different ranking in the regional and global tourism competitiveness indexes, which shows a different behaviors among regions. The relationship between sustainability and tourism competitiveness is positive in all the analyses performed, though it is stronger when calculated without allowing substitutability, especially when considering the regional index. These trends show the value of this regional study of tourism competitiveness, because in addition to helping managers develop strategies to improve tourism competitiveness, it allows them to know the effect that these strategies will have on sustainability.

Olive-oil tourism is an emerging tourism typology that is especially developing in the Mediterranean basin, though successful cases also exist in other regions of the world. The main motivation underlying olive-oil tourism demand is the desire to learn about and enjoy the world of olives and olive oil. The objective of this article is to characterise this new tourism typology and identify its main activities. Based on a thorough bibliographical review and an expert panel, we show that this tourism typology corresponds to special interest tourism, and derives from three types of general interest tourism (rural, nature and cultural) with connections to other specific types of tourism. Furthermore, we demonstrate its links to an increasingly broad range of activities and services, thus revealing how complex this type of tourism can be, a feature proper to so-called special interest tourism.

The purpose of this paper is to analyse, on the basis of information gathered from 3,048 questionnaires, the factors which determine the daily expenditure in the destination of tourists in 14 emerging urban-cultural destinations in Andalusia (Spain), using an OLS regression model. The results confirm that tourist expenditure is explained by a set of factors related to the socio-economic profile of the tourist, the characteristics of the trip, the activities of the tourist in the destination and the degree of satisfaction with the destination. Knowledge of these aspects allows tourism policy to be oriented towards maximizing the revenue generated by the tourist in the urban-cultural destinations analysed, which are in the first stages of their life cycle.

The scientific literature and reports by international bodies recognise the importance of governance in tourism. This is a process whereby different stakeholders interact in order to solve problems and find opportunities for the different sectors involved. For the purposes of this article, different approaches have been analysed with the aim of understanding the full governance process among stakeholders. In order to validate the main findings, a panel of experts was set up to establish the characteristics a model should have when implementing the principles of good governance as a key tool for managing tourist destinations. This model is aimed at guaranteeing the sustainable development of tourism and enhancing competitiveness. There is a great consensus about how governance must be applied, establishing an open and participatory model which must be transparent and effective, capable of attracting the participation, coordination and collaboration among stakeholders using a clear methodology divided into different stages: diagnosis, planning and strategy, execution and monitoring, and evaluation.

Úbeda y Baeza fueron declaradas Ciudades Patrimonio de la Humanidad en 2003. Desde entonces, el turismo en estas ciudades se ha convertido en una actividad clave para su economía y se ha incrementado el número de llegadas en más de un cincuenta por ciento. La gestión de cualquier Ciudad Patrimonio de la Humanidad requiere conocer en profundidad al visitante desde diferentes perspectivas: variables sociodemográficas y psicológicas del turista, características del viaje, actividades llevadas a cabo en el destino, la satisfacción con los recursos de este, así como del gasto realizado por el turista durante el viaje y el presupuesto del que parte. En concreto, para el caso de Úbeda y Baeza, se ha podido comprobar que el perfil del turista que las visita coincide a grandes rasgos con el del que acude a otras Ciudades Patrimonio de la Humanidad, establecido en la literatura científica, diferenciándose principalmente en variables más específicas relacionadas con el destino y la propia personalidad del turista. Los resultados alcanzados aportan una información de gran utilidad para gestores y policymakers de las Ciudades Patrimonio de la Humanidad, que podrán adaptar su oferta turística al turista que las visita.
